Recent literature on international migration focuses on the benefits it confers on migrants in the form of better opportunities and living conditions, as well as on households receiving remittance. Although legal migrants in OECD countries often enjoy more rights than they would at home, this paper also looks at some of the negative aspects for sending countries. The paper uses two cases, the Philippines and Morocco, countries that have elaborated large-scale and successful policies to facilitate the export of labor and the flow of remittances. Despite decades of massive migration abroad, Morocco still has surprisingly poor social indicators, whereas the Philippines, despite much higher social indicators, has significant levels of poverty. Despite the long-term use of this development tool, migration, while opening up opportunities for people who leave home, maybe less positive for those who remain behind. Citing the views of migration experts as well as local voices, this paper examines some downsides of migration, including its use as a safety valve for discontent that may actually delay demands for needed domestic reforms that would broaden social rights at home.  相似文献

Faced with increasing and diverse migratory pressures in the post Cold War period, European states have created an increasingly complex system of civic stratifications with differential access to civil, economic and social rights depending on mode of entry, residence and employment. Now at the beginning of the twenty-first century, expansion and contraction of rights have occurred within a managerialist approach which, though recognising the need for immigration, applies an economic and political calculus not only to labour migration but also to forms of migration more closely aligned to normative principles and human rights, such as family formation and reunification and asylum. At the same time, states are demanding affirmation of belonging and loyalty, leading to greater emphasis on obligations in the practice of citizenship. The first part of the paper traces the evolution of a managerialist regime and its consequences for the reconfiguration of spaces of citizenship. The second section examines the development of new contracts of settlement and the management of diversity as the state reasserts its national identity and sovereignty.  相似文献

Recent developments in Swedish local government and central-local government relations have been characterized by re-regulation and cut-back strategies on the one hand and decentralization and deregulation on the other. In this article these developments are analysed as a dynamic process with contradictory features. Swedish society is becoming more and more differentiated and specialized with fewer mechanisms of collective socialization, but with more economic and strategic calculations on the part of central and local authorities, interest organizations and individuals. New formal rules are developed in order to handle conflicts and enhance public sector legitimacy. In the communes we can identify an ideological shift from viewing the commune as a political institution to regarding it as a service-producing company. In addition, citizens are increasingly looked upon as individual consumers rather than political citizens. Corresponding organizational solutions such as depoliticization, privatization and freedom of choice have been developed. However, as a reaction to communal consumerism there is also a growing interest in communitarian values. There is an increasing number of examples of people participating in matters of common nature and expressing their belonging to a community. An interesting question for future research is whether the observed contradictory tendencies will increase or decrease the legitimacy of the traditional democratic institutions at the communal level.  相似文献

"This study of migration and the socioeconomic dynamics of the community of Zoogocho in the state of Oaxaca [Mexico] is an example of what happens in rural areas when Indian-campesinos establish contacts with foreign parts. The penetration of alien socioeconomic and cultural values alters both family and communal structures to such an extent that available resources prove insufficient in competing with the colliding external society. This leads to increasingly more complex movements of the population, the manifestations, causes and consequences of which vary through time not only in the places of origin but also in destinations." In the context of European integration, Sweden and Finland are frequently seen as natural allies. Based on a number of perceived similarities, their shared Nordic heritage, established historical ties and their concurrent accession to the European Union (EU), they are rarely seen as competitors or proponents of diverging points of view. Their alignment within the EU, over sub‐regional issues surrounding Northern Europe in particular, is often rather taken as a given. By focusing on the specific conduct of Sweden and Finland as regional stakeholders in the Baltic Sea Region (BSR) and the way they have played this role within the EU, this article seeks to challenge these common assumptions. It shows that Sweden and Finland do not converge in their positions, also in matters concerning the EU's Northern Dimension – that is, a policy that distinctly furthers regional core issues whose promotion within the EU could be in both states' interest. Instead of pooling forces to attain greater leverage within the EU, Sweden and Finland rather compete with each other in this regard. Using the example of the Finnish Northern Dimension initiative, this article shows how Sweden and Finland have promoted sub‐regional matters through different political and organizational channels, keeping bilateral cooperation to a minimum and leaving potential avenues of pooled action at the EU level aside. The article thus concludes that the concept of a Swedish‐Finnish tandem within the EU needs to be looked at more critically when it comes to explaining or predicting their conduct as Member States.  相似文献

