This paper examines the election of Lee Myung Bak through the terminal crisis of the Roh Moo Hyun government that preceded it. I start with an analysis of the election of Lee Myung Bak and the electoral strategies of the liberal-progressive bloc in the December 2007 election and then move on to detail how these strategies shed light on tensions within Korean progressive politics since the transition to democracy in 1987. These tensions inform what I shall call the “terminal crisis” of Roh's “participatory government.” I argue that this crisis involves a problem of articulation within progressive politics between a politics of reunification and one grounded in egalitarian economic reform, including the lack of an alternative to the different forms of neo-liberalism embraced by both the Roh government and the conservative government of Lee Myung Bak. My hope is that thorough examination of these tensions that have informed the liberal-progressive bloc during the long decade since 1987 can spur reflection on the role of social movements in Korean democratisation and the dilemmas they face in crafting strategies for political and economic reform.  相似文献

ABSTRACT

Latvian austerity policy following the 2008 economic crisis has been touted as a success story by some and critiqued as a socially costly experiment by others. It has remained a puzzle, however, how such harsh socio-economy policies were possible without causing sustained popular protests. Drawing on ethnographic research at an unemployment office in Riga in the aftermath of the crisis, this article considers austerity as a political and moral phenomenon. I argue that welfare policies played an important role in disciplining the parts of the population most adversely affected by the crisis by framing post-crisis precarity as a matter of individual responsibility. Furthermore, this disciplining worked because it was underpinned by a particular moral discourse that I call ‘a discourse of freedom.’ Thus, this historically and culturally-shaped moral economy helped not only secure the implementation of post-crisis austerity in a way that yielded little sustained public resistance but also helped legitimate it.  相似文献

The emergence of the economic and financial crisis has already shown important electoral and political consequences in southern Europe. Drawing on the experience of two bailed-out countries, Greece and Portugal, we use original data collected before and after 2008 to examine how patterns of political representation have changed during this period. We argue that austerity measures have significantly affected the way MPs represent their electorates, namely in terms of policy congruence. In addition, the economic crisis has also deepened the legitimacy crisis in both countries. Finally, we find that the short-term impact of the crisis has had a greater impact on voters' attitudes than on those of their representatives.  相似文献

The article studies pension reforms in Greece, Italy, Portugal, and Spain between 1990 and 2013, focusing on three dimensions of change: multi-pillarisation, institutional harmonisation, and spending trends (cost-containment/expansion). The pension evolution of these countries is reassessed throughout the period of crisis and austerity. All countries encouraged the spread of private pensions and harmonised their fragmented public schemes. Cost containment was massive, putting future adequacy at risk. While international actors, especially the European Union, acquired a stronger role, that of organised labour declined. Spiralling between crisis and austerity, these systems changed and adapted, but still face old and new problems: inequality, risk individualisation, and increasing vulnerability to external shocks.  相似文献

This article explores the extent to which the economic crisis and political responses of the European Union (EU) to austerity policies have contributed to Euroscepticism in Greece and Portugal. We analyse attitudes towards the EU at both voter and elite levels using fresh and innovative data, and by comparing them with data from surveys conducted before the crisis we show assessments of austerity and the bailouts are feeding elite and voter Euroscepticism. In both countries there are signs of a crisis of representation with greater voter–elite incongruence in the representation of EU issues than before the bailout.  相似文献

The ‘Special Period in Peacetime’ plunged Cuba into an austerity programme of great severity. The crisis forced agriculture to shift dramatically from a model based on trade dependency (sugar exports providing most of the foreign currency) to one prioritising food import substitution. This alternative brought about major transformations in the country's agriculture. It revolutionised food production and decentralised land ownership. This article asks whether or not these changes reduced food dependency in Cuba. It provides an updated picture of Cuba's food import dependency, with a particular emphasis on the increased role of small farmers in food production during the 2000s.  相似文献

This article analyses the attitudes of the political elite and voters in Greece and Portugal vis-à-vis the Troika bailouts, austerity policies and the attribution of responsibilities for the crisis. Using both elite and mass surveys with similar questions, the article explores to what extent the elites and voters share similar attitudes, what might explain possible differences between these two groups and between the two countries and what this information can tell us about the quality of political representation in Greece and Portugal. The differences between the countries are explained mainly by the severity of the crisis and austerity policies in each country, but also by the diversity of political conditions.  相似文献

