This study provides an understanding of motivational factors that lead to the adoption of an environmental management system (EMS) from the perspective of resource‐based view theory. Further, the role of EMS has been examined to reduce energy intensity by estimating the average treatment effect. Therefore, different logistic regression has been estimated to find out major motivational factors. Results from the logit model validate the role of firm's size, age, and ownership in motivating firms to adopt an EMS whereas regulatory pressure does not influence the firm's adoption of EMS. Furthermore, negative average treatment effect shows the effectiveness of certification in reducing energy intensity. The comparative analysis of sustainability report indicates that TATA Steel outperforms in terms of carbon emission intensity as compared with Steel Authority of Indian Limited, Jindal power and steel limited, JSW Steel, and average Indian firms. Nonetheless, top Indian steel companies are far behind the global best practices in terms of energy, water, emission, and effluent performance indicators.  相似文献

Abstract

The coordination of activity across sites and spaces of production and consumption is a key concern for economic analysis. Joining a revival in the application of convention theory to agro-food scholarship, this paper considers complementary insights – related principally to ‘the economy of qualities’ – that animate different aspects of e/valuation, competition and alignment. These understandings are extended by more thoroughly acknowledging contemporary developments in consumption scholarship. The arguments are advanced through a case study of the orange juice market, linking its current high-carbon trajectory to the commercial and cultural significance of freshness. The analysis offers new insights into distributed processes of qualification as well as the mechanisms through which conventions are assembled and sustained. Finally, a more integrated approach to food production and consumption is outlined.  相似文献

This paper evaluates performance differences between government owned, mixed sector and private sector enterprises in India for the period 1973–1974 to 1988–1989. The results establish that enterprises owned by the central government and state governments are less efficient than mixed or private sector enterprises, while mixed sector enterprises are less efficient than those in the private sector. The results contradict extant evidence finding no performance differences between government-owned and private firms in India. There have, however, been inter-temporal efficiency gains for the sector as a whole, perhaps resulting from reforms undertaken towards improving government-owned enterprises' performance.  相似文献

Abstract

A leading impulse for new regionalism in the 1990s was the sense that suburban and central cities are economically interdependent and should work cooperatively toward common regional welfare in the face of globalized competition. If this is so, we should witness an emergence of regional policies that combat concentrated poverty, segregation, and place‐based inequalities that impose significant economic costs. This article assesses the extent and types of metropolitan equity efforts under new regionalism, the pathways through which they arise, and their prospects.

Research finds that equity‐based regional policies are increasing; they take diverse forms and are commonly shaped by state or federal programs, but they are not explicit and primary parts of regional agendas. While regional entities have not advanced explicit discussions about equity, a confluence of intergovernmental programs and quality of life issues has added regional equity to the portfolio of metropolitan goals.  相似文献

In the past, studies on inclusive development involve mainly the perspective of equitable distribution of economic and societal outputs. This study, however, takes a different approach and analyses the potential roles of regional coordination mechanisms (RCMs), specifically universities and research council's networks within Southeast Asia, in disseminating the innovation-related activities for inclusive development or Innovation for Inclusive Development (IID). The literature on innovation intermediaries within the realm of innovation systems studies was used to establish the framework of the study. The findings indicate that RCMs have a huge potential role to play. However, due to a number of reasons, including lack of funding support, lack of attention and commitment to IID, weak engagement with industry and non-governmental organisations, the implementation of the IID activities was rather poor. As a whole, the study argues that current approaches are not well positioned and it is fragmented preventing the effective use of RCMs despite their potentials for IID efforts. The study attributes this to the systemic failures in the regional coordinating systems. In enhancing the role of RCMs in IID, this study recommends the promotion of IID platform, the leveraging of non-government organisations and industry as well as energising the Southeast Asia engagement in promoting IID.  相似文献

Renewed interest by the Indonesian government in decentralization and cost-recovery practices has led to both real and illusory reforms, though the distinction between the two is often not clear. This is particularly true with respect to infrastructure planning and finance. Recently, the allocation criteria for capital grants to local governments have been substantially revised, nearly every year, to reflect long lasting concerns regarding differences in interregional development needs and resources. In addition, the level of funding for local government investment has risen dramatically to support increased local responsibility in planning. Most development spending does not pass through local budgets, however. In either case, the project planning process has remained firmly under the direction of the central government's technical ministries. Infrastructure investment thus tends to be segmented, not only by sector, but also by funding source. The rate at which these two factors balance off in current practice does not indicate a strong commitment to effective decentralization. The article suggests that greater regional government participation in the national planning process would be beneficial. To deal with the fragmented nature of sectoral planning is more problematic, as a more integrated approach would in the long term require either a new layer of bureaucracy or a substantial reorganization of the technical ministries. In the shorter term, a gradual shift toward general purpose grants would also generate regional development plans more consistent with the goals of decentralization while maintaining substantial central control and oversight.  相似文献

