The policy of the European Union (EU) toward the Mediterranean has undergone two main metamorphoses during the last 25 years. In 1995, it started from a collective security idea with the Barcelona Process, but due to the poor success of this collective approach, it underwent a “realist turn” with the creation of the European Neighbourhood Policy in 2004. The Arab Spring in 2011, by questioning authoritarianism, influenced the perception of what is recognized as a security problem and who can define it. The authoritarian rulers and their supporting security forces are now challenged by their populations, and societal circumstances are so unstable that nearly every domestic problem can be politically given a spin to become a security risk. Aside from this, violent conflicts and civil wars demand an answer from the EU. In this situation, the EU's answer to the Arab Spring does not directly respond to the changing security situation in the Mediterranean. It emphasizes domestic democracy and civil society but does not take up the potential risk discourses. Concerning violent conflicts, the EU as a community is not at all active in the region but leaves this field to its member states, NATO, the Arab League, and the United Nations. Thus, the perceptions, ideas, and needs of Mediterranean security between the EU and the Southern partner states still differ harshly and seem to disregard the risk dimension of the Mediterranean security problems in this period of Arab transition.  相似文献

Abstract

The events of the ‘Arab Spring’ appeared to be animated by slogans and objectives of universalist orientations to liberty, dignity and social justice, a departure from the ethno-religious nationalisms that dominated the politics of the region. They raised questions regarding the ‘exceptionalism’ of Arabs and Muslims, whom many observers and commentators considered to be tied to sentiments and solidarities of patrimonialism, tribe and religion. Yet, the forces that seemed to benefit from the transformations in Egypt and elsewhere were not those that made the ‘revolution’ but precisely religious and patriarchal parties which benefited from popular constituencies in elections. A consideration of the political history of the main countries concerned can throw some light on these transformations. The nationalist, often military, regimes which emerged from the independence struggles of mid-twentieth century headed ideological, populist, nationalist and ‘socialist’ movements and parties and authoritarian regimes which eliminated oppositional politics and social autonomies in favour of a corporatist welfare state. These regimes, facing economic and geo-political contingencies of the later decades were transformed into dynastic oligarchies and crony capitalism which broke the compact of welfare and subsidies leading to intensified impoverishment and repression of their populations. Popular strata were driven ever more into reliance on ‘survival units’ of kin and community, reinforcing communal and religious attachments at the expense of civic and associational life. These ties and sentiments come to the fore when the ruling dynasties are displaced, as in Iraq after the 2003 invasion or Egypt after the removal of Mubarak. The ideological and universalist politics of the revolutionaries appear to be swamped by those conservative affiliations.  相似文献

This article analyzes the concept of volunteering in the Arab world. The main argument is that the nature of the Arab world in addition to the historical development of civil society directly affected the philosophy of volunteering in the region. Since civic services were not framed nor included in the national agendas of the state, this had a direct negative effect on the development of the act. However, due to social, economic, and political factors, this trend is changing: As of 2000, organizations and societies started to understand the importance of volunteering and its link to the social and economic revival of societies; Arab states started to encourage the act by providing the right legal and political environment. However, these different policies are not building democratic societies nor encouraging civic engagement. The article concludes with recommendations for how to bring people back into civic and political society as well as suggestions for future research.  相似文献

This article analyzes the extent, substance, and underlying objectives of the European Union's (EU) new neighborhood policy in response to the Arab Spring. It questions whether the new policy approach constitutes a major policy shift or is just “old wine in new wineskins.” The article discusses the causes for much continuity and limited change in the new policy from a neo-institutionalist perspective. It concludes that both continuity and change primarily result from constraints inherent to the EU. In particular, the interaction between the Commission and the Council shapes a policy that corresponds with the normative aspirations and realist interests of the EU but hardly with the needs and expectations of the partner states.  相似文献

Expressions of disaffection with politics are often connected with criticism of the ways in which contemporary politicians speak and communicate. In this article I show how political speech is in part a product of the way in which a society organises and arranges communication institutionally, technologically and aesthetically. The art of rhetoric is most fundamentally concerned with how, in the midst of political dispute and contestation, political arguments may be made persuasive through their connection with the ‘common sense’ of audiences. This process enables a people to reflect on its beliefs and values and to assess their adequacy in particular circumstances. Decline in this art may be attributed to social and technological change but also, and above all, to the dominance of ideologies hostile to the concepts of ‘common sense’ and ‘common good’, and which privilege the arts of behaviour change and choice management over those of argument, debate and persuasion.  相似文献

