The present article offers a discussion of the challenges of identity construction among the Tatars of Soverign Tatarstan by highlighting the importance of collective memory in reconstructing identity in the post-colonial context. Its conclusions point to the particularly prominent role most Tatars assign to language and religion not only in identity construction, but in resurrecting and consolidating statehood as well.  相似文献

View all notesThe article intends to combine contemporary debates about nations and nationalism with a sociological perspective on collective emotions in its attempt to gain a better understanding of the process of constructing national identity. It will further present interdisciplinary evidence that collective emotions evoked in rituals instigate a number of group-related sociocognitive processes that reinforce enduring feelings of belonging and an emotional priming of collective representations. I will suggest that states of “collective effervescence” (Durkheim) do not only tie individuals to a community, but also provide a strong frame for the creation of symbols and the embodiment of shared meanings defining a community. The second part of the article analyzes examples taken from the football media coverage of the FIFA World Cups 2006 and 1974 (both were held in Germany) in order to provide a comparative case study exemplifying the proposed theoretical approach. The sample illuminates some interesting changes that invite further hypotheses about corresponding changes of national identity in a larger context.  相似文献

The Belgrade-based activist group Women in Black has been for twenty years now articulating a feminist anti-war stance in an inimical socio-political climate. The operation of this anti-patriarchal and anti-militarist organization, which has resisted numerous instances of repression, has not been until now systematically approached from a social movement perspective. This paper draws upon a range of empirical methods, comprising life-story interviews, documentary analysis and participant observation, to address the question as to how it was possible for this small circle of activists to remain on the Serbian/post-Yugoslav civic scene for the last two decades. My central argument is that a consistent collective identity, which informs the group's resource mobilization and strategic options, holds the key to the surprising survival of this activist organization. I apply recent theoretical advances on collective identity to the case of the Belgrade Women in Black with the view of promoting a potentially fruitful cross-fertilization between non-Western activism and the Western conceptual apparatus for studying civic engagement.  相似文献

The demographic composition of Kazakhstan after the fall of the Soviet Union presented a dilemma to the new Kazakhstani government: Should it advance a Kazakh identity as paramount, possibly alienating the large non-Kazakh population? Or should it advocate for a non-ethnicized national identity? How would those decisions be made in light of global norms of liberal multiculturalism? And, critically, would citizens respond to new frames of identity? This paper provides an empirical look at supraethnic identity-building in Kazakhstan – that is, at the development of a national identity that individuals place above or alongside their ethnic identification. We closely examine the Assembly of People of Kazakhstan to describe how Kazakhstani policies intersect with theories of nationalism and nation-building. We then use ordered probit models to analyze data from a 2014 survey to examine how citizens of Kazakhstan associate with a “Kazakhstani” supraethnic identity. Our findings suggest that despite the Assembly of People’s rhetoric, there are still significant barriers to citizen-level adoption of a supraethnic identity in Kazakhstan, particularly regarding language. However, many individuals do claim an association with Kazakhstani identity, especially those individuals who strongly value citizenship in the abstract.  相似文献

Focusing on material culture, this article considers a range of issues concerning the cultural policies, ideologies, and identities that have underlain Serbian development since the Middle Ages, and tests some widely held yet previously uncontested views. In particular it questions the Serbs' perceived affiliation with the Byzantine Empire and challenges the view that this affiliation was so pervasive that it influenced Serbian development and national formation in the modern age. It is argued that Byzantium had little if any role in the Serbs' cultural development – neither in historical memories nor in surviving traditions. Serbia's Byzantine culture is largely a myth developed in the 1930s by the Serbian clergy as a corollary of the Russian-inspired Svetosavlje ideology. This myth was meant to dislocate Serbia's cultural identity from its secular European sources and reposition it closer to Orthodox Russia.  相似文献

When comparing stratified Fulani village societies, little direct relationship between the degree of heterogeneity and the success in collective action was found, except when heterogeneity among leadership and elite groups was compared. Small size and homogeneous groups do not seem to be general preconditions for stronger ability to perform collectively. First, it was found that homogeneity among elite groups enhanced capacity for collective action. Second, it was when heterogeneity in economic interests between elite groups intensified and coincided with other dimensions of heterogeneity that collective action became difficult to achieve, such as heterogeneity in economic wealth, access to land and common‐pool resources, and agreement over authority of the leadership. Third, collective action was enhanced by political elites and leaders being a bit better endowed and a bit wealthier than the average community members, but not when their assets were mobilised against the economic interests and sense of fairness of other social groups. Fourth, the coordination power of the leadership related to the management of common‐pool resources was undermined when leadership had extensive recourse to state officials external to the village community, underscoring the importance of autonomy.  相似文献

This article investigates how the Indonesian party system has created parties that increasingly rely on charisma for support and votes. Initially associated with divinely bestowed qualities, the concept of charisma has evolved to emphasize popularity and recognizability instead. In Indonesia, this tendency has combined with direct elections to distract parties from their ideal functions of developing platforms and programmes. Instead, parties have sought to pick and choose candidates that are popular to front their campaign. This has contributed to the formation of dysfunctional parties that are opportunistic, corrupt, and rent-seeking. As Indonesian parties continue their struggle to prove themselves by relying on the ephemeral attraction of personal charisma, the resultant incapacity to develop solid organization will continue to be a crippling trap for them.  相似文献

One of Luther Gulick's most significant legacies was his conception of the executive. This chapter explores the nature and origins of that conception and shows how it coincided with President Franklin Roosevelt's notions for altering the powers of the presidency. These two conceptions came together in the Brownlow Committee's recommendations and their subsequent promulgation in the Executive Reorganization Act of 1939.

