Contesting the Monopoly of Interpretation: The Uneasy Relationship between Ulama and Sunni Parties in Yemen

Most studies on Sunni Islamism either neglect ulama or portray them as basically diverging from the Islamist movement. Unlike their Islamist counterparts who are contenders for political power in incumbent regimes, the ulama are depicted as loyal quietists. As such, this article problematizes this dichotomy. As is shown by the case of Yemen, the ulama form an integral part of the Islamist Islah party, yet since the position of ulama within the party is crucially dependent on their monopoly over interpretation, and as the lay Muslim Brothers have increasingly digressed from the rulings of the ulama, they have sought alliances with their peers outside the party and attempted to undermine the politics of the Brotherhood by means of ulama associations and founding Salafi parties. By focusing on these developments, the article proposes an alternative reading to the allegedly contradictory politics of Islah which might be valid to other Islamist parties too.

The Negev: Land,Settlement, the Bedouin and Ottoman and British Policy 1871–1948

Focusing on the sub-district of Beersheba in British Mandatory Palestine, we examine issues of colonial administration, land use, relations between the government and indigenous nomads and extension of government control over marginal regions. Based on archival primary written sources and maps, we assess British Mandatory policy in the Negev, in the contexts of land ownership, settlement and the Bedouin population. The British Mandatory administration inherited a Southern Palestine Negev region that had been affected by a robust Ottoman policy of increasing administrative intervention, policing, land settlement and overall projection of government power. During 30 years of Mandatory rule, the policy was markedly different. The Beersheba sub-district, which incorporated almost half the area of Mandatory Palestine, was a unique administrative unit, populated almost entirely by nomadic Bedouins. Although the Mandatory authorities foresaw land settlement and sedenterisation as a goal in Palestine, they did not apply their administrative apparatus to fulfil this policy in the Negev, neglecting much of it.     

The Soviet Invasion of Afghanistan: International Reactions,Military Intelligence and British Diplomacy

From the outset the Soviet invasion of Afghanistan was strongly condemned by Britain and all the other NATO member states, by the non-aligned group and by key countries in Asia and the Middle East. During the first days following the invasion, London worked for the speedy build-up of a diplomatic consensus, while the Carter administration was still in a state of surprise and some confusion. It is evident that the single factor that led many countries to join forces diplomatically was the fear of further Soviet adventurism in Asia and the Middle East; uninformed, alarmist assessments of Soviet intentions played a major part in cementing a diplomatic coalition, which led to the condemnation of Moscow in the UN General Assembly – predictably, the Soviets had vetoed a Security Council resolution. Simply put, the fear of war led to something of a panic among non-aligned nations, which in turn convinced them to back western diplomacy.     

Achievements of the British Colonial Service: A Retrospective View

This article looks back on the record of the British Colonial Service in Africa, with a particular focus on how it ran Zambia immediately prior to its independence in 1964. The author, a member of that service, argues that, for all their faults, British colonial administrators discharged their duties with dedication, skill and the welfare of the general population in mind. There is, he notes, a need for a better understanding of the positive effects of contact between cultures that British colonial rule engendered in societies such as Zambia.     

The Baltic states,Finland, and British economic expectations in the early 1920s

Abstract

After the First World War, the Baltic states — not Finland — attracted the British as a bridge to Russian markets. The article deals with the rank of these states in British economic expectations. It is shown that whereas the Baltic states were highly prioritized, in 1920, by 1926 the British preferred Finland as a more trusworthy trading partner than Estonia, Latvia and Lithuania. The article thus shows how the rank of the Baltic states and Finland changed in British expectations when all of these states were seen as markets in and of themselves.     

The Baha’i minority in the State of Israel, 1948–1957

This article examines the virtually unexplored topic of the Baha'i religious minority in Israel's early statehood period based mainly on primary source documentation. It will be argued that while the number of Persian Baha'is in Israel after 1948 was minuscule — even smaller than the similarly minuscule Circassian and Armenian populations — the non-Arab and non-Muslim identity of the Baha'is, the lack of any historical antagonism between the Baha'is and the Jews, a shared history of marginalization in the modern Middle East, the Baha'is' principled commitment to non-violence as a basic tenet of their religious faith, their complete neutrality leading up to and including the 1948 War, (and their support for Jewish statehood after it), their lack of proselytizing in the state of Israel, and the fact that nearly all of their high-ranking administrators in post-independence Israel hailed from the United States — whose support Israel sought — led the state to cultivate this minority to a degree few other minorities experienced in post 1948 Israel.
