ABSTRACT

In the context of widespread criticisms to good governance, sound governance is proposed to be a viable alternative. This study examines the effect of sound governance on citizens’ satisfaction with the mediating role of citizens’ trust in the context of Ethiopia. Using a concurrent mixed method design, data were collected from eight key informant interviews besides 175 respondents through questionnaire. The results show the positive link between sound governance, citizens’ trust, and satisfaction. It also reports a partial mediating role of trust into the relationship between sound governance and citizens’ satisfaction.  相似文献

Abstract

From 1989 to 2008, local governments in Germany have experienced ‘massive’ institutional change. Local constitutions have been altered in all German states giving citizens more say in local politics, while at the same time reducing local parties' influence. The paper first describes the changes according to two analytical models of local democracy. It then tries to explain the institutional change as a process of diffusion in a federal state. Three questions are answered in the explanatory part: Why did some forerunner states start with the reforms at the beginning of the 1990s and not earlier? Why did the reforms continue in other states although there was no general pressure from above? And why did some states continue with the reforms while others did not? In the first part of the paper the changes are described quantitatively while a qualitative approach is used in the explanatory part. The analyses show that the beginning of the reforms is related to ‘massive political failure’ while further reforms are a result of rational learning by different actors (large parties, small parties, non-governmental actors) depending on different means of reform. Based on these results we forecast a continuation of the reforms in the next years leading to a convergence of citizen-oriented local government all over Germany.  相似文献

In recent times non-governmental organisations (NGOs) in Bangladesh have witnessed massive growth in size, budget and scale of operations. They enjoy growing support from international donors and operate outside the direct control of the government. Their handling of the massive funds aside, increasing involvement of NGOs in economic, social and at times political spheres has given rise to widespread concerns about their accountability including their relationships with the government, donors and the community. This article examines and analyses various dimensions of NGO accountability in Bangladesh. Drawing on evidence from the Grameen Bank and the Bangladesh Rural Advancement Committee (BRAC)—two of Bangladesh's largest and the most successful NGOs—the paper argues that NGO accountability in Bangladesh has been more rhetorical than real. It shows that while formal accountability measures are in place, they suffer from a range of inadequacies and shortcomings. Consequently NGO accountability has remained weak and ineffective in relation to major agents such as the government, donors and the clients. The article further shows that some of the recent developments, such as the proliferation of NGO operations, government organisation (GO)–NGO collaboration and the growing involvement of NGOs in commercial activities, have imposed further limitations on their accountability to key stakeholders.  相似文献

This paper examines why the Singapore developmental state, unlike the other East Asian developmental states, has shown no signs of devolving but instead appears to be strengthening its position within society by embarking upon several ‘post-industrial’ economic programmes. By utilising a class relations perspective, the paper argues that the resilience of the Singapore developmental state results from the continued weakness of the domestic capitalist class as well as from the state's collaboration with transnational capital and government-linked corporations. At the same time the working class has continuously been ‘incorporated’ by the state. To illustrate these processes, the paper examines Singapore's Biomedical Sciences Initiative, and the Work Restructuring Scheme, which have reinforced the supremacy of the Singapore developmental state, particularly in the economic sphere. The paper concludes that developmental states need not necessarily devolve, if they can continue to provide economic growth as well as to carefully ‘manage’ class relations in society.  相似文献

For decades, research on democracy has produced evidence that the peoples of countries in Central Europe are less satisfied with the way democracy works in their countries than people in Western Europe. Using the data from the European Social Survey (ESS) I explore, how satisfaction with the way democracy works (SWD) changed in these countries between 2004 and 2014 and test the impact of satisfaction with the present state of the economy and trust in parliament on SWD. Results of the analysis reveal that people in Central Europe are still less satisfied with the democratic performance on average than people in Western Europe, but their satisfaction is on the rise especially in countries where the economy performs well, economic performance brings better standard of living, and people share a sense of economic optimism. Results also suggest that in countries where economic optimism is low, political evaluations of “crises in democracy” may play a larger role in explaining satisfaction with democratic performance.  相似文献

The Nordic countries are known for their well-functioning public administrations. In indices measuring control of corruption and the quality of the rule of law, they frequently occupy top positions. However, as we demonstrate in this article, a country's top position in comparative indices does not automatically imply that citizens view the state of affairs in the same way as depicted by experts. The observation is in no way trivial: Drawing on theories of procedural fairness, we go on to show—statistically, using individual level data—that widespread public perceptions about the unfairness of civil servants may have a negative effect on the legitimacy of the political system even in so-called high-trust and “least corrupt” settings such as the Nordic ones.  相似文献

This article examines the recent emergence and growth of grassroots social movements in Armenia which are locally known as ‘civic initiatives’. It considers what their emergence tells us about the development of civil society and the changing understandings and practices of citizenship in Armenia in the post-Soviet period. It analyses why civic initiatives explicitly reject and distance themselves from formal, professionalised NGOs and what new models of civic activism and citizenship they have introduced. It argues that civic initiatives embrace a more political understanding of civil society than that which was introduced by Western donors in the 1990s.  相似文献

