Public managers must regularly engage and interact with stakeholders in the external environment to deliver meaningful policy outcomes. Examining the motivations behind such behavior is a critical component of understanding management in the modern era. Some studies suggest that actors with similar interests are more likely to form collaborative partnerships. Using an original mail survey of 150 American Indian education directors in public school districts, this article examines how shared identity and individual attitudes affect levels of interaction with Native American communities. Findings suggest that public school officials who share both a racial and a tribal/co‐ethnic identity with Native American nations in their service area have higher levels of interaction with these groups than public school officials who are either members of Native American nations outside their service area or non‐Indian. This research has broad implications for incorporating theories of representation and social construction into our understanding of collaboration.  相似文献

We investigate the measurement of three distinct, but related dimensions of electoral competition in a majoritarian electoral system: contestability in the struggle for governing power; competition among candidates at the constituency level; and competition among existing parties at the level of the legislature. At each step, the analysis is made concrete by calculating our preferred indexes of these dimensions of competitiveness for 14 major Indian states from 1972 to 2009 (and from 1952 in some cases), while comparing them to others that have been widely used, though not always calculated for Indian states. We also use our preferred indexes to study the importance of the level of development for an understanding of how competition has evolved across the states. The paper concludes by posing questions about the measurement of competitiveness, in general and in the Indian case, that arise in the course of our investigation.  相似文献

India, like many developing nations, has adopted many accountability institutions. One of these is the ombudsman. Originally a Swedish invention, ombudsman's offices were adopted by many countries over the last 50 years. Recently, the South Indian state of Kerala has instituted an ombudsman's office. While it has had notable successes in resolving minor cases related to local government institutions, it is severely constrained by an unresponsive state government. In particular, the Kerala ombudsman requires independent investigative powers and an expansion of its office.  相似文献

This paper aims to provide a theoretical framework for the study of the relationship between intellectuals and nationalism in Western nations without states. The first part sets up a theoretical framework which includes a definition of the concepts of nation, state and nationalism and also introduces the concept of nations without states. It then establishes a distinction between 'state nationalism' and nationalism in 'nations without states'. The second part analyses the relationship between intellectuals and nationalism in the work of Elie Kedourie, Tom Nairn, John Breuilly and Anthony D. Smith. The third part considers the specific context within which intellectuals operate in nations without states. It concentrates on the study of the role of Catalan intellectuals in protecting their vernacular language and culture during Franco's regime (1939–75) together with the processes which, in the 1960s and 1970s, turned Catalan nationalism from an elite into a mass movement. Particular attention is given to the cultural resistance activities carried out by Catalan intellectuals during this period, the reasons why some intellectuals may feel attracted to nationalism, and the rational and emotional arguments employed by intellectuals as mobilizing agents.  相似文献

Since the passage of the Indian Gaming Regulatory Act in 1988,gambling on reservations has become a multibillion dollar industry.The act, however, has led to jurisdictional conflicts betweentribes and states. These conflicts are redefining the positionand role of Indian tribes in American federalism. As the tribeshave gained autonomy, states have lost jurisdictional powerand control. From 1984 until 1993, the Indian state of Punjab witnessed a sustained insurgency by Sikh militants campaigning for a separate sovereign state. This insurgency was ultimately defeated by the overwhelming use of security force that officially resulted in the deaths of 30,000 people. By the mid-1990s, a ‘normalcy’ had returned to Punjab politics, but the underlying issues which had fuelled the demand for separatism remain unaddressed. This paper examines critically the argument that India’s ethno-linguistic federation is exceptional in accommodating ethno-nationalist movements. By drawing on the Punjab case study, it argues that special considerations apply to the governance of peripheral regions (security, religion). Regional elites in these states struggle to build legitimacy because such legitimacy poses a threat to India’s nation and state-building. In short, India’s ethno-linguistic federation is only partially successful in managing ethno-linguistic demands in the peripheral Indian states.  相似文献

