21世纪经济全球化加快发展.经济全球化给各国带来的经济利益是不平衡的.经济全球化的负面效应,使中国在融入世界经济一体化的同时,面临很大风险和代价.中国如果要趋利避害,保证自身经济安全,就必须将发展放在首位.速度和国力质量是保证中国经济安全的根本.     

影响未来中国周边安全环境的因素

中国的周边安全环境是多层面的,涉及军事安全、政治安全、经济安全及非传统安全等等诸多内容,一般来说指传统意义上的周边安全环境,主要指周边政治和军事安全环境。由于中国周边行为体及其与中国的互动关系始终处于变化、发展过程之中,因此中国的周边安全环境不可能是一成不变的,而是一种动态现象。

Security Sector Reform and State Building

This article argues that there is a close link between security sector reform (ssr) and state building. Focusing on UK approaches to state building and ssr, it argues that these are an extension of liberal models containing a number of assumptions about the nature of states and how they should be constructed and that any analysis of ssr approaches needs to be seen within a broader framework of the international community, which tends to see the replacement of ‘dysfunctional’ societies as desirable both for the people of those states and for the international community. As a result, state building has largely been carried out as a ‘technical-administrative’ exercise focusing on the technicalities of constructing and running organisations rather than on the politics of creating states, leading to a lack of overall political coherence in terms of where ssr is, or should be, going and of what kinds of state are being constructed. Politics is frequently cited by practitioners as representing a set of obstacles to be overcome to achieve ssr rather than a set of assumptions about actually doing it. The effect of development and security policies working closely together in insecure environments is an overarching emphasis on security at the expense of the harder, more long-term process of development.

冷战结束后美国战略重心东移日渐突显 冷战时期美国的全球战略重心是在欧洲。1989年美苏冷战结束,国际战略格局、美国的国际地位以及全球和亚太地区形势都发生了重大变化,各大国都加紧调整自己的对外战略。伴随着欧洲苏联集团的崩溃,美国的全球战略重点逐渐由重视欧洲大陆而变为东移亚太地区。     

The Relationship Between State Government Performance and State Quality of Life

Abstract

This article examines the relationship between government performance and quality of life in the American states. We contend that the management capacity of state governments should have direct, tangible impacts on the overall social and economic well‐being of state citizenry. In order to test this idea, we examine the influence of state management capacity (using the 1999 Government Performance Project grades), alongside other economic and political variables, on two prominent measures of state quality of life—The Morgan Quitno “Most Livable State” Index and State Policy Reports' (SPP) “Camelot Index.” We find that both state economic conditions and governmental policy priorities have significant impacts on state performance levels. But, our results clearly indicate that the management capacity of state governments also contributes directly to improving the overall quality of life for state citizens.
