Guillermo O’Donnell’s influential work ‘Delegative Democracy’ set the discourse on a peculiar type of democracy. Lying between representative democracy and authoritarianism, the uniqueness of delegative democracy lies in its features, including an absence of horizontal accountability, strong centralised rule, individual leadership with unchecked powers, a cult figure embodying the nation and clientelist practices. While delegative democracies seem to arise out of presidential systems, Turkey, though a parliamentary system, has also displayed the distinctive features of delegative democracies. This paper identifies three characteristics of delegative democracy, which are responsible for the lack of democratic consolidation, if not the erosion of democracy itself: anti-institutionalism, an anti-political agenda and clientelism. Arguing that delegative democracy is the best concept with which to examine contemporary Turkey, the paper lays out how, post-2011, Turkey has demonstrated the three elements of delegative democracy. The final section discusses the implications of the Turkish case for scrutinising the very possibility of delegative democracy in parliamentary regimes.  相似文献

Moldova has been widely argued to be a failed nation-building project, with two national identity discourses coexisting within Moldovan society and amongst Moldovan elites: Romanianism and Moldovanism. Challenging the dominance of these discourses in the literature, this article argues that in spite of its absence from the nationalism debate in Moldova, the ballad Miori?a is a key element for the Moldovan articulation of national identity. The analysis employs a discursive approach focused on language as a constituting phenomenon and draws from Miori?a's appeal to the grass roots level, its banality in day-to-day life, and, more importantly, its promotion by Moldovan cultural elites. This latter part focuses specifically on the writings of novelist Ion Dru??. Dru?? places Miori?a at the very center of his construction of Moldovan national identity. He highlights its links with Moldovan history, culture, religious thinking, and geographical space, both reproducing a structure similar to the two national identity discourses, Romanianism and Moldovanism, and building on their similarities. But more importantly, Dru??'s representation of national identity sheds light on the possibility of an all-encompassing Moldovan identity, overcoming the existing cleavage, and a series of mechanisms that can be employed to achieve this.  相似文献

ABSTRACT

In this theoretical paper, selected areas of moral development as well as some of the respective theories and models are used to characterise positive, healthy moral development. Such moral development is seen as one prerequisite of nonkilling. From a lifespan perspective, core concepts such as moral motivation and moral agency are combined into an understanding of moral development, as based on the making meaning of experience in the context of social interaction and co-construction. The aim of (socio)moral development is seen in moral maturity, that is, the genuine understanding of the way our own actions or nonactions affect the welfare of others, including the motivation, the sense of personal responsibility, and the will to act in such ways as not to harm or to protect or re-establish others’ welfare. Reaching this aim can be seen as the outcome of healthy moral development.  相似文献

Our empirical research in India shows the poor and the non-poor report different motivations for voting. The poor say they turn out to vote because it is their right while the non-poor report they vote because they expect material benefits from the state, some kind of access to the state, or because voting is their civic duty. We attribute the different reasons for voting offered by the poor and non-poor to their different relationships with the state. Unlike the non-poor, the poor mostly report the state mistreats or ignores them yet makes every effort on Election Day to ensure they are treated equally. The recognition the state grants to the poor on Election Day leads them to view voting as a valued right, one that gives them a rare chance to associate with those who govern as equals. The evidence in this paper was drawn from 30 focus groups with a total of 445 participants and 150 open-ended interviews conducted across Maharashtra, Tamil Nadu, and Uttar Pradesh and three state and national-level surveys.  相似文献

As with many states, in the case of Slovenia two songs principally contend for the position of national anthem. In this case an apparent ideological gulf masks perhaps a more essential temperamental divide: the bellicose army song versus the happy drinking “all together?…?” number. Vacillation between “Zdravljica” (“A Toast”) and “Naprej zastava slave,” (“Forward, Flag of Glory”) might be taken as reflecting the ambivalence with regard to potentially hostile others one reads attributed to Jesus Christ in the gospels of Matthew, Mark and Luke: who's not with me is against me/who's not against me is with me. The 1989 adoption of “Zdravljica” (lyrics courtesy of Slovenia's national poet France Pre?eren) is strongly suggestive of an outward looking state, one hoping for a place in a cosmopolitan Europe. “Naprej zastava slave” has remained the anthem of the Slovenian army and so is far from being discarded for the purpose of asserting Slovenian national aspirations. Perhaps retaining it in this minor role has been necessary because “Zdravljica” is a song which – at least as it is presently sung – de-emphasises national aspiration to a degree unusual for the anthem genre. In a crossroads of Europe dominated historically by the national (or imperial) aspirations of larger and more powerful political entities, “Zdravljica” is a song which tests the limits of what an anthem can be by holding out a hope of rising above the national.  相似文献

ABSTRACT

This piece focuses on the Ethiopian women victims of trafficking – the agency of these women in the whole trafficking process, and issues of choice – ‘trying a chance’, or just taking a risk to get out of poverty or difficult social circumstances, considering that they are lured, tricked, coerced, or even forced into the hands of traffickers by a wide range of circumstances and people, including family and friends. Traffickers target girls with economic, social, and family problems. Most of the trafficking of women and girls from Ethiopia is carried out through the use of service ‘agencies’ and human smugglers who facilitate the process of migration through a number of routes. Many of those who use the ‘desert route’ often begin from Sudan to North Africa from where they cross to Europe. The data for this contribution were generated in a study – ‘Captured in Flight: Experiences of violence among African women in Sweden’ – funded by the Swedish crime prevention agency (Brottsoffermyndgheten). The research for the project has been carried out in Sweden, but the women whose case studies are presented here have been in the Middle East, Turkey, Italy, Finland, and Greece before coming to Sweden.  相似文献

ABSTRACT

The political legitimation (or de-legitimation) of the European Union (EU) has been the object of much empirical research. This paper argues that this research holds lessons that can inform debates about the legitimation of global governance more generally. After some conceptual clarifications, the paper presents a critical review of the literature on the EU’s legitimation, focusing on six crucial aspects – (1) the emergence and change of legitimation debates; (2) the arenas where legitimation occurs; (3) the role of the state as a reference point in legitimacy assessments; (4) the difference between various objects of legitimation; (5) the actors that trigger legitimation change; as well as (6) the relationship between legitimation and polity development. In each of these respects, the paper identifies important insights that can be gained from EU Studies, but also conceptual and methodological weaknesses in the EU-related literature that researchers working on other aspects of global governance should avoid. The paper closes by formulating a set of general desiderata for empirical legitimation research in International Relations.  相似文献
