This paper argues that the notion of a ‘Keynesian revolution’ in economic policy in twentieth-century Britain as commonly presented in the literature is misleading. The conception of such a revolution is dependent on implausible notions of how economic policy is made, above all on an exaggeration of the role of economic theory. It is contended that such a stress on the theory allegedly adhered to by policy makers is complicit with some common socialist arguments on the role of ‘ideology’ in policy making, and that this leads to an inadequate analysis of the constraints facing socialist economic policy.  相似文献

The notion of distinct ‘public’ and ‘private’ spheres underpins much normative and practical engagement with political misconduct. What is less clear is whether citizens draw distinctions between misdemeanours in the ‘public’ and ‘private’ spheres, and whether they judge these in systematically different ways. This paper explores attitudes to political misconduct in France. French citizens are often said to be particularly relaxed about politicians’ private affairs, but there has been little empirical evidence for this proposition. Drawing on original survey data, this paper demonstrates clearly that French citizens draw a sharp distinction between politicians’ public and private transgressions, and are more tolerant of the latter.  相似文献

Abstract

Effective political action against racial injustice requires a conception of solidarity based on the social and material reality of this form of injustice. I develop such a notion of solidarity by extending Iris Young’s notion of ‘gender as seriality’ to race. This notion of solidarity avoids the problems encountered by Shelby’s ‘common oppression view’ and Gooding-Williams’s non-foundational view. On Shelby’s ‘common oppression’ view, solidarity is based solely on the victims’ shared condition of oppression. According to Shelby, all victims of racial oppression can be reasonably expected to endorse a set of principles that will move them to common action. Gooding-Williams sheds doubt on the idea that such shared principles exist and defends instead a view of politics as action-in-concert, marked by reasonable disagreement, and a non-foundational view of solidarity constituted through the controversy of politics rather than given in virtue of pre-political commitments or interests. I argue that the problem with such a notion is that it is unable to link the material and social reality of the unjust structures to the forms of political action that would effectively transform social reality. My notion of ‘structural racial solidarity’ would avoid these problems.  相似文献

Whilst the ‘successor party’ (SP) has a well-established place in the literature on post-communist Eastern and Central Europe, occasional references to its West European counterpart have tended to use the term loosely and not separate it out from other varieties of new party. Focusing on the question, ‘where do parties come from?’ – that is, the process of party origination – this article makes a case for viewing the SP as a distinct genus in the West European party hemisphere. The SP is defined as a party which is nominally and legally a new entity that takes the place of, and fills at least some of the political space vacated by, a single, defunct party of origin. The mortality of the ‘original party’ is a sine qua non. SPs emerge with a clear political inheritance. What this is and how they interpret and respond to the inheritance makes the case for their systematic study. The paper also asks, ‘where do new parties go to?’ (how do they evolve?). The question of party change in SPs is analysed by reference to the True Finns.  相似文献

This paper provides an analysis of the strategic orientation towards regional transformation through the notion of ‘strategic management of space–time’. It argues that regional strategy processes are about a construction of selective semiotic economic imaginaries, controllable ‘slices’ out of the messiness of the ‘actually existing economy’. The paper presents a three-dimensional framework to analyse regional strategy processes focusing on strategic gaze, strategy sites and the spaces of strategy. In the framework, strategy process is perceived as partially ‘hermetic’ space that produces its own worldview, its distinctive perspective, out of the hybrid contextual materials. The perspective is the central ‘product’ of the regional strategy process; it strongly frames the landscape of potentialities (what is possible, what is plausible, what is desirable) created in the process. The paper exemplifies this framework by studying two strategy processes realised in Southern Finland in 1990–94. In both of these, the strategic gaze was built on an optic of Europe as a new kind of ‘Darwinian market space’ in which the economic survival and success would require specific regional capacities.  相似文献

Abstract

The main aim of this contribution is to assess the relevance of the notion of ‘exclusionary populism’ for the characterisation of the Front National (FN) in France. Since its emergence in the 1970s, several categories or notions have been applied to this political party. Once considered as the resurgence of a traditional extreme right, it has since been classified as a case of a new European right-wing extremism, or as one of the neo-populist parties that obtained electoral successes in the 1990s. The recent evolution of the party has also been described as a sort of ‘normalisation’. Is therefore ‘exclusionary populism’ still a category that can grasp the evolution of the party, as well as its present position in the French party system? To answer this question, this article examines political discourses and various electoral platforms of the Front National to gather some empirical evidence. The argument is twofold: The Front National, despite its ‘dédiabolisation’ strategy, is still a classic populist party characterised by exclusionary populism and a sort of ‘catch-all populism’; its evolution is, however, dependent on the recent evolution of the French party system.  相似文献

