Little research has been devoted to exploring the perspective of volunteer managers and the values guiding them in their effort to manage voluntary social care. The purpose of this article is to begin to provide insight into the content of these values and their impact on the day-to-day practices of managers. The article will proceed through three stages. The first provides a short review of the literature regarding the nature of research in the field of volunteer management. This is followed by a presentation of results from an exploratory study of how managers’ call for authentic relationships has specific consequences for how voluntary social care becomes an object of their management. These questions will be investigated among managers in four different organizational settings in Denmark, which organize voluntary social care in relation to children, the elderly, young people with mental health problems and hospital patients respectively. The article concludes by discussing the kinds of challenges and dilemmas that these values and expectations bring about.  相似文献

In the recent past, European states have adopted mandatory due diligence (MDD) laws for holding companies accountable for the environmental and human rights impacts of their supply chains. The institutionalization of the international due diligence norm into domestic legislation has, however, been highly contested. Our contribution analyzes the discursive struggles about the meaning of due diligence that have accompanied the institutionalization of MDD in Germany and France. Based on document analysis and legal analysis of laws and law proposals, we identify a state-centric, a market-based, and a polycentric-governance discourse. These discourses are based on fundamentally different understandings of how the United Nations Guiding Principles on Business and Human Rights should be translated into hard law. By outlining these discourses and comparing the related policy preferences, we contribute with a better understanding of different ways in which MDD is institutionalized, with important consequences for the possibilities to enhance corporate accountability in global supply chains.  相似文献

This article is an attempt to provide a helicopter view of the influences and responses that have shaped the corporate public affairs function over four decades from non‐existence to an important and settled profession in Australia's major companies. It reflects the perceptions and experiences of an observer with a background in public administration, politics, academia, industry association leadership, and consulting to companies and industry organisations over that period. They are further informed by surveys and other studies conducted by the organisation supporting public affairs departments, the Australian Centre for Corporate Public Affairs (the Centre) since its inception in 1990. The article charts the emergence from two distinct, low level management silos—one supporting communications and the other, government affairs—to create an integrated strategic management function. The central story is of waves of innovation in concepts and practices, developed mainly overseas, being embraced with enthusiasm and becoming a dominant focus, before settling into the broad toolbox of public affairs. This occurred particularly in the period 1990–2005 during which the function took its shape. With such a broad and ambitious sweep, it is inevitable that bold generalisations begging exceptions must be made.  相似文献

  • In this paper, I propose a new integrated framework which may be used to conduct a thorough analysis of a firm's political environment. The four steps of the methodology include the problem (how a political problem emerges and can be shaped by actors), the procedure (the public decision‐making procedure), the policies (relevant public policies currently implemented) and the players (including policy‐makers as well as participants in the political debate). Together, they form what I call the ‘Four Ps of corporate political activity’.
  • This framework can serve not only for environmental analysis and monitoring, but also to improve the effectiveness of a firm's attempts in the field of political influence, through actions such as arena selection, issue framing, the use of procedural opportunities, proactive negotiation of a compromise or gate‐keeping the political arena.

Ghana's tortuous journey to democracy received a major boost in the year 2006 with the enactments of two human-rights-related pieces of legislation. In this article the author contends, on the one hand, that the recent enactments of an amendment to the law on representation of the people and the persons with disability law in Ghana constituted a noteworthy landmark in the search for inclusive citizenship. On the other hand, the relation between society and the political authority during the processes of the enactments highlighted characteristics of a post-colonial African state. The author explores the antagonisms that surrounded the enactments of these laws. The article concludes that although the Ghanaian experience represents a new wave of re-thinking of rights in Africa, it also underscores the deep-seated issues of contestation and negotiations that unavoidably accompany the expansion of democracy and extension of rights to the excluded and the marginalized.  相似文献

Over the last two decades there have been some fundamental changes in the working of government which have resulted in major and visible management innovations in the organizational structures and systems of government aimed at delivering greater efficiency, and more responsive and flexible public services. The innovations have led to the ‘New Public Administration’. This article identifies the innovations in thinking about the role and functioning of government; about service users; about administrative structures and about staff. The article also discusses the strategies and actions employed in the new synergy between the public and private sectors, as well as the reforms in financial planning and control systems. In conclusion, the broad objectives of these reforms have been to shift emphasis from developing plans to developing key strategic areas; to shift emphasis from inward-looking systems to developing partnerships; to shift emphasis from inputs and processes to outputs and outcomes; and to shift emphasis towards managing diversity within a unified public service. This essay examines the administrative reform process in France since the late 1980s. The key reforms undertaken during this period have sought to delegate greater managerial autonomy to the ministerial field-service level. We undertook semistructured interviews with officials in the field services of three French ministries (Education, Agriculture, and Infrastructure) in the Champagne-Ardennes region, as well as with members of the wider policy communities. The capacity of the field services to adopt a proactive approach to management reform depended on five key variables: internal organizational dynamics; the attitude of the central services to mesolevel autonomy; the degree of institutional receptivity to change; the type of service delivery, and the extent of penetration in local networks. The Infrastructure Ministry was more receptive to management change than either Education or (especially) Agriculture, a receptivity that reflects the institutional diversity of the French administrative system, and that supports new institutionalist arguments. The essay rejects straightforward convergence to the New Policy Management norm. Changes in public management norms require either endogenous discursive shifts or else need to be interpreted in terms of domestic registers that are acceptable or understandable to those charged with implementing reform.  相似文献

