New directions for pastoral development in Africa   总被引:1,自引:0,他引:1  
The last few years have seen a major rethinking of some of the hallowed assumptions of range ecology and range-management practice. The usefulness of terms such as ‘vegetation succession?s, ‘carrying capacity?s, and ‘desertification?s is being reassessed, particularly for the dry rangelands which are dominated by highly variable rainfall and episodic, chance events such as drought. This article examines the management and policy implications of this thinking for pastoral development in dryland areas. It briefly examines the consequences of environmental variability for pastoral development planning, range and fodder management, drought responses, livestock marketing, resource tenure, institutional development, and pastoral administration. By offering new directions for development workers, researchers, and policy planners, the article illustrates, in practical terms, a future for pastoral development in dryland Africa that recognises both the importance of pastoral livelihoods and the significance of environmental variability.  相似文献

The pastoralism of the Turkana has persisted in the challenging environment of northwestern Kenya for some 200 years. Yet many pastoralists find that they increasingly rely on food relief during droughts and famines. This article contextualises emergency responses to famine among Turkana pastoralists by considering their encounters with colonialism, development, and humanitarian interventions. It uses key informant interviews, participant observation, and content analysis, to analyse the benefits and challenges of a small-scale food relief programme. The article argues that such programmes can weaken the viability of pastoralism, and concludes with considerations for future policy and programming.  相似文献

There was a split between North and South over environmental issues at the 1992 Earth Summit. A similar rift may re-emerge as the British Overseas Development Administration opens management of its training programmes to competition in 1993. Emerging institutions offering training on environmental matters in Asia have the advantages of similar natural environments, relevance, and lower costs. As these increasingly realise that ODA funding for third-country training is not tied to British universities, they will compete with UK training institutions. The existing one-way student traffic to UK institutions can benefit from competition. Modern information and communication systems now allow training networks to interlink among institutions in both the North and the South. The UNCED commitment to increased training on environmental issues provides an opportunity for a major new environmental-training project managed by an independent academic/development institute or NGO.  相似文献

Promoting democracy has developed into a common activity performed by a variety of actors in the post‐cold war world. While it is states and international institutions that receive most of the attention devoted to this increasingly important issue‐area, other non‐state actors also engage in democracy promotion. This article examines the activities of two such actors: political foundations ‐ quasi‐governmental organizations established in a number of advanced states ‐ and think‐tanks ‐ private institutions traditionally engaged in research and policy advocacy. It argues that the role and impact of these actors deepen the transnationalization of democracy promotion, which has important consequences for the international politics of democratization and international relations more generally.  相似文献

Abstract

The article addresses issues of ideological horizons in relation to the information superhighway, as they affect environmental communication, with a special focus on grassroots communities at fish-landing sites along Lake Victoria, in Uganda. While in the ‘button society’ a great deal of information is accessible at the push of a button, the most that button-less grassroots societies have to contend with, is a simple radio switch. Given this continuum of ideological horizons, both communities cannot interpret environmental management concerns in the same way. Conceptually, the article is guided by Hall's encoding and decoding framework, whereby due to a failure to share ‘meaning’ (between the two parties) miscommunication arises. The discussion is based on findings of a survey for a research project that sought to find behavioural change communication strategies that can be used to empower grassroots communities to participate more in managing their local environment in a sustainable way. The research looked at the communication of environmental issues pertaining to solid waste management and sanitation. The major question of interest to the discussion is why there is continued environmental degradation at Lake Victoria fish-landing sites, despite the available environmental information and existing frameworks for ensuring proper environmental management.  相似文献

ABSTRACT

In the conceptual literature on terrorism, there is no shortage of answers to the question: “What is terrorism?” Indeed, the terrorism literature has been heavily criticized for a deluge of definitions. And yet the booming quantitative terrorism literature generally examines a narrow set of “what is terrorism?”: how country-level factors explain variation in the number of terrorist attacks. This article demonstrates the variety of ways in which scholars currently operationalize terrorism and compares them to the ways it could be operationalized. I replicate studies using alternative operationalizations of terrorism to examine the consequences of the terrorism literature’s collective bet to focus on attack counts at the country level. Finally, I discuss the implications of the narrow set of operational choices with an eye towards how a greater variety of approaches would produce a more robust research agenda.  相似文献

