During the last 30 years, many public administration reforms promoted by New Public Management have been undertaken. These reforms have spread to Latin‐American countries and include changes in governmental accounting systems, where the implementation of International Public Sector Accounting Standards (IPSASs) has been a stimulus for modernization. This article aims to clarify the situation of IPSASs implementation in the Latin‐American context as well as the stimuli for and effects of their implementation. The analysis shows that there is an emerging international trend to adopt IPSASs in Latin‐American countries although at the same time, there are evident obstacles to achieving reform goals. In Colombia, reforms are still underway, and the usefulness of IPSASs to improve decision‐making at an organisational level cannot be evaluated. Meanwhile, in Peru, the modernization is more rhetorical than real, and many efforts remain to be made for the effective implementation. Copyright © 2016 John Wiley & Sons, Ltd.  相似文献

The Maltese public service is currently undergoing major organisational changes to enhance its efficiency and effectiveness in its service delivery. The great majority of these changes have focussed on re‐organising the macro‐level, namely strategy, processes and structures. This is not an easy feat as local external power forces leave their impact in the process. It is argued, however, that one way to circumvent these resisting forces is to empower the real agents of change: the administrators of the public service. For some reason, the micro‐level has been neglected and has been generally absent from the agenda of the major change programme with a few exceptions. This article throws light on this level by proposing an intrapersonal, psychological and pedagogical model for change that may complement and accompany the larger macro changes. The authors suggest that the model can be developed in a practical way to motivate change from within the person and not just push change around the person. How does international migration impact the composition of the demos? Constitutional doctrines and democratic theories suggest contrasting responses: an insular one excludes both non‐citizen immigrants and citizen‐emigrants; a deterritorialised one includes all citizens wherever they reside; a postnational one includes all residents and only these. This article argues that none of these predicted responses represents the dominant pattern of democratic adaptation, which is instead a level‐specific expansion of the national franchise to include non‐resident citizens and of the local franchise to include non‐citizen residents. This is demonstrated by analysing an original dataset on voting rights in 31 European and 22 American countries, and outlining a level‐sensitive normative theory of citizenship that provides support for this pattern as well as a critical benchmark for current franchise policies. The findings can be summarised in two inductive generalisations: (1) Voting rights today no longer depend on residence at the national level and on citizenship of the respective state at the local level; (2) Voting rights do, however, generally depend on citizenship of the respective state at the national level and on residence at the local level. In the article, these are called the patterns of franchise ‘expansion’ and ‘containment’. The former supports the idea of widespread level‐specific expansion of the franchise and refutes the insular view of the demos. The latter signals corresponding level‐specific restrictions, which defeats over‐generalised versions of deterritorialised or postnational conceptions of the demos. In order to test how robust this finding is, cases are analysed where the dominant patterns of expansion have been resisted and where unexpected expansion has occurred. With regard to the former, the article identifies constitutional and political obstacles to voting rights expansion in particular countries. With regard to the latter, the article shows that even where national voting rights have been extended to non‐citizen residents, containment remains strong through indirect links to citizenship.  相似文献

While many aspects of the dramatic shifts caused by digital government have made enormous progress, the leadership of those who serve the public via electronic means has yet to take a significant step forward. This article addresses three questions: How significant has e‐leadership become? What are the challenges in trying to create a more comprehensive model of defining and measuring e‐leadership? And, based on current knowledge, what skill and behavioral elements are candidates for a concrete e‐leadership model? The authors develop and test an original model that focuses on e‐leadership as a competence in virtual communications (i.e., the use of ICT‐mediated communications) and the digital opportunities and challenges that are created. The results provide strong support for the proposed model. The article concludes with a discussion of a future agenda for e‐leadership research that can be developed in a manner that is fruitful for theory and practitioners.  相似文献

