This article examines the recoupling mechanism of campaign‐style enforcement and its effects on environmental regulatory compliance. Drawing on the policy implementation literature and institutional theory, the authors develop a conceptual model of campaign‐style enforcement in which both resource mobilization and power redistribution are theorized to address decoupling problems in regulatory compliance. The two‐pathway recoupling mechanism is evidenced by an empirical investigation of the implementation of China's energy conservation and emission reduction policy as part of that country's 11th Five‐Year Plan. Findings suggest that campaign‐style enforcement can effectively improve regulatory compliance when it addresses the efficiency/legitimacy conflict by providing policy incentives and reorganizing a clear hierarchy of political authority. The article concludes with a discussion of the strengths and limitations of campaign‐style enforcement.  相似文献

This case study reports an innovative e‐government experiment by a local government in Seoul, South Korea—Gangnam‐gu. A new local political leadership in Gangnam made strategic use of e‐government applications to exert greater political control over the local civil service bureaucracy. The authors find that e‐government applications possess political properties that can be applied effectively by the political leadership as instruments to improve control over the government bureaucracy as well as to enhance essential government accountability and transparency. The political circumstances underlying e‐government development as well as its impact on local government are reported, along with key variables associated with this innovation and directions for future research.  相似文献

This article investigates citizens’ refusal to take part in participatory and deliberative mechanisms. An increasing number of scholars and political actors support the development of mini‐publics – that is, deliberative forums with randomly selected lay citizens. It is often argued that such innovations are a key ingredient to curing the democratic malaise of contemporary political regimes because they provide an appropriate means to achieve inclusiveness and well considered judgment. Nevertheless, real‐life experience shows that the majority of citizens refuse the invitation when they are recruited. This raises a challenging question for the development of a more inclusive democracy: Why do citizens decline to participate in mini‐publics? This article addresses this issue through a qualitative analysis of the perspectives of those who have declined to participate in three mini‐publics: the G1000, the G100 and the Climate Citizens Parliament. Drawing on in‐depth interviews, six explanatory logics of non‐participation are distinguished: concentration on the private sphere; internal political inefficacy; public meeting avoidance; conflict of schedule; political alienation; and mini‐public's lack of impact on the political system. This shows that the reluctance to take part in mini‐publics is rooted in the way individuals conceive their own roles, abilities and capacities in the public sphere, as well as in the perceived output of such democratic innovations.  相似文献

What happens to the proposals generated by participatory processes? One of the key aspects of participatory processes that has been the subject of rare systematic analysis and comparison is the fate of their outputs: their policy proposals. Which specific factors explain whether these proposals are accepted, rejected or transformed by public authorities? In this article contextual and proposal‐related factors are identified that are likely to affect the prospect of proposals being implemented. The explanatory power of these factors are tested through multilevel analysis on a diverse set of 571 policy proposals. The findings offer evidence that both contextual and proposal‐related variables are important. The design of participatory processes affects the degree of implementation, with participatory budgeting and higher quality processes being particularly effective. Most significant for explaining outcomes are proposal‐level, economic and political factors: a proposal's cost, the extent to which it challenges existing policy and the degree of support it has within the municipality all strongly affect the chance of implementation.  相似文献

Since the 1970s many non‐governmental development organisations have moved away from top‐down modes of operation toward participatory practices that hand over decision‐making power to the poor. The bilateral development agencies of the industrialised states have been slower to follow suit, but in the 1980s and 1990s a number of such agencies also initiated participatory‐oriented reforms. Development scholars have paid little attention to reforms of the larger organisations. In this article, we analyse the efforts of the United States Agency for International Development to embrace participation in the 1990s. Internal reformers managed to change some agency procedures but had only limited success in institutionalising participatory practices. Forces internal to the agency, including rigid rules and employee incentive structures, hampered reform efforts. Also, while some developments external to the agency facilitated participation, many others, including legislative interference and shifting national policy priorities, hindered change toward participation. The case reveals how complex webs of accountability relationships make participatory‐oriented transformation a cumbersome process in large development organisations. Significant changes in the political management of local authorities in the United Kingdom are now taking place as a result of legislation passed by the Labour government since 1997. The new political management models aim to modernize local governance by strengthening local leadership, streamlining decision making, and enhancing local accountability. These changes owe much to U.S. experience: They involve the introduction of a separation of powers between an executive and an assembly, and they allow local authorities to introduce directly elected mayors for the first time ever. Is U.K. local government beginning to adopt what might be described as U.S.‐style approaches to local governance? The evidence suggests the new institutional designs for U.K. local authorities represent a radical shift toward U.S.‐style local leadership and decision making. However, the U.K. central state remains heavily involved in the details of local decision making, to an extent that would be unthinkable in the United States.  相似文献