ABSTRACT

There is a gap in IR and EU scholarship concerning unintended consequences in an international context, leaving this important phenomenon understudied. To fill this gap, a conceptualisation of unintended consequences is offered, and a set of common research questions are presented, highlighting the nature (what), the causes (why) and the modes of management (how) of unintended consequences of EU external action. The Special Issue contributes to the study of the EU as an international actor by broadening the notion of the EU’s impact abroad to include the unintended consequences of EU (in)actions and by shedding new light on the conceptual paradigms that explain EU external action.  相似文献

In Southern Africa, a major drought during 1992–93 threatened devastating consequences for poor rural populations in the region. The article describes the unconventional approach to disaster mitigation undertaken by Oxfam (UK and Ireland) in Zambia. This enabled people at the local level, with little prior organisational experience, to establish effective dialogue with government officials in the country; it also laid the foundations for longer-term development activities. The role of local-level lobbying, as well as campaigning on an international level, was crucial.  相似文献

Abstract

Successful organisations depend on stakeholder perceptions to address changes in turbulent organisational environments, report on the social and environmental impact of activities, the prevalence of public activism, globalisation, emerging issues and crises, and the need to be good corporate citizens through ethical and socially responsible behaviour. Despite the current emphasis on stakeholder relations and management, a lack of research exists on how to build these relationships. This article aims to report and discuss the findings of a study that explored the lack of organisation–stakeholder relationship (OSR) building models, to emphasise the elements and development of an OSR and highlight the need for a generic, strategic, integrated approach for sustainable OSR to contribute towards organisational effectiveness. This will be done using an exploratory literature review to constitute a conceptual framework for OSR building, of which the principles of the framework will be measured among leading Johannesburg Stock Exchange-listed South African organisations, by means of a quantitative web-based survey and qualitative one-on-one interviews. The dominant focus on organisational stakeholders has provided added impetus and importance to the role of corporate communication, hence, this article will simultaneously endeavour to highlight the importance of practising corporate communication strategically, by emphasising its role in OSR.  相似文献

External crises such as the Bird Flu epidemic, as well as severe environmental problems, are changing overall attitudes towards research in human health and the environment. At present, the EU is putting pressure on developing countries in Asia and elsewhere to increase their environmental capacities and put forward methods of environmental management that support innovation and competitiveness. They are also being encouraged to participate in the Kyoto protocol and Bali processes on climate change. This paper aims to address the current issues faced by the EU in promoting environmentally friendly technologies in Southeast Asia, as well as to examine the opportunities for technological cooperation between Europe and Asia. It will use Indonesia, Malaysia, Thailand, the Philippines and Vietnam—some of the EU’s chosen recipients of official development assistance in the region—as case studies, in order to examine how these countries implement policies that incorporate environmental technology strategies designed to promote sustainable development. It will also attempt to identify the type of actions that are being pursued by their respective governments, with the support of the EU and its member states. Finally, the paper will suggest which types of environmentally friendly technologies and best practice could be transferred from Europe to Southeast Asia, and to the wider Asian region. Abstract

In order for organisations to survive in an ever-changing milieu in the current business environment, sufficient crisis communication and management practices need to be in place. Despite this, organisational crises are often inefficiently managed, which could be ascribed to the lack of strategic management of crises (Kash & Darling 1998: 180). This article explores the lack of strategic crisis communication processes to ensure effective crisis communication with the media as stakeholder group. It is based on the premise that the media are one of the main influencers of public opinion (Pollard & Hotho 2006: 725), thereby necessitating the need for the accurate distribution of information. Furthermore, the study focuses specifically on the financial industry, which is arguably more sensitive and thus more prone to media reporting because financial services providers manage people's money (Squier 2009). A strategic crisis communication process with the media is therefore proposed, facilitated through an integrated crisis communication framework, proposing a combination of integrated communication (IC) literature, with emphasis on Grunig's theory of communication excellence, to build sustainable media relationships through two-way communication; and a crisis communication process that has proactive, reactive and post-evaluative crisis communication stages, thereby moving away from seeing crisis communication as a predominantly reactive function.  相似文献

