列宁的现代化思想及其当代启示

列宁以其革命家杰出的把握实践的敏锐性和非凡创造力,创立了指导苏俄社会主义建设的现代化思想。研究并吸收、借鉴列宁的现代化思想,对贯彻党的十七大精神,利用资本主义建设社会主义,开创中国特色社会主义事业新局面,具有极其重要的理论和现实意义。

正确认识农民,采取正确的联合策略,是无产阶级取得胜利的关键。列宁在领导俄国革命和建设的三个不同时期,对农民的认识不同,采取的联合策略也不一样。十月革命前,列宁认为俄国的农民分为下等户、中等户和上等户,无产阶级应该联合下等户和中等户,反对上等户;国内战争时期,列宁认为农村居民分为贫苦农民、中农和富农,无产阶级应该联合贫苦农民,还要和不剥削人的中农结成联盟,镇压富农的反抗;新经济政策时期,列宁认为农民已经中农化,即小资产阶级化了,无产阶级与农民主要应结成经济联盟。

列宁关于引导农民走社会主义道路的探索--从《论粮食税》到《论合作社》

本文主要论述了列宁在从十月革命胜利后到他写作<论合作社>一文期间,关于在俄国经济文化比较落后的条件下如何引导农民向社会主义过渡的思想理论的发展演变过程,其中着重阐述了列宁在从<论粮食税>到<论合作社>期间关于这一道路的探索及其成果.文章认为,由于"直接过渡"思想和政策在实践中的失败,列宁和俄共(布)不得不采取一种通过新经济政策引导农民向社会主义"迂回"过渡的间接途径.但是由于新经济政策实施过程中遇到的一些问题和国内外形势的变化,列宁又进而开始探索如何引导农民通过合作社向社会主义直接过渡的问题.     

列宁关于苏俄农村政权建设思想的演进

1917年10月至1918年5月,列宁提出在农村建立由农民掌握全部地方政权的农民代表苏维埃。1918年6—11月,列宁提出在农村建立贫苦农民委员会,其特点是:斗争目标的明确性,即团结贫农和中农开展反抗富农的斗争。1918年底,列宁提出在农村建立新型的农村苏维埃组织,其特点是:人民性,即要求工农群众参加并监督农村苏维埃机关的工作;实践性,即要求农村苏维埃机关根据本地实际制定相应的政策。     

The Philosophy of the Revolution: Thoughts on Modernizing Islamic Schools in Ghana

This article examines the historical distaste for secular education within the Muslim communities of Ghana and the growing enthusiasm of Ghana’s Ministry of Education in transforming Qur’anic schools to integrate secular subjects. The popularity of the Qur’anic schools has remained as places—either under trees, at courtyards, or at street corners—where pupils simply recited the Qur’an, relevant only because it is fundamentally religious. The article argues that the contemporary philosophical foundations of Islamic education ought to be based upon the provision of Islamic learning that ensures not only taqwa or the fear of Allah but also renders students’ faith unshakeable for the modernization efforts of incorporating technical and scientific learning at the Qur’anic schools to become acceptable. The article concludes that the recent structural and pedagogical changes taking place at the Makaranta or recitation schools go beyond philosophical reconciliations to harnessing the combined benefits of Islamic and secular education for the good of the nation.

Street Foods: Traditional Microenterprise in a Modernizing World

Action-research projects focused on poor women both collect information and design interventions to improve their livelihood. This approach is illustrated by studying street food vendors in Iloilo, Philippines. Findings document the importance of street foods as a source of income and of food. Interventions to improve both safe food handling and income were proposed and tested in Iloilo and Manila; a revisit after a decade shows their long-term impact on the vendors. Overall, this and six other studies comprising the street food project influenced policy changes by municipal, national, and international agencies and organizations. The conclusions challenge theoretical assumptions held by economists concerning the informal sector and by feminists regarding the family.

Modernizing the public service in latin america: faradoxes of latin american public administration

This article presents impediments to the moderization of the public bureacracy in the Latin American region. These impediments are presented as paradoxes in order to emphasize both the contradications found in, and the America. The article presents examples from various cases it central and South America in order to show the lack of a public service tradition, the obstacles of patronage and corruption, the Opportunity costs of bureacratic development, the difficulty of reform, and the drawbacks of professionalization. It concludes with some suggestions, groped under the general strategies of insulation and fortification, about how to evercome these impeciments.     

Governance Interventions in Conflict-Affected Countries

This paper reviews an emerging body of literature on governance interventions in countries with ongoing violent conflict, recovering from conflict or at risk of conflict. The review focusses on three broad intervention areas. The first includes interventions that support local governance and the improvement of local capacity for collective action. The second area comprises interventions that strengthen the accountability, legitimacy, and reach of state institutions, including the improvement of information and the provision of public goods. The third centres on interventions aimed at changing social norms that shape systems of governance. Ways forward for future research and policy are proposed.
