When restructuring their operations, companies intend to minimise environmental uncertainty; however, corporate restructuring increases the unintended uncertainty for stakeholders, as constituents often lack the information or understanding on how ongoing reorganisations would affect them. This paper proposes to manage restructuring through reputations, ie send information signals to the constituents. This contribution analyses the problems of reputation, integrating knowledge on information efficiency and information problems, and proposes five tasks of reputation management of restructuring corporations: release more information, release consistent information, simplify information, reach your stakeholders and reach competitors' stakeholder(s). Worldwide, voters are supporting populist candidates who promise to upend “politics as usual.” Despite all we know about populism, we still do not know how individuals respond to populist content during campaigns, particularly compared to other common content in liberal democracies. This paper adapts framing theory to an online electoral context to argue that populist campaign messages will generate more online engagement compared to three alternative conceptions of the relationship between the people and the elites: pluralism, technocracy, and neutral messages. The paper adapts Snow and Benford's seminal 1988 theory of resonance to studies of populist communication and assess whether populism resonates more with online social media users. An original dataset using the campaign Tweets of 22 national-level actors across five countries is used to test the theory: Brazil, Mexico, Colombia, Italy, and Spain (N = 1777). The findings suggest that citizens on Twitter engage with populism more than its alternatives in certain contexts.  相似文献

Publicly traded corporations are under increasing amounts of pressure from society at large to redirect resources toward maximizing the value that accrues to non‐shareholding stakeholders of the organization. Building on the management and public relations literature, this study proposes a shareholder–stakeholder engagement model on corporate social responsibility (CSR)—the totality of corporate actions to meet societal norms and expectations. The study argues that shareholder activist–corporate engagements on CSR issues can enhance the corporation's sensitivity to stakeholder issues through improvements in the stakeholder governance mechanisms—institutions that safeguard stakeholder interests and maximize stakeholder welfare—within the corporations. Social shareholder activists, a special type of stakeholders, can be a viable source of pressure in influencing corporations to improve weaknesses in stakeholder governance mechanisms. The impact of recruitment and training on employees increases psychological state, commitment, and employee attachment to the organization. Several researchers have continuously, for several decades, investigated the effect of recruitment and selection and the robust impact on employees; nevertheless, the effect of human resources practices on both the employees' satisfaction and retention as parameters of the organization performance cannot be overemphasized. Drawing from Social Exchange Theory (SET), the study identifies the significance of human resource practices (selecting and recruitment, training, and development) on employees. 277 questionnaires were collected from six private airline employees in Jordan. The hypotheses, validity, and reliability were tested through Structural Equation Modeling (SEM). The findings indicate that proper selecting and recruitment and training have a significant impact on organization. Also, Employee Engagement (EE) plays a mediating role on model variables. The study further indicates that employee engagement partially mediates the relationship between variables. Cross‐sectional data collection was employed; therefore, generalizing the findings should be done with caution. This study is of importance to human resources managers and policymakers to understand the significant impact of HR practices, attracting effective and efficient employees.  相似文献

Bangladesh has made remarkable progress in increasing education access in the last 20 years. However, substantial inequalities in educational attainment remain even though equity in education is a central government objective. The article argues that weaknesses in education sector governance are crucial to understanding these persistent inequalities. At the level of the budget, anti‐poor biases in allocation decisions are shown to be the result of the budget's role in political management and the lack of effective accountability mechanisms. The spearhead of government attempts to address education inequality at the primary level has been the conditional cash transfer programme for poor children. The article shows that the programme has failed to target the poor and suggests that this has been due to the weaknesses and contradictions in the governance of the programme. Strengthening the links between policy and implementation through improvements in the governance of the sector are crucial if inequality is to be addressed and national education goals achieved. This article explores issues associated with organisational governance in the context of stakeholder engagement. It argues that both public relations (PR) research and practice have yet to address systematically the challenges inherent in this area, particularly how organisations exert power over stakeholders. Prompted by a consideration of the situational theory of power put forward by the sociologist Steven Lukes, it introduces the concept of passive aggression to PR practice. This is cited as an example of a wider phenomenon, which the author calls dark dialogue. The insights generated by these perspectives are used to highlight how theoretical approaches in the PR field that seek to understand and promote the role of dialogue in organisational‐stakeholder relations face an empirical challenge. This insight is then used to highlight the limitations of what has been traditionally termed as social auditing. It is suggested that PR and social auditing practice share the same blind spots when it comes to assessing how organisations exercise power and behave towards their stakeholders. The article goes on to advocate collaboration between PR professionals and academics to practically address these issues through a reconfigured social auditing process. It ends by suggesting that action research provides a methodological framework through which these theory‐practice interactions can be facilitated productively. The major purpose of this study is to explore the impact of online negative word-of-mouth (WOM) on customer purchase decision for the travel websites in Taiwan. Online questionnaire surveys were adopted, total of 374 responses were received and 249 of them were valid. Factor analysis was applied to extract key factors, and then multiple regression analysis was used to measure the relationship amongst variables. The major findings of this study include: (1) The three features of negative WOM, including the strength of information, sender's expertise and the strength of relationship between sender and receiver, have significant impacts on customer purchase decision; (2) trust plays a mediator role between negative WOM and customer purchase decision; (3) involvement has partial mediator effect amongst negative WOM, trust and customer purchase decision.  相似文献

