In his influential indictment of the Great Society, Charles Murray focused upon young black males being unemployed as the result of government programs. He is correct in stating that the employment problems of young black males have worsened since 1965 but wrong in asserting that older black males and white males had no employment problems. Labor force participation for all males has dropped since 1965. The employment problems of young black males resulted from sweeping changes in the job market and, secondarily, the revolution in female employment. Blue-collar jobs and full-time jobs are a smaller portion of the job market, while white collar and part-time jobs have increased substantially. Women have obtained a far higher proportion of all jobs than ever before, and sometimes in occupational categories dominated by males. Both the restructured job market and the competition of men and women for jobs, issues ignored by, Murray, raise painful policy dilemmas. To what extent should a politically powerless group like young black males be directly assisted in their employment struggles? To what extent should they be encouraged to migrate or secure further education? To what extent should women's employment be publicly supported through programs such as day care?  相似文献

Scholars of representative bureaucracy have long been interested in the linkage between passive representation in public agencies and the pursuit of specific policies designed to benefit minority groups. Research in this area suggests that the structural characteristics of those organizations, the external political environment, and the perceptions of individual bureaucrats each help to facilitate that relationship. Work to date has not, however, sufficiently investigated the impact of region on representation behavior, which is surprising given the emphasis that it receives in the broader literature on race and politics. Drawing on that literature, this study argues that, for black bureaucrats, region of residence is an important moderator of active representation because it helps to determine the salience of race as an issue and the degree of identification with racial group interests. It tests hypotheses related to that general argument in a nationally representative sample of more than 3,000 public schools. The results suggest that black teachers produce greater benefits for black students in the South, relative to other regions. A supplementary analysis also confirms the theoretical supposition that race is a more salient issue for Southern black bureaucrats, when compared with their non-Southern counterparts.  相似文献

Previous research on racial differences in group affiliation and activism examines the role of organizational involvement both as a form of social participation and as an independent predictor of political participation. This study is based on data from a national sample of the 1987 adult population that replicated the basic measures of social and political participation from Verba and Nie’s classic study. We separate our respondents into homogeneous racial groups and specify organizational participation by type of association to determine which group joins what organization and the relevance of such patterns for involvement in the polity. Although our findings only provide mixed support for the claim advanced by other scholars that Blacks’ social activity exceeds or equals that of Whites once controls for sociodemographic status are taken into consideration, these results provide clear evidence that Black and White organizations differ in their capacity to motivate their members for political activity.  相似文献

The drawing of congressional district lines can significantly reduce political participation in U.S. House elections, according to recent work. But such studies have failed to explain which citizens’ voting rates are most susceptible to the dislocating effects of redistricting and whether the findings are generalizable to a variety of political contexts. Building on this nascent literature and work on black political participation, we show that redistricting's negative effects on participation—measured by voter roll‐off in U.S. House elections—are generally strongest among African Americans, but that black voters can be mobilized when they are redrawn into a black representative's congressional district. Our findings, based on data from 11 postredistricting elections in five states from 1992 through 2006, both expand the empirical scope of previous work and suggest that redistricting plays a previously hidden role in affecting black participation in congressional contests.  相似文献

Despite wide scholarly interest in the Voting Rights Act, surprisingly little is known about how its specific provisions affected Black political representation. In this article, we draw on theories of electoral accountability to evaluate the effect of Section 5 of the Voting Rights Act, the preclearance provision, on the representation of Black interests in the 86th to 105th congresses. We find that members of Congress who represented jurisdictions subject to the preclearance requirement were substantially more supportive of civil rights–related legislation than legislators who did not represent covered jurisdictions. Moreover, we report that the effects were stronger when Black voters composed larger portions of the electorate and in more competitive districts. This result is robust to a wide range of model specifications and empirical strategies, and it persists over the entire time period under study. Our findings have especially important implications given the Supreme Court's recent decision in Shelby County v. Holder.  相似文献

The conventional wisdom in public opinion research suggests that the white public views government spending as a single race-coded issue. This article develops an alternative theory that rests on two propositions. First, the white public sees government spending not as a single issue, but rather, as two distinct issues: spending on the deserving poor and spending on the undeserving poor. Second, political sophistication strengthens the impact racial stereotypes have on attitudes toward spending on the undeserving poor, and it does not affect the relationship between stereotypes and attitudes toward spending on the deserving poor. These hypotheses are tested using data from the 1996 and 1992 NES surveys. The empirical results provide strong support for both propositions.  相似文献

This article explores the impact of the race of individual clients and of the local racial context on the implementation of sanctions for recipients of Temporary Assistance for Needy Families (TANF) in a Midwestern state. We find that although nonwhites are sanctioned at lower rates than whites overall, nonwhites are sanctioned more compared to whites in each local area. This paradox occurs because nonwhites tend to live in areas with lower sanction rates. Consistent with the literature on race and policy, we find that sanction rates increase as the nonwhite population increases until a threshold is reached where nonwhites gain political power .  相似文献

Racial disparities in the criminal justice system are profound and well documented. A range of scholarship has examined these trends to assess the degree to which they result from biased decision making at various levels of the justice system. Also key to understanding the origin of these disparities is an analysis of the race and class determinants of criminal justice policy. This can be seen most clearly in the development of drug policy, but also in the means by which policy choices in law enforcement, prosecution, and sentencing are formulated. To the extent that crime is perceived as a “black problem,” the means by which the problem is addressed and the resulting punitiveness of the approach serve to exacerbate societal inequalities.  相似文献