The first decade of the twenty-first century has been marked by the decisive entry into our media landscape of the so-called global war on terror, with countless films and TV series from all over the world addressing the issue of international terrorism. Even Indian popular cinema, which has been addressing the issue of domestic terrorism since the late 1980s with films such as Roja (Ratnam, 1992), Drohkaal (Nihalani, 1994), Maachis (Gulzar, 1996), has, since the new millennium, begun to tackle the topic of international terrorism. In this article, I will analyse the shift in the construction of the terrorist discourse in Indian popular cinema from a domestic to an international perspective in order to highlight the close proximity between the two, as in fact, the “global war on terror” narrative seems to offer Indian filmmakers the possibility to simultaneously address international and domestic terrorism. In particular, I will refer to Karan Johar’s film My Name Is Khan as a text which, while discussing the consequences of the American war on terror on its minorities, problematises the official discourse on terrorism and its neo-Orientalist character. It also draws a parallel between the situation of minorities in the United States and India. In so doing, the film triggers a reflection on the state of the Indian nation and questions the state of the secularist values of newly independent India after decades of communal violence.  相似文献

ABSTRACT

After Russia’s retreat from the European Neighbourhood Policy, the EU’s policy towards its eastern neighbours was split up. The internal unintended consequence of the EU’s choice to leave its policy unaltered was a tension between the objective of privileged relations with ENP countries and a promise to recognise the interests of Russia as an equal partner. Externally, the unintended outcome was that this fostered two opposing strategic environments: a cooperative one for the EaP and a competitive one with Russia. In terms of the management of unintended consequences, the EU has actively sought to reinforce its normative hegemony towards EaP countries, while at the same time mitigating certain negative unintended effects.  相似文献

Abstract

Trust matters profoundly for many dimensions of political life. In this article we focus on political trust: how the trust or mistrust citizens have toward the political process, politicians and government affects politics. Prior research has shown that political trust influences such crucial dimensions of politics as the basic legitimacy of government, political participation, voting behavior, compliance with government, and reform orientation. In this article, we seek to answer three major questions. First, is political trust declining in Japan? Second, we are interested in exploring the determinants of trust and distrust in politics: why do people lose trust in politics? What kinds of voters lose political trust? Third, we explore the consequences: what happens when people lose trust in government and politics.  相似文献

ABSTRACT

This article analyses two recent French counterterrorist legislations (Law No. 2016–386 – hereafter OCT&F law and the Law No 2017–1510 – hereafter the OCT&Flaw) through the lens of distinct yet complementary theoretical frameworks. Combining the State of Exception thesis of Giorgio Agamben, the Enemy Penology as framed by Günther Jakobs as well as the more recent scholarship contributions on Pre-Crime, the article seeks to contribute to the scholarly debate on the use and the consequences of the use of criminal and administrative law in the fight against terrorism. In view of the numerous terrorist attacks that France has faced in recent years, the article aims to provide deeper knowledge of the French case by drawing substantially from the unfamiliar French scholarship. The article argues that the measures recently adopted seem to deepen the exceptional and pre-emptive logic in which potentially dangerous subjects have to be identified as “the enemy” as soon as possible in order to then be contained and dealt with.  相似文献

