The article explores knowledge and practices of family planning among the tribal population of south Gujarat, India. The authors examine the reasons for discontinuation and non-use of various modern contraceptive methods by tribals and draw contrasts with practices in the urban population. They consider the roles of women, family members, local leaders, and effective communication, along with NGOs and the private sector, and make recommendations for increasing access to and usage of various family-planning methods by the tribals.  相似文献

This document summarizes the activities of the American Public Health Association International Clearinghouse that operated with funding from the US Agency for International Development for 16 years beginning in 1979. The Clearinghouse was established to improve access to information on infant feeding and maternal nutrition for health practitioners and decision-makers in Africa, Asia, and Latin America. By 1996, the Clearinghouse had created a substantial and accessible resource for USAID, and its activities included 1) developing an international center for information and materials on maternal and child nutrition and related issues in developing countries, 2) sharing lessons learned through a publication of a regular bulletin ("Mothers and Children"), 3) training staff from field-based organizations on information production and management, and 4) establishing a network of national and regional nutrition and health-related resource centers to increase access to locally published and unpublished information. Thus, the Clearinghouse was more than a library or distribution center; it identified key materials, repackaged information to increase accessibility, and monitored information use. Although the Clearinghouse project ended in 1996, the website on women's rights to maternity protection continues to provide access to information and to encourage dialogue and networking. The lessons learned from the project lead to the conclusions that users' needs must be the basis for increasing information access, that local capacity must be increased through new technologies and traditional methods, and that information resources must be used strategically to ensure equitable access.  相似文献

While women's movements in Latin America and elsewhere have succeeded in putting many issues that are relevant to women and to gender relations onto the political agenda, and although most international aid agencies have made efforts to incorporate gender analysis into their work, this progress has been neither comprehensive nor unproblematic. This article focuses on ways in which the development cooperation agenda, and the priorities and working methods of development agencies and nongovernmental organizations, have served to distort the vision and practice of the women's organizations whose work they seek to support.  相似文献

Many women in Cape Verde are actively working to upgrade the status of women in the country and are playing a major role in development programs. The small country of Cape Verde, 455 kilometers off the coast of Senegal, obtained its independence from Portugal in 1975. Even before independence many women were politically conscious and women's rights were a part of the program of Cape Verde's liberation movement. In 1978 the National Women's Organization was formed. The organization places a high priority on education for women and is promoting a large scale literacy campaign. During the colonial period most of Cape Verde's land was destroyed and the country's economy was ruined. A large proportion of the Cape Verde's male population emigrates to other countries in order to obtain work, and the women are left behind to raise their large families on their own. There is a great need to intensify efforts to restore the land's fertility and to control erosion. The country also needs schools, clinics, and transportation and communication networks. Many women are involved in a large water and conservation program supported by Oxfam and other international agencies. Women are encouraged to work on construction jobs, drive trucks and build dikes. Old attitudes are hard to change, however, and there is a need to involve a larger segment of the female population in the women's rights movement. In December, 1980 the Women's Organization will hold its 1st National Conference. The organization will map its future strategies for upgrading the position of women in Cape Verde society and for increasing support for the women's movements.  相似文献

This article discusses the case of timber production in the Solomon Islands and links between environmental protection and gender. Many environmental projects are undertaken without regard for gender roles and relations. The Solomon Western Islands Fair Trade (SWIFT) initiative included women in only a peripheral way. This article justifies the involvement of women in environmental projects and then evaluates the operations of SWIFT. A role for women in local environmental projects should be recognized because of women's roles, knowledge, and interests. Use of natural resources is gender-based. In the Solomon Islands, women are identified as having the greater interest in the long-term sustainability of the environment and greater reliance on natural resources to fulfill their roles, but forestry is men's work. The price of tropical woods has tempted Micronesian governments to exploit forests to enhance their foreign exchange earnings. Environmental degradation from logging is particularly severe in the Solomon Islands. The population fulfills many basic needs from forests. Forests can provide cash earnings. The author conducted an evaluation of effectiveness of SWIFT in 1996. The SWIFT project allows rural people to earn cash from sustainable timber extraction without signing with logging companies. Women are affected by SWIFT due to their husbands' appropriation of their earnings, their peripheral role, and lack of representation in senior positions and use of women's forestry expertise. The article offers a model for genderizing eco-projects. Men need to be encouraged to work more as partners with women.  相似文献