Gulick's notions of an executive were derived from the city manager, a different executive than any with which the authors of the Constitution were familiar. It thus contributed to one of the most profound changes in our Constitution, reshaped our notion of the presidency, crystallized a new public philosophy about how we govern ourselves, and entrenched a conventional wisdom that underlies the practice of public administration. These results spawned an alliance between presidents, who found it useful to portray themselves as powerful chief executive officers buttressed by the potent symbols of science and efficiency and the nascent field of public administration which gained legitimacy as the obedient scientific managers of the president. An alliance, however, which could not survive the changes of constituencies that began to emerge in the late 1960s.

The presidency has evolved from managerial to plebiscitary and finally to highly politicized with a variety of potentialities not all of which can be viewed as benign, but all of which leave public administration without a role that is simultaneously legitimate and which encompasses the complexity and discretion dictated by our circumstances. The chapter closes with lessons we might draw from Luther Gulick's life and apply to our efforts to fashion a new role for public administration in a government of shared powers.  相似文献

States in the same region are bound together by the ways in which the world imagines them as a collective. One distinguishing feature of post-Cold War regionalism is its outward orientation – the importance of the external dimension of regional cooperation. By and large, though, existing analysis of regional institutional development in the Global South does not explicitly conceptualise and theorise collective image consciousness and management. This paper works to address this conceptual gap. Making use of two cases of regional image crisis – post-1980s Africa and post-1997 Southeast Asia – it draws out two primary logics of regional image consciousness: the logic of influence and the logic of resources. A region’s ‘brand’ with respect to (dys)function and international norm (non-)compliance matters to regional actors because it affects the region’s political influence in international arenas and the region’s ability to attract resources from donors and investors.  相似文献

Cool Japan’ is an instance of Japanese government's nation branding exercise as part of its soft power projection in which the unique selling point is identified as Japanese national identity. In this paper, I examine the relationship between Cool Japan and Japanese national identity and highlight a tension in the construction. Cool Japan is about emphasizing Japan's attractiveness for public diplomacy, while the top-down nature of the branding undermines the imagery that the branding is designed to convey. I show that policy elites resolve this tension by invoking the traditional Japanese identity narratives that construct Japan into both a non-Western and an un-Asian entity, reproducing the myth of Japanese uniqueness. I argue that the elite narratives surrounding Cool Japan readily replicate the language reminiscent of prewar identity construction. Despite the contemporary popularity of manga and anime, the purported ‘coolness’ of these products are framed within older constructions of Japanese Self that can trace their pedigree back to the nineteenth century. Using the minutes of committee meetings, policy documents, as well as media interviews given by policy- and business elites, I show that Cool Japan is effectively a twenty first century rendition of the familiar Japanese identity construction.  相似文献

Albeit often – and fairly – degraded in the world of high culture as a populist and politicized representation of music, the Eurovision Song Contest (ESC) – by sheer virtue of the populist and politicized nature of its essence – stands among the most consequential cultural encounters to which post-independence Azerbaijan has been exposed, in that the extent to which Baku's victory in the ESC-2011 – and the further developments this victory has generated – can potentially impact on, and contribute to, the very process of nation-building and national identity formation, with which this post-Soviet Muslim-majority country is currently struggling, is unparalleled by any of the state's earlier encounters of the kind. This paper focuses on, and examines, four intimately related ways in which the ESC and Azerbaijan's successful involvement with the latter worked to interfere with the country's nation-building: as a dubious factor in the evolution of the Western sense of self among Azerbaijanis; as a unifying force within the structure of the country's rapidly maturing civil society; as a medium working to open up a channel through which Western popular cultural elements could interfere with the evolving dynamics of, and work to globalize, indeed de-endogenize, indigenous Azerbaijani culture, on one hand, and unify the discursive realm within which the country's cultural domain is to further evolve, on the other; and, finally, as an important element serving to decouple the evolving processes within the country's cultural domain from the unfolding dynamics of conflict settlement and hence conducive to the diversification of public discourse in Azerbaijan.  相似文献

In this review essay, I consider three recent monographs on sexuality and sexual cultures in Africa. Each of these three books grapple with the “problem orientation” of scholarship on African sexuality, in which sexuality is conceptualised primarily with reference to AIDS, homophobia and violence. The authors move beyond this problem orientation through a common concern investigating the poles of “modernity” vs “tradition”, “global” vs “local” and “authentic” vs “imported” as these concepts are deployed by activists, policymakers, and ordinary people talking about sex. All three authors also engage the question of how and why social changes happen, treating sexual identities and practices as dynamic, emergent phenomena.  相似文献
