ABSTRACT

The purpose of this pilot study was to explore language dominance and English language literacy, and examine the effects of an intervention focused on facilitating English language acquisition among Dominican children. Eighteen first and second generation Dominican children, ages 7–11, participated in a school based after school literacy language immersion program. Following participation in the literacy language immersion intervention, participants demonstrated an increase in school satisfaction and improvements in English literacy levels. This article makes recommendations for the provision of school-based programs that focus on the specific needs of Latino students associated with Spanish language dominance.  相似文献

Based on reports on selected parliamentary by-elections from 2009 to 2015 and two presidential elections in 2011 and 2015 in Zambia, this paper examines the political rhetoric to determine the presence and nature of clientelism in Zambian electoral campaigns. Zambia’s three leading newspapers, The Post, Times of Zambia and Zambia Daily Mail, were searched for reports of electoral campaigns. In total, 605 issues of each of the three newspapers spanning a period of 20 months were used. The paper concludes that a blend of vote buying and turnout buying were more evident in the campaign rhetoric in parliamentary by-elections than the presidential elections. Further, the ruling parties extended their clientelistic rhetoric to include perverse accountability.  相似文献

I examine teenage pregnancy in Ghana, focusing on the role and interplay of Ghanaian and English reading skills, formal educational attainment, and adult literacy programme participation. Pursuing several alternative identification strategies three main results are established. First, I confirm the finding from previous studies that educational attainment is negatively related to teenage pregnancy. Second, however, once Ghanaian and English reading skills are introduced, the association between educational attainment and teenage pregnancy decreases or disappears altogether. Third, for the girls who have not completed primary school, adult literacy programme participation is associated with a much lower probability of experiencing a teenage pregnancy.

This study focuses on the role of entrepreneurs in the private sector in sub‐Saharan Africa. Using data from the Regional Program on Enterprise Development (RPED) and controlling for various factors, our analysis compares growth rates of indigenously owned African firms with firms owned by entrepreneurs of Asian or European descent, in Kenya, Zambia, Zimbabwe, and Tanzania. We find that after controlling for firm size and age, various entrepreneurial characteristics, and sector and country differences, minority (or non‐indigenous) entrepreneur firms start out larger and grow significantly faster than indigenously‐owned African firms. Our results are consistent with theories that argue that informational and financial networks created by minority entrepreneurs provide access to credit, information, and technology for members of these networks. We also find that within indigenously‐owned African firms, entrepreneurs with secondary and/or university education realise a higher rate of growth; access to education presumably enables indigenous African entrepreneurs to develop managerial skills that serve as a substitute for the informational and financial networks created by minority entrepreneurs.  相似文献

In order to determine the extent to which regional training in management would serve their own diverse national needs, nine African countries with different colonial, economic. political, and economic traditions sponsored a large-scale restarch project .to identify. common behavioral characteristics in the vublic, private. and amstatal sectors. The theory was that if there was a sufficient body of ;cbuind.thtoighout the region, it would be possible to adopt standard training and selection procedures and use similar approaches in improving organizational designs. The theory posited further that comparative studies conducted in sufficient depth could separate the unique from the common elements of managerial behavior and contribute to the desirn of national as well as reeional training systems. Studies conducted with these ends in mind were also expected distinguish between behavioral differences that were associated with the political and cultural context or organizational setting, and those reflecting individual characteristics. The study proceded by gathering reports of “management events” that reflected both “effective” and “ineffective” behavior on the part of administrators in the public, private, and “semi-public” sectors, including government agencies, large industrial corporations, and parastatals or public enterprises. When nearly 2,000 such events wen coded, it became possible to identify Ntecn clearly distinguishable skills that ranked at the top in frequency of use in all threz sectors. In the African context, it was hund certain skills such as the motivation of employees, the interpretation and avvlication of conventional rules and remhtions involving honnel-administration; -and interpasonal skills were more inportant than technical knowledge or the general administrative techniques commonlv taught in academic curricula. The intensity with which these skills an used, however, was found to be different across countries. Motivational issues an involved much mare frequently in Botswana, Lesotho, Swaziland, and Zambia, for example, than in Tanzania ar Angola Writing skills headed the list in Tanzania but no other country. In the private sector, tcchnical skills were more in demand than motivational skills. Knowledge of procedures was far more important in the public than the parastatal or private sectors. When the results were coded by level of management, however, the dominance of motivational issues was universal. On the other hand, senior managers wae more concerned with negotiations and financial management than were their junior colleagues. Among the general skills least frequently encounted were impact analysis and evaluation, program analysis, computational skills, economic analysis, and Community relations. Among all skills coded in the sample, the worst perfonname was in the field of bureaucratic politics, in which 97% of the incidents were presented as examples of “ineffective performance.” These mults con- the possibility of identifying a common core of skills required by private and public managers, but they also suggest the need for careful adaptation of curricula to emphasize known organizational and national contexts, and they suggest as well a wcedure that can be followed m designing such adaptations. They do not confirm the expectation that private managers are better motivated than public administrators in the African context or that their personal qualities are vay different The major differences appear to be in the technical requirements of their positions, including accounting and writine skills. An isnuortarit caution needs to be observed in the application of the techniiue used in this study: the data do not disclose what skills might have improved performance if they had been present, and they do not predict future needs.  相似文献

