One of the more striking features of the Black Lives Matter movement against racialized police brutality has been the focus on violence inflicted on “black bodies.” On one hand, the language of “black bodies,” as opposed to simply “black people” or “black personhood,” makes the issue of racial violence more visceral and immediate to white audiences otherwise indisposed to perceive black pain as a moral problem. On the other hand, it represents a theoretical challenge to dominant understandings of pain, suffering, and individuality based on liberal subjectivity. Exemplifying both of these aspects, Ta-Nehisi Coates’s recent work, Between the World and Me, provides a deep philosophical reflection on the moral and political problem of “black disembodiment.” This article tracks the theme of disembodiment in Coates’s book by foregrounding the role that feminist theories of embodiment play in his exploration of the contemporary black condition in America.  相似文献

This brief review article addresses the question of whether the so-called “competition state” was “abandoned” during the recent Danish election of 2019, which brought the Social Democrats back in government under the leadership of Mette Frederiksen. During the prior Social Democratic government of 2011-2015, led by Helle Thorning-Schmitt, this concept was introduced as a highly controversial policy concept and came to summarize the government’s program of economic reforms and recovery. The concept was subsequently strongly criticized in broader public political discourse as well as by the Social Democratic party and Mette Frederiksen herself. It is thus worth considering, whether the competition state reform program has been “buried” with the recent election, as this might imply a more radical break or discontinuity away from the “third way” competition state reform program embarked upon by most western European Social democrats since the 1990’s. This article will, first, briefly review the public discussion about the competition state in Denmark, before it, second, will recapitulate the academic debate about the competition state and clarify the concept. Third, it will review central tenets of the economic policy of the Thorning-Schmitt government of 2011-2015, as well as, fourth, the announced reform program of the new Social Democratic government. Finally the article will contrast and compare the two programs, and conclude that the “competition state” to a large extent endured the election of 2019, even if the Frederiksen government seems to lead the Danish competition state into reform trajectory towards increasing dis-universalization of social security and pensions.  相似文献

The promise of “big data” is a grand one. The collection and aggregation of massive datasets and the development of analytical tools by which to study these data is part of cutting‐edge efforts across scientific disciplines, with social, behavioral, and economic sciences leading the way in many of these efforts. There has been a recent rise in National Science Foundation funding for “big data” research across directorates that coincides with scholarly, public, and governmental attention to the topic. Nonetheless, there are limitations and trade‐offs to “big data” research, particularly as it corresponds to scientific modes of inquiry and the limited range of topics that fall under its umbrella, that must be recognized and incorporated into the general understanding of its long‐term promise.  相似文献

John Bellamy Foster and his colleagues have recently argued that the project of ecosocialism should be understood in terms of a “prefigurative” and “first stage” of red-green thinkers whose insights have largely been transcended by their own work on the metabolic rift. Rift scholars have further argued that “second-stage” ecosocialists should push back against “idealist” deviations occurring amongst historical materialists concerned with the production of nature, socionatures and “hybridity,” as well as more or less all engagements with literatures on eco-technological transitions, industrial ecology and the like, which are implicated in supporting “green capitalism.” This paper critically evaluates these claims. In each case, it is argued, rift scholarship is narrowing the possibilities for interdisciplinary engagement and for thinking in dynamic and reconstructive terms about red-green futures. It is our sense that an ecosocialist vision of just transitions has to be conceptualized as a diverse, dynamic, iterative and always incomplete affair. Anthropocene ecosocialisms are inevitably going to involve co-producing, making and remaking hybrid social ecologies on an irreducibly restless, turbulent and warming planet. We argue that what follows from this is the necessity to both critique and recuperate the better insights of hybrid political ecology and ecological modernities.  相似文献

This article explores recent developments in masculinity, focusing on the sexualisation of fatherhood in Anglophone media. As it becomes socially acceptable for men to engage with “hands-on” fatherhood roles that had previously been primarily associated with motherhood, the appeal lies not just in this shift in gendered performance, but the representation of this as an opportunity for men to reveal a desirably body image. Where previously the hands-on fatherhood role had been glossed as “nappy changing duties,” this more recent development focuses on men’s bodies and in particular the act of carrying a young child which affords the chance for biceps to be flexed in juxtaposition with the gentle act of holding a child. Colloquially, this has led to the emergence of the “DILF,” particularly on social media where sites are devoted to photos of such men.  相似文献