European Union (EU) referendums provide unique opportunities to study voters’ attitudes toward a distant level of governance. Scholars have long tried to understand whether EU referendum results reflect domestic (dis‐)satisfaction with the incumbent governments or actual attitudes toward the Union. Finding evidence supporting both domestic and European factors, the recent focus has thus turned to referendum campaigns. Recent studies emphasise the importance of the information provided to voters during these campaigns in order to analyse how domestic or European issues become salient in the minds of voters. These studies nonetheless overlook the asymmetrical political advantage in such campaigns. The broader literature on referendums and public opinion suggest that in a referendum, the ‘No’ side typically has the advantage since it can boost the public's fears by linking the proposal to unpopular issues. This article explores whether this dynamic applies to EU treaty ratification referendums. Does the anti‐EU treaty campaign have more advantage than the pro‐EU treaty campaign in these referendums? Campaign strategies in 11 EU treaty ratification referendums are analysed, providing a clear juxtaposition between pro‐treaty (‘Yes’) and anti‐treaty (‘No’) campaigns. Based on 140 interviews with campaigners in 11 referendums, a series of indicators on political setting and campaign characteristics, as well as an in‐depth case study of the 2012 Irish Fiscal Compact referendum, it is found that the anti‐treaty side indeed holds the advantage if it engages the debate. Nonetheless, the findings also show that this advantage is not unconditional. The underlying mechanism rests on the multidimensionality of the issue. The extent to which the referendum debate includes a large variety of ‘No’ campaign arguments correlates strongly with the campaigners’ perceived advantage/disadvantage, and the referendum results. When the ‘No’ side's arguments are limited (either through a single‐issue treaty or guarantees from the EU), this provides the ‘Yes’ side with a ‘cleaner’ agenda with which to work. Importantly, the detailed data demonstrate that the availability of arguments is important for the ‘Yes’ side as well. They tend to have the most advantage when they can tap into the economic costs of an anti‐EU vote. This analysis has implications for other kinds of EU referendums such as Brexit, non‐EU referendums such as independence referendums, and the future of European integration.  相似文献

How does the European Union integrate new values into the text of its treaties? A growing body of literature indicates that, in the past three decades, new norms and values have entered the EU's discourse, resulting in what is usually termed ‘normative power Europe’. Yet the research and knowledge to‐date about the EU's discursive assimilation of new values and norms is surprisingly poor. As any institutional change, such integration has the potential to undermine the coherence of the EU's identity and thus also its objective to ‘speak with one voice’. This article explores the EU's discursive management of the continuity‐versus‐change imperative by analysing the integration of new values into the text of its treaties. This issue is addressed based on a quantitative content analysis on the full texts of European founding treaties between the 1950s and 2009. Findings show that the distribution of the EU's values in the text is not uniform: while the language of market economy and democracy is pervasive, the values of peace, European identity, rights and social justice are mentioned less frequently and in restricted linguistic environments. To account for the differences in the integration of values into the EU's treaty discourse, the article develops the notion of a discursive mechanism of differentiated value integration (MDVI). This rationale echoes the logic of differentiation in policy implementation employed by the EU. It is claimed here that, applied in the European discursive arena, MDVI allows radically different readings of the same text. This helps the EU to maintain a coherent value identity while at the same time enabling change.  相似文献

Abstract

This paper asks why, despite the obvious difficulties entailed, the notion of ‘collective guilt’ continues to feature in discussions of the responsibilities of one group towards another. The aim is to clarify how it is that the partial success of repeated attempts to distinguish individual from collective guilt and to confine the latter to a pre-modern moment reveals something of our present. The key contributions to this discussion made by Hannah Arendt and Karl Jaspers in relation to Nazi Germany are examined for their ambivalences in this regard, as are some recent developments in international law and politics. The suspicion is that collective guilt is a notion that modern political reason cannot embrace and yet which it cannot entirely disavow: ‘collective guilt’ and the element of fate that it implies is central to our understanding of citizenship, nationhood and political commitment. The paper thus attempts an analysis of the durability of the concept of collective guilt; it is not an evaluation of its usefulness, but an exploration of its persistence.  相似文献