Whilst corporate social responsibility is now part and parcel of many multinational mining operations, and a ‘sustainable mining’ narrative a fundamental part of their public persona, companies still struggle to provide secure, long-term livelihoods for either locals or the swathe of migrants mining attracts. Minimal opportunities in the formal sector leave migrants in particular engaging in informal and illegal activities that offer poor livelihood security. In this paper we examine these activities in northern Zambia’s emerald mines to highlight some of the issues and barriers to sustainable development that exist across mining zones. We conclude that livelihood choices are not augmented by a so-called ‘sustainable mining’ approach that fails to engage all sectors of the population. We show the numerous challenges faced by migrants in this part of Zambia to accentuate the factors that need to be addressed before favourable environments for fostering sustainable mining might be achieved.  相似文献

This article examines the ways that pastors have mobilised their religious followers to address the issue of HIV and AIDS in Ghana and Zambia. The work argues that successful pastors have utilised church organisational structures to support and empower their activities, they have framed HIV and AIDS mobilisation messages in a way that is acceptable to their congregants and to their broader societies, and they have capitalised on changing political opportunities, particularly those opportunities for collaboration with external actors such as donors and Western churches. The work situates the analysis in Zambia and Ghana, two countries that contrast in their HIV prevalence rates and the amount of donor attention and funding they have received for combating HIV and AIDS. The article asserts that while pastors have agency in the social mobilisation process, they are also affected by the broader social and cultural contexts in which they operate.  相似文献

ABSTRACT

This study examines the level of financial literacy, financial behaviour and retirement planning behaviour and its dynamics among Malaysian government officers involving 320 employees working in the federal government administrative centre in Putrajaya and Kuala Lumpur using a questionnaire. Findings show high level of financial literacy, good financial behaviour but a mediocre in retirement planning behaviour, and only education and personal income positively influence financial literacy. Age and gender of officers do not influence financial literacy. Furthermore, financial literacy does not correlate with retirement planning and neither does it mediate the relationship between financial behaviour and retirement planning.  相似文献

The vast majority of tests of major criminological theories have been conducted on youths in school settings. Following Hagan and McCarthy’s (1997) admonition to engage in “street criminology,” the current study surveyed 254 juveniles drawn mainly from impoverished neighborhoods in Uruguay, who were either confined or in an alternative justice program. Due to limited literacy skills, all youths were interviewed regarding theoretical measures and their delinquent involvement. The results revealed that self-control was unrelated to delinquency in this sample. By contrast, social learning factors and stressful life events were found to increase delinquent participation. The results suggest that the effects of the field’s core theories are general, accounting for as much or more variation in the sample of street youths as among youths attending conventional U.S. schools. The policy implications of the findings are explored.  相似文献