As inequalities in the United States have intensified in recent decades, Washington, DC’s advocacy system has thrived. Why has this proliferation of interest groups failed to deliver more substantive equality? The dominant response to this question typically cites the advocacy realm’s “upper-class accent,” portraying interest group representation as imbalanced and unresponsive to a broad range of voices. Yet this prevailing account—which I term “post- pluralist”—does not sufficiently explore the inegalitarian ways that neoliberalism shapes contemporary political advocacy. To this end, this article builds upon post-pluralist and post-Marxist insights to outline the advocacy system’s “politics of affirmation.” Using recent antigay legislation to explore this concept, I argue that today’s political advocacy circumscribes, rather than enlivens, prevailing standards of democratic participation by mobilizing hegemonic, neoliberal expressions of democratic citizenship. The article concludes by outlining how groups might pursue a transformative politics in order to destabilize neoliberalism’s hegemony.  相似文献

In recent years, interest has grown in promoting and employing “evidence‐based policymaking.” This has been accompanied by an increase in available information about the performance of public policies. While existing research concludes that evidence about “what works” rarely prevails in democratic politics, it is inconclusive about which conditions affect the relevance of such evidence in decision‐making processes. This article aims first to clarify these conditions, and second, to present empirical findings from two case studies of road safety policy revision. The findings show how the creation and diffusion, as well as the political context, affect the role evidence plays in legislative policy revision in Switzerland.  相似文献

In recent work, Maeve Cooke has criticised Jürgen Habermas’s post-metaphysical model in order to motivate an alternative “post-secular” conception of the state, which involves the replacement of the “institutional translation proviso” with the “nonauthoritarian reasoning requirement”. I provide a qualified defence of the Habermasian model by arguing that it does not lead to the kind of negative consequences regarding legitimacy and solidarity Cooke attributes to it. This, in turn, means that Cooke’s proposal for the secular foundation of political authority on a post-secular basis is insufficiently motivated. In the process, I argue that the point of departure for the debate about religion in the public sphere shared by both Habermas and Cooke – the picture of the “total” religious citizen – should be rejected because it presupposes an overly simplistic view of religions and religious identities.  相似文献

Food security, or lack thereof, is a global issue, affecting millions of people worldwide. Although it has been determined that there is enough food on the planet to feed everyone, nearly one‐third suffer from some form of malnutrition. The purpose of this paper is to bring awareness to this global crisis. The introduction defines food security and food deserts, supported by global and U.S. statistics. Next, the paper discusses the federal and regional initiatives within the U.S. to eliminate food insecurity, including federal laws and individual state laws. The paper highlights the “Right to Farm” initiative promulgated by New York state, as well as the Farmers' Market of Troy, New York, as attempts to combat food insecurity. The paper then discusses another large metropolitan area in the U.S., Seattle, Washington, and its response to food insecurity: Seattle's “Farm‐To‐Table Initiative” and “Fresh Bucks” program. Next, the discussion turns to advancing technology and its ability to bridge gaps in food accessibility. For example, Sweden has implemented an unstaffed twenty‐four‐hour grocery store using technology to complete the transactions. Smiliar solutions are being tested in communities in China. Furthermore, Amazon GO, launched in 2016 in Seattle, Washington, is one of the most recent innovations, allowing shoppers to use an Amazon account to track their purchases. The paper concludes by calling on the more economically influential countries to prioritize food security in their respective nations.  相似文献

Tobacco control policy usually has been framed in terms of public health and political economy, but it also has been called a morality issue. Through a systematic historical analysis, this paper examines dimensions of morality policy and evaluates tobacco control in the United States for its fit with those characteristics. Moral concerns have been a part of tobacco control policy at certain times, first in the early twentieth century, and, more recently, since the mid‐1980s with the rise of “denormalization” of tobacco as a goal of some antitobacco organizations. Drawing from recent studies of other “morality” policy issues, it argues that tobacco control is a “blended” issue, one which can take on different dimensions depending on successful interest group framing. The adoption of Healthy Public Policy as a governmental goal has coincided with a movement toward a “secular morality” in the political culture, facilitating a broader appeal to the public.  相似文献

Popular psychological accounts argue that successful candidates address their appeals to citizens’ “hearts” rather than their “heads.” Yet research on campaigns shows that candidates win elections by getting voters to think about particular issues—especially issues that create ambivalence in the minds of opposition supporters. This article helps to reconcile these “heart‐centered” and “head‐centered” accounts of preference formation during campaigns. An original experiment and ANES data analyses (1980–2004) show that a “good gut feeling” toward a candidate helps citizens to overcome the paralyzing effect of ambivalence on attitude formation and turnout. And, since turnout is most tenuous among those with lower income, this is where the effect is most pronounced. Since Democratic candidates rely disproportionately on support from these lower‐income voters, it is particularly important that they inspire positive affect among latent supporters.  相似文献