This article examines the relationship between polity size and political trust in local government for which two schools of thought offer opposing expectations. The theoretical disagreement has received considerable attention and this article contributes with a dynamic perspective of how changes in polity size affect changes in citizens' political trust on the input‐side of local government. The case examined is the recent municipal mergers in Denmark which were implemented on 1 January 2007. The article reports an analysis of a panel based on a repeated survey of Danish citizens using an untreated control group design with pre‐test and post‐test. A quasi‐experimental difference‐in‐difference identification strategy is used to obtain the effect of municipal size on local political trust. The results show that changes in municipal size negatively affect local political trust, which is consistent with the expectation from the political economy theory that political trust tends to decrease with the size of the polity.  相似文献

Why are some people more responsive to campaign mobilization than others? I argue that the composition of a person's core personality makes some people more responsive to mobilization cues than others. However, the degree to which personality alters the effectiveness of mobilization also depends on the type of political participation for which people are being mobilized. I explore the determinants of political participation by looking at the interaction between the Big-5 traits of agreeableness, conscientiousness, and emotional stability and the intensity of campaign environments. This paper demonstrates that despite the possible ameliorative effect mobilization has on unequal patterns of political participation, an enduring source of participatory inequality may very well be rooted in a person's core psychological structure.  相似文献

This article examines challenges related to the political steering of New Public Management‐inspired planning practices in Norway and asks if local politicians have sufficient and adequate instruments to hand, and if they are willing and have the knowledge to use them. The discussion is based upon a broad survey of the 145 largest municipalities and qualitative interviews in the three largest cities. It is found that local politicians do not lack steering instruments, as the different managerial practices represent a spectrum of suitable tools for giving direction to urban development. However, the data indicate that local politicians do not utilise the full steering potential of the instruments due to lack of knowledge and will. These findings contribute to the discussion of the strategic steering role of local politicians.  相似文献

This article contributes to the emerging literature on transparency by developing and empirically testing a theoretical framework that explains the determinants of local government Web site transparency. It aims to answer the following central question: What institutional factors determine the different dimensions of government transparency? The framework distinguishes three dimensions of transparency—decision making transparency, policy information transparency, and policy outcome transparency—and hypothesizes three explanations for each: organizational capacity, political influence, and group influence on government. Results indicate that each dimension of transparency is associated with different factors. Decision‐making transparency is associated with political influence; when left‐wing parties are strong in the local council, local government tends to be more transparent. Policy information transparency is associated with media attention and external group pressure, and policy outcome transparency is associated with both external group pressure and the organizational capacity. Spatially or temporally dense polling remains both difficult and expensive using existing survey methods. In response, there have been increasing efforts to approximate various survey measures using social media, but most of these approaches remain methodologically flawed. To remedy these flaws, this article combines 1,200 state‐level polls during the 2012 presidential campaign with over 100 million state‐located political tweets; models the polls as a function of the Twitter text using a new linear regularization feature‐selection method; and shows via out‐of‐sample testing that when properly modeled, the Twitter‐based measures track and to some degree predict opinion polls, and can be extended to unpolled states and potentially substate regions and subday timescales. An examination of the most predictive textual features reveals the topics and events associated with opinion shifts, sheds light on more general theories of partisan difference in attention and information processing, and may be of use for real‐time campaign strategy.  相似文献

The aim of this article is to study political representatives in a multilevel government system and their level of political trust in relation to institutions in their own and other tiers of government. The results show that two factors are essential for understanding variations in their trust: Representatives tend to trust institutions in other tiers less than those in their own tier (the tier‐association effect), and they trust institutions more where their own party is in a governing position (the home‐team effect). Of the two, the home‐team effect is by far the most dominant factor. Multiple mandates serve to increase inter‐level trust, but divided loyalties possibly make representatives with multiple mandates less trusting towards political institutions in their own tiers than more partisan single mandate representatives. The study builds on data from surveys conducted among all elected representatives in Sweden in 2012 (local and regional councillors) and 2014 (national MPs).  相似文献

