Public choice theory has emphasized economic explanations of privatization decisions, while often neglecting the politics associated with the decision-making process. This research finds that the political context is important in understanding why American municipal governments decide whether or not to privatize a service. Abstract This article describes the population forces that caused U.S. metropolitan areas to grow rapidly after 1940 but caused falling population in many large older cities. It shows why the basic processes that generated the spatial growth and development of American metropolitan areas have also undermined the fiscal strength of many older central cities and inner‐ring suburbs. By concentrating low‐income households in inner‐core neighborhoods, these processes create undesirable conditions that motivate economically viable households and firms to move to surrounding suburbs and not move back. Three strategies have been suggested for improving these conditions: major structural reform of metropolitan institutions, limited reform of big‐city governments, and community development of inner‐core areas. The first is the most capable of changing the dynamics causing decline, but it lacks political support because it would require the majority of metropolitan residents to sacrifice some benefits they gain from existing arrangements. 相似文献

Abstract Edgeless Cities, a form of sprawling office development that never reaches the scale, density, or cohesiveness of Edge Cities, now account for the bulk of office space found outside of downtowns. The term draws on Garreau's Edge City, yet it is a new, albeit elusive, category. It captures the fact that most suburban office areas lack a physical edge. In contrast to Edge Cities, which combine large‐scale office development with major retail, Edgeless Cities feature mostly isolated office buildings spread across vast swaths of urban space. This article looks at the evolving geography of office space in 13 of the nation's largest office markets, which together contain more than 2.6 billion square feet of office space and 26,000 buildings. The data provide an empirical framework for examining competing theories of metropolitan form. The article concludes with a discussion of the policy implications resulting from the emergence of Edgeless Cities. 相似文献

Americans paradoxically claim uniqueness for their politicalsystem, yet promote it as a model for others. This is especiallytrue of federalism, the clearest example of American exceptionalism.At its inception, American federalism was produced in an environmentclosely approximating what scholars have since distilled asoptimal conditions for fostering such a system. In other contexts,federalism has not flourished, because those preconditions areseldom approximated. Remarkably, American federalism has adjustedto meet drastically changed social, geographic, and politicalconditions, and the case for its continued adaptiveness andappropriateness remains strong. Although enclaved state differencesin economics and religion are no longer a reality, these andother differences are widespread especially on a regional basis.Even on a statewide basis, cultural mixes keep the country heterogeneous.The U.S. Constitution has been reinterpreted to permit rathermore nationalized control in accordance with this process ofeliminating differences. What are the effects of a mobilized party base on elections? I present a new behavioral measure of the enthusiasm gap in a set of American elections to identify how the turnout rate of the party faithful varies across different contexts. I find that the advantaged party can see its registrants turn out by four percentage points more than the disadvantaged party in some elections, and that this effect can be even larger in competitive House districts. I estimate the net benefit to party vote share of the mobilized base, which is around one percentage point statewide, and up to one and one half points in competitive House contests. These results suggest that the partisan characteristics of an election have consequences not just for vote choice, but for the composition of the electorate. 相似文献
