Abstract: An examination of a single institution and its relationships with different levels of government can be used to question commonly held interpretations. This study of the Queensland Housing Commission (QHC) indicates that there is some need to reassess the effectiveness of tied grants as a mechanism for commonwealth intervention in areas of state concern. In Queensland, at least, the state government played a much more significant role in determining both the overall direction of the housing authority and its day-to-day operations. This suggests that the assumption that statutory authorities have some autonomy from direct government intervention may not always be appropriate. The weakness of local government in Australia is acknowledged but it is important to note that state government instrumentalities have contributed significantly to this weakness. This study of the QHC provides one example of how local autonomy can be compromised.  相似文献

Abstract: Queensland's population growth phenomenon has demanded responses from the state government for greater intervention in planning land use and resources utilisation. Planning, especially regional planning, represents an area of traditional policy neglect in Queensland, explained in part by the division of powers such that local authorities, rather than the state, have the major responsibility for land-use development and physical services. Local government jurisdiction in planning poses a challenge for the state government in how best to strategically manage regional growth, while at the same time respecting local authority autonomy in planning decision-making.
Over the last three years, the Goss government has undertaken both administrative reforms and a comprehensive and innovative planning exercise to shape urban development in south-east Queensland, the area of greatest population density and growth. In particular, it has adopted a model of corporate government as a framework for the planning process. The corporate model promotes a "whole of government" approach to strategic planning, emphasising efficient and effective outcomes for clients. The model's client orientation has elevated and formalised the role of community input in decision-making, and provided a process for negotiation between the players in planning policy development. In an intergovernmental environment, consultation with local authorities is important but the managerialist aspects of corporate government are likely to encourage central control of the planning policy agenda. Both are necessary for improved urban outcomes, yet it remains to be seen how these potentially conflicting processes can be reconciled in practice.  相似文献

Abstract: The Gay Rights movement in the United States, like other social movements, may achieve its goal of full equality before the law through actions by the legislatures or courts. Generally, action by the latter opens the door to concessions by the former. But the Gay Rights movement has not progressed as its adherents have wished for four reasons: (1) the unpopularity of homosexuals; (2) the disjointed nature of American government(s); (3) the absence of cohesiveness of the movement itself, possibly as a result of a lack of economic deprivation among homosexuals; and (4) most significant, the unwillingness of the Supreme Court to accord to homosexuals the same rights it has extended to other minority groups, thereby giving a lead to legislatures as they did in the area of civil rights for Blacks.  相似文献

This article presents a detailed examination of some key political dimen- sions underlying cooperative research in agricultural biotechnology among state land-grant universities, state legislatures, and biotechnology corpora- tions. Factor analysis and path analysis methods are employed to assess differences in the perceptions of university administrators, biotechnology corporation researchers, and state legislators, using national and state survey data. Two attitudinal dimensions, one regarding cooperation among university and corporate researchers, and the other regarding barriers to joint research, are extracted. Generally similar attitudes are shared by university and legislative respondents, who are concerned over the prospects of market-oriented university research. In contrast, corporate respondents are more concerned with reducing barriers to cooperative research and the need for more open communication between academia and industry, and with issues of patent rights. Extensions of this work to other states and to other high-technology industries are considered.  相似文献

Abstract: In 1990, the State Bank of New South Wales was incorporated as a company, with a view to its eventual Privatisation (which occurred formally on 31 December 1994). Key to the Privatisation process was the attainment of improved organisational performance so that the bank would be seen as an attractive proposition by potential purchasers. Its annual reports in the period 1990-93 suggested this improvement had indeed occurred. However, a recent case in the Industrial Relations Commission of NSW, involving the bank and the Australian Bank Employees Union, has highlighted the apparent difficulty of measuring organisational and employee performance in the bank. This paper examines performance measurement in the State Bank of NSW in light of the accountability framework established by the NSW government, and highlights the dilemmas facing it and other government trading enterprises (GTEs) in the wider use of their performance data.  相似文献