This article examines an aspect of transnational activity that is often neglected, namely the transnational activism of the far right. It uses a case study of the British National Party (BNP) and the Nationaldemokratische Partei Deutschlands (NPD – German National Democratic Party) in order to explore how its leaders and activists share ideas and information, policy and praxis, and how this is employed in the development of a strategic ‘master frame’ that they believe will allow them to overcome the limits of purely national activity in a globalised world. It explores the evolution of the links between the two parties, their nature and indeed the limits of such transnational activism upon national ‘frames’ in order to present a historical overview of the diffusion of ideology and strategy within the contemporary European far right.  相似文献

Four commonly held interpretations of the development of European social thought in the nineteenth and early twentieth centuries are analysed and criticised, with particular reference to Durkheim's writings. These four myths are: the notion that Durkheim's sociology developed in substantial degree as a response to the ‘problem of order’; the conception that Durkheim's work is to be understood in terms of its origins in ‘conservative’ social thought; the view that Durkheim's writings, together with those of some of his contemporaries, mark a radical break in the transition from ‘social philosophy’ to ‘sociology’; and the idea that the type of intellectual tradition represented by Durkheim, concerned with the ‘problem of order’, can be usefully compared with a divergent tradition concerned with ‘conflict’ and ‘change’. It is argued that while these myths each contain a kernel of truth, this can only be extracted if Durkheim's writings are examined in relation to the historical context in which he developed his sociological concerns.  相似文献

Abstract

The paper looks at the popularization of financial trading in Israel. It presents a qualitative analysis of the calculative models and techniques that are promoted by financial trading schools, service firms and books. Broadly, the popularization of trading in this field involves a focus on ‘technical analysis’ (TA) and relies upon a socio-psychological reading of financial charts. Incorporating explicitly non-economic ideas into traders’ calculative logic – including an emic notion of ‘performativity’ – popular TA constitutes an attempt to ‘reverse’ the making of markets: to calculatively trace price formations back to the minds, hearts and arrangement from which they had allegedly sprung as a means of foreseeing their future shape before it fully materializes. Tying the psyche and the market in a calculative loop, popular TA transcends existing social theories of financial calculation. The paper discusses this challenge and its implications for our understanding of the expansion of finance.  相似文献

Since the beginning of the migration crisis in the 1990s, Italy and Germany have been considered to be the two showpieces of different migration control systems in Europe, where an ‘inefficient’ South is contrasted with an ‘effective’ North in terms of immigration control and humanitarian protection. Italy is often considered to have a lax immigration regime with weak border controls and few guarantees for asylum seekers and refugees, whereas Germany, in contrast, is shown as having an ideal asylum machinery with lower irregular immigration and no need for regularisation processes. This article challenges such a bipolar vision of the European immigration and shows that the ‘North–South axis’ dividing European control systems is not based on empirical evidence but on a myth which fails to take into account the logic of controls and the socio-economic contexts in which they are enforced.  相似文献

In the Brexit referendum in 2016, Scotland voted 62 per cent Remain, and England 53 per cent Leave. This article explores whether this came about because more people in Scotland considered themselves ‘strongly European’ compared with people in England. Analysis of Scottish and British Social Attitudes survey data for 2017 shows that people in Scotland are significantly more inclined to say they are ‘strongly European’ (45 per cent) than in England (34 per cent), a finding that holds true across the spectrum of socio‐demographic and political variables. Nevertheless, the key predictors of being strongly European are similar in both countries: having liberal values, high levels of education, political party support, as well as being British, while in Scotland supporting the Scottish National Party and being in favour of independence are important. ‘Being European’ has taken on different meanings in Scotland and England as the aftermath of the Brexit referendum works its way through the political process.  相似文献

After the global financial crisis, the European Union has adopted a new regulatory approach towards foreign countries by making use of equivalence rules in finance. Why? This paper argues that it is the EU’s attempt to restore financial stability in its territory and maintain the competitiveness of its financial industry. However, this ‘old’ dilemma between stability and competition in financial regulation is further complicated in a regional jurisdiction, such as the EU, because different regulatory paradigms play off in the dilemma.  相似文献

Abstract

Aficionados of arcane European Union politics will know the importance of the term ‘subsidiarity’, for it relates to perhaps the most fundamental question facing any federal enterprise. Subsidiarity is supposed to be simple ‐ the notion that issues should be handled at the most effective level of authority ‐ but the devil is in the debate about what is ‘most effective’. The notion of subsidiarity, in all its complexity, is in fact most appropriate for those considering the shape of the agenda for the next Asia‐Europe Meeting (ASEM) in London in 1998. With the proliferation of meetings and organizations devoted to the next ASEM agenda, the time has come to pose and begin to answer the subsidiarity question. That question for ASEM would ask, ‘what is best done at the ASEM level’, as opposed to at a global, other regional, national, or even corporate, local or individual level? If officials and analysts feel that such a question is too tough for the ASEM process, perhaps they would be happier with a subsidiary subsidiarity question: ‘what can also be usefully done at the ASEM level'? If there are good answers to the main question, there is a good basis on which to engage in the ASEM process. If there are only good answers to the subsidiary question, the ASEM agenda will be less ambitious and perhaps even appear contrived.  相似文献

