Policy‐making is a political process involving a network of actors with varied interests. This article uses policy network as an analytical framework to understand the politics of decentralisation policy‐making in Ghana from the perspective of interactions among interest groups. The article is based on a research study, which utilised semi‐structured interviews and documentary sources in its data collection. It argues that the lack of progress in decentralisation in Ghana can be explained by the politics surrounding government–interest group relations. The article also provides evidence to indicate how varied interests represented within the decentralisation policy networks affected politics and in turn influenced decentralisation policy‐making and outcomes. The rise of bloggers raises the vexing question of why blogs have any influence at all, given their relatively low readership and lack of central organization. We argue that to answer this question we need to focus on two key factors—the unequal distribution of readers across weblogs, and the relatively high readership of blogs among journalists and other political elites. The unequal distribution of readership, combined with internal norms and linking practices allows interesting news and opinions to rise to the “top” of the blogosphere, and thus to the attention of elite actors, whose understanding of politics may be changed by frames adopted from the blogosphere.  相似文献

This volume seeks to provide an integrated understanding of the Belgian political system through the prism of comparative politics. The transformation of the political system from a unitary into a federal system is used as a connecting theme linking the contributions. The volume is divided in two parts. The first part touches upon the sociological and institutional determinants of policy-making in Belgium, such as the dynamics of the Belgian federal system, the consociational features of the Belgian polity, the presence of a Belgian political culture (or of two distinct political cultures), the fragmentation of its party system and the role of political parties. The second part addresses policy performance and policy reform within the context of Belgian federalism, with a focus on divergence in policy performance and administrative practices, social security as a contentious federal policy area, policy failure and corruption and the impact of EU policies on the domestic federal order.  相似文献

Abstract. The concept of political racism is necessarily more specific than the more universal concepts of racism used in social science outside the sphere of politics. Thus, despite the common tendency to explain political racism using theories developed to account for other forms of racism, one turns most profitably to a range of political factors operating differently in time and/or location in order to arrive at the most thorough understanding of the expression of political racism. However, that does not deny the relevance of certain theories of more general racism in recognizing those circumstances that predispose to political racism. Some major theories in sociology and social psychology that might be applicable to political racism are described and their respective usefulness is assessed on the basis of available evidence about support for political racism in four west European countries.  相似文献

Since the 1990s, South Africa, like many other countries from the Global South, has provided extensive social assistance for the poor. The literature on these policies, however, is largely dominated by structuralist accounts, and it largely overlooks political factors. We conducted quantitative analyses regarding the South African flagship Child Support Grant (CSG) program and investigated how contentious and electoral political dynamics jointly shape the provision of this program. Based on a logistic regression analysis, we measured the effect of protest participation, voting preference, and their interaction on the likelihood of CSG receipt. Our analysis showed that CSG receipt is much higher among “uncontentious supporters” of ANC and “contentious nonsupporters,” as well as those who join violent protests. This lends support for our argument that CSG is being used as a tool for electoral politics and containment of unrest, providing fresh evidence for political mediation theories of social policy.  相似文献

Platform firms have been depicted as having structural and instrumental power and being able to prevail in regulatory battles. This article, in contrast, documents how they have often adapted to regulations and provide different services across locales. I show that platform firms have a specific type of power, infrastructural power, that stems from their position as mediators across a variety of actors. This power, I argue, is shaped by pre-existing regulations and the firms' strategic response, that I call “contentious compliance”: a double movement of adapting to existing regulations, while continuing to challenge them. I apply this framework to the expansion and regulation of Uber in New York City (US), Madrid (Spain), and Berlin (Germany).  相似文献

There is good reason to believe that blogs are changing politics, but we don’t know exactly how. Nor do we know whether the normative consequences of blogs for politics are likely to be good or bad. In this special issue, we and our co-authors undertake the first sustained effort to map the empirical and normative consequences of blogs for politics. We begin by setting out basic information about blogs, and some anecdotal evidence suggesting that they are indeed politically important. We go on to identify the key empirical and normative questions that blogs raise, and discuss the dearth of relevant data in the existing literature. We conclude by summarizing how the authors of the articles gathered in this special issue help fill this gap.  相似文献

The term ‘new social movement’ (NSM) tends to be broadly used by scholars to denote all recently formed non‐traditional types of social movement. Yet, the forms of social movement which have emerged in France over the past decade (anti‐racist movement, solidarity movement, Aids advocacy groups) differ from earlier NSMs in important ways. The most salient feature of these movements is their strong civic dimension. Their principal role is to defend and advance the social and political rights of certain groups in society. This article examines key social movements in contemporary France and suggests that ‘new citizenship ‘ may be a more accurate concept for describing the role which these movements play within the French political system.  相似文献

