The Venture State

The Blair governments deployed several public service reform strategies. Although many have been effective, they have had limited traction at the 'hard end' of disadvantage: entrenched deprivation remains a stubborn feature of the social landscape. Reforms have had limited impact on this deprivation because they expect users to behave either as eager recipients or as informed consumers. But disadvantaged groups rarely emulate the active middle class; instead, they are distrustful of public institutions—even hostile. We need a different reform strategy that does not presuppose these behaviours and which generates new ideas. This 'venture state' approach would go beyond commissioning and invest in services that demonstrate the greatest social returns with disadvantaged groups. Like the eponymous capitalist, it would identify a portfolio of high-impact providers that can be scaled or sustained; and it would provide the resources required to do so. Rather than seeking to target its own services with ever greater precision, the venture state would focus on structuring innovation in those services most important for the hard end of disadvantage.     

2007年国际风险投资研究特征及前沿动态综述

中国风险投资研究尚处于起步阶段,需要了解国际风险投资研究的现状和发展趋势。沿用作者2006年风险投资研究综述所创建的分析框架,将风险投资研究分为经济学和管理学两个维度、11个研究领域,使用Excel分析了2007年国际风险投资研究的特征,重点介绍了风险投资研究的前沿动态,给出了可能的研究方向。通过对检索到的87篇文献的梳理和分析,发现2007年国际风险投资文献仍然以实证研究为主,欧美学者仍然占据主流位置,美国仍然是研究焦点所在,其成功经验正被包括发达国家在内的世界各国所借鉴以促进创新经济的发展。从期刊来源分析发现,关注风险投资的期刊愈来愈多,其中包括顶级经济学和管理学学术期刊。对文献的内容分析表明,经济学维度的研究除了关注法律和公共政策因素对风险投资的影响这类传统热点之外,开始关注资本市场以及技术水平这类因素,此外,风险投资集群被特别关注;管理学维度研究的热点基本保持不变,但是观点出现分歧,新的动向是对风险投资网络的关注。     

Affordable Ally: Taiwan's Diplomatic Venture in Macedonia

This article examines foreign policy of the Republic of China (ROC) towards East Central Europe (ECE) through the prism of Taipei's diplomatic strategies vis-à-vis Macedonia. Specifically, it identifies and explains the broad goals and rationale behind Taipei's increased interest in ECE after the Cold War. The study concludes that the Taiwanese interest in East Central Europe was motivated by its wish to capitalise on ECE's anti-communist euphoria and need for foreign capital, hoping that promises of generous economic assistance would convince some ECE states to extend diplomatic recognition to the ROC.     

公共治理的“自行车难题”——政府规制中的信息、风险与价格要素分析

盗窃自行车是各地一种非常普遍的现象,各地管理机构也采取了各种不同措施来整治这一不良现象,但是效果都不明显。这一管理困难可以被概括为公共治理中的“自行车难题”。自行车难题表现为自行车偷盗行为已经形成一个“自行车生态怪圈”,偷盗行为依赖这一怪圈得以保护、规避和延续,导致对这一问题治理的困难。如果对这一问题进行深入分析,可以发现,影响这一难题治理效果的要素主要表现在:信息、风险和价格。在一般的政府规制行为中,这三大要素也同样影响着公共治理的绩效。使信息对规制方有利、扩大反规制行为的风险和缩小反规制行为的市场交易空间是有效规制的三个条件。

风险投资学界普遍认为的特点只不过是其外在表现,非其本质特征。其本质特征是:1.投向技术创新领域并企图从技术创新带来的市场垄断中获得高度资本增值的权益资本。2.风险资本家是以输入资本将技术创新和市场创新连接起来的具有企业家才能的人。并从这两个本质特征出发,结合实践经验推演得出对风险投资的支持制度的合理界限,以及发展中国风险投资的启示。

The relocation of released mental hospital patients into residential communities

The mental health patient release programs have been proceeding more rapidly than informed judgment could possibly warrant. Public sector mental health care, whether centralized in state hospitals or deconcentrated within residential communities, falls considerably below the standards and practices of private sector care. The accelerated release of former patients has strained the potential for therapeutic community placement. The massive reassignment of patients has been prompted by the goals of: providing for the civic and therapeutic rights of patients; providing knowledgeable and effective treatment; implementing cost savings; and integrating in-patients within a more aware and accepting inclusive society. The structural elements of the assignment process can be examined within the context of a reassignment model in order to identify the informational and program needs for a reasonable release and aftercare process. The present reliance upon salvage of the poorly conceived release programs through ghettoization of ex-patients can only be justified as a mechanism for forcing a wide range of communities to accept long overdue responsibility for their disabled members.Professor of Geography and Urban Planning, Princeton University.