This paper re-evaluates the notion of progress in light of the trauma represented by interwar European fascism. It critically examines the widespread assumption that interwar European fascism demonstrates the illusory, or even pernicious, nature of progress. Seeing fascists as enraged crusaders against the march of history, whose aim was to impede the further rise of what Nietzsche contemptuously referred to as ‘the Last Humans,’ affords a perspective from which progress, at least in its main current, no longer appears invalidated by fascism. The criterion of democratic mass empowerment, furthermore, can usefully distinguish between two mutually exclusive notions of progress: the first, of largely Hegelian provenance, was committed to mass empowerment; the second, while intractably opposing progress as a democratic enterprise, also appropriated it for radically anti-democratic purposes, transmuting its meaning so that the Last Humans are no longer conceived as its beneficiaries but, at most, as its tools.  相似文献

This essay offers a history of international marriages that questions the definition of marriage and what it meant to belong, as a legal subject or citizen, to a colonial state in Southeast Asia. European imperial states deployed monogamous marriage alongside other weapons of empire as a justification for intervention into Southeast Asian societies. With monogamous marriage came also European notions of belonging that traced surnames and legal subject status (later citizenship) via husbands and fathers. The ramifications for individuals in international marriages between Asian women and European men are well known. However, the vast majority of ‘international marriages’ were not those between colonial Europeans and Southeast Asian women, but between Southeast Asian women and lower class Asian men from India and China. Colonial states ignored or failed to register these lower class intra-Asian intimacies because their unions did not threaten colonial rule so long as they ensured a continuous pool of labor and promoted the colonial economy. Unlike recent theories which argue for an omniscient state that penetrates into the personal lives of its populations, this essay maintains that states intensely regulated marriage and belonging for some subjects but not for others. This longstanding unevenness in the management of intimate unions provides a historical context for understanding shifts in the marital regimes of contemporary postcolonial states. Taking a long-term view, the essay asks if recent increases in international marriages might be better understood as spikes rather than as absolute increases resulting from ‘globalization’. A historical framework ties the rise and fall of international marriage to early modern trade patterns, imperialism's labor requirements, war, and the recent demand for labor that has arisen from low birth rates and economic changes. Each of these ‘events’ entailed a large-scale movement of populations which resulted in the development of intimate unions.  相似文献

Abstract

The international relations (IR) discipline is known as an ‘American Social Science’ dominated by scholars and theories from the US core. This paper compares IR in two noncore settings, China and Europe. It shows that there is a growing institutional and intellectual integration into global Anglophone, mostly American, IR in both Europe and China. Both Chinese and European IR communities have established top Anglophone journals like the European Journal of International Relations and the Chinese Journal of International Politics to spearhead their integration into mainstream Anglophone IR and carve out a space for regional thinking. Yet, the analysis of their publication and citation patterns shows that IR outside the American core communicates through a hub-and-spokes system where there is always a connection to the American core but rarely very strong linkages to other peripheral regions. The two journals studied thus function as outlets for ‘local’ and American scholars, rely on ‘local’ and American sources, and there is very little integration and exchange between Chinese and European IR. Chinese and European IR would benefit from such a dialogue, especially regarding ‘schools’ of IR at the margins of an ‘American social science’.  相似文献

This paper attempts to place the Canadian security certificate program in critical context. The program is a mechanism of arbitrary detention targeted to non-citizens the state has certified as ‘threats’ to national security. As a mechanism of arbitrary detention the program fully locates Canadian policies inside of, and not in some manner external to, the worst abuses and ‘exceptional practices’ associated with the ‘global war on terror’. To place this program in critical context, the author draws upon the notion of ‘exception’. Although the security certificate program does invoke an exceptional practice in the terms made legible in recent discussions in critical security studies, it also points to ways in which critical discussions of ‘exception’ might be deepened and complicated. To this end, the paper put forwards the notion of the ‘legal complex’ to highlight the mundane and often contested ways in which the exception is invoked to certify which racialized bodies might be governed as political citizens and which will be governed as ‘bare life’.  相似文献