The topic of international legitimacy has returned to centre stage during the Arab Spring, in which the Arab League has apparently assumed a prominent legitimation role. Although some scholarship has studied how international organizations are decisive in legitimizing actors and their actions during conflicts, relatively scant attention has been focused at constructing a comprehensive analytical framework for this kind of assessment that could be also applied to regional organizations (ROs). This paper proposes that when actors are involved in battles over international legitimation, analysing their access to the socially identified brokers of three legitimation functions (appropriateness, consensus, and empathy) is key to assess their success. Particularly, we argue that relevant identity-based ROs may have a crucial legitimizing role by operating as brokers of regional consensus. For this purpose, two case studies – Bahrain and Libya – illustrate how the Arab League’s brokerage influenced the legitimation of the actors involved and their outcomes. The findings suggest novel implications about the decisive legitimizing impact of regionalism on conflict resolution.  相似文献

The European Union's (EU) relationship with North African countries has long been the subject of intense academic enquiry. For many years, the EU has performed a difficult balancing act between managing the security concerns of its member states, dealing with authoritarian regimes that have questionable human rights records, creating and maintaining good economic relations, and pursuing more normative objectives. Have security objectives overridden other concerns? While the EU has cooperated with regimes with questionable human rights records, counterterrorism cooperation between the EU and North African countries has not developed as much as previous academic studies believe. However, what are the prospects of this changing with more recent developments after the Arab Spring? This article examines in detail the reasons why the EU does not currently conduct significant counterterrorism cooperation with North African countries and discusses whether this situation is likely to change as a result of the events of the Arab Spring, which has swept through North Africa and the Middle East since 2010.  相似文献

By the late 1960s, the Democratic Party had fallen into crisis. Vietnam, urban riots, and declining electoral fortunes marked a crossroads in the history of the party, raising questions about the meaning and trajectory of postwar liberalism. Amid the political chaos and economic crisis of the 1970s, a distinct political tendency running through the civil rights, feminist, labor, and antiwar movements demanded a new politics. The New Politics movement attempted to reform and realign the Democratic Party to the left. Reformers perceived party rules and structure as constraining progressives’ influence on public policy. Their project to democratize the Democratic Party began in the wake of the 1968 party crisis, and it ended ten years later with the failure to compel a sitting Democratic president and Democratic Congress to implement the party’s program for full employment. While faced with organized intraparty resistance, the failure of the New Politics movement hinged on the contradictory consequences of its struggle to open the party. The successes and failures of the New Politics movement suggest the limits and possibilities confronting progressive forces in the United States today. The New Politics episode can help clarify the goals and tactics involved in realigning American politics in a more progressive direction.  相似文献

The term “citizen” was translated into Chinese in the early 20th century, which showed a striking feature of “translated modernity”. By creatively translating citizen into guomin, intellectuals of the late Qing and the early ROC (Republic of China) imagined different roads of Chinese nation-state building. In the late Qing period, “citizen” was translated from the perspective of statism. By doing so, they intended to build a powerful sovereign state by changing people’s servile thoughts and arousing their modern citizen consciousness, so a nation-state rather than citizenship rights was their real goal of translating the concept. Considering the early ROC could not be a powerful nation-state, intellectuals of the early ROC changed the statist strategy and translated “citizen” from the perspective of “individualism”, which aimed to build a more liberal nation-state by cultivating people’s consciousness of individuality and utilitarianism. The translation of “citizen” in the late Qing and early ROC periods reflected the phenomenon of “translated modernity” which often appeared in the process of political modernization in colonial countries. That is, in order to shake off external oppression and establish an independent nation-state, intellectuals often resorted to the translation of important political concepts. The newly translated terms form new power redistribution, political ideology, and political imagination which promote the development of political modernity.  相似文献

