Job stress is a pervasive problem for workers and employers in today's economy and it is a timely and important topic for organizational setting. Negative job stress may adversely affect an employee's mental and physical health. The aim of the present research is to explain why job stress in the public administrations is a theme of increasing interest and why many studies have analyzed its functioning and diffusion. The variables influencing job stress are numerous and often analyzed from different perspectives. Despite the influence of a number of different factors, job stress can be studied by looking at several aspects as physical environment or/and psychosocial environment. This preliminary study investigated the role of one psychosocial source, level of perceived work conflict, on job stress. A case study was presented. A survey instrument was used to collect information from a Regional Public Administration of South Italy. Data from 1,127 respondents, representing a 91.63% of response rate, were analyzed. Statistical correlations and hierarchical regression showed that work conflict was a predictive aspect of job stress and has the highest contribution to explain the phenomena. The present research has a multidisciplinary value, by linking business science, psychology, and social science.  相似文献

The aim of the paper is to examine leadership at the level of CEOs and effectiveness in healthcare setting. Previous studies suggest that there is relationship between leadership style, situation and circumstances. The relationship between leadership and performance is probably not straightforward and may be influenced by both environmental and contextual factors, yet no irrefutable support on this assumption can be found. In our paper we examine relationships between leadership, environment, organizational context and effectiveness in Polish healthcare organizations. Multifactor leadership questionnaire which has been used in a great number of researches relating to the public sector on leadership was employed in this research. The new information and communication technologies (ICTs) are radically redefining the world's social, economic and political landscape. People live in the information age and their environment and needs are changed by the development of ICTs. The Republic of South Africa as a democratic country also faces the challenge in the information age. The Government of South Africa has embarked on a number of measures to ensure that information and communication technologies (ICTs) play a vital role in society. The Department of Home Affairs (DHA) plays a central and indispensable role within the public service, impacting on the lives of all the citizens and the people who visit South Africa. The DHA has felt the pressures emanating from South Africa's transition to democracy and the tremendous growth in the demand for its services. It is important for the DHA to adopt the ICTs in its services to deliver them conveniently and efficiently to citizens. The paper presents the research undertaken of the present status and application of e-government in the Department of Home Affairs in Republic of South Africa as well as the analysis of challenges the DHA faces in the quest to deliver services with ICT. Feedback obtained from clients was reviewed with the aim of offering recommendations on how the DHA can improve service delivery using ICT.  相似文献

It is well-known that stakeholder theory plays a unique role among management theories due to its focus on the moral foundations of business. Under this theory, managers should always act in the interests of the stakeholders, and their actions should reflect the liberal notions of autonomy, solidarity and fairness. Normative stakeholder theory is usually linked to philosophical ethics. Whereas some authors see stakeholder theory as applicable to the private sector alone, normative stakeholder theory has found its way into debate on the public administration, because a number of studies affirm that it can contribute to the effectiveness of public organization. On this basis, this work analyses local utilities that are now one of the areas where citizens can better assess government policy in terms of quality of life and the satisfaction of their basic needs by evaluating their ethical behaviour. Thus, it may well be interesting to analyse some of the behaviour patterns of local utility entities to verify the link between ethics and the efficient use of resources that assumes special significance in this context because the two elements have to coincide in order to obtain true fairness. Therefore, using a deductive-inductive methodological approach, the study begins by analysing the different normative concepts of stakeholder theory, to find the possible normative core best suited to this context. In the second part, it examines the ethical behavior of local utility entities to make a comparison with the previous normative stakeholder theory. This study will also be a useful starting point for future empirical research.  相似文献

The purpose of this paper is to review previous studies on grassroots social organizations (GSOs) in rural China and provide a new framework for future research. This article uses the method of comparative analysis to review relevant research from the perspective of different disciplines and different theories, and adopts the method of inductive reasoning to analyze and draw conclusions. Previous researches can be divided into four categories according to their disciplines, and there are three theories frequently used to explain the development of rural GSOs in China. Obviously, plenty of valuable researches have been done, but examining a certain kind of GSOs in a single discipline and analyzing the cause of the development of GSOs with an isolated theory are two issues impeding further study on rural GSOs in China. By integrating three theories, a new and comprehensive research framework of "interest-identity-institution" is presented for future research on all kinds of GSOs. To improve and enrich this frame, a lot of empirical and specific researches need to be done in the future.  相似文献