This study identifies organizational factors that influence corporatate governance and formulation of public relations strategies for public enagement. This study explores intertwined relationships between public relations strategies and organizational factors. A total of 22 qualitative interviews were conducted with a diverse pool of communication consultants. Results show that the two public relations strategies, bridging and buffering, are frequently observed and linked with key factors such as size, organizational culture, environment specificity, and strategic orientation. The existing liberal international economic order was constructed during the era of American hegemony and has been heavily shaped by US power. How is the rise of China affecting global economic governance? This article analyzes the case of export credit, which has long been considered a highly effective international regulatory regime and an important component of global trade governance. I show that the rise of China is profoundly altering the landscape of export credit and undermining its governance arrangements. State-backed export credit is a key tool of China's development strategy, yet I argue that an explosion in China's use of export credit is eroding the efficacy of existing international rules intended to prevent a competitive spiral of state subsidization via export credit. The case of export credit highlights a fundamental tension between liberal institutions of global governance and the development objectives of emerging powers.  相似文献

Regulatory impact assessment (RIA) offers the means to improve regulatory decision‐making and practice. RIA involves a systematic appraisal of the costs and benefits associated with a proposed new regulation and evaluation of the performance of existing regulations. So far, the adoption of RIA has been confined mainly to OECD countries. The purpose of this article is to assess the contribution that RIA can make to ‘better regulation’ in developing countries. Results from a survey of a small number of middle‐income countries suggest that a number of developing countries apply some form of regulatory assessment, but that the methods adopted are partial in their application and are certainly not systematically applied across government. The article discusses the capacity building requirements for the adoption of RIA in developing countries, in terms of regulatory assessment skills, including data collection methods and public consultation practices. The article also proposes a framework for RIA that can be applied in low and middle‐income countries to improve regulatory decision‐making and outcomes. The relationship between decentralization and governance has not been adequately explored in the literature. Many past studies have failed to assess fully the impact of decentralization because of the lack of a set of independent, comparative indicators of the quality of decentralization being implemented in a given country. The authors adopt the working hypothesis that decentralization, both as a process and as an end state in terms of organization and operations, is closely related to the quality of governance in developing countries. In order to provide an empirical basis for a comparative assessment, the authors have developed a model based on the scope, intensity and commitment to decentralization in a country. Each of these concepts is operationalized in terms of a set of empirically measurable variables. The method is then applied to the case of Tunisia and assessed as a tool for the comparative study of decentralization and governance. Decentralization in Tunisia is shown to have an important relationship to the quality of governance in that country. The methodology developed here for the analysis of the quality of decentralization appears, based on the examination of a significant case, to be worth pursuing cross-nationally.  相似文献

Technology affordances enable citizens to digitally connect and collectively act towards realization of established economic goals of a given country. This paper contributes to scholarly discussions on the effects of social media tax on Africa's economic growth. For African economies to grow, there is need to abolish social media tax and device means through which social media discussions that generate billions of data are captured and analyzed to guide policymaking processes aimed at economic growth. We connote that social media tax disengages the government from its citizens that access information through social media platforms. The tax is a hindrance to realization of the Science, Technology and Innovation Strategy for Africa (STISA‐2024) and the African Union (AU) Agenda 2063.  相似文献

While a multitude of studies have investigated the link between opinion and policy, we have little knowledge of how and when organised interests affect this linkage. We argue that the alignment of organised interests affects opinion–policy congruence by influencing the weight decision-makers attach to citizen preferences. Moreover, we propose that alignment between majorities of groups and the public matters the most when status quo bias must be overcome for the public to obtain its preferred policy. We test our theoretical claims drawing on a comprehensive media content analysis of 160 policy issues in Germany and Denmark. Our results present a more sceptical picture of the ability of groups to suppress the opinion–policy linkage than the one frequently presented in the academic literature and public debate. We find that the capacity of groups to affect whether policy is congruent with the majority of the public is restricted to situations where the public supports a change in the status quo. In these cases, policy is less likely to end up reflecting public opinion if the majority of interest groups do not support the public position. In cases where the public is supportive of the policy status quo, the position of interest groups does not affect the likelihood that policy will eventually reflect the preferred position of the public. Our findings expand existing knowledge of organised interests in the study of policy representation and have important implications for understanding democratic governance.  相似文献

This article explores what appears to be a major shift in the policies and practices of national and international governments–the increased attention to, and use of, citizen engagement strategies as a basis for developing more participatory forms of governance. The article examines recent citizen engagement initiatives of the Queensland state government which have grappled with these complex political, policy and service concerns. The potential innovation and effectiveness of citizen engagement techniques and approaches are examined. The limitations of technical methodologies based on a traditional consultative framework are highlighted. The article analyses the relationship between these citizen engagement practices and more strategic democratic reforms based on notions of participatory governance.  相似文献

Legislative statutes are passed by political majorities which support structures that insulate the implementing agency from its political opponents over time. Political actors also respond to different constituencies. Depending on the broad or narrow base of these constituencies, actors favor different kinds of governance structures. We apply this theoretical framework to the question of whether the state governance structures of boards of higher education affect the way university managers allocate resources, develop sources of revenue, and promote research and undergraduate education. Over the past two decades state governments have given considerable attention to state governance issues, resulting in many universities operating in a more regulated setting today. This paper develops a classification of higher education structures and shows the effects of differences in these structures on university management and performance using a data set that covers the period from 1987 to 1998. The analysis suggests that, for most of the measures, productivity and resources are higher at universities with a statewide board that is more decentralized and has fewer regulatory powers. © 2004 by the Association for Public Policy Analysis and Management.  相似文献

A systematic review of the public administration literature on public engagement and participation is conducted with the expressed intent to develop an actionable evidence base for public managers. Over 900 articles, in nine peer‐reviewed public administration journals are screened on the topic. The evidence from 40 articles is classified, summarized, and applied to inform the managerial practice of activating and recruiting the participation of the public in the affairs of local governance. The review also provides brief explanation on how systematic reviews can fill a need in governance from the evidence‐based management perspective.  相似文献
