In October 2006, state premiers and territory chief ministers gathered in Melbourne for the first meeting of the Council for the Australian Federation (CAF). This little‐heralded event marked the beginning of the first formalised structure for state and territory only collaboration since Federation. This article describes the genesis and creation of this new structural response to ongoing state concerns about the trend to an increasingly centralised pattern of Commonwealth‐state relations. It identifies the intended functions of the Council, which include: acting as a mechanism for coordinating approaches to negotiations with the Commonwealth; operating as a clearing house for policy ideas in Australia and internationally; harmonising regulatory frameworks; and developing improvements to service delivery in areas of state responsibility. Informed by interviews with key players involved with its establishment and documentary sources, this article assesses CAF's performance during its first 18 months of operation. It explores the hopes and aspirations of key CAF stakeholders, and some of the issues that have confronted the fledgling organisation. Personnel changes among the cohort of state and territory leaders, and the election of a federal Labor government in November 2007 have altered the dynamics of CAF. The article argues that CAF's emergence is an attempt by sub‐national governments to develop new capacity and leverage to address the asymmetries that characterise contemporary Australian federalism. However, there are questions about CAF's future, particularly about state and territory governments' capacity to pursue collaborative agendas given the pace and scope of Kevin Rudd's ‘new federalism’ reforms and the demands it is placing on their policy and administrative systems.  相似文献

This article seeks to understand the role of being a senior manager in Indigenous community governance, particularly though not exclusively in remote Aboriginal communities. It argues against the tendency of would‐be reformers of Indigenous community governance to focus on the competence and ethical qualities of those who occupy these roles and asks instead how can isolated managerialism in Indigenous community governance be overcome? The article begins with an overview of Ralph Folds' analysis of relations between Pintupi settlements and the larger Australian polity. While taking much from Folds' analysis, the article argues that ultimately he relies too heavily on the idea of antithetical worldviews across the settlement interface, on a problematic distinction between the official and private uses of publicly allocated resources and on too idealist a view of the Australian state. The article argues that the state's allocation of public resources inevitably involves a flow of private benefits and that public purposes and private benefits are not different phenomena, but rather different perspectives on state action. In contrast to Folds' idealism about the state, the article outlines a more thoroughly realist or materialist analysis of being a good senior manager in Indigenous community governance. In its concluding section, the article makes some suggestions for overcoming isolated managerialism in Indigenous community governance oganisations.  相似文献

Since the election of the Rudd Government in 2007 intergovernmental relations have been a major feature of the political agenda. A ‘new federalism’ approach introduced a re‐invigorated Council of Australian Governments (COAG) focused on developing national policies that reflect coordinated and cooperative policy‐making processes. The establishment of COAG working groups provided the means for developing policies that reflect new levels of agreement between jurisdictions and a common approach to reform. The development of the 20% Renewable Energy Target has been one of the first initiatives of this new approach to policy‐making. This research analyses the process behind the development of the target and places it within the context of the post‐Machiavellian approach, and looks at the implications for future intergovernmental relations.  相似文献

The industrial relations policy of the Federal Coalition Government is to encourage industrial bargaining to occur at the enterprise or individual level, free from ‘outside’ influences. While it encourages devolved bargaining at the agency and individual level within the Public Service (Australian Public Service) this policy creates tensions with its role as a centralized policy maker, economic manager and employer of the APS workforce. It also conflicts with the APS' adoption of New Public Management. In practice, the government retains considerable centralised control over agency bargaining outcomes, which is a de facto method of pattern bargaining. By analysing the substantive outcomes from nine APS agency level certified agreements (hours of work, pay and leave entitlements), the article discusses whether this one size fits all' model is evidence of an appreciation that public sector industrial relations is separate and distinct from private sector industrial relations, or another example of duplicity in the federal coalition government's ideology driven approach to industrial relations.  相似文献