Abstract

The paper discusses a still more obvious foreign policy dilemma facing Denmark: On the one hand, Denmark has made a proactive foreign policy decision to pursue a strategy of influence with the European Union as the most important international forum. On the other hand, Denmark has chosen to stay outside the increasingly important cooperation on defence policy within the EU. As a small state, Denmark is opting for a multilateral strategy, but it has deliberately chosen to limit its commitment to the same forum. A combination of adaptation theory and theory of small states informs the analysis. It is argued that the Danish opt-out sends an unclear and inconsistent signal to Denmark's partners which again hampers the possibilities for using Danish coalition power within the EU. Nevertheless, contrary to both theoretical expectations and common sense intuition, there is little to suggest that the opt-out has had negative consequences for Denmark's influence on capabilities in the EU.  相似文献

In 2012, South Lebanon faced a solid waste management crisis that particularly affected Palestinian refugee communities, which were excluded from municipal service mandates. By means of a case study of the Palestinian community living in Shabriha, this article demonstrates that the vulnerability to the environmental effects of this waste crisis ultimately stems from a legacy of violent conflict. Lebanon's fragile political order and history of protracted war have crucially shaped governance arrangements in Shabriha. These arrangements excluded Shabriha from legal dumpsites and recycling facilities and thereby decisively exacerbated the environmental consequences of the waste crisis. At first sight, Shabriha's resort to indirect, informal and politicised social networks to remedy its marginalisation constituted an effective form of resilience. However, drawing on an entitlements approach to vulnerability, we argue that these coping mechanisms also entrenched Shabriha's institutional marginalisation because they exacerbated its dependence on informal governance structures.  相似文献

ABSTRACT

Public relations is defined as the management of communication. However, the theory and practice of public relations are based on a modernist understanding of organisation. Alternative perspectives on the societal and organisational role of public relations are limited. This article explores the contribution of a postmodern critique of public relations, and the differences between modernism and postmodernism, particularly in organisational context. The current debate between critical theory and postmodern critique is also reviewed. Postmodernism is particularly critical of the public relations focus on strategy and management. It rejects the manager as a rational being who has the ability to determine organisational outcomes through strategies, which are viewed as discursive techniques used to enhance the power of some corporate actors. Modern public relations is a hegemonic practice that interpellates practitioners into the system to legitimise the perspectives and actions of corporate managers as objective knowledge, particularly through discursive practices in organisational media. Finally, the media relations role of public relations is critiqued for its creation of a hyperreality that leads to the creation of a hypercivilisation that has no factual existence. This article concludes with suggestions for a postmodern research agenda and defends the simultaneous use of critical and postmodern theory.  相似文献

The Mexican government has adopted policies of market‐oriented reform since 1982 which have for the most part been praised by professional economists. Mexico even joined the Organisation of Economic Cooperation and Development (OECD) in 1994. However the performance of the economy has been disappointing. Yet a failure to achieve any real per capita economic growth over an extended period is unusual among Latin American countries which have consistently pursued policies of market‐oriented economic reform. A large part of the explanation has to do with the character of Mexico's political institutions, most notably a lack of democratic accountability. The unmistakable trend toward greater democracy since 1982 has so far been expressed principally in terms of greater honesty and competitiveness in the electoral arena. But there has been no significant reform of the executive branch of government, which has for many years been run on authoritarian principles. This makes it difficult for the Mexican government to control corruption, limit the economic consequences of political shocks and prevent the shifts in political power which occur at the end of each sexenio from destabilising the economy.  相似文献

SUMMARY

This article sets out to show that and how the researcher's theoretical approach, that is, the view of communication that derives from his/her ontological, anthropological and epistemological assumptions, determines decisions concerning research design and the application of the findings. Two contrasting theoretical approaches, viz. functionalism and phenomenology, are discussed and the consequences of their assumptions for the execution of research illustrated with reference to two empirical studies. The most important issue arising from their contrary positions concerns the truthfulness of research findings. While phenomenologists maintain that findings must be validated by respondents' agreement that their experience of reality has been truthfully expressed, functionalists argue that research must produce general patterns that may be presented by means of predetermined categories. It is finally suggested that the ongoing debate concerning suitable theoretical approaches is of vital importance to researchers since it highlights their ethical responsibility.  相似文献