It is argued that an alternative strategy to women's involvement in development is the development of a whole "new dish, prepared, baked, and distributed equally" rather than acquisition of a "bigger piece of the pie." The issues of gender and development (GAD) involve women gaining power and control of the decision making processes. Past development has been too much of a "fixed menu" approach. Feminist development involves the satisfaction of the strategic needs of women, an agenda-setting direction, flexibility, and empowerment (SAFE). Strategic gender needs were conceptualized first by Maxine Malyneaux. Within women's defined roles, there are needs for access to adequate and clean water supplies, nutrition, health care, and income. Women in development (WID) approaches are strong in serving practical needs. The SAFE approach combines both the strategic and practical needs of women. Some argue that a focus on strategic and/or practical needs should be conceptualized in terms of changing women's position within a structurally unequal set of social relations. Some emphasize autonomy. The basic concepts of strategic needs is viewed as including the change in women's status and movement toward autonomy. Aid agencies and development groups have been mainstreaming WID and GAD over the past decade by integrating women and women's needs into administration, decision making, and the project cycle. Gender issues could be built into existing development paradigms or could change the existing development agenda with a gender perspective. It is argued that an agenda-setting approach is needed in order to assure that the strategic needs of women are incorporated. Flexibility and adaptation of approaches means that WID and GAD can be adjusted to all cultures. It is cited by Buvinic and Moser that welfare, equity, anti-poverty, efficiency, and empowerment are five ethical policy approaches. The policy approach of SAFE is that of empowerment or the knowledge and exercise of influence, power, and leadership in some or all social relations.  相似文献

This paper questions whether development agencies and their staff, at whatever level (community-based organisations, national or international NGOs) are sufficiently clear about their own values and roles, and seeks to analyse tensions and dilemmas that arise when roles are confused. Clarity about the roles of the people and agencies involved is essential for the development of a valid global citizens' movement that can interconnect local and global problems and actors, and work towards sustainable solutions.  相似文献

This article describes and analyzes the BRAC Gender Quality Action-Learning (GQAL) Program. BRAC aims to bring about organizational change and improve program quality through issue analysis, action planning, and implementation with an understanding of gender. During the 1990s, BRAC increased the number of women staff and set up a women's committee. In 1993, it piloted a gender training program. By 1994, BRAC did not know what the real problems were. A needs assessment was carried out among 400 staff in various program types and levels and revealed 3 empowerment issues. An intuitive understanding did not translate into creative solutions. Staff preferred non-confrontation in dealing with women's subordination in the family and community. Staff strongly believed in training as a way of changing behavior and values. BRAC is an organization in transition. The goal is changing the relationship between men and women. BRAC needs multiple perspectives of men and women staff and primary stakeholders. BRAC is gendered. Quantitative targets must be balanced with quality improvements. Quality occurs by analyzing the process and outcomes of programs. The GQAL program and cycle began in 1995. The GQAL outcome was improved working and democratic relationships and more open communication. Success was based on, for example, a field-based learning intervention, followed by trained facilitators, and innovative and tested methodology. Constraints were the perceived lack of top management support in some programs, frequent transfers of staff, and natural disasters. The authors identify future issues.  相似文献

Can prospects for improving livelihood security and building sustainable environments in Africa be increased if women have greater influence in decisions about how to manage resources? Anecdotal evidence suggests that this question should be answered in the affirmative, yet few development agencies perform systematic evaluations with gender-disaggregated data despite nearly two decades of development literature describing the pitfalls of failing to do so. This paper explores this question through analysis of cases from Kenya, Nigeria, Malawi, The Gambia, and Rwanda gleaned from a literature search of more than 50 natural resource management projects across Africa. It highlights enabling conditions which facilitate effective involvement of both men and women in natural resource management, and develops indicators to clarify progress in terms of impact, process, and sustainability.  相似文献

This article seeks a debate on the future of the US defense posture in the Great Power Competition. It contains a robust list of defense initiatives to consider in improving the US defense posture. Since the United States is no longer in combat operations in CENTCOM, now is the time to focus on changing the US defense posture and program to meet the challenges of the emerging security environment. The article details where the United States stands and major changes that should be made, emphasizing both conventional and strategic nuclear forces.The US Navy’s fleet and end strength has been constrained for far too long and must be expanded to meet the geopolitical requirements of the Great Power Competition. The US Navy’s size deeply declined as a byproduct of the Cold War’s end and Department of Defense post-Cold War force design planning. The lesson learned here is simple and straightforward: navies can be reduced quickly but cannot be rebuilt quickly. The industrial, construction, and labor issues associated with shipbuilding require multi-year construction schedules, effective labor force management and dedicated, long-range management and executive planning.  相似文献

PETRRA was an agricultural research-management project which used a values-based approach in project design, planning, and implementation. Through an experiential learning process, agricultural research and development (R&D) institutes, NGOs, private agencies, and community-based organisations rediscovered and improved the understanding of their strengths in meeting development commitments. The project successfully showed how values-based research can meaningfully be implemented and a sustainable pro-poor impact achieved.  相似文献

This paper examines how three sustainability factors (water supply, regulatory policy, local management) are affecting the sustainability of a community water supply project in Kenya. Findings show that after 10 years the project is at a threshold of sustainability – it may yet fail. Changing rainfall patterns and additional withdrawals from new projects are threatening available water supply. The community is resisting compliance with water sector reforms including those intended to benefit community-managed projects. Community management deficiencies and a lack of supportive external relationships are impeding project continuity and sustainable local water management.  相似文献