Family policies have traditionally been weak in Southern Europe. In the last two decades, however, and following a ‘catching up’ course, Spain has created new family programmes and expanded existing ones. Meanwhile, the picture for Italy during the years preceding the crisis is more of a ‘frozen landscape’. However, the diverging paths of the two countries in terms of policy reform in the years preceding the crisis do not place them in substantially different positions. The economic crisis and the austerity measures that followed have aggravated the weaknesses of family and care policies in both countries.  相似文献

ABSTRACT

This article situates the election of Barack Hussein Obama as President of the United States of America within the current global political economy. It examines the major tenets of neo-liberalism, the founding ideology of this economy, and the policies by which neo-liberal ideology targeted and achieved a diminution of global state authority concomitant with a rise of market sovereignty. The consequences have been disastrous for the evolution of constitutional democracy and are at the root of the current economic crisis. As a critical factor that propelled Barack Obama's election, this article argues that Obama's presidency may offer a turning point away from a neo-liberal ideology and towards a strengthened commitment to constitutional democracy.  相似文献

Attempting to explain falling support for United Russia in the December 2011 parliamentary elections and the subsequent anti-regime protests, commentators stressed the global financial crisis's triggering effect. This article reassesses the political effects of the financial crisis. An original set of 2009 survey data is used to examine the financial crisis's impact on support for Russia's rulers; popular assessments of government efficacy during the crisis; and popular evaluations of Russian democracy. The influence of the 2008-2009 economic turmoil on political unrest in 2011 is considered. The question of whether the financial crisis politicized individuals from different employment sectors and social classes in distinctive ways is also considered.  相似文献

Critical engagement with the case of Chavismo in Venezuela can offer valuable insights for a fuller understanding of contemporary populism in Latin America. While for some scholars Chávez's populism has fostered popular empowerment, others dwell on the newly confirmed tensions between populism, liberal rights, and democratic proceduralism. This article embraces both positions but moves beyond their one‐sidedness to cast Chavista populism as an inherently contradictory phenomenon that has constituted an ambivalent and transitory process in response to the gradual closure of liberal (post)democracy. Chavista “caesaro‐plebeian” populism is construed as a site of tension and contention, which entails both promises and dangers for democracy. To make these points, the article draws on the discursive analysis of populism and on a new, productive shift in the study of populism in Venezuela, which pursues ethnographic field research on social movements instead of focusing exclusively on the figure of the leader.  相似文献

ABSTRACT

This article connects micro and macro scales of inequality to Lithuanians’ decisions to depart to Sweden during the economic crisis with austerity measures and its aftermath (2008–2013). This period revealed unequal opportunities regarding the quality of life that were largely created by the gradual re-commodification of labor as well as unaddressed income and social inequalities which had existed since the 1990s. Nevertheless, macro inequalities did not directly lead to the exit decision. Rather, this was bound to the individual’s perception of the leaving opportunity and (possible) quality of life for oneself and one’s family across time and space.  相似文献

Abstract

The nearly 60-year-long fight by Burma's ethnic minorities for autonomy and ethnic rights lies at the root of the country's broader political and humanitarian crisis. Yet, in the outside world, this issue is often subsumed under the better-known struggle for democracy, led by Aung San Suu Kyi and the National League for Democracy. The present article seeks to redress this imbalance by directing attention to the numerous groups representing ethnic minority interests, the grievances and aspirations that motivate their struggle, and their own strategies for peace. It argues that in Burma's deeply divided society peace and democracy are two distinct challenges, even if in the long term they must go together, and it calls for the international community to help the country's ethnic groups prepare for future peace negotiations and overcome the debilitating legacy of war.  相似文献

The volatility of Latin American society is producing political challenges to neoliberal capitalism, but these are complicated by the transformations neoliberalism has wrought in everyday social life. This paper explores tensions between movements to ‘democratise democracy’ and politics orientated to controlling the national state, while also considering apolitical forms of ‘resistance’ to humiliating conditions of life and the impact of new religious movements. I argue that although no instant utopias are likely, there are positive as well as negative possibilities in the way that apparently contradictory developments are combining to transform the established historical contours of hegemony in the region.  相似文献

