This letter is written primarily to inform you that the war is over, and I have come through it unscathed. You had probably guessed as much by this time, but I am sure that my own confirmation can clinch the matter more firmly than anything else. Unscathed, of course, does not mean unaffected. What I have seen and heard here, in conversations with Germans, French, Czechs, and Russians — plus personal observations — combines to make a story well beyond the limits of censorship regulations. In the early days of the Korean War, the U.S. Air Force (USAF) had a policy of precision bombing military targets only. Policy-makers in Washington, D.C., formulated this policy to ensure the protection of Korean civilians and to increase the effectiveness of their air operations. Senior USAF officers in Korea, however, were unhappy about the limitations placed on them by Washington. In their strategic air operations against targets in North Korea USAF officers followed Washington's precision bombing policy, but they insisted that USAF bombers be permitted to use incendiary bombs against population centers in North Korea. China's entry into the war in November 1950 led to a drastic change in the precision bombing policy. On 5 November 1950, when the UN forces began suffering defeat after defeat in battles with the new enemy, General Douglas MacArthur designated cities and villages in North Korea as “main bombing targets” and permitted the use of incendiary bombs, which had been used in attacks against Japanese cities during World War II. From that point until the end of the war, the USAF regarded North Korean cities and villages as their crucial targets as political and military occasion demanded.  相似文献

Russia's military intervention in Syria (2015-present) has ensured the Assad regime's survival to date. Why though has Russia succeeded in achieving its objective? This article provides an analysis of Russia's involvement in the Syrian civil war in comparison to the Soviet Union's military debacle in Afghanistan (1979-89). Accordingly, by avoiding the USSR's mistakes in Afghanistan, this article posits that Russia has not become entangled in a protracted conflict in Syria. In Syria, Russia has militarily intervened to buttress the Assad regime, not to reorganize the host government's leadership and assume control over the war effort. Meanwhile, Syrian opposition forces lack concerted international support and Russia has allies that are assisting the embattled Syrian government. Lastly, Russia intends to ‘freeze’ the Syrian civil war in place by (i) pressuring opposition forces to submit and other countries to re-embrace Damascus in a diplomatic forum, (ii) endorsing Syria's claim to sovereignty, and (iii) relying upon a small military presence to deter others from destabilizing Assad's rule.  相似文献

Japanese Devils, a documentary of personal confessions of war crimes by Japanese Imperial soldiers in China duringWorldWar II, was invited to the Sarajevo Film Festival, in August, 2002. Accompanying the film and its director to Sarajevo, the author, an American, sensitive to the postwar Japanese experience, discovered a people and city still deeply traumatized by war. The visit prompted a series of questions about the origins of genocide, the consequences of targeting civilians in war, and our collective responsibility to question and listen to the stories of perpetrators, as civilians increasingly become explicit targets in hostilities.  相似文献

Queensland's post-First World War Soldier Settlement Scheme, begun with noble and optimistic intentions in 1916, officially terminated in 1929 after ignominious failure. There were a number of factors which contributed to the erosion and ultimate destruction of this phase of land settlement, but Commonwealth-State antagonism and the incompetence of many State agricultural advisers were certainly significant elements. Beerburrum, just north of Brisbane, was one of the largest groups of settlements which characterised Queensland's attempts to turn swords into ploughshares. Beerburrum soldier settlers and their families strove valiantly to extract a basic living in the face of overwhelming adversity, and an examination of their circumstances offers a valuable window into the trials and tribulations of the entire scheme.  相似文献

The first eighteen months of the Great War witnessed an unprecedented awakening of interest in the Polish Question, when worldwide attention was drawn to the prolonged devastation of the Polish territories. Thereafter, a steady increase in media comment and criticism, highlighting Poland's plight, fostered public indignation at the continual stalling of humanitarian relief efforts for Polish refugees. Such burgeoning popular sentiment focused wider political attention upon a growing movement for recognition of Polish claims to independence. This particularly proved to be the case for Woodrow Wilson and his administration's budding interest in Poland. Subsequently, nowhere did the Polish Question assume a greater role in diplomatic efforts to mediate for peace than in America, and at no time more than during the year preceding the President's hesitant decision to intervene in hostilities.  相似文献

The article is based on Professor Lieven's recent book, Pakistan: a hard case. He starts by contrasting British and American attitudes, emphasising that Pakistan is far more important to Britain than Afghanistan as a result of the sheer size of the diaspora. And British officials and soldiers spent decades dealing with the North-West Frontier. They would not have been surprised by the shifting loyalties of the tribes, which are simply a fact of life. But the basic point of the book is to explain how the Pakistani system works. Pakistan is a troubled, but not a failing state. It is tougher than we think. But the very reasons for its toughness inhibit change. The military are over-powerful and the tax system is grossly inadequate. Cooperation over the terrorist threat to the West is good, but Afghanistan is another story. Pakistan is making its calculation on the basis of a western withdrawal, which would be welcomed by the average Pakistani. At some point the West will need to cut a deal with the Taliban and only Pakistan can get them to the table.  相似文献

The call for ‘national self-determination’ exercised enormous moral attraction during and after the First World War but at the same time also caused tensions between individual national groups, especially in ethnically mixed East Central Europe. This article examines the function and importance that the Lithuanian Taryba attached to national minorities during its existence. It illustrates the problematic attitude of the Taryba concerning the minorities from the onset. The Lithuanian example obviously cannot be seen as unique in Eastern Europe. In that respect the founding fathers of the modern Lithuanian state hardly differed from the trend of their era.  相似文献

From the early twentieth century, many Australian farm products have had their prices set by some form of intervention, often administered by a statutory marketing board. Wool was different: intervention, other than war‐related exigencies, came much later and in a different mechanism, a reserve price scheme (hereafter RPS). The RPS that operated from 1970 until its collapse in 1991 has been roundly criticised. Four key elements explain the belated emergence and particular form of price controls: the specific characteristics of wool — its importance to the economy, its export orientation, and its non‐perishability; the shifting locus of economic and political power in favour of small farmers; the declining influence of the wool‐selling brokers and their associations; and the rise of statutory bodies and their capture by key figures supporting increased government participation.  相似文献