Hindu philosophy and its associated meditative traditions have historically been characterized as renunciatory and world-negating, producing an ethic of political passivity, quietism, and indifference. In contrast, I demonstrate here that both the orthodox systems of Hindu philosophy and the heterodox Tantric tradition have been enlisted in service of a variety of socio-political commitments and projects, within and outside India. The more important question is whether these traditions inspire the ossification of conventional hierarchies or the emergence of radical, emancipatory, or liberatory commitments. I argue here that Tantra, a dissident tradition of thought and practice, contains a progressive potential for critiquing and subverting the hierarchical, masculinist politics of gender, sexuality, and caste in contemporary India.  相似文献

Up to the Arab uprisings, Middle Eastern exceptionalism served as an important paradigm for analyzing politics in the Arab world. With the numerous upheavals of the Arab uprisings, which caused fundamental political change in significant parts of the Arab world, this paradigm has been challenged for analyzing the domestic affairs of contemporary Middle Eastern politics. The present article aims at contributing to the debate by focusing on the regional dimension of Arab Middle Eastern exceptionalism. The Arab uprisings vitalized regional institutions, particularly the Arab League and the Gulf Cooperation Council. Two main arguments are critically discussed. First, in sharp contrast to the revolutionary period of the 1950s, the conservative Gulf monarchies, particularly Saudi Arabia, have been spearheading regional politics since the Arab uprisings. Second, in striking difference to the conservative character of the Gulf States’ domestic agenda, the means that the Arab League (and the Gulf Cooperation Council) has recently used are innovative—for instance, policies of softening the principle of noninterference in the domestic affairs of other states. However, despite the recent animation of regional institutions under the leadership of Saudi Arabia, it is unclear whether the recent trend of new regionalism will be sustained.  相似文献

This article discusses the Arab Spring in Jordan and the reasons the Hashemite regime was able to survive it. Liberals, retired military officers, young people, members of tribes, and members of the Muslim Brotherhood all participated in the demonstrations against the regime, which began in January 2011. In the beginning, it seemed that diversified demonstrations would bring about the regime’s collapse, as happened in other Arab countries. But in the end, it turned out that each group acted in its own interests. Tribal leaders worried about economic concerns, liberals sought to promote political reform, and the Muslim Brotherhood demanded the establishment of an Islamic caliphate. The lack of a common goal combined with Jordan’s policy of allowing demonstrations free from the fear of violent repression, sapped protesters’ motivation and minimized the number of participants. The fear of the type of anarchy and terror seen in Syria and Egypt also frightened the protesters and led them to the conclusion that it is better to live in an undemocratic but stable regime than pursue a fight for democracy that might end badly. Ultimately, it was King Abdullah’s astute political strategy in combination with international contingencies that enabled Jordan’s Hashemite regime to survive the Arab Spring.  相似文献

In 2008, the economic downturn coincided with a major shift in the energy sector paradigm. This state of emergency forced the UK government to try to steer the objectives of its major energy players. This crisis put the UK state's capacity to influence its mostly privately‐owned energy sector to the test. Using the example of energy utilities, this article aims to explore whether the austerity agenda impacted the relationship between the UK state and its public services. The purpose is to determine whether current multiple crises have forced the UK state to adopt an exceptionally interventionist approach that doesn't tally with the austerity agenda, or whether these crises merely revealed dynamics which had been underlying in the management of its energy utilities since the beginning of the neo‐liberal era.  相似文献

Despite the significant role that skin color plays in material well-being and social perceptions, scholars know little if anything about whether skin color and afrocentric features influence political cognition and behavior and specifically, if intraracial variation in addition to categorical difference affects the choices of voters. Do more phenotypically black minorities suffer an electoral penalty as they do in most aspects of life? This study investigates the impact of color and phenotypically black facial features on candidate evaluation, using a nationally representative survey experiment of over 2000 whites. Subjects were randomly assigned to campaign literature of two opposing candidates, in which the race, skin color and features, and issue stance of candidates was varied. I find that afrocentric phenotype is an important, albeit hidden, form of bias in racial attitudes and that the importance of race on candidate evaluation depends largely on skin color and afrocentric features. However, like other racial cues, color and black phenotype don’t influence voters’ evaluations uniformly but vary in magnitude and direction across the gender and partisan makeup of the electorate in theoretically explicable ways. Ultimately, I argue, scholars of race politics, implicit racial bias, and minority candidates are missing an important aspect of racial bias.  相似文献
