土地财政是当前政府管理中的热点问题,然而学界对于土地财政的动因和引发根源尚未有一致结论。基于晋升锦标赛理论,采用2003—2008年中国257个地级市政府的非平衡面板数据,从地方政府官员晋升竞争角度出发,分析了官员晋升竞争对土地财政的影响。发现,地方政府官员晋升竞争是引发土地财政的根本原因,且这一发现具有较好稳健性,官员任期与土地财政之间存在显著的倒U型关系,官员晋升竞争对土地财政的影响是因条件而异的,行政首长面对晋升竞争时更倾向于土地财政;相较东中部地区,西部地区官员在面对晋升竞争时更倾向于土地财政。由此得出,缓解土地财政问题的关键在于变革官员晋升模式,创新干部考核评价体系,以及延长和稳定官员任期是未来可能的改革路径。本文的发现对进一步理解我国官员治理模式,以及有效缓解土地财政问题具有重要的现实意义。  相似文献

Solar energy is the most abundant of all renewable energy sources, and the development pressures for solar farms have grown rapidly in the last 5 years within the UK. With this in mind, this paper outlines the characteristics of solar farms, describes their development within the UK, examines some of the issues raised by these developments and offers a concluding discussion of the contributions that public and media relations firms can make to the development of solar farms. The paper reveals that solar farms have been developed on both agricultural land and brownfield sites and that the development pressures are greatest in the South West and South East of England. The findings reveal that proposals to develop solar farms have generated a wide range of environmental, community and economic issues and that public relations companies have an important role to play in fostering the transition from fossil fuels to renewable sources of energy. In this study, we critically examine the ways in which a nationwide health promotion campaign – the 2013 Diabetes UK/Tesco diabetes campaign, the largest of its kind in the UK – seeks to raise the general public's awareness of Type 2 diabetes. We subject a series of six campaign images (including their layout and accompanying text) to a multimodal discourse analysis, identifying the presence of a range of fear-inducing, stigmatising and commercial strategies, through which the campaign emphasises the dangers of diabetes and advocates personal responsibility for assessing both individual and others' risk of the disease. Specifically, we describe, in multi-semiotic detail, three discursive techniques deployed in the campaign to achieve these ends: (1) the depiction of grief and amplification of diabetes-related danger, (2) the promotion of diabetes risk and localisation of individuals' responsibility for their health and (3) the commercial branding and framing of the Diabetes UK/Tesco partnership – including the promotion of goods and services – as a means of diabetes prevention and management. Our findings raise concerns about the moral legitimacy of using fear-inducing and commercial strategies in order to (effectively) raise public awareness of and responses to Type 2 diabetes, strategies which do little to address the environmental factors which are associated with increasing rates of the disease.  相似文献

The eightieth anniversary of the Beveridge inquiry is a timely moment to consider how the landmark report is used within contemporary UK politics. Calls for a ‘new Beveridge’ reflect a desire for a rupture with the past and the creation of a radical new welfare consensus. But this reflects a misunderstanding: Beveridge's approach was organic in nature, building on decades of experimentation, politically contested rather than consensual, and intellectually pluralist rather than moored to a single ideological worldview. The real insight Beveridge offers us today flows not from his substantive agenda—which was rooted in a particular set of historic circumstances—but as an approach to securing social reform. Successful welfare advances over the last generation have drawn on these ‘Beveridgean instincts’. Rather than calling for a new twenty-first century blueprint to be handed down from above, reformers should build on experimentation and successful incremental change, from within the UK and abroad.  相似文献

In February 2011 the UK Parliament passed an Act that both reduced the number of MPs to be elected to the House of Commons and significantly altered the rules for the definition of Parliamentary constituencies. After six redistributions in which organic criteria—MPs representing places with a community of interest—dominated the redrawing of constituency boundaries, the new rules gave precedence to an arithmetic criterion: all constituencies must have electorates within 5 per cent of the national quota (average). Seven months later the Boundary Commission published its initial proposals for a new set of 502 constituencies implementing these new rules. This paper evaluates the amount of change to the country's electoral map that this involves, identifies the main features of the new constituency configurations, and assesses their likely impact on UK political life.  相似文献

The survey addresses three key reform debates relating to devolution in Wales. These concern first, the case for the further devolution of powers, notably those over criminal justice and policing; second, the defence of Wales’ devolved powers in the context of Brexit; and third, the rooting of devolution in new constitutional ideals, primarily the Welsh government’s preferred model of the UK as a voluntary association of nations, or the alternative pressed by the independence movement. In each case, there are strong pressures within Wales for resolutions which sustain and develop devolution; and in the case of independence, have the potential, with reform debates elsewhere, to transform the UK Union. However, there are also grounds for reflecting on the contested nature of further change, the long road that a case for independence may yet have to travel, and the interests of UK government.  相似文献