The election of a LiberalNational Coalition government in 1993 heralded a period of significant and sustained change in Western Australian public sector labour relations. As legislator, the Coalition government embarked upon a program to decentralise and deregulate the Western Australian industrial relations system; as an employer, the government has had to respond to the economic imperatives which have faced most employers in recent years. The result has been a period of major change in the public sector – employment levels have declined as services have been privatised or contracted out; the proportion of non-permanent and part-time employees has risen significantly. Individual workplace agreements have been introduced; individualised performance-related management and reward systems have increased; and the scope for union involvement has diminished, as has the level and density of union membership. The experience of the public sector therefore reflects many of the workplace changes that are also found in the private sector. It also brings the government's industrial relations policies into sharper focus.  相似文献

This paper looks at the continuities and changes in the nature of election campaigns in Britain since 1900 by focusing on the way campaigning has changed and become more professional and marketing driven. The piece discusses the ramifications of these developments in relation to the Labour Party's ideological response to mass communication and the role now played by external media in the internal affairs of this organisation. The paper also seeks to assess how campaigns have historically developed in a country with an almost continuous, century long cycle of elections.  相似文献

This article seeks to analyse the performance of the leader of the French National Front, Jean‐Marie Le Pen, and that of his Party, at the Presidential and Municipal elections of 1995. The elections took place after a period of apparent stagnation in the Front's political fortunes. Le Pen's relative success in the Presidential election was followed by the Front's capture of three significant towns at the municipal elections. However, its victories were in large part facilitated by the failure of the mainstream parties to rally against it. The elections ushered in a period of organisational and ideological change within the Party, which has, none the less, firmly established itself in the French political system.  相似文献

Governments have historically offered their workforce a public service bargain founded on stable pay and conditions and job security. However, while the Westminster system aims for public service employment to be protected from the whims of government, public servants are nonetheless affected by the political environment in which they operate and changes to this bargain can occur with a new government. This paper focuses on a Queensland public service change process that resulted in large‐scale forced redundancies, non‐renewal of temporary contracts, and legislative changes that nullified the provisions in job security, organisational change, and redundancy policies. Using communication as a lens through which to understand leadership, it examines how the government communicated with the public service about this organisational change, immediately before and after the 2012 election. In particular, through analysis of public and media commentary, speeches and Hansard records, it examines Premier Newman's change leadership and communication by contrasting pre‐election messages to the public service with post‐election messages about the public service and the justifications for change during this period of downsizing. This analysis is used to reflect on political leadership, communication, fair treatment, and trust in public service change.  相似文献

The corporatisation of Sydney Water from 1995 onwards formed part of a much broader process of public sector reform in Australia. However, Sydney Water represents an unusual case study of corporatisation since it has embodied two distinct forms of corporate structure over the period 1995 to 2002; both the company model and the statutory model. This article seeks to evaluate the success or otherwise of this corporatisation process using ‘internal’ measures of the performance appraisals undertaken by ‘outside’ bodies in six main forums: The independent assessments against operating licence conditions; NSW government's annual assessments of government businesses performance; Sydney Water's own performance measurement against corporate business plans; water reform measures stipulated by the Council of Australian Governments; industry financial performance indicators as measured by the Water Services Association of Australia; and an international assessment conducted by the UK Office of Water Services.  相似文献

The 2015 Catalan regional election, held on 27 September, was framed as a proxy for an independence referendum by the pro-independence parties. This was meant to bypass the PP-led central government's opposition to permit an official referendum. After an election campaign clearly dominated by the independence issue, the results delivered a majority of seats but not of votes for the pro-independence camp. However, the reading of the results as a de facto referendum is not straightforward. Growing polarization around the independence issue resulted in the emergence of two main blocs, for and against independence; in the polarization of stances within the blocs; and in substantial changes in the Catalan party system. The lack of agreement between the secessionist parties over the reappointment of Artur Mas as president almost triggered a new election but, in a last-minute move, Mas stepped aside. The new government aims to declare independence in 18 months.  相似文献

