Consider a government that adopts a program, sees a noisy signal about its success, and decides whether to continue the program. Suppose further that the success of a program is greater if people think it will be continued. This paper considers outcomes when government cannot commit. We find that welfare can be higher when information is poor, that government should at times commit to continuing a program it believes had failed, and that a government which fears losing power may acquire either too much or too little information.  相似文献

In 1985, the Social Security Administration commissioned an 18-month research project to study disability in eight industrialized countries: Austria, Canada, Finland, the Federal Republic of Germany, Israel, the Netherlands, Sweden, and the United Kingdom. The study focused on three key areas: (1) the initial determination of disability, (2) the methods of monitoring disability, and (3) the incentives to return to work. Although the study revealed great variations among the countries in the definition of long-term disability, the approach followed in providing benefits, and the organization and features of the programs, some basic similarities were also found. Among the similarities are: (1) most countries have several income-maintenance programs to protect workers in the event that they are disabled, and (2) the disability test to determine whether a person is eligible for a disability benefit is ambiguous in that the various programs each have different eligibility criteria, different definitions of disability, different considerations given to labor-market conditions, and so forth. This article examines the diversity among the countries and attempts to highlight unique approaches to adjudicating disability, providing linkages to rehabilitation, and creating incentives for returning to work.  相似文献

The barriers to terminating federal research and development vary with the type of program (manpower resource creation, basic or applied research, hardware development) and the functional sector in which it is lodged (defense or civilian). Each has a public/private constituency of sponsors and performers. Some constituencies are much more potent than others. Hence, to kill an R&D program, one must weaken the constituency behind it. Useful strategies for would-be terminators include decremental funding and the amalgamation of competing R&D programs within the same agency.  相似文献

Difficulties have been encountered in attempting to apply benefit-cost analysis to the problem of determining resource allocations among social programs, especially when there are multiple outcomes associated with each of the programs. Further complications result when program outcomes are characterized as counteractive: a specific allocation of resources to a program is likely to achieve a favorable impact regarding certain objectives while that allocation is also likely to have an unfavorable impact regarding other objectives. A model which promises to be useful in determining optimal resource allocations among programs having counteractive outcomes is presented. Two steps are required for the use of the model: (1) values, reflecting priorities, need to be assigned to the various objectives that programs are intended to accomplish and (2) an ensemble of probabilistic functions relating resources to program outcomes needs to be specified and combined to reflect the value of an ensemble of programs. In addition to determining optimal resource allocations, the model provides insights into the consequences of resource decisions based on noneconomic considerations. This research demonstrates the need for and the usefulness of a multi-dimensional approach to the management of environmental programs. While the thrust of the paper is toward environmental quality programs the conceptual development is appropriate for many public sector programs. The paper describes an experiment in the determination of multi-dimensional objectives within three programs in a state environmental quality program. This paper examines public policy and management programs in Canada, Europe, Australia, and New Zealand, and makes comparisons with similar programs in the United States. Our study of public policy programs shows that there are many challenges ahead in terms of making good decisions on the form and content of programs that will add value to governments and citizens. Appropriate choices in terms of program design and pedagogy will reflect different economic, social, environmental, and cultural influences and will be shaped by history, values, and the roles of public policy and management professionals within a particular governmental context.  相似文献
