This study analyzes how Kurdish women experience the violence and other consequences of the armed conflict raging between the PKK and the Turkish state. Interviews conducted in Istanbul, Ankara, and Diyarbakir suggest that Kurdish women experience the conflict both as members of an oppressed minority and as women. The study first focuses on identifying sources of conflict related stress that are specific to women, such as the need to be silent to protect their families, and then analyzes the strategies that Kurdish women use to deal with this stress as women, including networking and education.  相似文献

Abstract

Great Britain created ‘Southern Kurdistan’, an autonomous Kurdish entity with Sulaimaniya as its capital, under British political supervision in November 1918. Sulaimaniya became a political and social testing ground in the hands of British officers who participated in the process of building local identities by defining the arena in which the elites entered into competition, by defining the categories into which the political blocs were arranged, and by defining which leaders were recognized. Furthermore, the creation of ‘Southern Kurdistan’ allowed the extension of nationalist rethoric among its inhabitants culminating in the radicalization of Sulaimaniya's notables. Paradoxically, the peak of nationalist agitation in urban areas in 1930 coincided with the Kurdish mobilization shifting its centre of gravity to the countryside.  相似文献

This article addresses two research questions: which course did the CDU, CSU–FDP coalition government choose to follow in social policy from 2009 to 2013? And what relationships exist between social policy in this period and the Bundestag election in 2013? The analysis of primary and secondary data reveals both continuity and discontinuity in social policy in the 17th legislative period of the Bundestag. The decisions and non-decisions on social protection and labour market regulation in this period mirror a wide variety of determinants. These include partisan effects, electoral cycles, co-governing judges and anonymous social policy of market forces. The data also suggest that the CDU/CSU has been relatively successful in its strategy of ‘asymmetric demobilisation’, the strategy of changing its social policy profile to one more similar to that of its social democratic opponent, in order to demobilise the SPD's voters rather than mobilising them. More ambivalent has been the electoral outcome of the FDP's role in social policy. The FDP's first foray into leading a large welfare state ministry, the Federal Ministry of Health, in 2009 to 2013 did not prove to be a winning proposition for the Liberals electorally. Social policy in general and welfare state recalibration in particular thus seem to be an electorally especially risky project for a liberal party such as the FDP.  相似文献

The Baltic refugees of the Second World War, in Sweden, were part of the opening up of Sweden to immigration. New research, after the turn of the century, has shown how this change of policy was part of the emerging welfare state, embracing a wider geographical area. Still, the opening was conditioned by degrees of “Nordicness” and the conditions of neutrality toward Germany and not least the Soviet Union. This review article highlights some of the new insights of Swedish historiography.  相似文献

This study sheds light on the causes of failure of economic reform in the Kurdistan Region of Iraq (KRI). It argues that the success of economic reform largely relies on the choices available for ruling authorities as well as their willingness to share power with the people and with each other. Since the birth of the Iraqi state and the KRI the interaction of uncivic traditions, rent seeking, and centralization has been the main cause hindering economic reforms that are desired to sustain development. To investigate, the study provides a comprehensive account of the failure of the region’s past and present economic policies and the sociopolitical structure that supported it.  相似文献

The second half of the nineteenth century was a period when the Ottoman government's centralization efforts gained momentum. In Southern Palestine, this entailed a struggle for central government to gain the upper hand over the Bedouin tribes. In the 1860s, the Ottoman government was still using military power to end the internal strife between the Bedouin tribes. However, from the 1890s on, the government began to use sophisticated means and tactics in order to secure control and encourage the integration of the Bedouin element in the empire. The creation of a new town, namely Beersheba, the changing apparatus of administration, the construction of public buildings in desert, all meant that the government attempted to penetrate the nomad's way of life. In this study the main emphasis will be given to describing the role of the state in forming and changing the tribal institutions.  相似文献

Drawing on empirical evidence from 11 CDU–Green coalitions in large German municipalities, this article investigates the determinants of formation and termination of black–green minimal winning coalitions. Such coalitions are likely to be formed if the mayor is a party member of either the CDU or the Greens, if one of the two parties dominates the local party system, and if the SPD suffers from severe vote losses. Furthermore, the results indicate that CDU–Green coalitions are primarily formed if neither the CDU nor the Greens have gained a parliamentary majority with their ‘usual’ coalition partners. Ideological connectivity, however, does not play a major role. Regarding coalition stability, Christian Democrats and Greens are able to govern successfully for an entire legislative term in most of the cases. If a coalition is terminated early, however, this is due to a party breaking the coalition agreement by voting on specific policies together with the SPD in the local council.  相似文献