Since 1988 industrial relations in New Zealand's public sector have changed significantly. This paper discusses the changing roles of the State Services Commission and chief executives in bargaining with public sector employees, and how these changing roles have affected union representation and wage rates. While the Employment Contracts Act, 1991 resulted in changes to bargaining, generally its effect was minimal in the public sector with respect to bargaining outcomes. However, one of the more significant changes as a result of the Employment Contracts Act has been a move to direct employer — employee negotiations. Bargaining in New Zealand's public sector has moved, in the last nine years, from uniformity to diversity, but to what extent?  相似文献

Abstract

For the past two decades, ‘engagement with Asia’ has been a central theme in Australian public policy and public debate about Australia's place in the world. The commitment to Asian engagement has been shared by both sides of federal politics throughout this period; however, when in government the Labor Party (1983–96) and the Coalition (1996–2007) pursued radically different approaches to this common objective. This article contrasts and evaluates the differing approaches adopted by the Labor and Coalition governments, in the context of the domestic and regional debates and controversies that accompanied them. In particular, it seeks to explain why Australia is more engaged with Asia than ever before, in seeming defiance of the widespread criticism of the Coalition government's particular approach to Asian engagement.  相似文献

Malaysia's Barisan Nasional (a coalition of mainly ethnic-based parties) secured a narrow win in the country's recent election. Reacting to the dismal result, Malaysia's Prime Minister Najib Abdul Razak blamed his party's losses on the “Chinese Tsunami”, which he described as the overwhelming support of Chinese voters for the opposition party – the Pakatan Rakyat (PR). This note believes that the debates on “Chinese Tsunami” highlight a larger imperative; Malaysians' constant struggle with race relations and what constitutes the character of Malaysia's political economy. Improving Malaysia's ethnic relations in the next five years remains daunting. The BN's weaker mandate and the PR's eagerness to assume leadership threatens to recycle more populist policies that can do more damage to Malaysia's ethnic relations.  相似文献

  • Over the last fifteen years, the word Spin has come to define both the process of political communication, and the practice of public relations itself. The history of the term requires some examination. Arguably, until around 1992, Spin did not have such a widespread meaning—it was simply one tactic in an election campaigner's armoury.
  • Now it seems to embrace the whole process of communication, not only between election campaigners and the media, but also between a Government and its people, or between a public relations professional in any field, and his or her target publics.
  • The development of Spin as a word has gone through a number of stages which will be addressed in the course of this paper. It now has widespread popular usage, which has arisen through two principal processes: The increasing celebrity status of the spin‐doctor role: and the usefulness of the word to tabloid sub‐editors.

Attitudes to quangos are paradoxical. On the one hand they are perceived to be undemocratic, unaccountable organisations, while on the other they are seen to improve effectiveness, limit political interference and increase public confidence in government. This paradox is reflected in the behaviour of political parties, which generally adopt a harsh line towards quangos in opposition, but come to rely on these bodies in office. Ahead of the 2010 general election it was, however, noticeable that the Conservative party rejected this dynamic by promising to pursue ‘a more sophisticated approach’. This article explores the Coalition government's subsequent ‘public bodies reform programme’, assessing its progress against recommendations contained within the Institute for Government's Read before Burning report of July 2010. It concludes that while the Coalition has addressed long‐standing concerns about the day‐to‐day governance of public bodies, it has failed to resolve a set of broader and strategic (metagovernance) issues.  相似文献

