ABSTRACT

Organisational scholars argue there are two distinct types of conflict found in the private-sector workplace. One is referred to as task conflict and the other relational conflict. We use their insights to devise our own measures of conflict on local elected councils. As opposed to ‘task conflict’ we use the term ‘policy conflict’ and keep the same nomenclature ‘relational conflict.’ We will contend it is important to not conflate the two. In this work, we test our unique operationalisations of conflict on an established measure of Governing Board Effectiveness. Because of concerns over using the same survey instrument to measure both explanatory variables and the dependent variable we also test our thesis regarding two-dimensional legislative conflict on entirely exogenous measures of ‘healthy cities.’ We find that higher levels of policy conflict comport with good governance outcomes, while relational conflict provides no measurable benefit.  相似文献

Research on the sexual trafficking of juveniles has increased. However, there has been no theoretical model developed incorporating variables into a systemic, interactive analysis of the issue. Utilizing Parsonian functionalism as its foundation, the authors developed such a model. The model is based on sociological, criminological, and psychological theories and concepts with a particular emphasis on the role of environmental design in trafficking. Unique to this study, the authors propose that a symbiotic relationship exists between the adolescent brain and trafficker as psychopath as contextualized in the Stockholm syndrome. We offer research and policy implications based on the model.  相似文献

This article describes the key elements of a computerized spreadsheet model that can be used by public officials and agency staff to assess in advance the likely economic and fiscal effects of economic development projects. While the model in its current state is based on Chicago, local data can be used to adapt it to other places. The project is innovative in its use of current economic theory, data, and tools to create a model useable on a routine basis by non-specialist public agency staff. The aim is to narrow the gap between academic economic analysis and public sector practice. A key element of the model is that it was developed in close cooperation with staff of the Chicago Department of Planning and Development and combines rigorous economic analysis with the political priorities and choices of public agency staff. Also, the model includes key data about the local economy and standard industry data, but can be overridden by an

Internationally, there has been a general trend towards crime prevention and community safety measures. The main policy ideas and instruments associated with this trend have spread widely in Western countries. This article examines the Swedish national crime prevention policy. As Sweden is a welfare society with a long tradition of social crime prevention, it is of great interest to explore to what extent the aforementioned trend has influenced its crime prevention policy. We do this by examining Sweden's national policy and how its concepts have spread to the local level—specifically, to municipalities and their local crime prevention councils. We find that there has been a preventive shift in Sweden, although not as far-reaching as in many other European countries. Substantial changes have occurred in the understanding and direction of crime prevention work, and the question is to what extent this development will continue.  相似文献

Abstract

Over the last 20 years the local domain has gained widespread attention in the analysis of peacebuilding. While this debate has contributed to an important review of many assumptions underlying peacebuilding practice and analysis, the subjective domain of peacebuilding – how actors experience and make sense of these transformations – still needs to be more methodically explored. In particular, while different narratives of peace have been analysed in this literature, much more rarely has there been a systematic discussion linking peace with power and violence and the different understandings and experiences around these two concepts. In this article I argue that integrating violence and power more systematically in the local turn and exploring their subjective domain can greatly benefit this debate, including by contributing to the elaboration of conceptual and theoretical tools more aligned with Southern epistemologies.  相似文献

Social motivation can promote efficiency of public service delivery though its role in providing schooling is little understood. We provide both theoretical and empirical insights as to why not-for-profit private schools could enhance excellence in schooling, using Nepal as a case study. Results suggest that socially motivated trust schools outperform all other types of schools irrespective of whether we consider standardised test scores, absolute or relative to school expenditure per student. Results are robust and highlight that trust school’s social objective, coupled with private financing, ownership, and management that minimises its agency costs, is key to their value for money.  相似文献