One of the challenges faced by public sector managers particularly is the problem of identifying and determining their roles, their personal development and how to effectively implement the concept of good governance in their organizations. Given a dynamic changing and continuing insight into public organizational effectiveness, public sector managers are rethinking how best they could accomplish their roles in order to attain their organization roles and objectives. This study examines the mediating roles of good governance in the relationship between managerial roles, development roles, strategic roles and personal development. In determining this relationship, a hypothetical model of the relationship among roles of public sector managers, good governance and personal development is developed. The results suggest that the managerial roles has more positive and significant influence on personal development than the development roles and strategic roles. Empirical study supports the institutional theory (Scott, 2001) in the hypothesized model. The empirical findings confirm that good governance has a significant and positive impact on the relationship between managerial roles and development roles to the personal development of public sector managers. This proves that the management system theory (Katz & Kahn, 1966) is supported whereby public sector manager roles served as an input, while good governance as a process and personal development as an output. Based on empirical findings, it is suggested that personal development should be referred as an ideal social behavior of public sector managers. Overall, the study supports the hypotheses that good governance plays a mediating role in the relationship between public sector manager roles and personal development. This is consistent with governance theory (Lynn, 2001). This empirical study examines the bribery, problem in Kuwaiti public administration, its conception, magnitude, reasons, and its consequences. The study is a field research which is based on a random sample consisted of (600) people from various spheres of life in society. Study findings have shown that bribery in Kuwaiti administration is widespread and increasing, transcends nationality, gender, position, education level, and agencies in Kuwait which require paying attention to what kind of measures need to be taken to eradicate it. Recommendations are suggested on ways how to eradicate this problem in order not to become a phenomenon.  相似文献

This paper focuses on educational decision-making in a Chinese context, but starts from a critique of distributed leadership educational theory as an instrumentalist and Western device of analysis. It is based upon a 2012 research project which reports on the academic insights of 51 Chinese school leaders who were also students studying "Masters of Educational Leadership" at an Australian university. The project explored these Chinese school leaders' perceptions of decision-making in education settings. It considered who would make decisions and how those decisions would be made in various hypothetical education scenarios. A unique feature of this research is the significant number of female school leaders from China who were in the participant cohort, so this study offers a rare insight into their thinking. Overall, this research offers an important first step in broadening out the theoretical discussions on leadership decision-making into a non-Western education environment. It also shows how educational research in the 21 st century is shifting away from Western---only analysis and instead broadening out to explore what the unique and important trends are in an Asian nation that is a global powerhouse.  相似文献

One of the key issues for Malaysian companies is about developing and retaining its resources. This is the fact that rapid changes in the organizations need to develop a more focused and coherent approach to develop and manage people (Kirkpatrick, 1979). The fast-changing business environment and increasingly intense competitive environment require the ability on the part of human resource (HR) professionals to adapt to more challenging environment. Specifically, the human resource management practice of organizations needs to develop the appropriate role behavior and yet develop the necessary amount of flexibility to respond to change (Schuler, 1989; Hiltrop, Despres & Sparrow, 1995). The senior management must consider the importance of providing training to the people by understanding and believing that training is one of the important factors in organizational effectiveness. For technological based industry such as in wafer fabrication, the technical training for technical staff is very crucial. Hence, the HR manager must really outline the required training programs that focus to the outcomes as well as measure the effectiveness of the training. Factors that contribute to the training effectiveness must be put into serious consideration so that the amount invested into training is benefited. As such, the objectives of this paper are to review and reveal the factors that affect the training effectiveness. The paper deals with identity management in cross-border and cross-sector communication in e-government. The new ALUCID (automatic, liberal and user-centric electronic identity) technology based on new principles of anonymous and automatic identity enables markedly different and simpler identity management with strong authentication support. This paper aims to compare ALUCID with PKI (public key infrastructure, a well-known identity management technology used in cross-border and cross-sector environment of e-government) from user's and government's point of view. It focuses on organizational aspects of eID issuing and verification, various interoperability issues, language issues, legislative framework variety, cultural differences and privacy protection issues related to identity use and management. The specific features of the ALUCID technology which was designed to support the specific needs of e-government in a cross-border and cross-sector environment are also described herein.  相似文献

The purpose of this paper is to emphasize on the growing importance of the intangible assets for a firm's sustainable competitive advantage--by considering both the features that a strategic asset must meet and the high potential of the intangible assets to fulfill those features. First, we outline the changing environment finns are operating in--at global and industry's level as well; second, we emphasize on the evolving theory of the resource-based view of the firm--as the main framework integrating all the assets of a firm and its relationships with the environment; third, we underline the need for organizational and managerial change and development by making the shift from tangibles to intangibles. We find that the theory in the field evolved within last years, but the conceptual framework is far from being exhaustive and unitary. The paper may be continued with the developing of a conceptual framework which is able to identify the specific intangible assets that may become strategic, their determinants, the interconnections between them, and their integration into successful competitive strategies. The practical implications of the paper consist in offering some guidelines for firms in the search of global competitiveness through the valorization of there intangible assets. The paper emphasizes that, in order to achieve sustainable competitive advantage, strategic management must develop a comprehensive, dynamic and innovative resource-based model--unique for each firm.  相似文献