From minor party status, the True Finn Party (PS) claimed nearly one‐fifth of the vote and almost the same proportion of parliamentary seats at the April 2011 Finnish general election. It registered the largest gains made by any party in postwar Finnish history, thus writing – in the eyes of foreign journalists at least – yet another chapter in the surge of populist radical right parties across contemporary Europe. This article, however, is concerned more with how the substantial PS vote was mobilised than with how much was mobilised. The idea is not to identify the primary causes of the PS's national breakthrough, but to explore the internal dynamics of party's explosive growth and the process of translating a large prospective vote into ‘hard votes’ through the ballot boxes. The focus is on district‐level nomination strategies, the range of candidate types, the mechanics of vote optimisation and the distribution of the personal vote. With regard to the latter, the article seeks to measure and analyse the role of intra‐party competition in the anatomy of party transformation and to do so by the novel means of adapting the Laakso‐Taagepera index to measure the ‘effective number of co‐partisans’. Significantly, at the 2011 Eduskunta election the PS exhibited the highest level of intra‐party competition of any of the eight parliamentary parties.  相似文献

This article explores the 2011 Fixed‐term Parliaments Act's less‐obvious implications. First, it discusses why Theresa May found calling the 2017 election so straightforward, and notes what this implies for how FTPA works. Second, it looks at executive–legislative relations. FTPA removed the government's ability to designate controversial parliamentary votes as matters of confidence, and introduced a fourteen‐day cushion between a no‐confidence vote and Parliament's dissolution. In the process, it shifted the balance of power from ministers to backbenchers, to an extent potentially greater than most observers recognise. Third, it considers the more outlandish possibilities raised by FTPA's imposition of a fourteen‐day waiting period after a government's defeat on a no‐confidence motion before a new election can be called. It is possible, for example, for rebel MPs from the governing party to use the no‐confidence procedure to force concessions from the cabinet. Finally, it assesses FTPA's long‐term survival prospects, and what repeal would involve.  相似文献

At the half way point of the UK coalition government attention is turning towards the general election, with both parties beginning to contemplate their electoral strategies. This article explores the predicament faced by the Liberal Democrats who, unlike their coalition partners the Conservatives, saw a dramatic decline in support soon after entering government. By exploring a collapse in trust, an apparent identity crisis, and the party's questionable influence, this article seeks to explain the Liberal Democrats' current polling situation and highlight the serious barriers to retaining, yet alone extending their constituency of voters at the 2015 general election.  相似文献

Abstract

Through a case study of Taiwan, this paper seeks to address recent debates surrounding the transformation of developmental states in East Asia. Whilst a number of authors have cited the Taiwanese state as being both cautious and resilient in the midst of global restructuring, this paper seeks to critically engage with such arguments by highlighting the dynamic and mutually constitutive relations between the forms of social relations that underpin late development and the wider geopolitical system in which such development occurs. Specifically, Taiwanese industrialisation can be viewed as an outcome of the US intervention in the Chinese civil war and subsequent exclusion of China from the regional political economy in the period between the Korean and Vietnam Wars. The Kuomintang (KMT)'s retreat to Taiwan established the basis for the autonomous developmental state, and the US underpinned this state through military protection, aid and access to its own domestic market. However, the relative decline of US hegemony and the readmission of China into the international system have posed significant challenges to Taiwan's developmental state. The US sought to redress its trade imbalance with East Asia by placing pressure on Taiwan to liberalise its political economy. Furthermore, the very process of development itself served to undermine the autonomy of the state as it came under pressure from new social forces. Taiwan has more recently been faced with a dilemma of closer integration with the mainland or the maintenance of its de facto economic and political independence at the risk of becoming isolated from the global trading system.  相似文献

This review essay critically maps the Anglophone reception of Lyotard's Discourse, Figure onto the text's own two-part organization. Earlier deconstructive readings tended to focus on the critique of structuralism presented in Discourse, Figure’s first half, under-emphasizing (and even criticizing) the post-Freudian philosophy of desire developed by Lyotard in the text's latter stages. This essay instead presents Lyotard's first major work not as two separable or opposed parts, but as a coherent trajectory responding to a specific philosophical problem, namely, the Hegelian account of sense-perception and signification as outlined in Hyppolite's Logic and Existence. In so doing, this review essay seeks to isolate key references and clarify the stakes for future readings of Lyotard's text.  相似文献
