With globalization and the marketization of higher education, the relationship between higher education institutions (HEIs) and students is becoming more complex. As the cost of higher education increases, the expectations of students have not only changed dramatically but, combined with heightened competition in the market, it is clear that the balance of power has moved towards the students. Operating across this new landscape, HEIs are facing a different set of opportunities and challenges. In order to survive, differentiation through service innovation is imperative to achieving success in attracting and retaining students. While this has been voiced by a number of authors, until now, there is a paucity of empirical research examining the impact of service innovation in higher education on individual customer outcomes. This paper explores the links between service innovation and well‐being and the mediating roles of perceived service quality and customer engagement within the higher education context. The research is timely as previous studies have not taken into consideration the mediating roles of customer engagement between service innovation and customer well‐being. Yet, unless customers are engaged and participating in the service innovation process, or satisfied with the service innovation, the innovation may not lead to the desired customer outcomes. HEIs cannot afford to ignore the expectations of their primary customers (students). Hence, this conceptual paper seeks to develop a conceptual model of how service innovation leads to student/consumer well‐being and the mechanism through which perceived service quality and customer engagements affects this process.  相似文献

This article contributes to the growing discourse on the potential of e‐government to transform the operations of public sector institutions, thereby improving public services. It does so by conceptualizing public service quality into efficiency, economy (cost reduction), customer satisfaction, and service accessibility and draws on qualitative data from the Ghanaian narrative for illustration. As previous studies have demonstrated, this study also affirms the potential of e‐government in improving public services delivery by increasing efficiency, reducing the cost of operations, expanding access to services, and achieving customer satisfaction. Yet, there remains a repertoire of challenges such as weak ICT infrastructure especially in towns and villages, incessant power outages and illiteracy, which are drawbacks to fully harnessing the benefits of e‐government in Ghana. The study recommends that these challenges should feature prominently in e‐government policies to increase the chances of solving them.  相似文献

Unlike the Mao era when educational development was entirely directed by the central government, there has been a strong trend to diversification and decentralization of education in the post‐Mao period. This article, being set in this context, examines how the policy of decentralization has affected the governance modes of higher education in Mainland China. More specifically, the article focuses on three major aspects of education governance, namely, financing, provision and regulation in education, with special attention given to examining the changing relations between the state, local governments and other agents in education delivery. One very significant consequence of the change is that the public‐good functions of education, of which the state has taken the primary role of a reliable guarantor, have diminished. Nonetheless, the state's role as a regulator and overall service coordinator has been strengthened rather than weakened under the policy of decentralization. These recent developments in China's higher education also reflect the global trend of decentralization in educational governance. Copyright © 2002 John Wiley & Sons, Ltd.  相似文献

We ask whether and how US presidential nominating conventions matter in contemporary US elections. Using individual-level panel data, we find evidence that the conventions exert important effects on the electorate by influencing post-convention intentions to participate in electoral politics, knowledge about the candidates, and candidate favorability ratings, even after controlling for pre-convention intentions, knowledge, and candidate ratings. We conclude that conventions remain important campaign events that play a role in facilitating democratic processes in America.  相似文献

Higher education institutions should take into account the needs of stakeholders in the planning and development of quality educational services. In general, the stakeholders are divided into two categories: internal and external stakeholders. This study aims to explore the diverse basic needs of the university internal stakeholders (students, academic staff, and employees) and the impact of the services on the brand image of the educational institutions. Consensus has been built that an organization's image can only be or assessed by its stakeholders or constituents. Utilizing the qualitative approach through empirical semi‐structured interviews, data were collected from both Benghazi University in the country of Libya and Yarmouk University in the country of Jordan. To gain an in‐depth understating of the basic services, interviews were conducted with 41 university internal stakeholders (students, academic staff, and employees). The findings have a remarkable impact on the education services quality and the perception of brand image of both institutions, which subsequently affects the Libyan and Jordanian economy. The paper explores the differences between the needs of the three groups. This study is of value to educational leaders as it serves as contribution to the well designing of comprehensive plans of the university, by providing the decision makers with information on the needs of the university internal stakeholders. Managements can develop policies, which will improve the safety of customers and staff and increase collaborations with both universities stakeholders, etc. Accordingly, the results provide a foundation on which future research can be built.  相似文献

Legislative statutes are passed by political majorities which support structures that insulate the implementing agency from its political opponents over time. Political actors also respond to different constituencies. Depending on the broad or narrow base of these constituencies, actors favor different kinds of governance structures. We apply this theoretical framework to the question of whether the state governance structures of boards of higher education affect the way university managers allocate resources, develop sources of revenue, and promote research and undergraduate education. Over the past two decades state governments have given considerable attention to state governance issues, resulting in many universities operating in a more regulated setting today. This paper develops a classification of higher education structures and shows the effects of differences in these structures on university management and performance using a data set that covers the period from 1987 to 1998. The analysis suggests that, for most of the measures, productivity and resources are higher at universities with a statewide board that is more decentralized and has fewer regulatory powers. © 2004 by the Association for Public Policy Analysis and Management.  相似文献