Following the growth of “rights-based approaches,” an increasing trend within recent research has been to establish the diverse opportunities, challenges, and potential pitfalls such approaches offer development NGOs. Although these areas remain important to current policy and practice, they equally stifle further research that is required concerning alternative engagements with human rights. This article argues that closer attention must be directed towards understanding how and why numerous development NGOs have rejected such approaches, whilst also embedding a strong and strategic use of “rights talk” within everyday campaign practice. This article draws upon recent qualitative research into practitioner responses to “rights-based” and wider human rights practice and, in so doing, enlists an in-depth analysis of two distinct subcategories of development NGOs — “faith-based” and “political.” The article proposes two current “perspectives” on human rights practice and a new and alternative engagement with a discourse of rights.  相似文献

Politics is thoroughly spatialised and space is thoroughly politicised. Whilst there has been a renewed interest in this contention, marked by the so-called “spatial turn” in political science and related sub-disciplinary fields, much of the literature continues to treat “space” as a mere empirical referent, rather than a product of prior political conflict(s) and competing political discourse(s). This article draws upon an emerging body of literature in political science that treats borders as sites where the inextricable links between space and politics crystallise most clearly, bringing their imbrications sharply into focus. It argues that this body of work underscores the constitutive role of the political in the construction of space and consequential notions of who is “inside” and “outside,” and suggests this is codified in the enactment and administration of immigration law(s). Drawing on examples from migration politics in the Australian context, pertaining to the ways in which HIV and tuberculosis are figured, it illustrates how the proximity of the supposedly “infectious” outsider, their perceived literal and moral “contagiousness” and the supposed “threat” they pose to the “wider community,” is constructed. This always involves the invocation of notions of space through the construction of frontiers delineating who is “inside” and “outside.” The article argues that this approach opens up promising avenues of inquiry that seek to explore the connections between immigration and contagion; two enduring tropes in the public and political imagination.  相似文献

ABSTRACT

An often heard phrase these days is “There is something about this chaotic 21st century of ours ...”. This “something”, it is argued here, lies at the heart of a new form of life which has become predominant in recent decades in globalizing culture: the life of aspiring, radicalizing sovereigns. This “something”, then, could the called the end of Law. In an age of aspiring and radicalizing sovereigns the Law, indeed law in all its forms and shapes, has become not just an irrelevance, but a nuisance and embarrassment as well. One of the manifestations of this irreverent sovereign attitude is the growing inability to accept waste, that is, an inability to live with all that generates waste (i.e. Law), and an inability to live with all that is waste. Waste, i.e. the accumulation of spent potential, is not what the aspiring, radicalizing sovereign wants. The sovereign's desires are all about conserving all potential. Although this new form of life has become manifest only very recently, it had been predicted by the novelist Don DeLillo in his novels Mao II and Underworld. The themes and images in both these novels are the focus of this contribution.  相似文献

While in recent years new charters and government actions have boosted the collective and individual rights enjoyed by “Fourth-World” indigenous peoples such as the Inuit, another set of indigenous peoples has not experienced such protection: “self-delimiting” peoples. Their rights go largely unprotected because of deliberate ambiguities in the word “indigenous”; because these peoples generally avoid all contact with the larger society, and so are unknown by it and have no voice in it; and because charters and institutions generally require validation of an indigenous people as bona fide—such as a history of contact and of evident land occupation—in order for the group to enjoy full rights protections. Both practice and theory may militate against the extension of full protection. This paper argues that theory, institutions building upon it, and practice realizable from theory and institutions must be reconsidered in terms of the particular circumstances and needs of these peoples if their rights are to be fully respected and maintained. Clear, special protection for these peoples’ rights to their culture must be established.  相似文献

In a typical laboratory “Investment Game” experiment, participants’ endowments are provided by the experimenter; thus, the worst case for the investor is that she loses all of her “found” money. By contrast, in naturally occurring environments, investment decisions can often lead to a loss of one’s own money. This paper investigates whether “trust” found in one-shot anonymous laboratory interaction is robust to “own money” environments. Our results show that, consistent with previous investment game results, most investors send a positive amount, and most trustees return at least the transfer amount, regardless of whether the investors purchase or are gifted their endowment. However, investments are on average lower when participants use their own money, and the fraction of maximum investments (the most “risky” investment decision) is only half as large under “own money” as it is under gifted endowments. Our results explain why one should exercise caution in placing trust in any government’s ability to spend other people’s money prudently.  相似文献