The aim of this present study is to assess the causal link between nuclear energy consumption and economic growth in the United Kingdom using Toda Yamamoto causality and wavelet coherence tests with the objective of responding to the following questions: (a) Does consumption of nuclear energy lead to economic growth in the United Kingdom and/or does economic growth lead to the consumption of nuclear energy sources in the United Kingdom, and (b) if so, why? The findings from wavelet coherence reveal that changes in economic growth lead to changes in nuclear energy consumption in the United Kingdom at different frequencies, especially in the long‐run, and in different periods between 1998 and 2017. In addition, there is a positive correlation between nuclear energy consumption and economic growth between 2002 and 2006 in the short‐run. In this study, we also check the consistency of the findings from wavelet coherence which is confirmed by the outcomes of Toda Yamamoto causality test. Therefore, the present study is likely to attract great interest from the policy‐makers and researchers in this field. At the same time, it is likely to start a new debate.  相似文献

However, to do so, they must be combined with other energy-conserving strategies and diffused rapidly throughout the housing industry. This article examines the relationship between energy consumption, industrialization, urbanization, economic growth, and financial development in India from 1980 to 2017. The ARDL bound testing; Johansen & Juselius cointegration approach and Gregory & Hansen structural break cointegration technique confirm the long‐run relationship exists among variables. The result of long‐run analysis indicates that the industrialization, urbanization and economic growth play a vital role in increasing energy consumption in India. However, financial development indicates negative relation to energy consumption. The coefficient of error correction term is negative and statistically significant at 1% confidence level, it means last‐period's deviation from a long‐run equilibrium. It is clear from the results of Toda‐Yamamoto Causality, there is a unidirectional causality running from industrialization to energy consumption. However, there is bidirectional causality showing between energy consumption and urbanization, economic growth and energy consumption, and urbanization and Economic growth. Urbanization facilitates fuel switching, as decentralized rural energy sources like traditional wood‐burning are replaced by centralized energy sources. From the above findings, we argue that proper awareness should be made at the urban center regarding use of energy saving equipments and public infrastructure should be improved to harness the effect of urban agglomeration. As rapid development of energy intensive‐industries and economic activity in Indian economy, there is need of energy efficient technology in industry in order to reduce energy consumption.  相似文献

The public administration literature has demonstrated the valuable impact of employees' engagement on public service. However, studies conventionally deal with engagement as a unidimensional construct, with few explanations for its evolution. To promote knowledge in this arena, the authors propose public sector engagement (PSE) as a multidimensional construct, comprising social responsibility, work engagement, and organizational citizenship behaviors at the individual level. The authors develop and examine a set of hypotheses proposing that PSE may be augmented by enhancing civil servants' emotional intelligence (EI) as well as their supervisors' EI. Using a two‐study multimethod approach (i.e., an experiment and a survey), the authors identify employees' and managers' high EI as a critical resource in enhancing PSE. The article concludes by theoretically framing the findings using the job demands‐resources model and illuminating the practical value to public service of better selection and training of high‐EI employees and managers.  相似文献

Rents and political motives are present in many aspects of public policy. This article considers the role of rents, rent seeking, and the political choice of environmental policy. Rents are introduced into the political choice of price and quantity regulation under conditions of uncertainty. The model shows how political-economy aspects affect the choice between price and quantity regulation. The contesting of rents associated with different policies affects the regulatory structure and influences the political choice of an environmental policy target. The primary conclusion is that the political choice of environmental policy depends on the interaction between the efficiency of rent transfer and the size of rent-seeking groups within the economy.  相似文献

I argue that there is a distinct and longstanding regional structure in East Asia that is of at least equal importance to the global level in shaping the region's security dynamics. Without considering this regional level neither ‘unipolar’ nor ‘multipolar’ designations can explain East Asian international security. To make this case, I deploy regional security complex theory both to characterize and explain developments in East Asia since the end of the Cold War. The shift from bipolarity to unipolarity is well understood in thinking about how the ending of the Cold War impacted on East Asia. Less written about in Western security literature are the parallel developments at the regional level. Prominent among these are the relative empowerment of China in relation to its neighbours, and the effect of this, as well as of the growth of regional institutions, and the attachment of security significance to East Asian economic developments, in merging the security dynamics of Northeast and Southeast Asia. How China relates to its East Asian region, and how the US and China relate to each other, are deeply intertwined issues which centrally affect not only the future of East Asian, but also global, security. With the notable exception of some crisis between China and Taiwan, this whole pattern looks mainly dependent on internal developments within China and the US. Also significant is whether the basic dynamic of interstate relations in East Asia is more defined by the Westphalian principle of balancing, or by the bandwagoning imperative more characteristic of suzerain-vassal relationships. The main probability is for more of the same, with East Asian security staying within a fairly narrow band between mild conflict formation and a rather odd and weak sort of security regime in which an outside power, the US, plays the key role.  相似文献

This article examines the politics of regional economic decline in two British administrative regions since 1979. Variations in economic problems and in government policy have combined with the presence or absence of indigenous resources to produce distinctive responses by groups and organisations in these regions. The findings highlight the strong influence of government policy in structuring the options for regional groups, as well as the mediational role played by regional civil servants. The politics of territory is alive and well in Britain, although it occurs within well‐defined parameters set largely by central government.  相似文献