A leader as one of the determiners in organizational direction and objectives must be able to respond to the development. Basically, leadership is a process influencing activity in a group directed toward the achievement of one or several objectives. In the context of empowerment of human resources in order to produce professional employees having high integrity, the presence of a standard is required which can be used as a guideline by the organization in solving the problems. Such guideline is the organizational citizenship behavior which systematically directs the employees to improve their work commitment. And based on the above explanation, it can be formulated whether there is any impact of transactional leadership and transformational leadership upon the organizational citizenship behavior at PT Aneka Putra Santosa. The analytical techniques applied are the multiple linear regression analysis, multiple determination coefficient analysis, and partial determination coefficient analysis. Results of the multiple linear regression analysis indicate that there is a simultaneous impact between transactional leadership and transformational leadership upon the organizational citizenship behavior with the F arithmetical regression value at the sum of 13.620. The magnitude of free variable impact contribution to the bound variable is 33.50%, whereas the remaining is influenced by other variables not being investigated in the model. Partially, the partial contribution of transactional leadership variable to organizational citizenship behavior is 0.233 or 23.30%, whereas contribution of transformational leadership variable to organizational citizenship behavior is 0.272 or 27.20%. Thus, it can be concluded that transformational leadership has more dominant impact in setting up the organizational citizenship behavior.  相似文献

This paper discusses the importance of having a customized instructional approach specifically for students who are learning English as a Foreign Language (EFL) in the foreign language setting. Most of the innovations introduced by the Education Ministry of Malaysia such as the Communicative Language Teaching (CLT) and phonics are suitable for ESL (English as a second language) learners, while the EFL learners are still left behind. A suitable teaching approach which customizes the needs of the students in EFL setting, especially in the state of Terengganu should be introduced. The main focus of the program exploits reading and writing skills in providing language input since these two skills are more dominant in terms of utility and functions among the EFL students as compared with the ESL students who are enable to exploit speaking and listening skills because of the natural setting. The research investigates the prospect of developing a suitable language teaching program based on 10 basic sentence patterns (10SP) which are exploited through the principles of transformational generative grammar and customized learning experiences focusing on reading as a bridge in acquiring other language skills such as writing, listening, and speaking.  相似文献

Through this paper, the author seeks to determine the and financial performance of Islamic banks, where we relationship between the variables of corporate governance dealt the corporate governance in the banking sector, where increasing the importance of corporate governance, due to their special nature, as the bankruptcy of banks not only affects the relevant parties from customers, depositors, and lenders, but also affects financial stability and then the economy as a whole. We dealt with the specificity of governance in Islamic banks, which face double governance: Anglo-Saxon Governance System and Islamic Governance System. The author measures the impact of corporate governance variables on financial performance through an empirical study on a sample of Islamic banks during the period of 2005-2012 in the GCC (Gulf Cooperation Council) region. The study has found that there is a very strong relationship between the variables of governance and financial performance of Islamic banks, where there is a positive relationship between return on assets (ROA) and the composition of the board of directors, the size of the board of directors, the number of committees in the council, as well as the number of members of the Shariah Supervisory Board (SSB), while it is clear that there is a negative relationship between ROA and concentration ownership variable.  相似文献

Children involving in boxing were highlighted as a problem in the country report of Thailand to the UN committee on the rights of the child. At present, there are approximately more than 20,000 children under 15 years old practicing Thai boxing. This thesis is designed to test the hypothesis that it is essential to bring human rights-based approach into the notion of children boxing in Thailand in order to find the possible solutions over the child protection in boxing areas, and that banning is not the absolute solution to solve the child boxing problem but should be done by applying children rights and "the best interest of the child" to the amendment of the laws and its enforcement. The research methodology of this study is mixed of qualitative and quantitative. The samples survey comprised 400 Thai people randomly on the subject of public awareness of this issue. The observation part was conducted on the random method by visiting 6 boxing camps; 3 in Bangkok and the other 3 in Kalasin province (northeastern area) and 3 children boxing matches; 2 local boxing stadiums and 1 national boxing stadium. Based on data gathering, although it was found that children practicing boxing are proved as dangerous and considered as child labor, they can hardly be banned because people in the boxing business, including children themselves, sees it as a necessity to practice at the young age and as a mean to escape poverty. In addition, a number of public opinion saw this as a benefit to preserve national cultural heritage. Therefore, allowing children to continue professional boxing, the government and sport authorities must implementing child rights in the professional boxing context based on law enforcement. The principle of the best interest of the child, based on the Article 3 in the Convention of Children Rights, has to be applied. This study recommended for the emendation of the National Boxing Act 1999 to provide specific chapter concerning children's engagement in boxing as a separate section from adult boxers.  相似文献