With new sources of cross-national data appearing on income distribution and the characteristics of redistributional policy instruments, it is now possible to take the comparative analysis of welfare states well beyond the conventional focus on government expenditures. This study of 18 OECD nations examines the linkages between various aspects of the income redistribution process, elaborates a typology of welfare state regimes and locates the political origins of each of these regimes.  相似文献

This study examines the price convergence across 28 Indian states and 7 union territories at an aggregate and subgroups level over the period 2011–12 to 2017–18. We employ a novel approach of Phillips and Sul panel convergence technique, which accounts for transitional dynamics and heterogeneity in the panel. The results suggest price divergence and evidence of clubs across Indian states at both aggregate and subgroup level. The outcomes of this study help policymakers in addressing the price dispersion across states, which in turn improves the market integration, allocation of resources, and standard of living.  相似文献

Abstract

The twentieth century saw the rise of two important and interrelated norms. The first is the norm of self-determination, which advances the right of stateless nations to govern themselves. The second is the norm of territorial integrity, which upholds the principle that political borders should be respected. A consequence of these norms has been an increase in secessionism, a decline in conquest, and a proliferation of states. This paper will examine the development of these norms, their interrelationship, and their prospects for the future. Attention will be given to three important questions: (1) Under what conditions does a norm endure beyond a power transition? (2) How likely is an ascendant China or India to support the norms? (3) What does a power transition and the corresponding support of these norms augur for the future of secession, conquest, and the number of sovereign states?  相似文献

The study empirically examines the connections between three different measures of financial inclusion with output growth across the states of India. Applying the panel co-integration and error correction model for 26 states and 4 union territories, it concludes that all three measures of financial development with gross fixed capital formation enhance real net state GDP significantly in the long run. Further, a significant reduction in the real net state GDP is also observed during the Global Financial Crisis. This study is important for the Indian policymakers to formulate effective financial inclusion policies leading to the overall development of the Indian economy.  相似文献

This study examines the road accident rates from 29 Indian states and 6 Union Territories during 2006–2015. In this paper, we have employed several empirical techniques such as regression, generalized method of moments (GMM), and threshold regression models to examine how education and attitude of the drivers impact the road accident rates. In our empirical analysis, we demonstrate that lawless driving is found to be positive and statistically significant while incorporating both state and year effects. We also find some interesting result in the context of education and road accidents. We notice positive relationship between higher education and road accident rates across Indian states, which tells us highly educated people are more prone to road accidents as compared with less educated people. In the threshold analysis, the study discovers the positive relationship between road injury and accidents caused by people with higher education, in cases of considering road injury rate from drunken driving as the threshold variable. There appears to be a large number of behavioral issues emanating from higher education, which contributes significantly to the road accident rates in the Indian states. Hence, there is a need for policy intervention.  相似文献

This article focuses on the notion that the policies and politics of states and nations constitute distinct worlds or clusters. We begin by examining the concept of clustering as it has emerged in the literature on policy regimes and families of nations. We then address a series of empirical questions: whether distinct worlds persist in an era of policy convergence and globalisation, whether policy antecedents cluster in the same ways as policy outcomes and whether the enlargement of the EU has led to an increase in the number of worlds constituting the wider European polity. Our main conclusions are that country clustering is, if anything, more pronounced than in the past, that it is, in large part, structurally determined and that the EU now contains a quite distinct post-Communist family of nations.  相似文献

This article examines the role the state has played in the development of a variety of Asian nations through a series of "paired comparisons" to evaluate the model of the developmental state that has become prevalent in the analysis of East Asian political economy. The cases included in the study indicate that neither the state nor the market (as argued by neoclassical economists) can explain developmental outcomes by itself. Too many strong and interventionist states succeeded to gainsay the idea that economic competitiveness can be manipulated. However, the statist faith in strong and autonomous developmental states does not fare very well either. Strong states failed as well as succeeded. In fact, the strongest and most autonomous states may well be in the greatest danger of degeneration because they can resist pressures for change and can use their powers to become a "predator" over society. In addition, quite a few of these mini case studies directly imply that the nature of society is an important variable in deter-mining how well a political economy operates. Thus, the case for "bringing society back in" appears to be a strong one.  相似文献