This paper takes a socio‐psychological approach to NPM and its value‐based theory in public administration. We develop a model for the study of NPM values based on the idea of Person‐Organization Fit (POF) and examine it empirically. Findings, based on a survey of 205 Israeli local governance personnel, revealed that the POF of several core NPM values (that is, responsiveness, transparency, innovativeness, and achievement orientations) was positively related with job satisfaction, organizational commitment, and service climate, as reported by these public personnel. The findings suggest that, beyond modern strategies and effective policies for the public sector, lies an essential quest for NPM value‐fit with public personnel. Consequently, the study advocates a better theoretical and practical understanding of the socio‐psychological interfaces, such as POF, in public administration. Implications and directions for future studies are discussed, both in the context of public administration research and in the generic field of organizational behaviour theory and practice. The article aims to identify a theoretical framework which would be able to provide explanation for the cases of political mobilization during the ‘Colour revolutions’ in Georgia, Ukraine and Kyrgyzstan. It reviews the existing literature on the topic, which is predominantly oriented by the ‘transition paradigm’. The major shortcomings of this literature are identified: the privileging of either structure or agency when accounting for social change, a strong emphasis on the role of elites and insufficient attention to collective agency. Accordingly, I argue that the methodology of poststructuralist discourse theory may importantly supplement the ‘transitological’ framework owing to its ability to conceptualize the dynamic interdependence between structure and agency, as well as the formation of collective political identities.  相似文献

The attention of scholars and policy-makers is shifting from full privatisation to alternative measures as a means to improve the efficiency of public services. This article focuses on three restructuring measures adopted by local governments: partial privatisation (without transfer of control rights), inter-municipal joint ventures, and the presence of outside directors on the Board. Divergent hypotheses on these measures have emerged from two economic theories, namely public choice and the agency perspective. An empirical analysis investigates the effects of restructuring processes on a sample of Italian municipal utilities. Partial privatisation has been shown to play a significant and positive role, while Board independence from management has a less significant influence. Multi-government utilities have been found to suffer from severe coordination costs, which are not outweighed by scale benefits. Our findings reveal that management discretion is a significant source of inefficiency in municipal enterprises.  相似文献

Research on ethnolinguistic heterogeneity has so far mostly focused on domestic measures, while little attention has been paid to ethnolinguistic relations between nations. In this paper, I propose a way of measuring ethnolinguistic affinity between nations. This index measures the degree of similarity two randomly drawn individuals from two different populations are expected to display. I show that this measure has several attractive theoretical characteristics, which make it particularly useful. Subsequently, I construct the measure for all countries in Africa and use it to show that civil conflict in Africa is likely to spill over between contiguous ethnolinguistically similar countries.  相似文献

Abstract

Administrative (or bureaucratic) autonomy has been an issue discussed in many different political and policymaking settings. Since administrative agencies are actively involved in the formation and implementation of public policy the issue of administrative autonomy is an important contemporary issue. We measure the concept of administrative autonomy empirically and systematically among state administrative agencies along two general features or components: (1) fragmentation and (2) functionalism. Each of two features of autonomy is subdivided into institutional and perceptual dimensions. The former is based on organizational and position characteristics. The latter derives from attitudes of individual administrators. Data are derived from responses by over 1000 state agency heads from the 1998 American State Administrators Project (ASAP). Among the prominent findings are: (a) there are positive relationships between the institutional and perceptual dimensions for both fragmentation and functionalism, and (b) variations in institutional and perceptual dimension of administrative autonomy among different types of agencies and different selection methods of the agency heads.  相似文献

Theoretically, South Africa has one of the most advanced systems of local government in the world with its powers and functions being constitutionally entrenched. Two different conceptual models of local government were used to assess how autonomous this local government system is in practice. The autonomous model views local government as a clearly separated sphere of government, while the integrationist model sees greater functional interdependence between the various spheres of government. The article concludes that there are different views of decentralisation within the state. On the one hand there are local government reform measures by the state to position itself within the global economy that reflects a more integrationist view of local government. On the other hand there are elements of the autonomous model such as attempts to empower local government through the promotion of local democracy.  相似文献

This article deals with developing relationships between local authorities and local non–elected public service agencies in England and Wales. It classifies local authority responses to the growth of the non–elected state. Account is taken of varying agency characteristics and the constraints and dilemmas they face. From the local authority vantage point what is at stake is organizational (re)positioning in a changing institutional environment. Insights derived from strategic management are therefore utilized. But resource dependencies and exchanges also manifest themselves in these emerging relationships. Moreover, account must be taken of the scope for local authorities to be 'network managers' given the structural reconfiguration of the local state. The analysis therefore takes on board organizational networking theoretical frameworks. Although central government remains best placed to manipulate the 'rules of the [new and uncertain] game', interesting possibilities present themselves if local authorities can show more strategic skill than in the recent past.  相似文献

