Sir Raphael Cilento died on 16 April 1985 at the age of ninety‐two. The notice in the Canberra Times spoke of Cilento's “worldwide” reputation in tropical medicine, his contribution to the public health service in Queensland, and his role with the United Nations in the immediate post‐war years. In short, he was an “eminent son of Australia”. But Sir Raphael Cilento's halo has been tarnished by his persistent eugenicist beliefs and his later association with the anti‐Semitic League of Rights. There were also lingering allegations and rumours about his apparent pre‐war association with Fascism. Without the evidentiary “smoking gun”, this association has occasionally been alluded to by scholars but never fully examined. Drawing on an unreleased, previously classified security file, this article addresses this question in Cilento's life. Through an examination of what the security service and military intelligence knew of Cilento's activities, the article argues that Cilento was at best an active fellow traveller and at worst a card‐carrying Fascist who narrowly escaped internment.  相似文献

Drawing on memoirs, archival documents, and recent scholarship, this article examines the reverberations of the Hungarian revolution of 1956 in three Romanian cities, Bucharest, Cluj‐Napoca, and Timi?oara. Before the collapse of communism in Romania in 1989, a stereotype prevailed that, in contrast to the youth in Hungary, as well as in Poland and Czechoslovakia, Romanian students were too “cowardly” to voice their opinion of the events of the 1950s, including the Hungarian revolt. After the communist regime's collapse, Romanian scholars working with new archival documents debunked this conception, claiming that a student protest “movement” and widespread “demonstrations” (manifestarile) did indeed occur throughout Romania. The truth lies somewhere in‐between. Romanian university students were neither too “timid” to speak their minds about the need for reforms, nor tightly united in a movement with a central leadership and specific agenda.  相似文献

How did the Menzies Governments of the early to mid 1960s arrive at the position of sending Australian troops to Vietnam? During the 1950s, Menzies, and especially his External Affairs Minister Richard Casey, developed an appreciation of the strategic significance of Indochina, but struggled to view the conflict in Vietnam in ways other than through Cold War lenses. By the 1960s too, Britain's capacity to demonstrate a lead for Australia in foreign policy for the region was diminishing with its power, and the Menzies Governments were mindful of the need to support an American preparedness to intervene in Southeast Asia against communist‐led forces. This logic became more compelling in the face of Indonesia's “Confrontation” with Malaysia from 1963. As a result, the Liberals were not reluctant to support US military intervention in the region, in Vietnam.  相似文献

Gough Whitlam's father was one of Australia's most significant public servants. Deputy Crown Solicitor and Crown Solicitor at a time of great constitutional and international change, Frederick Whitlam maintained an unusually advanced perspective on the use of international instruments to protect rights and to expand powers of nationhood. Gough Whitlam's war‐time experiences in the Air Force, in particular during the referendum campaign to expand Commonwealth Powers to aid post‐war reconstruction, cemented these aspects as central to his developing notions of democratic citizenship. In his 1973 Sir Robert Garran Memorial lecture, fourteen years after his father had delivered the inaugural oration, Gough Whitlam acknowledged the influence of his father as a “great public servant” committed to public service and the developing institutions of internationalism: “I am Australia's first Prime Minister with that particular background”. This paper explores “that particular background”. I have never wavered from my fundamental belief that until the national government became involved in great matters like schools and cities, this nation would never fulfil its real capabilities. 1 1 E.G. Abstract

K. A. Wittfogel is one of the most controversial figures in the field of modern Chinese studies. In the early 1950s he established himself as the leading figure in the academic section of the Cold War. Highlights of his “fight for the Free World” were the publication of “Oriental Despotism” in 1958 and the controversy with Benjamin Schwartz over the “Legend of Maoism” in the opening issue of China Quarterly in 1960. Wittfogel was a renegade, given to apocalyptic battle-cries against real or supposed “communist” studies and theories. He claimed to be the only one in his field who by personal experience knew the communist strategies and tactics and their subversive intentions.  相似文献

Arthur Calwell was the major architect of Australia's successful post‐war migration program that laid the demographic, economic and cultural foundations of contemporary society. In public memory, however, Calwell is now mostly associated with the White Australia policy, which aimed to preserve Australia as a white, British‐Australian society by severely restricting Asian immigration. This article assesses Calwell's leadership of the immigration program, his impact and his legacy. It identifies three distinct, often irreconcilable leadership characteristics, defined in terms of him as “innovative policy‐maker’, “political broker” and “agitator”. This focus on leadership challenges the one‐dimensional view of Calwell that exists in Australian political historiography. It is also intended to extend our engagement with leadership studies and illuminate the role leadership plays in political decision‐making, especially sensitive portfolios like immigration.  相似文献

In the 1906 federal election James Scullin, then an unknown grocer, challenged the sitting Prime Minister, Alfred Deakin, for his seat of Ballaarat. This article examines this important event in Scullin's under‐researched life story to consider the “electoral poetics” of electioneering in the early federation. Scullin's challenge to Deakin prefigured the defining realignment of Australian politics to come, the “Fusion” of 1909, and is indicative of Labor's new self‐conceptualisation as a potential government with a mission to fundamentally restructure Australian democracy. This article explores Scullin's work as an expositor of this mission, and its significance for his political life.  相似文献