This article addresses twinning between local governments in North and South, contributing to the past decade's discourse on institutional twinning in this journal. Local governments have increasingly become recognised as relevant actors in international development cooperation through city‐to‐city cooperation structures, which have been praised as an effective mechanism for local government capacity building. This article discusses the learning practices and the extent to which new knowledge is valued and adopted by twinning participants in both North and South and moreover whether learning benefits are mutual. In a study of three partnerships between Dutch municipalities and partner cities in Peru, South Africa and Nicaragua, 36 participants were interviewed. The findings reveal that learning in city‐to‐city partnerships is not mutual between North and South and that the benefits of ‘shared learning’—a rhetoric commonly used in the twinning discourse—are limited. Instead, other opportunities for mutuality arise for Northern municipalities from political and strategic benefits, such as staff loyalty and motivation. Mutuality in twinning hence deserves a broader interpretation than learning alone so that twinning benefits can be identified and maximised for both North and South, keeping cities interested and motivated. Three previous articles of Public Administration and Development carried a debate on the contribution of twinning to capacity building in developing countries. Evidence was adduced to show that twinning could be a reliable vehicle for building and sustaining relevant capacity. On the other hand, some other sources contend that twinning is more of a metaphor than an actual strategy for building capacity. As an actual strategy it may be costly and unsustainable. These cases were part of Swedish, Norwegian and Canadian aid programmes. This article adds insights from a project which was instituted at the instance of the government of Namibia with a Dutch development institution. The focus is in‐country training in policy management for senior public officials and is complemented by off‐the‐job training and programmed visits by both northern and southern partners. The project has four 20‐month cycles and is currently into its second cycle as plans for the third cycle are being finalised. It is generally regarded as successful although this article takes a critical look at the potential of this project to fulfil its original mission of building two types of institutional capacities: high‐quality policy managers within the government and the capacity for policy management training at the country's only national university. It highlights the importance of demand‐drivenness, ownership and partnership, effective integration of theory with practice, mutual respect among partners without jeopardising quality. There has been both continuity and change in the use of non‐departmental public bodies (NDPBs) during the Howard years. In terms of continuity, the statutory authority and its incorporated version, the statutory corporation (in whose development late 19th and early 20th century Australian governments played such an important part), have remained in wide use. In terms of change, however, two other NDPB forms offered some challenge to its popularity. The government‐owned company came to be a preferred form for government business enterprises (GBEs) and, more recently, for many other non‐commercial public activities as well. And the executive agency, first making its Australian appearance in 1999, seemed initially to be another significant challenger, but its numbers, never great, were soon cut back. The article examines these trends, relating them to several relevant systemic inquiries and policy changes, notably the Humphry review of the governance of GBEs, the final settlement (in 1997) of the package of financial management acts, the Uhrig inquiry of 2003 and the system‐challenging pressures that have followed it. Commonwealth participation in joint (Commonwealth/subnational and Commonwealth/private) activities is also noted, as is the lack of ‘fit’ of the Australian experience with international theorising about ‘agencification’. Finally, the article seeks to identify the leading figures within the Howard governments who have been directing both the changes and the continuities involved in these developments.  相似文献

Evidence‐based policy making has been criticised as a revival of the ‘rationality project’ in which democratic politics is regarded as rent‐seeking and a deadweight loss to society. In response, the evidence‐based policy movement has failed to articulate a defence in which the rationality animating the policy process is situational and contextual rather than unique and authoritative. This article traces the movement's motto –‘what works?’– to the American pragmatist movement, whose influence on Harold Lasswell and New Labour in the UK was substantial. This article argues that the ambition for evidence‐based policy‐making should be seen in terms of the transition from a single, unique and universal rationality toward multiple rationalities that vary according to different policy making contexts. Interpreted in such terms, evidence‐based policy making can avoid several of the main criticisms, and offer strong potential to contribute to solving policy problems.  相似文献

Despite the fact that public procurement of innovation (PPI) has become an increasingly popular policy tool, there has been a lack of holistic approaches to assessing policies promoting PPI. This article attempts to address this gap by proposing a framework which links the multiple levels and aspects related to the design and implementation of PPI policies. By adopting a systemic understanding of “public procurement” as well as “innovation policies,” this article positions PPI as a cross‐domain policy which is inherently a mix of procurement and innovation‐related interventions. The article develops an assessment framework using “vertical coherence” and “horizontal coherence” as criteria. It then illustrates the use of the framework by applying it to PPI policies in China. The framework can aid the conduct of ex ante as well as ex post assessment of PPI policies, which can further inform policy design, implementation, and learning.  相似文献

Central–local relations are a matter of great importance to developmentalists because they highlight an intriguing puzzle in public administration especially in large states: how policies decided at higher echelons of the formal system can possibly be implemented by the multitude of intermediary and local actors across the system. In the case of China—the most populous nation in the world, the contrast between the authoritarian façade of the Chinese regime and yet the proliferation of implementation gaps over many policy arenas adds additional complexity to the puzzle. This article reviews changes in central–local relations in the 60 years of history of People's Republic of China (PRC) as the outcome of four co‐evolving processes, and clarifies the roles of each process: state building and national integration, development efficiency, career advancement and external influences. It points out the continuous pre‐dominance of administrative decentralization from 1950s to present time, and the new emphasis on institutionalized power sharing in the context of new state‐market boundaries since 1980s. In conclusion, the article suggests going beyond the traditional reliance on the compliance model to understand central–local interactions and the abundant implementation gaps in a context of central–local co‐agency, thereby improving policy implementation. This article synthesizes the cross‐disciplinary literature on government transparency. It systematically reviews research addressing the topic of government transparency published between 1990 and 2015. The review uses 187 studies to address three questions: (1) What forms of transparency has the literature identified? (2) What outcomes does the literature attribute to transparency? and (3) How successful is transparency in achieving those goals? In addressing these questions, the authors review six interrelated types of transparency and nine governance‐ and citizen‐related outcomes of transparency. Based on the findings of the analysis, the authors outline an agenda for future research on government transparency and its effects that calls for more systematically investigating the ways in which contextual conditions shape transparency outcomes, replicating studies with varying methodologies, investigating transparency in neglected countries, and paying greater attention to understudied claims of transparency such as improved decision making and management.  相似文献