The article poses questions about astronomy and its local, national and global developmental impacts, drawing on ongoing research around the internationally networked Square Kilometre Array (SKA) radio telescope in South Africa. The relationship between progress in global science and technology and societal change has traditionally been framed through western-centric notions of progress imbued with universalism; the field of astronomy exemplifies this approach, with its assumptions of an inherently positive correlation between its science and loosely defined notions of ‘development’. We problematise this assumption through an analysis of the multiple notions of development at different scales of analysis in the SKA. We argue that large astronomy projects such as the SKA are best understood as dense assemblages of science, infrastructure, human agency and politics, in which historically rooted local concerns are marginalised in the name of the national or global public interest.  相似文献

This paper discusses how the UK government has reconfigured its regulation of English local authorities by moving from direct oversight to using an indirect independent agency as a vehicle of meta‐governance. This theme is discussed through two strands: first, by examining how several factors eroded central government’s capacity to directly regulate councils. The second strand examines the strategies used by the Audit Commission, an independent agency, to assert its authority over councils and how its hegemony is sustained by facilitating and participating in horizontal and vertical networks across government, specialist policy and stakeholders’ communities.  相似文献

In recent years there has been much discussion of the difference between inequality and polarisation. The vast literature on inequality is held to miss out key features of distributional change, which are better described as changes in polarisation. Axioms have been proposed which capture some of these differences, and measures of polarisation, as distinct from inequality, have been suggested. The theoretical distinctions proposed in this literature are indeed interesting. But do the newly proposed measures of polarisation give different results in comparing societies over time? We address these questions for China, where dramatic increases in inequality and polarisation have been much discussed in the literature. We find that, contrary to theoretical expectation, the new measures of polarisation do not generate very different results from the standard measures of inequality. The paper ends by considering a different approach to polarisation which might better conform to the policy concerns expressed in the specific context of China.  相似文献

This paper examines the features of Spanish local governments that influence the degree of their voluntary reporting of financial information on the Internet. Following an agency theory approach, we propose five hypotheses regarding the relationship between voluntary financial disclosure and the size, leverage, capital investment, political competition and press visibility of a local authority. The empirical application of these hypotheses shows that size, capital investment and political competition are positively associated with the degree of online reporting. We also found a negative and significant relationship between press visibility and voluntary financial disclosure.  相似文献

Contracting out is generally justified on the principle that as governments contract out part of their responsibilities in service provision to private agents, they harness the power of market competition which leads to efficiency in service provision. In working with private contractors, local governments (LGs) face problems related to agent opportunism, while agents also face risks such as dereliction of payment responsibility by LGs for services delivered. The literature shows that these problems are addressed through a web of contractual arrangements. Using agency theory, this study investigates the relationship between contract design and quality of services delivery in three Ghanaian cities (Accra, Kumasi and Tema). The study found a surprising negative correlation between contract document and agents' performance. The paper concludes that effectiveness of contracting out documents depends on contract management capacity of government administrators. In its absence, LGs that contract out are exposed to risks. The paper uses the findings to reflect on the inherent deficiencies in agency theory and Africanist literature on patronage.  相似文献

Corporate capacity is arguably a key determinant of the success or failure of public sector organizations. However, while there is growing evidence on the extent of corporate capacity, few researchers have systematically examined whether it is linked to public service performance. Does a larger corporate centre lead to better or worse performance for the organization as a whole? To answer this question we apply seemingly unrelated regression to measures of effectiveness, cost‐effectiveness and equity in English local government. We find that the effect of corporate capacity on performance is nonlinear, following an inverted u‐shaped pattern, and that its positive effect turns negative around the mean for effectiveness and cost‐effectiveness, and above the mean for equity. The study therefore suggests that senior managers face important trade‐offs between organizational goals when deciding on the appropriate level of corporate capacity.  相似文献