The history of tribal-state conflict and the role of the federalgovernment is nearly two centuries old. In recent years, themost contentious source of conflict between American Indiantribes and states has been Indian gaming. The Congress attemptedto compromise and resolve the issue by passing the Indian GamingRegulatory Act (IGRA) in 1988, but the law has only exacerbatedand opened up new avenues of conflict. The scope and stakesof Indian gaming can be seen in the history of Indian gamingin New Mexico where the defects in IGRA have been readily apparent.As Indian gaming has grown, so have efforts to curtail it andother aspects of tribal sovereignty, including tribal sovereignimmunity. We examine the effect of testing and social distancing measures on the severity of COVID19 across Indian states during the 68th day nationwide lockdown period. We also explore whether pre-existing socio-economic factors such as quality of health care and the ability to practice social distancing influences the effect of these policy measures across states. Using daily level data between April 1 and May 31 for 18 of the major states, we find that both testing and social distancing have a negative effect on COVID-19 fatalities in India. Further, testing is more helpful in reducing CFR for states with lower per capita health expenditure and weaker medical infrastructure. This highlights how ramping up testing can aid states that have a weak health care system through the detection of infection, contact tracing and isolation. In contrast, social distancing measures are more effective in states that are less populous and have lesser people dwelling in single-room houses. Our results confirm the role of pre-existing institutional factors in shaping the effect of policy actions on health outcomes.  相似文献

In international politics, states learn from the behavior of other nations, including the reputations states form through their actions in the international system. This article presents a model of how states process this information and examines how this learning affects international conflict. The model builds off of cognitive balance theory and foreign policy learning models and breaks new ground in its ability to provide a contextual assessment of reputation in world politics. The article then investigates whether a dyad is more likely to experience conflict if at least one state has a reputation for hostility. This hypothesis is tested empirically across all dyads in the international system from 1817 to 2000. The results indicate that states do engage in this learning behavior and that the information generated by extra-dyadic interaction of states has a significant bearing upon the likelihood of dyadic conflict .  相似文献

Since the early 1960s, China has been enhancing national power and, in this regard, Chinese space capabilities play a pivotal role. Today, China is second among spacefaring counties, behind the United States, as a measure of human spaceflight, as well as in commercial and military satellite systems. Chinese space technology, in contrast to developed nations, is comparatively cost-effective; China is sharing it with developing nations for their space programs, consequently expanding the pool of spacefaring states. Most significantly, China’s nuclear, military, and space capabilities provide it with an opportunity to reassert itself as a global power, enhancing its strategic outreach and preventing adversaries from contemplating strategies against it.  相似文献

Indian economy has finally introduced an improvised value‐added tax commonly known as goods and services tax (GST) with an explicit focus to target cascading. Cascading is by far the most serious issue of a tax structure as it leads to many other challenges like opaqueness, complexity, evasion besides deadweight losses. GST is a fiscal policy reform aimed at integrating and harmonizing the Indian tax structure and hence reduce the incidence of cascading. This study is an attempt to empirically analyze the possible impacts of GST on the cascading and hence revenue collection in the Indian economy. The study has employed a simple but representative simultaneous equation model representing the commodity taxation using time series data from 1990 to 2017. This study finds that reduced cascading under GST will enhance the revenue efficiency of the Indian commodity tax structure. The findings are corroborated by the post‐GST revenue performance of Indian states and the central government.  相似文献

The new strategic partnership between the United States and India is creating opportunities for security cooperation. A key element in this partnership—U.S.-India space cooperation—will most likely become the defining relationship for international space cooperation around which other space-faring nations will posture. The Indian space program is rapidly developing world-class capabilities and presents itself as a worthy partner. The U.S. space program should be able to provide innovative ideas for fruitful collaboration. Despite these propitious circumstances, there are potential obstacles of cost, security, and risk. The biggest obstacle, however, might simply be bureaucratic intransigence and inertia. The opportunity is here, now, for the United States and India each to add an important new jewel to their crown of international space cooperation activities. Most importantly, this new space partnership should enhance the security and prosperity of the United States, India, and the world.  相似文献