The purpose of this article is to introduce the connection of social entrepreneurship (SE) and sustainable design (SD) as a successful strategy for social innovation. Design is increasingly recognized by different stakeholders as an important contribution to social innovation. However, research linking SD and SE as a tool to sustain these social ventures is limited. This article takes an international approach to viewing SE. It presents concepts and main characteristics of both SE and SD, and discusses its similarities and differences of these concepts, based on a literature review and the analysis of two case studies addressing SE. The case studies presented in Norway and the United States are evaluated based on the role that SD strategies played in their establishment and implementation phase. Finally, this article seeks to contribute to the discussion of SE challenges and benefits, in addition to furthering research on the connection of SE and SD. Analyzing this connection means exploring uncharted paths toward sustainability and socially responsible growth.  相似文献

The business environment in which the financial industry operates is full of uncertainty and limitations. The inability of some firms in this sector to produce capable management that can guide the interests of shareholders in the light of ethics and values has generated frequent cases of business downturn. This has compelled the industry to adopt the strategy of corporate governance which hinges on the intellectual honesty of directors and management to promote transparency, equity, and accountability, and provide leadership that will guide the industry in the right direction. The major objective of this paper is to ascertain whether corporate governance is a strategy for corporate performance. The study made use of both primary and secondary sources of data. The survey research method and the data analysis techniques comprised of simple percentages and chi-square derived from Kendal coefficient. It discovered that corporate governance is a strategy for corporate performance and the financial sector has failed to improve their performance using this strategy. It was recommended that the regulatory agencies should constantly review the acts that ensure good corporate governance and embark on constant monitoring in order to sanction any defaulting bank.  相似文献

Environmental issues have become critical concerns of businesses worldwide where environmental obligations have grown substantially and companies have to be environmentally responsible. Malaysia has enacted the Environmental Quality Act 1974 and subsidiary Environmental Quality (Clean Air) Regulations 1978, Environmental Quality (Sewage and Industrial Effluent) Regulations 1979, Environmental Quality (Prescribed Activities) Order 1987 and Environmental Quality (Scheduled Waste) Regulation 2005. ISO 14001 environmental management system (EMS) standard designed to introduce environmental improvement into every aspect of a company's operations. ISO 14001 assists companies in creation of structured mechanisms for continuous improvement in environmental performance. There is a complex and dynamic relation between profitability and environmental concerns. The paper evaluates how ISO 14001 aids cement companies in operating continuous environment protection programs to minimize significant environmental impacts. This study analyzes the relationship between adoption of ISO 14001 to business performance and competitive advantage of Malaysian companies that provides insights into motivations and results. ISO 14001 has a positive impact on companies' performance, specifically on perceived environmental impacts. The companies recognized the need for ISO 14001 as an internal tool to maintain operations and management competitiveness. To adopt the ISO 14001 environment elements, it is necessary to have corporate culture that support complex operational activities in line with the top management commitment of the ISO 14001 policy and regulatory-compliant. ISO 14001 implementation was crucial in bringing about reduction of damage to the environment at operational level, and effective environmental management at management level, as well as improvement of the company's image and competitiveness at strategic level. Companies that export their products are expected to implement the ISO 14001 in order to maintain their competitive edge in the global market place.  相似文献

Facing the limitations of bureaucracy and the pressures of crisis and change, the government reforms in many countries adopted a discipline of new public management (NPM) by separating autonomous agencies (agentification) in the public sector. Nonetheless, there are still very few empirical studies of performance assessment of this type of agency. This paper has two main objectives: (1) to explore the governance and autonomy of nine independent agencies under the Ministry of Industry (MOI) in Thailand; and (2) to present performance assessment of these nine independent agencies. This study uses both qualitative and quantitative approaches in collecting data, including three focus groups, 37 in-depth interviews, and 3,428 questionnaire surveys. The paper applies the concepts of agentification of NPM to examine the multidimensions of autonomy and to evaluate the performance of the nine agencies, covering effectiveness, financial self-reliance, and the impact on industrial development. Finally, this paper discusses the effects of agentification and suggests policy and managerial implications as well as further research directions.  相似文献
