Abstract

As Nobel Prize winner Amartya Sen has argued “[Bangladesh’s development achievements have] important lessons for other countries across the globe, [in particular a focus on] reducing gender inequality”. A major avenue through which this emphasis has been manifest lies, according to this narrative, in enhancements to women’s agency for instrumental and intrinsic reasons particularly through innovations in family planning and microfinance. The “Bangladesh paradox” of improved wellbeing despite low economic growth over the last four decades is claimed as a paradigmatic case of the spread of both modern family planning programmes and microfinance leading to women’s empowerment and fertility reduction. In this paper we show that the links between microfinance, empowerment and fertility reduction, are fraught with problems, and far from robust; hence the claimed causal links between microfinance and family planning via women’s empowerment needs to be further reconsidered.  相似文献

The Jewish Museum in Berlin is devoted to telling the 2,000-year history of Jews in Germany in a stunning building designed by Daniel Libeskind. It is Germany’s premier museum devoted to Jewish history and memory, but it is expressly not a Holocaust museum and most reference to the Holocaust is architectural. In its interactive and sophisticated exhibitions, the Jewish Museum represents contemporary international trends in museology and in many ways resembles the many Holocaust and other memorial museums around the world, one of the most prominent and striking international museological trends. However, in rejecting the categorization as a memorial museum and in focusing on a celebration of German–Jewish culture and history rather than the tragedy of the Holocaust, the Jewish Museum is what we might call a countermemorial museum. As such, it challenges the new norms around the creation of memorial museums and other sites of memory to be self-reflexive meditations on the negative past and its trauma. If memorial museums emerge from a particular orientation toward the past that Jeffrey Olick calls the “politics of regret” and claims is a major characteristic of our age, then the Jewish Museum might represent a parallel trend that we can call a “politics of nostalgia.” The museum serves, in many ways, as a screen upon which present-day Germany can project an idealized image of its past, masking some of the present tensions around German national identity and ideas of German multiculturalism. At the same time, the museum often seems to be in conflict with Libeskind’s building, which is infused with Holocaust symbolism and meaning.  相似文献

Social capital depicts the extent of mutual trust in a jurisdiction. This study examines the impact of organizational social capital (OSC) on nonprofit (NP) density. Prior studies have argued that OSC positively impacts the community and the organization itself. These studies are either theory- based or survey based. Few available empirical studies also do not examine the OSC of all the counties of the United States. This study overcomes these limitations and finds from the US county-level empirical study that social capital advanced in membership organizations is positively associated with the growth of NP density.  相似文献

International networks of Islamic ‘terrorism’ have served as the most popular explanation to describe the phenomenon of political Islam since the 11 September attacks. This paper argues that both the self-proclaimed doctrinal Islam of the militants and Western perceptions of a homogeneous Islamist threat need to be deconstructed in order to discover the often ambiguous manifestations of ‘official’ and ‘opposition’ Islam, of modernity and conservatism. As a comparison of two Islamic countries, Egypt and Malaysia, which both claim a leading role in their respective regions, shows, moderate Islamic groups have had a considerable impact on processes of democratisation and the emergence of civil society during the quarter century since the ‘Islamic resurgence’. Shared experiences like coalition building and active participation within the political system demonstrate the influence and importance of groups such as the Egyptian Muslim Brotherhood, the Islamic Youth Movement of Malaysia (abim) or the Islamic Party of Malaysia (pas). These groups have shaped the political landscape to a much larger extent than the current pre-occupation with the ‘terrorist threat’ suggests. The gradual development of a ‘culture of dialogue’ has rather revealed new approaches towards political participation and democracy at the grassroots level.  相似文献

This article examines the Malaysian experience with public management reform to verify arguments about various reform models. Drawing on empirical data, it investigates reforms that have worked and those that have had limited impacts on public service improvements. It identifies critical success factors that determine reform outcomes and concludes that for reforms to succeed a combined top–down and bottom–up approach is crucial. It argues that while diagnostic and problem-oriented reforms have a better chance of being successful, the value of best-practice reforms should not be discounted. The cumulative impact of such reforms can be significant, as the Malaysian case demonstrates.  相似文献

