This case study reviews the enactment and implementation of the National Security Personnel System (NSPS) in the U.S. Department of Defense. Proponents of reform seized the opportunity to enact reform in the aftermath of 9/11, basing their arguments on national security concerns. However, the policy‐making process did not produce a consensus for reform among key stakeholders in the personnel management policy community. Instead, the NSPS angered and alienated the Office of Personnel Management, the public employee unions, and a number of congressional Democrats. Implementation of the NSPS became problematic as Defense Department officials attempted to move quickly and independently to get the new system online, eventually forcing the department to put the system on hold. In the end, Congress imposed limits on its implementation, advocates for the system disappeared, and a new president supported the repeal of NSPS. This case provides useful insights into the formulation of future strategies for personnel management reform.  相似文献

What determines party positions on issues of economic governance? Most previous research has pointed either to the presumed material interests of the parties' clienteles, or to the political institutions that shape electoral competition. Both approaches do well in explaining cross-national variation, but neither can adequately account for changes over time. This article documents German Social Democrats' policy preferences and the underlying discourse on organised capitalism from 1880 onward to highlight the crucial role of historical context. The interests reflected in party positions cannot simply be read off the material environment. Instead, as suggested by constructivist work on preference formation, they depend on theories regarding the causal effect of alterative policy measures. Following Peter Hall, we treat the evolution of such theories as a ‘process structured in space and time’, by illustrating how ‘context factors’ affect the relative salience of the multiple considerations pertaining to organised capital.  相似文献

Despite its worthy motives, social market philosophy provides neither a useful analytical framework for understanding modern capitalism, nor the policy tools to address our present economic and social predicament. The concept of ‘market failure’, with its underlying assumption of market equilibrium, does not capture the systemically adverse outcomes of collective market forces. A more sophisticated understanding of capitalist economies, and the societies in which they exist, would recognise that the market economy is a dynamic but not self‐regulating system. It is embedded in, and impacts on, four other economies – of the natural environment, of family and care, of voluntary association, and of the public sector – which operate under different motivations and allocative principles. The role of government is central, to balance the values created by different kinds of institutions and to constrain the dynamic impacts of market forces. A number of policy conclusions are offered arising from this framework.  相似文献

This article develops a political understanding of the money-form, its relation to value, to society, and to the state. It argues that the value of assets is based on societal relations. These value relations are expressed in a general measure of value – money. Money serves as the equivalent for all asset values. This general equivalent is conceptualized as a master signifier. Based on Laclau’s political theory and theories of International Political Economy, the article argues that it is the master signifier, which not only defines the assets’ value relations, but also constitutes the assets by assigning value. It follows that the value of an asset can only be determined when it can be expressed in money, and that asset values can only be made comparable when they can be related to this general money-form. Furthermore, the transition from a specific object or credit to the money-form is theorized as a political process. Money ultimately represents a specific political relationship resulting from hegemonic struggles. To conceptualize money as a master signifier makes it possible to understand money not as a neutral measure of abstract value but as a general measure of value relations resulting from political processes and social struggles.  相似文献

The purpose of this article is to answer the following question: When did Swedish bureaucracy arise? That is, to determine a point in time when the organizational technology that Weber called bureaucracy became dominant in the process of Swedish state formation, as well as when bureaucracy finally replaced the feudal form of government based on the authority of nobility and the hierarchical ties of individual loyalties. The importance of this question relates to the debate on the sequential logic of economic and political development. The change from an aristocratic/particularistic to a bureaucratic/universal state apparatus can be understood as a change from despotic to infrastructural state power. Most empirical material indicates that, in terms of institutional structure, the transition to a bureaucratic administration started in the 1850s. Contrary to what most Swedish historians have argued, the Swedish state remained feudal and particularistic all they way up to the mid-19th century. If any particular decade is key to this transformation, it would be the 1870s. By then the last of the noble privileges had disappeared, a uniform salary system had been introduced, and the various state apparatuses had begun reorganizing toward a higher level of efficiency and rationality.  相似文献

This article examines the role played by varieties of capitalism in the euro crisis, considering the origins of the crisis, its progression, and the response to it. Deficiencies in the institutional arrangements governing the single currency are linked to economic doctrines of the 1990s. The roots of the crisis are linked to institutional asymmetries between political economies. Northern European economies equipped to operate export-led growth models suitable for success within a monetary union are joined to southern economies whose demand-led growth models were difficult to operate successfully without the capacity to devalue. The response to a tripartite crisis of confidence, debt, and growth is explained in terms of the interaction of institutions, interests, and ideas, and its importance for the future of European integration is explored.  相似文献

Post-work politics, with a focus on universal basic income, rather than an agenda of saving jobs and improving the quality of work, has been a growth area on the left. This article challenges the views of proponents that their claims are ‘on trend' with developments in markets and technology. It does so by examining two supposed ‘tipping points' concerning crises in the production of value in capitalism and in the availability of and attachment to work. Through a rigorous examination of available evidence, the article demonstrates that the stories contained in post-work discourses about business models, technologies, labour markets and workers are not empirically sustainable. Suggestions are then made about what more credible accounts of actually existing capital, technology and labour might look like, and what the direction of alternative, progressive policy agendas might be.  相似文献

This is an overview of a symposium on degrowth centred on Giorgos Kallis’ call for a socialism without growth, which insists on the need to be mindful of throughputs and the ecological consequences of any socialist project. Summarising and critically evaluating the various positions expressed by all the symposium participants, we find that Kallis’ ideas can be promising in drawing closer different Green Left perspectives, including ecosocialist, ecofeminist, and eco-Marxist. This complementarity is possible provided that degrowth proponents clearly align themselves politically on the side of the broad anti-capitalist Left and that the critiques expressed by the other symposium participants-especially with respect to Indigenous Peoples’ worldviews and practices and the dynamics that subtend the capitalist mode of production—become essential to degrowth platforms. We find already enough overlap among the diverse leftist positions represented in this Symposium for, at a minimum, continuing dialogue and, hopefully, politically beneficial mutual transformation and unification.  相似文献

In a continuation of his earlier work on the history and structure of psychiatry and psychoanalysis Bercherie examines Frued's views on epistemology and then identifies the presence of four metapsychological models in his writings. The models are then related to the four major currents in post-Freudian psychoanalysis: Kleinian analysis, ego-psychology, Lacanianism and the more diffuse ‘marginal’ current. He ends by expressing the hope that the prevailing climate of theoretical dogmatism will give way to a new spirit of synthesis and tolerance which will lead to major developments in both the theory and the practice of psychoanalysis.  相似文献

To better account for deepening global inequalities, political theory could greatly enhance empirical and normative work by answering a fundamental question: What is profit? When engaging political‐economic questions, however, theorists often begin thinking from the concept of private property. This, I argue, has obscured the central role of profit as an organizing category for capitalist societies since the eighteenth century. Grounded in the dynamic and uncertain processes of production and accumulation, profit displaces the proprietary citizen and subject of natural rights and gives rise to new social protagonists, who lay claim to increasingly asymmetric rewards. In particular, the article calls attention to a dangerous contemporary sensibility, which sees profit as inherently unlimited. As a viable, robust alternative, it presents Adam Smith's idea of profit as a regular, uniform rate that acts as a productive constraint on business activity, shapes character, and safeguards against risk by widely distributing its costs.  相似文献