This paper examines participatory processes in an Asian Development Bank (ADB) technical assistance package in Thailand's water resource sector. The authors analyse various levels of social interaction in the local community, in meso‐level stakeholder consultations, and in opposition to ADB's environment programmes expressed by civil society organisations. While participatory approaches are employed to promote more bottom‐up management regimes in water resources, the authors find that local power and gender differences have been overlooked. Evolving institutions of resource governance are constituted by gender, reproducing gender inequalities such as regarding water intended for agricultural use as a ‘male’ resource. Finally, it is argued that understandings and practices of participation legitimise particular agendas in a politically polarised arena.  相似文献

Radical approaches to introduce public–private partnerships (PPPs) for infrastructure provision in South Asia have been largely unsuccessful. Yet the region is home to a thriving informal private sector and several regional NGOs have become engaged in efforts to involve communities in improved infrastructure provision. Many line agencies and local authorities have devolved some responsibilities for service delivery to the private sector through small-scale service and management contracts. This paper explores the possibilities for expanding and building on these activities, bearing in mind institutional factors, including both organisational structures and the attitudes and assumptions of the various stakeholders. Particular attention is paid to the options for regulating the private sector and the balance to be struck between encouraging competition and promoting improved stakeholder cooperation. Options for moving to ‘higher’ forms of PPP are considered, and brief concluding remarks summarise key findings and suggest some possible directions for the future.  相似文献

This study reviewed the history of sex segregation in the police forces of Maharashtra state, India, and policy interventions since 1994 to reverse the trends; it also describes the process of improving gender equity in the policy department as part of a gender aim to control violence against women. Police jobs are allocated based on gender. Passage of the 1975 Sex Discrimination Act was not implemented fully within police departments. In fact, the Police Force actively worked to keep itself outside the purview of the Act. Supervisors maintained the attitude that women were unsuitable for police work. Women were suspected of lacking in career commitments and were limited to only a small number within the force. These attitudes restricted women's entry, deployment, and promotions. The Government of Maharashtra has been pressured by district level women's groups to secure women's rights and to change the social environment that supports violence against women. The efforts uncovered violence unreported due to social pressure. It was thought that women's greater presence in policy departments would encourage women to report domestic crimes. The policemen disliked the interference of women. Since women were recruited for specific duties, the result was low self-esteem, frustration due to lack of promotions, sexual harassment, ostracism, and reduced job expectations. In 1993, officers received gender-sensitizing training. The training at the Institute of Development Studies at the University of Sussex focused on rules, practices, access to resources, and formal and informal inclusions and exclusions.  相似文献

The paper examines how the perceived ownership of a water resource negatively influenced local people's attitudes towards payment of potable water tariffs and exacerbated conflicts between water users and service providers in the Dalun community of the northern region of Ghana. The paper presents a case study of how community participation and endogenous approaches to conflict resolution contributed to payment of water tariffs. The findings show that the establishment of a tri-water sector partnership (TWSP), consisting of the Ghana Water Company Ltd (GWCL), private sector development practitioners, and community water boards, led to positive mediation of water tariff conflicts using the institution of chieftaincy. Alternative, endogenous conflict resolution methods combined with modern methods in a tripartite partnership showed promise as an approach to managing conflicts in water projects and in broader poverty reduction efforts.  相似文献

What happens when states or empires face multiple and geographically dispersed assaults along their frontiers from non-state, tribal actors? It is plausible to argue that the result may be state decentralization, both military and administrative. In some cases, this may be a conscious strategy pursued by the central authorities, but in others, it may be the result of centrifugal tendencies pursued by disaffected local leaders. This article illustrates this argument by describing the end of the Roman empire, caused by multiple assaults of barbarian groups. The lesson is that in such an environment a centralized state that arrogates to itself all the functions of security provision may undermine its own safety.  相似文献

The authors draw on experience from Uganda's commitment to decentralisation. This commitment is transforming the way services are planned and financed; new associations between local governments, NGOs, and private sector agencies are being created. Much attention has focused on the adoption of various techniques-such as participatory rural appraisal-through which direct and intensive forms of participation can be encouraged in decentralised planning. This trend is critically examined and potential unintended consequences are highlighted. A broader concept of accountability is outlined to illustrate a more inclusive approach to planning and allocation for more equity and sustainability in rural services.  相似文献

This article discusses processes that demarginalize women in developing countries. The case study pertained to women in the Santa coffee growing area of North West Province, Cameroon. Coffee is the main source of income for families. Women obtain land for growing subsistence crops with the permission of their husbands and with pleading. The sharp fall in coffee prices left families in economic difficulties. It forced families to reduce coffee production or abandon coffee production entirely. Women found an alternative in growing vegetables for retail sale. The women formed associations that provided instruction on how to farm, sell produce, and obtain credit. Men observed the increase in income from the women's sale of produce. Women included the men in discussions about their progress and difficulties. Men were thus encouraged to sell their land to women. Women gained power by becoming the sole source of family income. The women's groups helped women improve land use and the use of income. This experience proved that crises can have positive outcomes. Men's power was based on economic control over resources rather than culture or machismo. Women's cooperation with men in nation building resulted in economic independence. Marginalization of women was based on money. Women proved that participation, rather than power, was the appropriate means to social change and more equitable relations. The obstacles to women's power included cultural expectations about their roles and choices, sex discrimination, and lack of access to leadership networks.  相似文献