Talk about a ‘refugee crisis’ dominated Germany’s political discourse in 2015/2016. The arrival of hundreds of thousands of foreigners desiring protection shaped public and private debates. However, rather than taking the term refugee crisis for granted, this article suggests that critical experiences in Germany, and responses to them, were shaped by the failure of state institutions. In the same year, as further austerity measures were imposed on Greece, German citizens questioned the state of their own public infrastructure. Following privatisation and cuts to social services, national, regional, and local authorities lacked the capacity to respond adequately to newcomers’ needs. The sight of failing state institutions contributed to a sense of crisis. Simultaneously, however, the apparent state incapacity—particularly also in Berlin, the focus of this article—opened up spaces for emergent civil society actors, including minority groups. Muslims organised in associations could perform relevance as reliable citizens and raise their public profile. Different groups also put forward alternative visions of society. At the same time, government support for asylum seekers and the greater visibility of actors in a pluralist society pushed some conservatives towards a new far-right force: the Alternative for Germany party (AfD). The gaps in public administration that were revealed in 2015/2016 resulted in social polarisation left and right of centrist politics: nationalist conservatives rejected an increasingly multicultural country and found a new political home in the AfD, whereas left wingers and minority groups challenged austerity and claimed greater political representation for their views.  相似文献

In most studies of the Balkans and Eastern Europe, identity politics focuses on nationalism. Unfortunately, very few examine regional identities and how they too are politicized in similar ways for similar reasons. Istria provides a good example of how identity is politicized and how and why individuals adapt it to both internal and external influences. While in the past local and regional identities were politicized in response to colonization, more recently national divisions became more prominent. However, in the very recent past, Istrian identity again became politicized as many natives drew lines between themselves and what they saw as an external national influence emanating from Zagreb. In the 1990s, a renewed Croatian national movement competed with an Istrian regional movement. Istrian regionalists, seeking to justify taking and maintaining regional power and hoping to more quickly bring Croatia into the European Union, used this new political tactic against the nationalizing Croatian government. While both the nationalists and the regionalists claimed the other side's ideology was foreign to Istria, in actuality both have historical roots in the region. Though the competition was not as virulent as in past episodes of nationalist tension between Italians and Croats, it does fit a pattern of continuity in the region.  相似文献

The focus of this article is two-pronged. First, it highlights China’s ‘One Belt, One Road’ (OBOR) initiative as a Eurasia-centred project that, distinct from the twentieth-century Eurasianism, aims to introduce a new comprehensive integrationist agenda to the Eurasian strategic landscape. Second, it compares the US-led Euro-Atlanticism and the emerging Eurasianism, holding that while the former has historically stressed security over development (development is seen as contingent on the establishment of a hard security regime), the latter prioritises development over security (security is viewed as contingent on the establishment of an inclusive economic regime). Thus, this research argues that, if implemented successfully, OBOR could challenge Euro-Atlanticism as the long-held normative paradigm of interstate relations by offering a systemic alternative.  相似文献

The purpose of this study was to ascertain the role of culture in knowledge-sharing drawing on Hofstede’s culture framework. The case study research design was employed as the research design. Semistructured interview guide was used as the data gathering instrument. Data analysis was done using the thematic analysis technique. Under power distance, four themes were identified as being crucial in knowledge sharing in Afiya Kwabre District Assembly. These factors are decision-making involvement, power and status, delegation of responsibilities, and respect and fairness. In addition, three major themes emerged under uncertainty avoidance—broadening knowledge, job security, and group membership.  相似文献

This article investigates local authority (LA) trends in expenditure on Children’s and Young Peoples’ services in England between 2010 and 2015, a period of government characterised by measures of fiscal austerity. We draw on a rationing framework to contextualise the levels and trends in expenditure under observation. The article analyses trends in various groupings of expenditure, using a latent growth modelling approach to identify significant trajectories in spending across LAs with different deprivation tertile membership. We find that although some kinds of children’s and young peoples’ services expenditure have been largely maintained during this period, preventive family support and early intervention services (such as Sure Start Children’s centres) have seen substantial reductions in expenditure, in contrast to the dominant narrative that children’s services have been protected. LAs in the most deprived tertile have faced the greatest cuts, mirroring other research findings on the distribution of austerity measures.  相似文献

This article explores whether and how pre-communist images and stereotypes of Russia and Russians and Poland and Poles are being perpetuated in the framing of Russian–Polish relations by the contemporary Russian and Polish print media. It is hypothesised that the stable core of pre-communist Russian public discourse about Poland and Polish narratives of Russia survived the forced internationalism of the communist period and is present today, although it is also being reimagined at the margins. Using a sample of 1,208 articles from Russian and Polish daily newspapers, the article examines contemporary narratives and their relationship to the old discourses.  相似文献