Multi-level governance in the European Union is a well-established model in the EU literature. An area of ongoing focus within that literature has been the regional representation offices that have proliferated in Brussels. This article addresses the research question of how domestic institutional arrangements affect the strategies of regions seeking representation at the European level. Based on the results of original interviews with directors and deputy-directors of Austrian regional representation offices in Brussels to illustrate the approach these offices take when interacting with other European institutions and with Austrian federal representatives, this study builds on the regional representation literature that has stressed the pre-eminence of state institutional structures in understanding the role of regional representation offices and argues that the importance of the offices is best examined through a focus on state level institutions and power arrangements rather than on office impact at the European level.  相似文献

This opening article presents rationales for the Special Section which analyses South Korea's debates and discourses on crucial issues related to East Asian regional politics. The article opens with a consideration of why attention is drawn to South Korea and particularly to its discourses. Expanding upon constructivist theoretical insights, this article shows how they matter in foreign policy-making and state behaviour. In addition, the article clarifies the scope of analysis of this Special Section. While recognising that many different actors and issues shape the regional order in East Asia to varying degrees, we hold that the most direct impact on changes and/or continuity in that order comes from state actors in the realm of security (or the security–economy nexus). The article ends on a cautiously optimistic note: although the perspectives and discourses analysed in this Special Section are not exhaustive, the analysis can serve as a useful reference point for discussion that seeks to advance our understandings of how South Korea is likely to behave toward its neighbours and what the future of the East Asian regional order will look like.  相似文献

From the inception of the Association of Southeast Asian Nations (ASEAN) in 1967 to 1991 economic cooperation among its members was virtually non-existent. However, in January 1992 the leaders of the member states agreed to work towards an ASEAN Free Trade Area (AFTA). Following an uncertain initial phase the leaders rededicated themselves in 1995 to an accelerated implementation of the AFTA agreement. The key to the change in policy and to the relatively successful implementation of AFTA was the shift in the domestic balance of power in Indonesia, Malaysia, the Philippines and Thailand from economic nationalists to liberal reformers. This occurred as the result of a series of recessions and booms that affected the economies of the region from the early 1980s onwards. Also crucial to the successful implementation of AFTA was the distinctive approach to regional cooperation that has developed among the ASEAN members.  相似文献

The Indian government unveiled new farm legislation on September 27, 2020, with the goal of empowering the farming community. According to the government, new farm regulations will reduce the reliance of indigenous farmers on the mandi (market yard) system, which is now in place and is quite exploitative and full of middlemen and legal cartels. The regulations made contract farming lawful with the intention of luring private sector investment in bolstering agricultural supply chains and infrastructure to give farmers better pricing. But these rules are referred to as repressive and anti-farmer by the farming community. Farmers believe that eliminating the mandi system will eliminate the minimum support price (MSP) mechanism and that contract farming will ultimately be damaging, enticing major corporations and private investors to bind them to unfair contracts that will result in exploitation. Farmers' demonstrations have begun as a result in the former territory of the green revolution. In order to determine if the new farm regulations introduced by the central government are indeed beneficial to the rural community or not, the article followed the debate among many academics, policy makers, economists, researchers, stakeholders, and politicians (the government's spokesman). The article's main focus is on analysing the farmers' demand for the new farm rules to be repealed and the economic justification for their opposition. Additionally, it contends that new farm rules will encourage capitalistic farming and endanger the viability of farming communities, particularly small and marginal farms (S&M).  相似文献

Abstract

‘Regional order’ was Michael Leifer's yardstick of choice to assess the international relations of the Association of Southeast Asian Nations (ASEAN). Leifer's recurrent theme was how elusive, and at times how illusory, regional order was for Southeast Asia. The elusiveness of regional order is attributed to ASEAN's lack of a set of genuinely shared assumptions about their interrelationships with each other and external states. This article challenges Leifer's portrait of a Southeast Asia devoid of regional order. I argue that Leifer's notion of order is theoretically underdeveloped and methodologically imprecise, allowing the analyst to see disorder in every minor perturbation in the region. I propose replacing ‘regional order’ with ‘peace and stability’, the preferred terms of the discourse by ASEAN's policy elites. By the latter criteria, ASEAN and the Asia-Pacific, contrary to the skeptics, have made impressive progress in the last forty years.  相似文献

A common view of the energy problem holds that what is at stake in most energy policy debates are questions of fact that are in principle susceptible to resolution by objective, scientific research. It is argued in this paper that this view is misguided, and that underlying many of the factual issues apparently in dispute are differences at the framework level, that is differences in basic presuppositions and the patterns of thinking employed.By means of an examination of the debate over soft and hard energy paths, it will be argued that framework differences are fundamental to that debate and that such differences are not susceptible to factual resolution. As a result, the debate has taken on the character of a ritualized performance, as each side strives to convince, not their opponents, but policymakers of the rightness of their opinion. Some of the implications of these findings for energy policymaking are explored.  相似文献