This article describes a new effort to engage in analytic outreach between academic scholars and intelligence analysts on the issue of emerging biotechnology threats to US national security. The context of this outreach was a September 2012 meeting in London to explore possibilities for enhanced analytic outreach in relation to emerging biotechnology threats, supported by the UK Genomics Policy and Research Forum. This meeting consisted of a mix of current and former intelligence practitioners and policy officials, and social science and scientific experts, from both the UK and the US. As will be described below, this unique pairing of experts and subjects revealed new insights into how to improve intelligence assessments on biotechnology and bioweapons threats. It also revealed continuing challenges in reforming assessments within existing intelligence work routines.  相似文献

This article traces the changing funding relationships between Scotland and the UK government. Beginning from the Barnett Formula, it examines how the changing support within Scotland for greater political autonomy from Westminster has influenced the mechanisms that have determined Scotland's fiscal structure. Increasing support for the SNP, and then for the Yes campaign in the September 2014 independence referendum, has led to a mixture of new powers being granted to the Scottish Parliament. The Scotland Act 2012 extends the Scottish government's control over income tax and some other small taxes. Although independence was rejected by the Scottish people in September 2014, the ‘Vow’ made by the Westminster parties immediately before the vote is leading to far‐reaching changes in the UK's fiscal structure. This will cause a very substantial change in intergovernmental relations within the UK, which the Barnett Formula may not survive.  相似文献

Recent developments in social housing policy, including large-scale stock transfers, have been proclaimed as marking ‘the death of council housing’ in the UK. The decline of public housing and new techniques for the governance of social housing provision are symbolic of the transformation of welfarist social regimes in advanced liberal democracies. This paper explores recent social housing policy in the UK and suggests that policy developments reflect changes in technologies for governing the conduct of social housing tenants and practitioners. The ethopolitics (Rose 2001) of social housing are characterized by emerging identities of active, entrepreneurial consumption and the invocation of responsibilized community. The paper examines how ethopower is manifested through technologies of social housing governance and identifies conflicts inherent within this new politics of conduct.  相似文献

This article demonstrates the close and complex connection between the demonisation, exploitation and exclusion of new migrant workers. In so doing, it testifies to the blurred boundaries between the categories of severe labour exploitation, forced labour and slavery. This study highlights the absence of citizenship rights as crucial to understanding the vulnerability to demonisation, exploitation and exclusion that characterises the embodied experience of such workers. It also highlights the key role of citizenship as a means for such workers to make rights claims. In the UK, new migrant workers, particularly those arriving from Eastern Europe since 2004, have been increasingly designated by government and media as interlopers in a tight labour marketplace. Whilst their collective economic contribution is sometimes welcomed, they are regarded as ‘external’ to UK society and citizenship, a potential threat to indigenous values and culture, and in competition with British workers. Rarely are migrants afforded the space in public and private spheres to express their individual needs, wants, cares or perspectives. UK migrants have variously been portrayed by the tabloid media and irresponsible politicians as rapacious opportunists, as benefit scroungers, criminals and potential terrorists. The predominant discourse around new migrant workers in the UK is that they are not citizens, but temporary residents who are expected to work industriously and to remain otherwise unseen and unheard until they return to their country of origin. No further contribution to social and political life is required or expected. It is within such an unsupportive environment that new migrant workers in general, and undocumented migrants in particular, have become highly susceptible to employer and gangmaster abuse and exploitation.  相似文献

In May 1999, the United Kingdom took an historic step towardbecoming a regionalized state with the creation of the NationalAssembly for Wales and the Scottish Parliament. This articleoutlines the historical background and new government architectureof the UK. This new architecture must be understood within afederal model and as a possible step toward federalism, despiteofficial aversion to the term. Serious questions must be raisedabout whether the new intergovernmental mechanisms, such asthe Joint Ministerial Committee, will be effective, given thesevere asymmetries in the new system. Instead of a multilateralintergovernmental system, such as characterizes most federalsystems, three very different, bilateral intergovernmental arrangementsare developing between each territory and London.  相似文献

There has been considerable debate in recent years about the new forms of labour market policy developing in advanced industrial states, and especially the emergence of neo-liberal workfare regimes in the US and the UK. Conceptually, this has been viewed as part of a new form of employment regulation, based upon compulsion and coercion within a shift towards more flexible labour markets. Whilst in the UK policy might be conceived at the national level, it is at the local scale, within particular contexts, that the new employment initiatives are played out and their impact needs to be assessed. In this paper, attention is drawn to the importance of local labour control regimes, focusing upon how labour market institutions and mechanisms of regulation are developed within particular local historical contexts. In contrast to some accounts, the importance is emphasised of inherited social institutions and practices, both within the workplace and beyond in the sphere of social reproduction, in the development of local labour market regimes. Against more top–down narratives, this leads also to highlighting the importance of local autonomy and action in the emergence of new local labour control regimes as such proposed perspectives rejoin community-based practices with more conventionally perceived work-based struggles. The arguments are illustrated through an examination of a specific set of labour market programmes established to ‘deal’ with the after-effects of deindustrialisation in the city of Glasgow and in particular the need to manage those displaced by the shift from a productivist economy to one increasingly geared towards services and consumption.  相似文献