World War I changed more than just the political map of Europe. One noteworthy consequence of the revolutions and war in East and Central Europe was the brutalization of human relations. Estonia saw three major “paroxysms” of violence in 1918–1919, which, although relatively limited in scale, are examples of the brutalization of human relations that occurred in the postwar period. The years 1918 and 1919 marked the first explosion of mass terror in Estonia, which led to the death of almost 2000 civilians. This article explores the preconditions and the stages of this terror focusing on the relationship between occupation, revolution, and land distribution. The author argues that the cycle of violence was unleashed by the radical transformation of landownership at the end of 1917. The previous owners often took advantage of the arrival of the German forces in February 1918 to exact revenge on those who had seized their property. The temporary return of the Bolsheviks at the beginning of the Estonian War of Independence was often seen as a pretext to avenge the injustices suffered under German occupation. The liberation of Estonia from the Red Army at the beginning of 1919 resulted in yet another wave of violence. The terror abated with the strengthening of state authority and the coming to power of a democratically elected government in April 1919.  相似文献

Abstract

This article surveys the attitude of the Ottoman-Kurdish intelligentsia and the nascent Kurdish movement towards the issue of nationality in the period between the 1908 Constitutional Revolution and the outbreak of the Great War in 1914. The existing academic literature has tended to regard the Kurdish movement in this period as being primarily cultural and apolitical in orientation. However, while the majority of the Kurdish intellectual and professional classes were committed to the Ottoman polity, their activities were far from apolitical. This is not to suggest that the emergent Kurdish movement was unified. On the contrary, the often varied relationship between the Ottoman polity and different elements of the Kurdish elite resulted in a significant degree of factionalism. However, while some of this elite began to think of the Kurds as an oppressed 'minority' locked inside the Ottoman (read Turkish) 'prison house' of nations, most tended to regard the Kurds as both a distinct people and an integral part of the Ottoman 'nation'.  相似文献

The National Bank of Turkey (NBT) (1909) was an attempt by the new Young Turk regime to assert economic sovereignty: creating a multinational bank able to provide financing free of the diplomatic conditions previously attached to loans by French banks. NBT's role financing naval rearmament and oil development has attracted a good deal of attention from historians. Using the archives of the bank's founders and Ottoman ministers alongside familiar diplomatic sources, this article is the first to combine Ottoman and European perspectives on NBT, challenging the traditional narrative which presents the Ottoman Empire as the helpless ‘victim’ of the fiscal imperialism of France, Britain and Germany in the years before 1914.  相似文献

Abstract

One of the many challenges that Estonia faced when it gained independence was the minority question. The history of certain minorities, above all that of the Baltic Germans, has already been studied fairly intensively. Nevertheless, the scope of all previous studies has been rather narrow (the position of a single minority). This article traces the history of all ethnic minorities in Estonia and views them from a broader perspective. Answers are sought to the following questions: What were the ethnic relations like in Estonia in 1918–1925? Why were they so? Did they change in the course of time? The article is based on the systematic study of Estonian press and archival sources. It constitutes an expanded version of the conclusion of the author's Finnish-language monograph Ajan ihanteiden ja historian rasitteiden ristipaineissa: Viron etniset suhteet vuosina 1918–1925.  相似文献

Contrary to most other OECD countries, the German labour market remained almost unaffected by the consequences of the global financial crisis and experienced a strong and steady recovery. Thus, after their victory in the elections of 2009, the economic conditions for the bourgeois parties to shape labour market policy according to their preferences were rather favourable. After exploring the causes of the German ‘employment miracle’, this article summarises the relevant labour market policies introduced by the black–yellow coalition. We argue that, apart from some important exceptions, the second Merkel government did not pursue a decidedly market–liberal policy agenda. Instead, primarily due to the low problem load, the government mainly readjusted some of the existing policy instruments. Therefore, German labour market policy between 2009 and 2013 can rather be described as an administration of the inherited ‘employment miracle’ than an active pursuit of a discrete policy agenda.  相似文献

In this article Duncan Sutherland examines a subject that has been almost entirely ignored by British constitutional historians, the admission of women to the House of Lords. There had always been hereditary peeresses, their status as peeresses did not confer the right to sit in the House of Lords. The womens' suffrage movement had ignored the issue, and attempts to use the right of women to sit as MPs in the Acts of 1918 and 1919 to entitle peeresses to sit in the Lords failed. So did subsequent attempts to have them admitted by legislation: the political parties did not see it as an important issue, and it was inextricably mixed up with the wider question of general reform of the House of Lords. Only after the creation of life peerages, after 1958, were women admitted to the House, and even then the hereditary peeresses had to wait until 1963 for admission. The article concludes by considering the kinds of arguments advanced for continuing the exclusion of women. The long delay, in light of the feebleness and inconsistencies of the case for continuing the exclusion of women, seems to indicate the low importance that the political Establishment attached to the issue.  相似文献

This article deals with a noticeable anomaly of Bolshevik expansion in Lithuania during 1918–1919: the refusal of the Soviet authorities to resort to terror to subdue the local population in order to export the world revolution. The author argues that the Soviets avoided political terror in Lithuania because they did not treat the Lithuanians as a nation capable of sustaining their own state. In fact, anti-Bolshevik forces employed more terror than the Bolsheviks in their attempt to drive out the Reds and uproot Lithuanian support for the Communist regime. The Lithuanian left-wing government of Mykolas Sle?evi?ius sought to contain its radicalized military and to preserve a soft-handed relationship with the local Bolshevik government.  相似文献