This article seeks to identify institutional causes behind policy-specific retrenchments in the Swedish welfare state. During the austerity period of the 1980s and 1990s, the Swedish welfare state simultaneously experienced retrenchments in some fields and stability or expansion in others. Elderlycare is an example of tremendous retrenchment and childcare one of continuous expansion. A comparison of both fields suggests that the divergent trends might be related to different policy-specific levels of institutional fragmentation in the implementation process. In elderlycare, implementation was strongly fragmented between the central and local government level, with the central government providing only weak overarching regulation and the local governments enjoying considerable local implementation discretion. As a consequence, in this field, local governments had enough discretion to impose local retrenchment measures in order to adapt to the conditions of austerity. In childcare, a similar development did not take place because in this field the municipal implementation autonomy was severely circumscribed by strong central state regulations. It is probable that the different institutional preconditions in both fields have been shaped intentionally by means of governmental institutional engineering. The decentralized decision-making structure in elderlycare might have allowed the central government to induce blame-avoidant retrenchments on the local government level.  相似文献

It is argued in this article that the marketisation of schools policy has a tendency to produce twin effects: an increase in educational inequality, and an increase in general satisfaction with the schooling system. However, the effect on educational inequality is very much stronger where prevailing societal inequality is higher. The result is that cross‐party political agreement on the desirability of such reforms is much more likely where societal inequality is lower (as the inequality effects are also lower). Counterintuitively, then, countries that are more egalitarian – and so typically thought of as being more left‐wing – will have a higher likelihood of adopting marketisation than more unequal countries. Evidence is drawn from a paired comparison of English and Swedish schools policies from the 1980s to the present. Both the policy history and elite interviews lend considerable support for the theory in terms of both outcomes and mechanisms.  相似文献

How does corruption affect voting behavior when economic conditions are poor? Using a novel experimental design and two original survey experiments, we offer four important conclusions. First, in a low corruption country (Sweden), voters react negatively to corruption regardless of the state of the economy. Second, in a high corruption country (Moldova), voters react negatively to corruption only when the state of the economy is also poor; when economic conditions are good, corruption is less important. Third, respondents in Sweden react more strongly to corruption stimuli than respondents in Moldova. Finally, in the low corruption country, sociotropic corruption voting (or voting based on corruption among political leaders) is relatively more important, whereas in our high corruption country, pocketbook corruption voting (or voting based on one's own personal experience with corruption, i.e., being asked to pay bribes) is equally prevalent. Our findings are consistent with multiple stable corruption equilibria, as well as with a world where voters are more responsive to corruption signals more common in their environment.  相似文献

This paper adds to debates on the double-edged and contested nature of nationalism and its relationships with migration and diaspora. It does this by focusing on the notion of purity and highlights the ways in which national identities can be based on homogenising constructions of the nation. In an age where the nation-state system and migration are both important and in which there are recurring politicised uses of nationalism in potentially extreme ways, the paper discusses how nationalism can be problematic. It calls for contextualised and grounded research on the everyday meanings of nationalism in order to emphasise the messy and often ambivalent nature of national identities. In this way, it argues that there is potential for ‘rescuing nationalism’ as a more inclusive, diverse notion.  相似文献

Recently, analysts in the United States (US) have proposed adopting caregiver credits, or pension credits, provided to individuals for time spent out of the workforce while caring for dependent children and sick or elderly relatives. The primary objective of these credits, used in almost all public pension systems in the European Union, is to improve the adequacy of old-age benefits for women whose gaps in workforce participation typically lead to fewer years of contributions, lower lifetime average earnings, and consequently lower pensions. This article examines caregiver credits in the context of future reforms to the US Social Security system, with attention given to the adequacy of current spouse and survivor benefits and how changing marital patterns and family structures have increased the risk of old-age poverty among certain groups of women. It then analyzes caregiver credit programs in selected countries, with particular focus on design, administration, and cost.  相似文献

Many modern democracies have experienced a decrease in citizen support for government in recent decades. This article examines attitudes toward public policy as a plausible theoretical explanation for this phenomenon. The connection between public policy and support for the political regime has received considerable academic attention in the United States. Yet very little comparative work has examined whether citizens' policy preferences are related to a decline in diffuse support across different political systems. This article offers a clearer, more concise theoretical specification of the hypothesized relationship between public evaluations of policy outputs and support for the political regime. After specifying the theoretical concerns more succinctly, the article analyzes data from Norway, Sweden and the United States for the quarter century from the late 1960s to the early 1990s. The analysis reveals that shifts in evaluations of foreign policy and race-related policies help explain change in political trust for all three countries despite differences in the political systems. Moral issues, such as abortion, however, have no impact on political trust in any of the countries.  相似文献