A review of the experience of adolescent reproductive health clinics in Liverpool and Bristol highlights the potentially disruptive impact of new National Health Service (NHS) policies and competing professional interests on the attempt to provide integrated, high-quality services. In particular, responsiveness to client needs often collides with NHS demands for efficiency. UK health authorities accept, in principle, the need for separate, informal family planning centers for young people. The 34 Brook Advisory Centers, which deliver confidential contraceptive and counseling services to adolescents, face pressure to become population rather than client-based and to reduce time spent on individual sessions. Moreover, new NHS contracting arrangements have greatly increased the role of general practitioners (GPs) in contraceptive provision, with serious implications for family planning clinics. At present, about 70% of UK women obtain contraceptive and sexual health services from a GP. This encroachment has further increased the marginalization of family planning practitioners, the majority of whom are female, within the medical profession. Concerns have been expressed, however, that GPs are not able to offer the comprehensive services available in clinics and lack sufficient female staff.  相似文献

This article places the Office for Budget Responsibility's commentary on the March 2023 UK Budget in political context. It explores how increased independent expert input has transformed the UK economic policy regime, focussing on the complex relationship between rules-based economic governance, independent oversight and fiscal discipline. The technocratic veneer that enshrines the UK fiscal watchdog obscures the inevitable politics of rules-based fiscal governance. The recent budget revealed OBR scepticism about how far budget measures can address the UK economy's long-term structural weaknesses. This underlined the key role for judgment inherent within technocratic fiscal oversight.  相似文献

The United Kingdom faces twin constitutional crises. The existence of the Union itself is now under stronger challenge than ever before, and many of the conventions and understandings which have underpinned the constitutional stability of the United Kingdom and the relationships between executive, Parliament and judiciary have been eroded or overthrown. There is no single, easy way to put things right. What is needed are reforms to the working of Parliament, the Civil Service and devolution, to restore greater balance and stability to our constitution. These should include measures to strengthen the ability of Parliament to hold the executive to account and a new Civil Service Act to provide for the independence, governance and accountability of the Civil Service. To overcome the strains that now threaten the unity of the UK we need a cultural shift in UK politics in favour of partnership and mutual respect, underpinned by changes to the way we do business in both government and Parliament and by greater devolution of power within England.  相似文献

This article questions the importance of recent changes in the regulation of UK corporate governance. Michael Moran has observed that a new regulatory state is emerging. In the case presented here new authority was created but little changed substantively. Under Labour and Conservative ministers, governance policy was reactive and cautious. For all the new institutional capacity, governance problems and policies were conceived within existing structures of power and advantage. Any ambitions to social control that threatened the political-economic status quo were ruled out. While this may be no surprise, it suggests regulatory reorganisation need not herald dramatic change, even when politicised.  相似文献

The article attempts to specify the relationship between industrial and commercial activity and the financial system within the UK economy. It does this in two ways. In the first place through a discussion of the different forms and circuits of capital which designate of the important relationships and categories integrating the financial and the industrial sectors. Two issues currently dominate the UK's constitutional landscape: the UK's membership of the European Union (EU) on the one hand; and the unsettled constitutional settlements between the UK and the devolved administrations of Scotland, Wales and Northern Ireland on the other. This article considers these two issues in concert. It stresses the distinct relationships between the EU and the devolved territories within the UK—concerning both devolved and non‐devolved policy areas—highlighting the salience of a devolved perspective in any consideration of UK–EU relations. Despite its importance, sensitivity to this has been lacking. The article explores the implications of a ‘Leave’ or ‘Remain’ outcome on the future of the internal territorial dynamics within the UK. While there are too many unknowns to be certain of anything, that there will be knock‐on effects is, however, beyond doubt.  相似文献

Reconciling environmental objectives for land use with the need to produce more food is a prominent concern of scientific and policy discourses on sustainable agriculture. The idea of sustainable intensification has emerged as one prominent framing of this challenge. In this paper we elaborate this idea from an ecosystem services perspective to natural resource management, with particular reference to developments in the UK. The paper considers the general origins and attributes of the perspective and how the challenge of sustainable intensification would be conceptualized and approached through it. While efforts to link analysis of ecosystem services to policy development and delivery in the UK are revealed as consistent with prevailing, and often long standing, approaches to sustainable agriculture, the marketization of environmental assets is highlighted as a distinguishing feature of current policy applications. The character and limitations of this facet of the ecosystem services agenda are discussed. The need to animate ecological issues of sustainable intensification through frames of reference other than those of economic valuation is emphasized.  相似文献