This article sheds light on the literacy-education mechanism by which the literacy programs of the Chinese Communist Party (CCP) were able to mobilize villagers during the Jiangxi Soviet period (1931–1934). Beginning in the late 1920s and continuing throughout the Jiangxi period, the CCP gave substantial attention to literacy education. Based on political documents and published literacy primers, this article explores the CCP's notion of what was possible and desirable with respect to the way the party and villagers would participate in political life. The Jiangxi Soviet conceived of literacy education within the context of military and political struggle against the Nationalists. Literacy education in this period reflected the party's desire to socialize villagers into its revolution, equipping them with a class-centered worldview and transforming them into Communist comrades. Meanwhile, owing to the modernization ideology of literacy formed around the turn of the twentieth century in China, literacy education also served as the legitimating symbol for the soviet government's rule nationwide.  相似文献

The central theme of this article is that we have not adequately addressed the question of teaching management. The academic community has done a better job of preparing persons for technical/professional positions in personnel, budgeting and policy analysis. This failure to address the problem of teaching management leaves students (particularly mid-career students) without a foundation for understanding their role as managers. Given that so many MPA students aspire to be managers, it is time we faced this failure and sought means to correct it.

The article suggests a framework to understand and promote public management education. The central argument is to direct management education toward those factors which reflect the public values which underlie the concept of governance. Toward that end public management education must reflect three elements:

1) the political and ethical foundations of publicness,

2) the examination of the practice of management in public organizations, and

3) the skills needed to accomplish the task of management.

An MPA program should reflect all three of these elements if it is to provide an adequate management education. Nevertheless, it must also be recognized that career-long learning is the ultimate goal. Further, management education is but one task of an MPA program. The development of technical competencies in the other aspects of government, such as in budgeting and policy analysis are similarly important goals for MPA programs. A curriculum that accommodates both the management skills and technical competencies needs of students should be our goal.  相似文献

Peace education provides for the development of knowledge, skills, and dispositions appropriate to effective peacebuilding. Therefore, the development of curriculum in degree programs which builds bridges by which students in conflict resolution/peace studies classrooms may cross over to the field of conflict transformation and peacebuilding may properly be thought of as within the sphere of peace education. This paper describes an emerging theory of change in the context of the peace education offered by a graduate and undergraduate program of conflict resolution. It is argued that employability exists at the nexus of student skills and attributes, and the demands of a labor market which a partnership between experienced practitioners and academics has a responsibility to inform and shape through outreach, education, practice, evaluation, research, and publication.  相似文献

This paper examines the growing trend of monetarised transactions of customary land in Zambia, and the impact of these dealings on customary land practices and norms. While transactions of customary land involving money are not a new phenomenon in many parts of Africa, including Zambia, the growing demand for land, especially in areas where land shortages are emerging, has led to a steady growth in these transactions, with the practice becoming more widespread. In the Zambian context, this is directly linked to the policy that allows customary land to be converted into leasehold tenure. Local elites, urban dwellers, and foreign investors are taking this opportunity to acquire customary land which they then convert to leasehold tenure. However, while these dealings have some features of a conventional market, they are, at the same time, bound up in local customary land norms. Although such transactions have been reported widely in the literature, there has been little analysis of their nature and the impact this is having on traditional land practices and norms. Drawing mainly from qualitative data, this paper examines the nature of these transactions and the effects they are having on customary land relations, practices and norms.  相似文献

This article is based on the premise that organizations are in dire need of transformational leaders who will imbue them with the values and practices necessary to survive and grow in the 21st century. Unfortunately, our educational system is not doing very much to prepare our students to successfully perform this transformational role. We suggest that the reason for this deficiency lies in the fact that too many faculty practice traditional bureaucratic pedagogies which neither models nor develops the values and skills students need to become transformational leaders. Furthermore, the extensive use of these practices serves to limit student involvement in the teaching-learning process and decreases student motivation to perform high quality work. Therefore, this article will discuss how faculty can model transformational leadership by empowering their students. We have found that this approach creates stimulating classes which increase student feelings of ownership, self-efficacy, and motivation. Moreover this experience helps prepare students to be the transformational leaders our world so desperately needs.  相似文献