The salience of foreign affairs to general publics is an important but often neglected parameter for the role of public opinion in foreign and security policy. This article explores the determinants of foreign affairs' public salience and probes into the respective patterns in Germany, Britain and France. Building on the theory of news values, the article proposes to distinguish between issue-specific and country-specific influences on the public salience of foreign and security policy. The data suggest that broad international crises on the scale of 9/11 or the Iraq war go along with distinct cross-national peaks in the salience of foreign affairs to general publics. At the same time, the effects of constant issue logics are refracted by country-specific factors: most notably, the latter account for the much higher overall salience of foreign affairs to the British public than to the German and French publics since late 2002.  相似文献

The aim of this paper is to provide an exploratory review of the extent to which some of the leading companies in the food and drinks industry are publicly addressing water stewardship as part of their corporate sustainability strategies. The paper begins with an introductory outline of the growing importance of water stewardship and a brief discussion of corporate sustainability. The paper draws its empirical material from the most recent information on water stewardship posted by the leading companies in the food and drinks industry's corporate websites. The findings reveal that the vast majority of the selected companies address a number of elements concerning water stewardship as part of their more general approach to corporate sustainability. However, corporate commitments to water stewardship can be interpreted as being driven as much by business imperatives as by any specific concerns for environmental sustainability or a genuine desire to maintain the viability and integrity of natural ecosystems. More critically, the authors suggest that the selected companies' commitments to water stewardship are framed within existing business models focused on technological improvements in eco‐efficiency and continuing economic growth. The paper provides an accessible review of the water stewardship issues being pursued by the leading players in the food and drinks industry, and as such, it will interest academics, students, political commentators and business managers interested in water stewardship and corporate sustainability. This paper presents the first large study of public management quality and its effect on program performance. Using 5 years of data from more than 1000 Texas school districts, the authors measure quality as the additional salary paid to school superintendents over and above the normal determinants of salary. This measure of managerial quality is positively correlated with 10 of 11 performance indicators covering organizational goals ranging from standardized tests to school attendance. These relationships hold even in the presence of controls for other determinants of program success. The measure has the potential to be used in tests of existing management theories, thus moving the literature beyond case studies to more systematic research involving many subjects. © 2002 by the Association for Public Policy and Analysis and Management.  相似文献

With the implementation of primary health care policies the need for more effective management support at the intermediate or district level has become apparent, but experience is poorly documented. This article reviews the management experience of large-scale district-level projects in Ghana, India, Iran, Korea, Philippines, Thailand and Zaïre. The lessons point to a strong need to strengthen district-level management and for greater decentralization. These in turn will require a review of the present organizational health structures and the strengthening of national-level planning and management capacity.  相似文献

What affects public support for electoral reform? How does experience with different electoral systems affect people's willingness to support electoral reform? Given the salience of changes to election rules even when they are passed via the legislature and the increasing use of referenda as alternative mechanisms for change, these questions are critical to understanding when electoral reform will occur. I argue that experience (specifically, with an electoral system similar to that under consideration) affects public opinion by reducing uncertainty about the likely effects of reform and thus affects support for reform (although the direction of the effect depends on partisan bias). Moreover, I argue that experience is most important in the absence of strong party cues. I leverage subnational electoral system variation in the United Kingdom and find that experience does affect support for reform — negative experiences decrease support for reform. The results have implications for the possibility of electoral reform in the UK and beyond.  相似文献

Despite the normative, political, and instrumental importance of privatizing state-owned enterprises worldwide, practitioners and researchers know little empirically about how different types of citizens feel about these efforts, how they arrive at these judgments, and how enduring these attitudes are likely to be. Using citizen attitudes toward privatization culled from the 1995 French National Election Study, this article offers practitioners and researchers an analytical framework for assessing these attitudes, for anticipating and dealing strategically with the perceived consequences of denationalization efforts, and for refining their understanding of the calculus of consent for market reforms in future survey research.  相似文献

This concluding article in the symposium develops generalizing arguments about the politics of public management reform in France, Italy, and Spain, by drawing out implications of the case studies presented in the three preceding articles. Some of these implications hold that established research arguments about politics of public management reform in the same cultural and geographical area require considerable qualification and reexamination. Some other implications of these case studies take the form of generalizing arguments about the process dynamics of public management policymaking. More specifically, an existing body of generalizing arguments is assessed and modified in the light of the research arguments crafted through the three case studies' dialogues between conceptual approaches and historical evidence. Together, these two discussions offer a contribution to the political science research literature on the politics of public management reform.  相似文献

In recent studies of public management reform in France, Italy, and Spain inspired by historical institutionalism, the Napoleonic tradition is cast as a causal factor whose overwhelming strength explains how these countries' reforms proceed and finish. This symposium pursues the same research interest in the politics of public management reform and goal of understanding how reforms begin, proceed, and finish in these countries. However, the features of this research project include (1) a focus on instances of public management policymaking, (2) original research on public management reform episodes in each country, and (3) explanatory research arguments that place causation within events. Based on a comparison of explanatory research arguments developed in each case study, the symposium's conclusion extends earlier institutional processualist accounts of causal tendencies of public management policymaking and offers a critique of the historical institutionalist studies mentioned earlier.  相似文献
