Public administration and the constitutional bicentennial: An essay on research

The forthcoming centennial of American Public Administration falls in the same year as the bicentennial of the Constitution. This co-incidence suggests the propriety of examining the constitutional origins of the profession of Public Administration. This article notes the clash between the “two cultures” of administration and constitutionalism, proposes reasons for serious research into the constitutional foundations of contemporary administration, and provides several examples of suitable questions for this research.

Short notes on some books received

Using the data collected by the National Council of Applied Economic Research (NCAER) under the Additional Rural Income Survey (ARIS) for the year 1970–71, two models are estimated for the use of HYV wheat seeds. The first model estimated is the logit for the adoption of HYV wheat seeds. The second model estimated is the linear regression model for the percentage of land under HYV wheat for its users. The models include many social and economic variables. The results indicate that the proportion of land irrigated and the availability of tractors on hire in the village are the most significant variables for the adoption decision. Being part of the wheat‐belt region is also a very highly significant variable. The distance of the market from the village is significant in some cases. The proportion of land irrigated is a significant variable in all estimates for the second model also. The land owned (with a negative impact) and the existence of moneylenders are significant in some cases in the second model.

Short notes on some books received

China's rural enterprises are economic units established by local government in the countryside or by the peasants and they operate outside the planning system. Rural enterprises have grown twice as fast as the rest of the economy since 1984. The rural enterprise sector has so far challenged the urban economy, in both product markets and markets for raw materials. What are the prospects for their relationship ‐ competition or cooperation? To answer the question, we develop a well‐specified but simple model of the rural and urban economies. The rural enterprise boom was caused in this model by the presence of barriers to factor mobility within China, price distortions and the pool of available labour in the countryside. The origins of the boom imply that rural enterprise exports tend to be relatively labour intensive. The complementarities between rural and urban enterprises are likely to dominate their future economic relationship and lead to further growth in the rural enterprise sector.     

Short notes on some books received

This article challenges the thesis that local‐level bureaucrats need be part of any ‘dominant coalition’ at the village level. Based on a case study of Egyptian agricultural officials, the paper argues that local bureaucrats may well be more useless than dominant in any political or economic sense. In rural areas in which local officials lack the resources (supplies, funds) to do their jobs, they may well be quite inconsequential. In such situations their position as ‘public servants’ may be appropriated by members of the rich peasantry, who have no particular need to work closely with resource‐poor local government staff.     

Geopolitics and geoculture in world-systems theorizing: A review essay

This article discusses the strengths and weakness of world-system theorizing in the light of recent geopolitical changes and the emergence of new “shatter zones” in the world economy. It also examines the relationship between hegemonic social sciences and the crisis of the world-system. Thus, it argues, the idiographic tradition that emerged in the nineteenth century pushed us in the direction of specialization and micro-analysis at a time when a global perspective and comparative, interdisciplinary analysis could have offered deeper insights into the nature and direction of social and geopolitical change in the modern world. It also suggests that the nomothetic tradition which emerged in the 1960s is being revived in order to push us away from structuralist explanation and in the direction of atheoretical and quantitative analysis. The article concludes with a brief discussion on the organization and political problems confronting antisystemic movements in the modern world. This photographic essay is about a multiethnic urban immigrant quartier in central Paris. The text and the selection of photographs reflect a mediation on urban space in the Goutte d'Or and the ways in which transnational migrants from North and West Africa imprint Paris with their own rhythms, images, and culture.

The democratic polity's search for the knowledgeable public administrator: an argumentative essay

Today public administrators, as many others, desire to be known as professionals or those knowledgeable enough to carry out their tasks without outside interference. By examining their claims to have expertise to carry out their public tasks, we provide a critical evaluation of the professionalism of public administrators. Our argument is that public administrators may not have sufficient knowledge to carry out their public tasks without the knowledge (help) of others. Suggesting that public administrators need to have more “public” knowledge of the public interest, we suggest ways that they can become more knowledgeable and more compatible with the tenets of political democracy.