This comparative study of the determinants of family planning policy initiation and implementation focuses on four pairs of countries: Zambia/Zimbabwe, Algeria/Tunisia, Pakistan/Bangladesh, and Philippines/Thailand. The conclusion is drawn that global efforts had an influence on national policy makers and on putting family planning issues on the policy agenda. Global impacts were affected by national economic and social conditions and the broader political and economic relations with Western countries. The absolute level of economic development was found to be unrelated to the timing of initiation of family planning on national policy agendas. Stronger national family planning programs occurred in countries where policy makers linked economic development at whatever level with the need to limit population growth. Pakistan and Thailand in the 1960s illustrated this commitment to family planning programs, and Zambia and Algeria illustrated the lack of connection between development and population growth at the policy level and the lack of family planning on the policy agenda. Affiliation with the West during the 1960s meant early initiation of family planning in Pakistan/Bangladesh and Philippines/Thailand. Stronger commitment to program implementation occurred only in Thailand during the 1970s and Zimbabwe during the 1980s. Commitment lessened in the Philippines and Pakistan. Program implementation and national support of family planning were viewed as also dependent upon domestic factors, such as sufficient resources. Algeria/Tunisia and Zambia/Zimbabwe were countries that promoted family planning only after national political ideology shifted and anti-imperialist sentiments subsided. The impact of the international Cairo conference on these countries was minimal in terms of policy change. Most of the countries however desired greater support from donors. Even objections from the Vatican and internal domestic pressures were insufficient to prevent countries such as the Philippines and Pakistan from supporting the Cairo Plan of Action and a family planning and reproductive health agenda. Bangladesh and Pakistan are given as examples of countries where differences in the focus of foreign aid impacted on the national support for social services.  相似文献

According to national and international guidelines, schools should promote historical thinking and foster moral values. Scholars have debated, but not analysed in depth in practice, whether history education can and should hold a normative dimension. This study analyses current human rights education in two Swedish senior high school groups, in classes meant to promote what has been described as conflicting ideals of historical thinking and empathy as caring. Content analysis of students’ exam essays shows intertwined relationships between critical thinking and judgements. The results also highlight how students care that people are treated unjustly; can identify different perspectives; link the past to the present and the future; and use corroboration of information to get the best grade. This analysis shows that the students focus on historical empathy as caring rather than sourcing and corroboration. However, all students combine normative judgements with the complicated act of more neutral perspective recognition in their papers. Evidently, students may combine historical thinking and empathy as caring in line with recommendations of international understanding when they write history about indigenous peoples’ human rights. These findings are significant to all researchers, teachers and decision-makers interested in furthering analytical skills or moral values in education.  相似文献

This article seeks to contribute to recent debates on the link between political settlements and state building. It proposes a theoretical framework that centres on the alternative concept of ‘elite bargain’ and suggests that inclusive elite bargains can be expected to facilitate both peace and economic development. Yet a detailed case study of elite bargains in Zambia shows that all good things do not always go together. While inclusive elite bargains have indeed helped to avoid civil war, they have often constrained economic development—a dilemma of unproductive peace.  相似文献

This case study from Eastern Zambia challenges the thesis that after independence an elite of privileged farmers entrenched itself through domination of the local political arena and a coalition with the civil service. It argues that such a view may be a reification due to misplaced assumptions about historical continuity and the uniformity of social behaviour; a lack of attention to the actual operation of government departments at the lowest levels; and neglect of how people construct ways of life on the basis of different interpretations of the world.  相似文献

We discuss the political economic development of Romania since 1989, with a focus on the evolution of higher education (HE). First, we place this evolution in the context of demand for HE by prospective students and employers, focusing on the low demand for skills in the MNC-dominated Romanian economy. Second, we provide empirical insight on indicators of quality, enrolment, and funding as key features of the HE system. We argue that Romania has evolved into a dependent market economy entrenched in a low-skills equilibrium, and that the weakness of the HE system is a key element in this process.  相似文献