This article introduces four innovations to the literature on administrative corruption. First, it employs a neo‐patrimonialism framework by addressing measurement, identification, and endogeneity issues that beset the literature. Second, unlike cross‐country studies, it uses firms as the unit of analysis. Third, unlike the conventional literature, the article uses large‐n (n = 8,436) panel survey data of key informants in 17 countries in sub‐Saharan Africa. Finally, unlike the conventional literature, the article focuses on a particular type of corruption: the supply and demand for bribery. The authors find that the uncertainty associated with neo‐patrimonialism has a strong, positive, and significant effect on the propensity of civil servants to demand bribes in exchange for services and for firms to supply bribes in exchange for winning government contracts. The results are robust to controls on the characteristics of firms and their regulatory environments. The article concludes with implications for research and practice.  相似文献

The growth of the nonprofit sector in Brazil has been conceptually similar to that of the Anglo‐Saxon Third Way, where the government promotes the creation of partnerships with civil society. This process has been criticized for creating a “manufactured civil society”. This study will investigate whether the same pattern can be observed in the Brazilian context, particularly within the Management Shock Reform implemented by Minas Gerais, one of the principal Brazilian states. Management Shock is guided by a governmental partnership discourse that promotes contractual partnerships with both businesses and nonprofits. We opted for a bottom‐up oriented research approach, aiming to comprehend the rationale for initiating and sustaining the partnerships revealed in the narratives that emerged from both government and nonprofit partners. Data were collected through semistructured interviews and content analysis of documents and the media. Results show the predominance of agency‐type partnerships, highlighting the centrality of the government and its techno‐bureaucratic role in fostering and maintaining Organização da Sociedade Civil de Interesse Público or Civil Society Organization of Public Interest designs. Differing from the Anglo‐Saxon context, we observed the “invasion” of market‐driven values in nonprofits and, to some extent, in government narratives. In 2001 the UK Government's Department for International Development (DFID) launched a new way of conducting political economy analysis, called ‘Drivers of Change’ (DoC). DoC is now well known amongst international development practitioners and professionals. This article provides an introduction to DoC, explaining what it is, where DoC analysis has taken place and which organisations have been involved. It also explores the history and background to DoC, outlines its effect on other bi and multi‐lateral donors and shows how the approach has evolved over the last 5 years. The final section of the article analyses some of the current limitations in the way DoC analysis is used by DFID and predicts how the approach may develop in the future. Since the mid‐1980s, the economy of the Republic of Ireland has displayed a remarkable turnaround. Its Gross Domestic Product (GDP) has grown at a faster rate than any developed country in the world. The government's deficit has been cut severely and the debt‐to‐GDP ration sharply reduced. Average incomes have risen significantly, and the unemployment rate reduced dramatically. This article documents these changes. Its main purpose, however, is to provide a plausible explanation for the “Irish miracle.” While many factors have been important—support for the Economic Union's regional development programs, a favorable tax structure, locational and language advantages for attracting multinational corporations, strong education and training programs—these factors in themselves do not explain the emergence of the “Celtic tiger.” They were in place before the mid‐1980s when Ireland was suffering from a fiscal, economic, and political crisis. Instead, the article argues, it was the creative and innovative response of Irish leaders in government, industry, and labor movement and community organizations to the crisis, and the subsequent institutionalization of this response in a new form of governance, that has been the catalyst for the Irish success story. Based on the thorough background research of the Economic and Social Research Council, a farsighted group of leaders developed a strategic plan in 1987 that provided a blueprint for constructive economic and social change. This was then formally instituted for wage restraint on the part of labor in return for income tax and social supposed provisions by government. Irish social Partnership is modeled to some extent on Northern European corporatism. The article reviews corporatism as an early form of innovative governance, using classical corporatism in Sweden and competitive corporatism in the Netherlands to illustrate how this approach has evolved over the years. Dutch economic success in recent years is due in part to its new form of corporatism that has helped it become globally competitive. It is argued, however, that Irish social partnership goes beyond continental corporatism in several important ways. It is more inclusive, covering a large array of social interests; it is more strategic, with a well‐articulated integrated approach to social and economic development that is self‐corrective and articulated in a new national agreement every three years; and it is more firmly institutionalized in both government and nongovernment agencies in the country. Social partnership and the integrated approach have become part of the culture of the new Ireland. This innovative form of governance underlies the Irish turnaround and augurs well for the future. It can also serve as a model, with appropriate modification tailor‐made to each case, for other jurisdictions hoping to emulate Ireland's success.  相似文献

Over the last decade the balanced scorecard (BSC) has emerged as a popular strategic performance measurement and control system within various public sector organisations as it assists in effectively implementing strategy and in measuring performance. This article investigates whether the implementation of a BSC has been of value to a large Local Government Authority (LGA) within Australia. The research takes a thematic approach to identify the issues, challenges and lessons learnt in relation to the design and implementation of the BSC, which is accomplished through a review of annual reports, published relevant documents and semi‐structured interviews with 13 senior managers of various programs and divisions within the LGA.