This article is a response to calls for new research methods in the study of political marketing. We submit that the mixed method approach to studying how political parties use opinion research and political communication is underused. More specifically we believe that campaign spending data, which are commonly analyzed in electoral studies, can become a significant source of information for the study of political marketing. We summarize the availability of electoral expenditure data in 13 established democracies before using a mixed method design to study political marketing management in Canada. We seek to validate quantitative data about marketing spending activity by administering semi‐structured interviews with practitioners who held senior campaign positions in major political parties. Our preliminary look at campaign finance through a political marketing scholarship lens reveals the strengths of drawing insights from such data but also some limitations. We conclude that, as other research has posited, Canadian political parties focus more on advertising in their approach to campaigning. More broadly, we propose that students of political marketing should balance proprietary interviews with transparent, standardized, replicable and objective sources of information such as campaign spending data, and vice‐versa. This article carries a broad definition of public–private concertation as a flexible form of governance that is able to overcome the distinction between network governance and participatory governance. It creates a unified framework relying on a process‐related democratic approach in order to properly assess these practices in their democratic outcomes. This allows the article to fully depict how local governance arrangements affect local democracy, both positively and negatively. Drawing on four exemplary cases of urban policies developed in the Province of Milan, it highlights two variables that give account of the democratic implication of these practices: the role of the political leadership and the inclusive strategy that they adopt. Moreover, it underlines four additional factors that help more democratic outcomes: presence of cognitive justification, quality of participation, active opposition, and an outward communication.  相似文献

Research in political campaigning in Scandinavian countries is inadequate, and research in negative campaigning is entirely non‐existent. A ‘negative campaign message’ is defined as an explicit critique of the political opponent. Applying this definition to the 2005 Danish election indicates that negative campaigning comprises a very limited aspect of the political campaigning in the course of this election. The opposition tends to employ negative tactics the most in their attempts to establish their political platform. The media provided extensive coverage to the few negative campaign messages, thus presenting a biased sense of the political campaign to the general public. This biased media coverage encourages parties to ‘go negative’ in their respective campaigns in the battle for media attention.  相似文献

Participatory development strategies are known to mobilize rural resources, but their effectiveness depends on local conditions. This article evaluates the potential importance of three facilitating factors: competing opportunities, development experience, and local leadership. The impact of these factors on project outcome is examined through study of a rural development project undertaken from 1982 to 1985 in southern Thailand. The project used participatory techniques to build self-guided problem-solving groups in 21 poor villages. The village groups launched income-generating, health, education and related efforts that attracted the participation of large numbers of village residents. Comparison of the village project experiences confirms that: participatory strategies are more effective in villages that (1) are relatively isolated from competing urban opportunities (villagers are more prepared to invest their own resources in the community); (2) have prior experience with development efforts and community endeavours (villagers are more open to learning new approaches); (3) hold greater confidence in traditional village leaders and local government agents. When local leadership is not held in great confidence, participatory strategies are found to encourage the emergence of new leadership that can successfully guide project efforts.  相似文献

Influenced by Amartya Sen, over the last decade, The World Bank has allocated nearly US$80 billion to local participatory development projects targeting poverty, improved public service delivery, and strengthened social cohesion and government accountability. But the success of these programs is hindered by both endogenous local factors and flawed program design and implementation. Two especially important local obstacles are (1) entrenched interests of political agents, civil bureaucrats, and non-governmental organizations (NGOs) with either incentives to resist or capabilities to appropriate program resources, and (2) poverty and illiteracy, as the poor and illiterate participate less and benefit less from participatory projects than do the wealthier, more educated, and more connected. After reviewing hundreds of participatory projects, three lessons are clear for program planning. First, contextual factors like inequality, history, geography, and political systems (among others) are important. Second, communities do not necessarily have a ready stock of ‘social capital’ to mobilize. Third, induced participatory interventions work best when supported by a responsive state – donors cannot substitute for a non-functional state, and successful programs combine enlightened state action from above with social mobilization from below. Future participatory development projects would benefit substantially from revised planning and considerably more attention paid to evaluation and monitoring. Project managers have historically paid little attention to context, monitoring, or evaluation, in part because The World Bank’s operational policies did not provide incentives to do so. Donor agencies should also exercise greater patience and allow for flexible, long-term engagement to facilitate contextual and programmatic learning, including learning from failure.  相似文献

This article examines the relationship between local participatory policies and their market in France. The study stems from long‐term field research drawing on a variety of materials: qualitative interviews with citizen participation professionals (consultants or civil servants), questionnaires, and an analysis of public procurement. This study depicts the way both the industry and the policies of citizen participation are structured in France. It also explores how French participatory policies are coproduced through mechanisms of competition–collusion between clients (mainly local public authorities) and providers (consultants). Finally, the study questions the effects of this market on local policies, showing that the market cannot be interpreted as an unequivocal sign of a decline in actors along with political stakes in public policies.  相似文献