The article here extended reflects on the excessively narrow debate over the government-sponsored enterprises (GSEs)' cost-benefit transfer balance which had been raging for a quarter-century before the 2007–2009 financial crisis. That crisis has cast a new light on the actual costs of GSE operations and exposed the unsustainability of some of their benefits for homeownership. After injecting afew new findings into the traditional debate, this comment adds some of what has transpired in recent years and what may be inferred from it so far. Doing so brings additional analysis to bear on the article's conclusion that “the GSEs might not be justified” and “Maybe it is time for them to exit” although most politicians in the past have been disinclined to show them the door.  相似文献

Of all the terms in modern social science, none is more reviled by academics today than “civilization.” Post-colonial theorists such as Aimé Césaire and Edward Said have influenced generations of scholars who see the term as little more than a veil for scientific racism and colonial aggression. The sociologists Norbert Elias and Pierre Bourdieu have also portrayed European conceptions of civilization as justifications for social hierarchy and exclusion. This article highlights the convergent denunciation of “civilization” by these theorists. The article provides a fresh perspective on the history of the word “civilization” by highlighting the role of the term in generating an atmosphere of self-critical reflection. The word “civilization” post-dates, and bears a strong trace of, Rousseau’s indictment of modern society in The Discourse on Inequality. The first author to use the word “civilization,” the Marquis de Mirabeau, spoke in a Rouseauian fashion of “false civilization” and “the barbarity of our civilizations.” In nineteenth- and twentieth-century usages, “civilization” was a central term in the framing of questions about the contradictory nature of progress. The term even figures prominently in debates about the basis of colonial authority—debates sponsored by some colonial administrators themselves. Some of the top colonial administrators in the early twentieth were pioneers in advancing cultural anthropology. These administrators forged the viewpoint that natives had valuable “civilizations” of their own. The radical theorists discussed in this article have portrayed “civilization” as a sign of colonial arrogance inherited from a hyper-rational and chauvinistic Enlightenment. In contrast, this article traces how a keyterm was born in the liberal atmosphere of the Enlightenment and generated an expanding space of self-doubt afterward. When we appreciate that a large slice of modern Western civilization is a critical inquiry about the meaning of itself, and when we recognize that the language of civilization helped create a public sphere of doubt even within the colonial enterprise, we can conclude that the radical theorists discussed in this essay are less than reliable guides to the contours of European cultural history.  相似文献

In this theoretical intervention, I argue that Karl Marx’s theory of value remains a powerful way to understand nature–society relations under capitalism. I suggest environmentalist critiques often misunderstand Marx’s value theory as a theory that “values” workers over nature. His critical theory is better understood as an explanation of how capitalist value exploits both workers and the environment. My defense of Marxian value theory is articulated through five “theses.” I provide empirical illustration based on recent research into the nitrogen fertilizer industry. (1) Value theory does not refer to all values. (2) Marx’s contention that nature does not contribute to value helps us explain its degradation under capitalism. (3) Marx’s value theory rooted in production allows for a critique of environmental economic valuation schemes (e.g. payments for ecosystem services) which are based on neoclassical value theories rooted in consumption/exchange. (4) Value is abstract social labor, but that means it also abstracts from nature. (5) Capital does value certain parts of nature and that matters. I conclude by advocating a “value theory of nature” in the spirit of Diane Elson’s powerful articulation of Marx’s “value theory of labor.”  相似文献

Is Westminster dying as a useful conceptual encapsulation of a particular system of public administration? Scholarly critiques over the last decade have suggested Westminster civil services are evolving in ways that erode crucial Westminster “traditions.” Core elements including security of tenure, merit‐based selection, non‐partisanship, anonymity, and ministerial responsibility are all perceived as in decline or under attack. Influential commentators have proposed concepts such as “new political governance,” changing “public sector bargains,” “court government/politics,” and “presidentialization” to document and interpret these allegedly paradigmatic shifts in public administration. This article places these in context by canvasing different accounts of what Westminster is, before assessing the critiques about what it has become. The article argues that Westminster is not broken beyond repair, but rather it has been remolded to suit the needs of contemporary governance.  相似文献
