Many citizens across the globe suffer domination and injustice in silence. It is not a silence of apathy or approval, but is another sort of silent citizenship born of deep inequality. This article attempts to come to terms with the global scope of silent citizenship as a form of domination that has become increasingly common among the worst-off in society. I argue that identifying problems of silent citizenship requires us to give priority to injustice over justice in future efforts to promote global justice. To illustrate how this might be done, I broaden the scope of republican theories of nondomination to consider how they might be applied to silent citizenship from a global perspective.  相似文献

This article evaluates Hannah Arendt's contribution to ‘thinking citizenship’ in light of her controversial account of the modern rise of ‘the social’. It argues that Arendt's writing on the social is best understood not primarily as analytical and normative but as an historical argument about the effect of capitalism and modern state administration on meaningful citizenship. This short piece analyses one important element of Arendt's story about the historical rise of the social: that it is a peculiar hybrid of polis and oikos, a scaled-up form of housekeeping, and its threat to the public, political world.  相似文献

A series of activist efforts across Europe have been organizing under the umbrella concept of precarity, with a long trajectory of movements facing flexibilization policies, austerity programs and migratory restrictions. The rise of precarity activism in Spain has worked at the intersections of increasing vulnerability and mobility producing a prolific body of activist literature and rich repertoire of strategies. This paper explores how alternative concepts of citizenship have developed within debates among precarity organizing prior to and after the financial crisis in Europe. Concretely, feminist precarity collectives in Spain came up with the play-on-words of ‘Care-tizenship’ to evoke a different notion of political belonging with updated collective rights. The original Spanish term is arguably the result of a typo: an accidental switching of the order of vowels in the word ciudadanía resulted in cuidadanía, which totally changed the root word: from city to care. Caretizenship suggests a community of practice forged by ties of caring relationships, mutually attending to basic needs in a context of increasing vulnerability among local, migrant and emigrant populations. While far from a working institution, this activist theorization provides a ‘horizon’ to work toward constituting an opening of political imagination.  相似文献

Scholars of participatory democracy have long noted dynamic interactions and transformations within and between political spaces that can foster (de)democratisation. At the heart of this dynamism lie (a) the processes through which top-down “closed” spaces can create opportunities for rupture and democratic challenges and (b) vice-versa, the mechanisms through which bottom-up, open spaces can be co-opted through institutionalisation. This paper seeks to unpick dynamic interactions between different spaces of participation by looking specifically at two forms of participatory governance, or participatory forms of political decision making used to improve the quality of democracy. First, Mark Warren's concept of ‘governance-driven democratization’ describes top-down and technocratic participatory governance aiming to produce better policies in response to bureaucratic rationales. Second, we introduce a new concept, democracy-driven governance, to refer to efforts by social movements to invent new, and reclaim and transform existing, spaces of participatory governance and shape them to respond to citizens’ demands. The paper defines these concepts and argues that they co-exist and interact in dynamic fashion; it draws on an analysis of case study literature on participatory governance in Barcelona to illuminate this relationship. Finally, the paper relates the theoretical framework to the case study by making propositions as to the structural and agential drivers of shifts in participatory governance.  相似文献

In the context of an ever growing importance and usage of referendums around the globe, this article provides a comprehensive approach to analyse the determinants of participation in direct democratic votes. In the absence of conclusive empirical evidence about which factors drive direct democratic participation, studies tend to adopt election-specific findings and assume the determinants of electoral turnout to equally apply for referendums. Yet, a strict empirical test of these numerous determinants in a referendum context is still missing. By examining aspects stemming from both election-specific and referendum-specific contexts, this article aims to first test the applicability of common electoral theories of turnout for direct democratic participation and second to analyse the relevance of each factor when simultaneously examined with other contextual and individual factors. This holistic approach represents reality as adequate as possible, that is, to consider various factors that may simultaneously influence the individual decision to vote. Next to individual variables, the analysis particularly focuses on two contextual levels, the community a person lives in and factors linked to a given referendum. The discussion and joint analysis of competing factors addresses the problem of underspecified turnout models, which commonly prevents a detailed assessment of the relative importance of the determinants of turnout. The study uses registered data from the canton of Geneva, Switzerland, which provides official information about individual participation across 43 referendums in 45 communities. We match this individual data with referendum-related factors, such as campaign intensity and importance of the issues at stake, and community-level variables, such as wealth and urbanization. The results of our multilevel, cross-classified models show significant context-related effects, stemming mainly from the referendum and less from the community level. Still, the main driver of direct democratic participation is individual determinants, in particular citizens' past participation record.  相似文献

The contrast between the normative functions of political parties in representative democracies and their empirical working is stark and rapidly increasing. This article starts from a sober, realist account of the empirical state of affairs and from structural problems of democracy and participations – in terms of limits of time, information, qualification and relevant expertise – that have to be acknowledged by any realist–utopian proposal of alternatives beyond the exclusive alternative of ‘thin, realist democracy’ or emphatic ‘strong, participatory, direct, or mass democracy’. We can do better. My search for institutional alternatives looks not for the replacement of political parties but for their relief. Many, not all, of their normative tasks can be shared with other functional networks, associations and organizations. In exploring such a new division of political labour I draw on older debates and designs of associative democracy and on recent discussions to democratize expertise and to expertise democracy in order to address urgent societal problems of high-risk decisions under conditions of extreme complexity, contingency, unpredictability and uncertainty and deep contestedness of our knowledge, problems that turn out to be unmanagable by party politics and representative democracy.  相似文献