The growth in evaluation practice has not always gone hand in hand with an increase in the actual quality of these evaluations. This article addresses this concern, by examining the factors that explain organizational variety in the application of evaluation quality assurance measures. We present the results of an analysis of 18 Flemish (Belgian) public sector organizations. To unravel different explanatory trajectories, we combine two comparative methods that rely on Boolean analysis: the most similar different outcome/most different similar outcome technique on the one hand, and crisp set qualitative comparative analysis on the other hand.  相似文献

In this paper we present a secondary analysis of a survey of Alabama residents. The focus of that survey was individual attitudes toward a variety of policy areas, five of which could reasonably be administered at either the state or national level. Rather than simply asking what level of government should have responsibility, we asked respondents to construct national and state budgets which might, or might not, include appropriations for these and other policy areas. In general, individuals allocated funds to each policy area at both the state and national level. This means either that most citizens favor cooperative federalism, or more likely, people are primarily interested in seeing that certain programs are funded and do not much care what level of government administers a policy area. This latter interpretation is supported by the fact that no theory taken from the current fed-eralism literature is able to explain individual attitudes toward federalism as measured by these budget allocations. Most people simply do not have very strong feelings about which level of government should be responsible for any given program.  相似文献

This paper asks whether citizens judge public administration to be trustworthy using different criteria from other political institutions. Using survey data, we estimate ordered logistic and multivariate regressions to compare the determinants of trust in six different political-administrative institutions. Findings show that social trust, political interest, as well as other individual characteristics, have very similar effects on trust regardless of the institution. The evidence shows that people who are older and more educated, interested in politics, and employed in the public sector, are only slightly more likely to make some sort of distinction. Implications for non-discriminant judgement mechanisms are discussed.  相似文献

The empirical association between telework and work effort, as well as how this relationship is mediated by role clarity and job satisfaction, is lacking in the literature. As a consequence, the direct and indirect impact of telework on work effort in U.S. federal government agencies was examined in the article. Results indicate that telework was inversely related to work effort. Moreover, role clarity and job satisfaction did not mediate the relationship between telework and work effort. The implications these results have for theory and practice are thoroughly discussed in the article.  相似文献

This paper offers new evidence regarding the impact of public spending on the supply of leisure services on citizens’ spare-time quality of life. Using data from 103 Italian capital municipalities covering the period 2007–2010, the analysis revealed that public spending on leisure impacted spare-time quality of life in various ways, depending on the category of spending. Spending for tourism essentially followed an upward path, linearly enhancing citizens’ spare-time quality of life. Surprisingly, municipalities’ spending on sport- and culture-related services had a non-linear impact. Hence, spending on sports within a maximum threshold reveals a positive impact on spare-time quality of life, whereas passing over a minimum level of public spending for culture-related projects had a positive effect. This paper provides helpful suggestions for policymakers who approach decisions that address whether it is worth spending on leisure, which is typically a non-basic need but one that must be properly satisfied by municipalities in today’s service-based society.  相似文献

Each terrorist organization faces a critical tradeoff between effectively managing the organization's violent behavior while remaining secure from counterterrorism efforts. Drawing on organization theory and terrorism literature, this article develops theoretical linkages between the organizational design of a terrorist group and this critical tradeoff. It considers the impact of four key design parameters: membership, operational space and time, formalization, and centralization. The first two structural parameters construct the physical anatomy of a terrorist organization. The latter two structuring parameters prescribe or restrict the behavior within this organizational context. Net advantages by means of rising structural design parameter values are increasingly offset by the organizational strength and security vulnerabilities that inherently follow from the rising structuring parameters.  相似文献

Abstract

The general tendency for states in South East Asia is to claim exclusive rights over natural resources at the cost of impoverishing the people who depend on them for subsistence. However, contrary to what one might expect, the government of Cambodia initiated unconventional intervention: it cancelled the fishing lots system, the de facto property rights that had granted exclusive access to certain aquatic resources to licence holders. These interventions, focused on Cambodia’s largest lake, question the rationale behind such state measures to forfeit control. This paper demonstrates that political interests such as garnering election votes and circumventing certain bureaucratic agencies explain this radical shift in policy. Opening up previously exclusive lot areas to the communities won immediate support from the poor fishermen. However, now that the lake is under a more diverse, if obscure, system of governance managed by multiple agencies, the environmental and social consequences of the policy shift deserve a fuller examination.  相似文献

Whereas it is assumed that involving users in the delivery of public services yields more positive evaluations of those services, this study shows that levels of satisfaction and trust are not necessarily positively affected by such user co-production. An experimental vignette design among students (n = 174) is used to analyze the differences concerning trust and satisfaction between co-produced and non-co-produced public services. In some cases, the results suggest, co-production actually leads to less satisfaction and trust. This might be explained by the self-serving bias, which states that co-producers take credit for success but blame service providers for failure.  相似文献