Fifty years after the devastation of World War II, Japan's remarkable long‐term, export‐driven economic success is known as the East Asian development model and East Asian economies have become the engine for the world's economic growth. Yet the collapse of Japan's 1980s over‐inflated “bubble economy” has created apathy and pessimism, says former Prime Minister Yasuhiro Nakasone. In May 1995, on the occasion of his seventy‐seventh birthday, after more than 45 years in the Diet, IIPS Chairman Nakasone reflects on Japan's modern history and issues a call for renewal in the following speech. The hidden secret at the core of Michael Haneke's remarkable film of that name is Georges Laurent's denunciation of a young Algerian boy who found refuge on his relatives’ farm after his own parents had perished in the infamous 1961 Paris massacre. In a bizarre return of the repressed, the memory of this betrayal invades and destroys his affluent bourgeois existence forty years later. In this article, I attempt to link this return to the “colonial boomerang” of the suburban revolts of 2005 (and 2007) and the “official” occlusion of past crimes against humanity most clearly shown in the case of Maurice Papon, in which the betrayal of France's Jews and the massacre of Algerian demonstrators merge on the grounds of the Veld'Hiv.  相似文献

Abstract

This article offers one China analyst's perspective on a variety of questions related to the unionization of all sixty-six Wal-Mart outlets in China. Why did China force Wal-Mart to unionize? If, as Marx, paraphrasing Hegel, wrote, “all great world-historic facts and personages appear, so to speak, twice,” is Mao making his comeback? Or if, as Marx immediately continued in his own right, “He forgot to add: the first time as tragedy, the second time as farce,” is Hu Jintao playing Louis Bonaparte to Mao's Napoleon? Is the Chinese state acting out of a new level of confidence that it can now challenge the world's most prepossessing corporate giants in order to make good on its communist commitments? Is it running scared in the face of a working class that has at last managed to score a victory? Or is it actually strengthening its power through time-honored tactics of mass organizational control that have not really changed despite the new market context? Are China's workers being protected, empowered, or co-opted and subjected to new forms of state control? And why did one of the world's most militantly antiunion corporations go along? Did they have a choice? Did they fear China's state-run union federation? And finally, what does all this portend for the future of labor relations in China?  相似文献

Abstract

Many of Mr. van Walt's criticisms are based solely on fabrications of his own making. For example, I am accused, twice, of referring to myself as a “scholar” and to my article as “scholarly.” I could find no trace of either. I am further accused of considering all Tibetan refugee accounts as “unreliable.” To be sure, I believe that one cannot base the study of historical events solely on refugee accounts, but that does not make all of these stories “unreliable.” After all, Dawa Norbu, a refugee himself, wrote in Red Star Over Tibet, “I never saw or heard of any case of misconduct by a Red soldier.” I would never argue that this statement was unreliable. We are further told that I refer to Tibetans as Chinese when in the second paragraph of my review I wrote, “… Tibetans [are] only one of 56 minority nationalities.” Chinese citizens yes, ethnic Hans no. A final example, although there are many more, is Mr. van Walt's attempt to attribute to me the opinion that

… the only importance to the Western academic world is that the situation in Tibet can teach us how to eliminate a “mystical religion” and that “it gives clues as to how Peking will integrate a capitalist Taiwan into a Communist China in the future”. (emphasis added)  相似文献

Australian Minister for Immigration and Border Protection, Peter Dutton, has framed the mid‐1970s immigration of Lebanese affected by civil war as Prime Minister Malcolm Fraser's “mistake”. His remarks sparked controversy in the parliament and the media. The issue became a contest of frames between the Murdoch media, which supported the Minister's “mistake” frame and argued his right to “tell the truth”, and the Fairfax media, which viewed the Minister as being “racist” for “scapegoating” the Lebanese community. Along with archival documents, this article examines the context and coverage of the Minister's remarks, noting that the frames presented in the media “indexed” those adopted amongst political elites, while failing to re‐examine the historical record. This case study demonstrates the power of framing and the media's tendency to accept rather than challenge frames used by those in the political contest, with the result that errors in the representation of history were never corrected. This article draws on framing theory and indexing theory and concludes that the “mistake” frame for the Lebanese feeds into narratives that serve to “other” Muslim and Arab groups, fanning fears and mobilising a discourse of Islamophobia around the exclusion of “undesirable” immigrants on the basis of “cultural fit”.  相似文献

Abstract

In an article on “Inter-Communist Conflicts and Vietnam” published in the current issue of Marxism Today, Anthony Barnett attempts to put the wars in Southeast Asia into historical and socialist perspective. He begins by stressing the already existing pattern of conflict in the socialist world. He notes in particular, the history of differences between neighboring communist states, the division of Marxist-Leninist movements resulting from the Sino-Soviet split and the sustained efforts of imperialist powers to exploit and to deepen these conflicts. The same conflicts, he argues, now find expression in Southeast Asia. In fact, the recent successful completion of the Vietnamese revolutionary war and the rise of other communist governments in China's hinterland might be promoting a trilateral conflict situation of a type already observed elsewhere. After the second World War, the indigenous, self-sustaining communist revolution in Yugoslavia successfully resisted efforts made by the older, larger communist power, the USSR, to force it to join its Eastern European bloc. Part of the Soviet pressure took the form of aggravating difficult bilateral relations between Yugoslavia and its neighbor Albania. The pattern of aspirations and hostilities in today's Southeast Asia is not, Anthony asserts, appreciably different:  相似文献

