The administration of human services.

Human service programs have gone from a period of rapid growth in the 1960s and early 1970s to a period of retrenchment in the 1980s. The changing political and economic context has forced these programs to undergo major organizational transformations and to adopt different administrative strategies. These include degovernmentalization of social services, reliance on cutback management, and deprofessionalization of human-service workers. The article explores the implications of these developments on the delivery of services to the public.     

The armed struggle and underground intelligence: An overview

This comparative analysis of the dynamics of underground, revolutionary intelligence is based on a generation of analytical association with recent and continuing armed struggles. It is a first effort to depict the unconventional nature of intelligence in an illicit and covert world that is not merely the mirror image of orthodox practice. It is mainly a discussion of strategic and tactical aspects, their structure, focus, and role, as well as special factors such as counterintelligence and heresy, prisoners and foreign contacts. Underground, these are in great part shaped by the aspirations and ideals of the rebels as well as by the special conditions that assure inefficiency in return for cover. The article is, then, a preliminary, general analysis of a largely neglected aspect of unconventional conflict.     

When things get hairy: afros,cornrows, and the desegregation of US military hair salons in West Germany

This article employs ‘hair’ as a lens for investigating the ways in which black women’s experiences in the US military and West Germany were racialized and, at the same time, gendered. Based on the personal stories of Women’s Army Corps member Babette Peyton, who got court-martialed in Germany in 1975 for wearing her hair in cornrows, and Marie Davenport, teacher and beautician in Frankfurt, who desegregated the local military hair salon, this article uncovers black women’s mundane activism against racial and gender discrimination. Their experiences and perseverance demonstrate that black military women made critical contributions to the Civil Rights Movement while abroad in Germany.