This article offers a reformulation of the concept of professionalism as it applies to public sector decision making. After critically evaluating existing work, we present a role theoretic model of public sector decision making that provides a precise conceptual and operational meaning to the term professionalism. We then evaluate the model's applicability to public sector actors, using city managers as an example. In recent studies, scholars have highlighted factors that influence citizen satisfaction with democracy, with particular emphasis on the role played by the institutional features of political systems, and ideology. This article presents the first empirical study of whether changes in important party characteristics can affect individuals' satisfaction with democracy. Using a measure of parties' character‐valence derived from content analysis of news reports, evidence is presented that when governing parties' images decline with respect to important valence‐related attributes such as competence, unity and integrity, then citizen satisfaction with democracy similarly declines. However, this relationship is conditional on the performance of opposition parties. These findings are relevant to studies of regime support, political representation, democratic accountability and voter behaviour.  相似文献

China–Pakistan Economic Corridor (CPEC) is a megaproject, which directly and indirectly benefits the local community of two countries, namely, Peoples' Republic of China and Pakistan. The purpose of current research is to investigate the impact of CPEC development on the quality of life of local residents in China and Pakistan. We intend to investigate the perceptions of local community related to CPEC development, as policymakers of both countries argue the CPEC to be equally beneficial for the people of China and Pakistan. To test the proposed hypotheses, we collected primary data through a research survey conducted in Pakistan and China. In total, 410 Chinese respondents and 480 Pakistani respondents were included in the study. Most of the hypotheses were supported in both studies showing the positive attitude of the people of both communities towards CPEC project. Specifically, the perceived impact of CPEC has shown a significant effect on employment and quality of life in both samples. This research provides important suggestions and recommendations.  相似文献

We propose a conceptual model to encourage systematic analysis of social equity issues of science policy. The model considers the relationships among several attributes of science and technology goods and services including the incidence of its impact, degree of concentration, and whether its consumption generates capacity for the individual or groups or is “hedonic,” that is, short term and diminishing rapidly in its effects. We discuss the implications of the model in terms of four quite different types of equity. We conclude by suggesting some respects in which the model could be employed to facilitate public policy and moral deliberations about the effects of science and technology.  相似文献

Innovating upon previous field experiments and theories of identity‐based discrimination, we test whether public officials are using searches (“identity‐questing”) to profile citizens and acting on latent biases. Pairs of “institutional” and “noninstitutional” requesters send lower and moderate burden freedom of information (FOI) requests—providing no identity cues apart from undistinctive names, e‐mails, and ID numbers—to nearly 700 of Brazil's largest municipalities. Results show institutional requesters receive one‐fifth more responses than noninstitutional comparators. For moderate versus lower burden requests, noninstitutional requesters are 11% less likely to receive a compliant response than their institutional comparators. The only plausible explanation for these results is identity‐questing, a phenomenon that has far‐reaching policy implications. Most of the world's FOI laws, for example, contain vague ID obligations, which translate incoherently from laws to regulation and practice. Results enjoin public service providers to protect the identities of citizens by default or upon request.  相似文献

Previous research has shown that citizens tend to be more satisfied with the functioning of democracy when their ideological positions are more proximate to representatives'. This article argues that congruence in policy priorities between citizens and political elites should have a similar effect: citizens whose concerns are shared by elites should perceive them to be more attentive and responsive to public concerns and societal needs. Yet, the relationship might vary with differences in expectations towards democracy and representation. Specifically, it should be stronger in more democratic countries and older democracies. The hypotheses are empirically tested in a multilevel regression framework, where voter survey data from the 2009 European Election Study is linked with candidate survey data. The results indicate that citizens are indeed more satisfied with democracy if elites share their concerns, and the effect increases with democratic experience.  相似文献

Effective planning makes a vital contribution to developmental success. It is generally perceived as being either centralized (top‐down) or decentralized (bottom‐up). Centralized planning dominated the early development decades, but disappointing results greatly lessened its appeal and paved the way for participatory and decentralized planning. Both types of planning are evident today, but the question has arisen as to whether top‐down and bottom‐up planning can be successfully combined into one effective, efficient, and popular system. This question is examined through the case of Bhutan where central planning was introduced at the outset of the country's push for modernization and today leads the way in the country's pursuit of Gross National Happiness (GNH). However, central planning has been complemented with decentralized participatory planning at the subnational levels. Success in aligning the two planning modes has been achieved by incremental development of the planning system, orientation to the unifying national vision of GNH, a powerful central planning agency, actors at all levels who are able and knowledgeable in their planning roles, and processes that are well organized and proven to work to the satisfaction of all participants.  相似文献