This article combines recent conceptualizations of citizenship beyond the nation state with new perspectives on governance assemblages comprising both state and non-state actors. Focusing on Dutch social housing, this study explores how such governance assemblages produce agendas that attempt to shape citizenship. Employing an assemblage approach, this study first demonstrates how state and non-state actors amalgamate by providing a historical overview of the urban governance of social housing in the Netherlands. Second, taking account of the territory that the assemblage claims, it shows how underprivileged neighbourhoods become the spatial locus of these assemblages. Third, examining what this amalgam produces, the article shows how the assemblage imposes a citizenship agenda on the population of these neighbourhoods, distinguishing between ‘good’ and ‘bad’ citizens. Acknowledging that citizenship agendas are produced by a multifaceted amalgam of state and non-state actors, this article emphasizes the need for rigorous academic analysis of such governance assemblages.  相似文献

在城市社区治理中,政府与社会组织间失衡错位的关系是社区治理困境产生的根源。因此,理顺政府与社会组织间的关系是破解社区治理困境的重点,而法治正是理顺这一关系的重要工具。法治规则能明确地限定政府与社会组织间的互动路径,并控制政府与社会组织关系的基本走向。政府与社会组织间存在的指导、帮助与支持关系,分别对应了政府的监管、兜底与培育责任,并限定了政府介入社区治理的基本界限。在这样的关系之下,社会组织参与社区治理的可为空间广阔。与此同时,还可以通过法律赋权进一步拓展社会组织的可为空间。  相似文献

This paper examines business associations in a context where the state is being contested from below, focusing on Diyarbak?r, a major Kurdish city in Turkey. Against the backdrop of armed conflict, reform processes triggered by the country’s EU candidacy and socio-economic change, Diyarbak?r has become a contested zone over which the Turkish government and the Kurdish movement have been competing for control. Local business associations have also been implicated in such contestation. Considering the situation of dual power and moral economy at the local level, the paper examines how these associations deal with an adverse situation that is characterized by political instability and uncertainty. The analysis shows that business leaders have been able to make the ‘best’ of the situation.  相似文献

The methods by which politicians and policy makers communicate with the public are constantly adapting to the ever-changing media environment. As part of this changing landscape, this study considers the case of Twitter. Specifically, the authors conduct a survey of political Twitter users, in order to understand their use of the medium and their political behaviors within it. Results indicate that political Twitter users are more interested in and engaged in politics in general and less trusting of the mainstream media. Moreover, the study investigates the extent to which followers of a campaign may affect its overall influence in the Twitterverse.  相似文献

The Arab world has experienced some unprecedented social movements, labeled by the media as the Arab Spring. The purpose of this paper is to investigate the role of public policy, advertising, media, and public spheres on the Arab Spring. The media and economic policies enacted in the Arab world in the 1990s played a significant role in changing consumer culture in the Arab region, resulting in significant changes in public policy. Two studies were conducted to test how the change in consumer culture along with new public polices in the region contributed to the uprisings.  相似文献

The rise of the radical right fundamentally changes the face of electoral competition in Western Europe. Bipolar competition is becoming tripolar, as the two dominant party poles of the twentieth century – the left and the centre‐right – are challenged by a third pole of the radical right. Between 2000 and 2015, the radical right has secured more than 12 per cent of the vote in over ten Western European countries. This article shows how electoral competition between the three party poles plays out at the micro level of social classes. It presents a model of class voting that distinguishes between classes that are a party's preserve, classes that are contested strongholds of two parties and classes over which there is an open competition. Using seven rounds of the European Social Survey, it shows that sociocultural professionals form the party preserve of the left, and large employers and managers the preserve of the centre‐right. However, the radical right competes with the centre‐right for the votes of small business owners, and it challenges the left over its working‐class stronghold. These two contested strongholds attest to the co‐existence of old and new patterns of class voting. Old patterns are structured by an economic conflict: Production workers vote for the left and small business owners for the centre‐right based on their economic attitudes. In contrast, new patterns are linked to the rise of the radical right and structured by a cultural conflict.  相似文献

Recent cross‐national comparative studies have found no effect of countries’ macroeconomic performances on trust in national political institutions, once political explanations (most notably corruption) are taken into account. Although political trust is not determined by the comparison of national economic performance to other countries, it is argued in this article that it is affected by comparisons to their own past performance. In a multilevel, fixed effects analysis of Eurobarometer data (21 waves in 15 European Union Member States between 1999 and 2011) the extent to which within‐country variations in economic performance affect political trust longitudinally is tested. Three major conclusions are reached. First, within‐country, longitudinal changes in performance (growth, deficits, unemployment and inflation) affect political trust. Second, the impact of macroeconomic performance is stronger among the lower educated. Third, even in times of economic duress, budgetary deficits tend to undermine political trust.  相似文献

ABSTRACT

An often heard phrase these days is “There is something about this chaotic 21st century of ours ...”. This “something”, it is argued here, lies at the heart of a new form of life which has become predominant in recent decades in globalizing culture: the life of aspiring, radicalizing sovereigns. This “something”, then, could the called the end of Law. In an age of aspiring and radicalizing sovereigns the Law, indeed law in all its forms and shapes, has become not just an irrelevance, but a nuisance and embarrassment as well. One of the manifestations of this irreverent sovereign attitude is the growing inability to accept waste, that is, an inability to live with all that generates waste (i.e. Law), and an inability to live with all that is waste. Waste, i.e. the accumulation of spent potential, is not what the aspiring, radicalizing sovereign wants. The sovereign's desires are all about conserving all potential. Although this new form of life has become manifest only very recently, it had been predicted by the novelist Don DeLillo in his novels Mao II and Underworld. The themes and images in both these novels are the focus of this contribution.  相似文献