ABSTRACT

This is the introductory paper for a special issue which focuses on an exploration of how vertical inter-governmental political and fiscal bargains and horizontal variation in political, social and economic conditions across regions contribute to or undermine the provision of inclusive and sustainable social policies at the subnational level in Latin America and India. The papers incorporate both federal, as well as decentralized unitary states, pointing to common political tensions across unitary and federal settings despite the typically greater institutionalization of regional autonomy in federal countries. Jointly, the papers examine the territorial dimension of universalism and explore, in greater and empirical detail, the causal links between fiscal transfers, social policies and outcomes, highlighting the political dynamics that shape fiscal decentralization reforms and the welfare state. This introductory essay reviews existing scholarship, and highlights the contribution of the special issue to understanding these issues beyond OECD contexts.  相似文献

In the field of sociological analyses of politics and power Parsons' contribution has tended to be dismissed abruptly as the ultimate expression of ‘consensus’ theory, and has been accused of denying the existence of social tensions and social change. This paper argues that this tendency is quite inadequate, indeed erroneous, and proposes a distinct mode of critique of Parsons' theory of politics and power. On the basis of an outline of the major concepts of this theory, the concepts of functional subsystems, system-goals and structural differentiation, it shows that Parsons has produced a distinct but nevertheless theoretically problematic framework for socio-political analysis. His concept of system-interchange is shown to be based on a contradictory treatment of subsystems and human subjects, and his outline of structural differentiation is shown to produce a theoretical teleology.  相似文献

Rapid urbanization in the Third World has become one of the most pressing developmental problems of today. Metro Manila, capital of the Philippines, for instance, grew from 300,000 inhabitants in 1903 to more than 8 million in 1980. The authorities were unable to cope with the gigantic socio-economic problems of such an explosive growth. As a consequence, the urban poor gradually developed their own strategies for improving their adverse living conditions. Social movements emerged, in order to press the government for a more responsive policy towards the needs of the poor. Although the activities of these social movements culminated in the late 60s and early 70s, the imposition of martial law on the Philippines in 1972 had highly negative repercussions on citizen'S participation and community organizing efforts. Since authoritarian regimes have been established in the majority of Third World countries, the article examines the following questions by elaborating on the Philippine experience: how urban social movements are able to exist under authoritarian regimes, whether they are able to contribute to an upgrading of urban services and to what extent they are able to be starting points for a democratization from the grass roots’ level. The findings are that, without a minimum of constitutional liberties and pluralism, urban social movements remain rather short-lived phenomena and that the improvement of services through urban social movements is bound to fail under a political climate of severe repression. Moreover, the suppression of reformist and participatory movements fuels political polarization.  相似文献

Prior research shows that the effect of partisanship on social expenditure declined over time in Organisation for Economic Co‐operation and Development (OECD) countries. In this article, the author argues that the 2007/2008 recession resulted in the reemergence of partisan policy making in social spending. This was a result of mainstream parties needing to respond to the growing challenge from nonmainstream parties as well as demonstrating that they responded to the economic crisis by offering different policy solutions. Using a panel of 23 OECD countries, the author shows that since the Great Recession, partisan effects on social spending are once again significant. These effects are more likely to be observed where the salience of the Left–Right dimension is higher. In accordance with classic theories of economic policy making, left‐wing governments are more likely to increase social spending when unemployment is higher and right‐wing governments restrain social expenditure when the budget deficit is greater.  相似文献

International criminal courts are often given mandates without the authority or resources to enforce those directives. Given this, how do they achieve their objectives? We argue that in the case of the International Criminal Tribunal for the former Yugoslavia (ICTY), the court strategically developed an accountability network comprised of governmental and nongovernmental actors, using its expertise and position to provide information and a framework of accountability. Simultaneously, it reached out to a range of actors to ensure that governments and international organizations would push Balkan states to cooperate with the ICTY, thereby amplifying the court's power. Utilizing correspondence data, we create a unique dataset that traces the development of this accountability network, demonstrating how this institution engaged networks to pursue its goals. In general, we demonstrate that, although institutions may lack compulsory power, they can engage in strategic behavior using networks to project their productive power.  相似文献

Electric power development in Asia until recently has been a monopoly of the state, with the power sector's planning, finance, construction and management being a part of government activity. The surge in demand for power, as well as external pressures, induced Asian governments to allow private sector participation in electric power. The Malaysian and Thailand cases represent different patterns of policy‐making regarding privatisation. In Malaysia, the government divested Tenaga Nacional Berhad in 1992 and awarded independent power producers (IPPs) licences to build and sell electricity to Tenaga for transmission and distribution. The IPPs were awarded without tender to friends of the government and the system has enabled the IPPs to make large profits at Tenaga's expense. In the Thai case, privatisation has been a very slow process as successive governments since 1989 have not had the power to initiate extensive divestment of IPP contracting. Privatisation in Thailand is a very contentious political issue and the employees union of the Electricity Generating Authority of Thailand (Egat) is very powerful. Thus, while Malaysia has had extensive privatisation of the power sector, the system eliminates competition in power supply resulting in a higher price of electricity for consumers.