The fact that even the moderate and broadly respected president Carlos Mesa was forced to step down in Bolivia in June 2005 suggests that the country's crisis goes beyond a conflict on specific policies. A longstanding practice of excluding large sectors of the population from all real influence in politics, despite the existence of formal democracy, has produced a crisis of belief in democracy, affecting both governing bodies and the party system. President Mesa was unable to reverse the generalised distrust of politics. This distrust, combined with persisting political stalemate, is currently tending towards societal disintegration, which makes the recovery of genuine democratic practices even more difficult.  相似文献

For more than 50 years, Pakistan has functioned as imperialism's “frontline state.” The military has remained the country's dominant political player and the basic precepts of bourgeois democracy remain conspicuous by their absence. Since the military coup in October 1999, the configuration of power in Pakistan has become subject to serious internal contradictions, in large part because of the “war on terror” and the loss of public prestige of the military. These contradictions have intensified in the wake of a lawyer-led street movement sparked by the military top brass' dismissal of the country's chief justice in March 2007. Since then the country's most well-known politician, Benazir Bhutto, has been assassinated and her Pakistan People's Party has swept to power in general elections held in February 2008. However, the crisis of the frontline state has not ebbed, and the oligarchic system of power remains subject to rupture.  相似文献

The 1990s, which can be characterized as a decade of disinflationary growth and austerity policies for most developed market democracies, was the decade of stagnant growth and policy complacency for Switzerland and Japan. Based on a framework that emphasizes the structure of policy choices available to governments at economic crossroads (or crisis), I show Switzerland and Japan are unique in that (a) disinflationary fundamentals spared the countries from speculative or inflationary pressure that required drastic responses and (b) the governments paradoxically maintained conservative economic policies despite room for expansion in order to continue policies based on the compromise between export and domestic sectors. The policy crossroads perspective stresses the importance of endogenous coalitions even in a world of economic globalization to explain concerted politics and conservative policies, and to assess the true impact of international finance on domestic changes.  相似文献

Most of the current constructs which theoretically underpin foreign policy for this country are either overblown or incoherent; they do not appropriately define or advance or prioritise South Africa's national interests abroad, nor do they acknowledge the tensions embedded in the clash between normative policies and realpolitik. Drawing from ‘real time’ experiences in international diplomacy, this lecture explores some of the dilemmas that South Africa, as a middle-range power in the world, confronts in its international engagements. The cost-effectiveness of South Africa's global projection is also examined, and some practical reforms to achieve better results in the current age of austerity suggested.  相似文献

President Hugo Chávez has been the subject of much frenzied comment, as much at academic conferences as in the press. Criticism has been to a great degree personalised against his very visible public profile. The crisis of democracy in Venezuela has been widely ascribed to faults committed by the traditional parties since the early 1980s and reflected in the coterminous rise in crime and violence. Support for Chávez, or even objective comment, has been at a premium. This article looks at the crisis of democracy across a wider timescale and sees the ‘most stable democracy in Latin America’ to have been deeply flawed from the outset. It reflects an earlier propaganda campaign, similarly short on meaningful analysis, aimed at undermining the popularity of a previous unconventional leader of Venezuela, Marcos Pérez Jiménez. It is claimed that Venezuelans want to preserve democracy but are also ready to support military coups to oust corrupt or inefficient politicians. Is Chávez merely representative of transient anti‐party feeling or could the history of Venezuelan democracy have caused a more fundamental change in relationships between the mass of the people and their leader?  相似文献

How do social movements form their political strategies? The relevant theory pays considerable attention to structure, and argues that when political opportunities are open, movements are more likely to opt for a systemic political strategy; when they are closed, movements are expected to take a more revolutionary turn. However, political opportunities can make some options appear more ‘realistic’ and others less so, but movements don't always behave ‘realistically’. They might explain when movements are more likely to mobilise and what repertoires they adopt once they do so, but they do not account for what happens earlier on: by what mechanisms the movements form their political strategies. Exploring the case of the cocaleros of the Chapare, this article argues that more emphasis should be placed on mechanisms that are internal to the movements, such as: (a) the resonance of other political experiences at home and abroad, (b) internal struggles for ideological hegemony, and (c) the political formation of their grassroots.  相似文献