The suppression of Poznan June 1956 workers’ rebellion (Poznanski Czerwiec) by Polish authorities prompted immediate Australia‐wide demonstrations and protests by Polish émigrés who were supported by friends and allies in the Catholic Church and the Australian anti‐communist movement. Nation‐wide demonstrations in Australia and subsequent approaches by émigré Poles and supporters required a disinterested Australian government to develop a position on Poznan June events. Pressure on the Australian government for a response, potentially disruptive to its foreign policies, was applied only by elements within the Australian political scene that posed little threat to its future. Poznan June ‘56's effect on Australia takes place within the particular nature of Australian domestic politics where the June events were used to fan the flames of bitter rivalry within the labour movement by a strident anti‐communist faction seeking to restructure the Australian Labor Party in a manner consistent with its ideological predilections. In taking up the anti‐communist cause of the Polish émigrés, the Australian anti‐communist leadership claimed a moral high‐ground, but lacked sufficient commitment to use their considerable parliamentary advantage to pressure the Australian government to adopt a more muscular position towards Poland's government.  相似文献

Revelations about former chancellor Helmut Kohl's party finance practices spawned the biggest scandal in post‐war German political history. Though some details of this affair's scope remained unclear or in dispute, the author argues that large, unreported private contributions served Kohl's strategy for managing his Christian Democratic Union: such resources helped fund the modern party organisation that he had built and sustained his own quasi‐feudal network of personal relationships at all levels. His intense partisanship made it easier for him to justify circumventing party finance laws. Yet evidence for the contention that Kohl took such funds in exchange for granting policy favours remains more ambiguous.  相似文献

Abstract

The study of Chinese industrial development has come a long way since the 1969 publication of Barry Richman's Industrial Society in Communist China (New York: Random House, 1969). Richman recognized that China had begun to “organize conscientiously and vigorously for industrial progress since the beginning of the 1950's.” Unlike some of his predecessors, he did not explain China's industrial growth in terms of mass coercion or swarms of “blue ants” instead, he warned the reader that “in order to understand more fully how Chinese management and Chinese organization function, it is essential to have an understanding of Chinese ideology.” His examples of the use of ideology-e.g., the study of Mao's On Contradiction to help resolve a problem of cost vs. quality in bicycle production-were refreshingly concrete and useful.  相似文献

Indonesia has been haunted by the “spectre of communism” since the putsch by military officers on 1 October 1965. That event saw the country's top brass murdered and the military attributing this putsch to the Communist Party. The genocide that followed was triggered by a campaign of sexual slander. This led to the real coup and the replacement of President Sukarno by General Suharto. Today, accusations about communism continue to play a major role in public life and state control remains shored up by control over women's bodies. This article introduces the putsch and the socialist women's organisation Gerwani, members of which were, at the time, accused of sexual debauchery. The focus is on the question of how Gerwani was portrayed in the aftermath of the putsch and how this affects the contemporary women's movement. It is found that women's political agency has been restricted, being associated with sexual debauchery and social turmoil. State women's organisations were set up and women's organisations forced to help build a “stable” society, based on women's subordination. The more independent women's groups were afraid to be labelled “new Gerwani ” as that would unleash strong state repression. This article assesses the implications of these events for the post-1998 period of Reformasi and reviews some recent analyses of 1965, state terrorism and violence and reveals blind spots in dealing with gender and sexual politics. It is argued that the slander against Gerwani is downplayed in these analyses. In fact, this slander was the spark without which the bloodbath would not have happened and would not have acquired its gruesome significance.  相似文献

The “turn to the market” by the Hawke Government (1983–91) began with the floating of the dollar and the de‐regulation of the banks, and later involved the privatisation of government assets. Though presented as a coherent re‐thinking of Labor ideology, an examination of the events leading to privatisation reveals an episodic process that was not inevitable. The genesis of the economic statement of May 1987, which first delineated “asset sales” and signalled later privatisations, shows that individuals could act as “policy entrepreneurs” and bring unexpected solutions to re‐defined problems. Important was David Block, one of a unique cadre of policy advisers – the “ministerial consultants” established in 1984 by the Labor government as part of its plan to control the public service, and all but abolished by John Howard in 1996. Though Block was not a typical consultant, his case shows how market‐oriented ideas entered government through new channels at that time, and how a political “reform” had consequences in the economy that were unintended by the early reformers. Ministerial consultants have received little attention hitherto but their case illuminates some of the dramatic policy shifts of the government and shows that a discourse (in this case about “administrative reform”) was reformulated to overturn old values about the role of government in the economy.  相似文献
