Building successful family-centered programs to support families whose children have been removed can be especially challenging to child welfare agencies. Peer-mentoring programs match families new to the dependency system with a mentor who has successfully reunified with their children. The current study examines the relationship between a peer-mentoring program, Parent for Parent (P4P), engagement levels of parents, and case outcomes for these families. Findings revealed that participants in the peer-mentoring program experienced increased engagement levels and improved outcomes for their cases. Specifically, mothers and fathers who participated in P4P increased their compliance with case plans and visitation, as well as increased presence at court hearings. Reunification rates increased for all families who participated in the peer-mentoring program, compared to those who did not. Few associations were found between racial and ethnic groups and program participation. The implications of these findings and suggestions for future research are discussed.  相似文献

This article presents the preliminary outcomes of a 6-month, in-home trauma-adapted neglect prevention program intended to reduce trauma-related risk factors in families and increase caregiver, child, and family well-being. Standardized measures were administered via a computer assisted self-interview (CASI) at intake and case closure. At the time of the analyses 72 caregivers and 105 children completed both an intake and closing CASI. Significant differences were found over time in the reduction of caregiver and child related post-traumatic stress (PTS) symptomatology. Outcomes in overall caregiver, child, and family well-being and safety significantly improved over time. Evidence suggests that trauma adaptation of the empirically supported neglect prevention program shows great promise in filling a service gap and in helping families who are chronically traumatized and struggling to meet their children's basic needs.  相似文献

Guided by an integrated theory of parent participation, this study examines the role community characteristics play in influencing a parent's decision to use voluntary child abuse prevention programs. Multiple regression techniques were used to determine if different community characteristics, such as neighborhood distress and the community's ratio of caregivers to those in need of care, predict service utilization levels in a widely available home visiting program. Our findings suggest that certain community characteristics are significant predictors of the extent to which families utilize voluntary family supports over and above the proportion of variance explained by personal characteristics and program experiences. Contrary to our initial assumptions, however, new parents living in the most disorganized communities received more home visits than program participants living in more organized communities. The article concludes with recommendations on how community capacity building might be used to improve participant retention.  相似文献

This article describes the development, implementation of, and outcomes associated with a specialized seminar designed to increase contextual and historical knowledge necessary for work with Native American families in the child welfare system and to increase students' personal and professional growth in this capacity. Findings from a 2-year pilot evaluation revealed that students' knowledge significantly increased over time compared with that of their non-participating peers. Seminar participation also led to personal and professional growth. Findings suggest that critical experiential learning significantly enhances traditional pedagogy for graduate social workers preparing to work in child welfare, a field plagued with disparity.  相似文献

Home visitation (HV) is a promising service delivery model, despite a history of mixed documented results. Compiling results on the promising family and child development outcomes in the HV literature has utility for current programs and those under development. We review traditional outcomes (e.g., child maltreatment prevention) from the literature on HV, but we also present nontraditional outcomes (e.g., community connection) that may be relevant for future evaluations. Programs that document their implementation and study their outcomes through a thoughtful, planned process may capture important and much needed information on strengthening families through HV.  相似文献

The purpose of this article is to review the development and implementation of a revised quality assurance and continuous quality improvement (CQI) model for the child welfare system in one Mid-Atlantic state, and the contribution of this new process to measuring the quality of child welfare practices. This revised CQI model in the state includes a broader scope of assessing practice and outcomes, as well as compliance, and engages internal and external partners in the process. This study is the first to describe the state’s revised CQI implementation process and examine preliminary outcomes in a statewide child welfare system. Findings indicate that the revised model was able to identify the factors that contributed to improving outcomes for children and families and to develop a greater understanding of the aggregate data across the state. This study will contribute to the comprehensive understanding of the model and provide implications for future quality assurance practices.  相似文献

Few children disclose sexual abuse and participate in a formal investigation. Furthermore not all children that disclose abuse during a forensic interview receive services to address trauma or safety. Despite the importance of such outcomes little is known about which factors may influence when children will receive services. Through content analysis of 139 case records findings indicate that a child's race/ethnicity abuse-related factors and level of family support are all significant in predicting service and placement outcomes in child protection cases. Abstract

When children are moved into a new group home, best practices would suggest that collaboration is required between public child welfare workers, group home staff, and school staff to ensure an appropriate educational setting for the child with minimal delay. The purpose of this research was to examine the amount of time between placement in a new group home and enrollment and attendance in a new school. The study also sought to better understand the reasons for delays when they occur. The study included data on 45 newly placed group home youth served in 26 randomly selected group homes in 3 counties in California. Data were obtained through case record reviews and interviews conducted with social workers, group home personnel, and school staff. The data suggest that the tools and legal codes designed to facilitate the process of enrolling group home youth in school frequently are not complied with or used. Delays in enrollment and attendance were common, particularly for youth requiring special educational services; inter-agency communication among responsible parties was infrequent; and all parties too often erroneously relied on others to carry out fundamental tasks associated with school placement. Suggested procedures are offered for public child welfare workers and other parties to improve coordination and educational outcomes for youth.  相似文献

Many studies have documented the deleterious effect of substance abuse on the child protection system. The lack of collaboration between child protection and substance abuse treatment professionals has been identified as a contributing factor related to poor outcomes among parents with histories of addiction. The purpose of this study was to identify key components and conflicts of interdisciplinary practice between 21 child protection and substance abuse treatment professionals. The interdisciplinary components and conflicts were: having a shared vision, presenting as a unified team, having different goals, taking sides, and limited information sharing and involvement. Moving toward an interdisciplinary model of practice is vital to providing families with histories of addiction with the optimal chance for success.  相似文献

SUMMARY

Problems experienced by families from a sample of at-risk, urban children were observed and recorded by social workers over a two year period. Four groups of families were distinguished through social worker case notes based on family problems and needs; families were grouped into stable high needs, stable low needs, change for better and change for worse categories. Children were then followed for three years, from the beginning of kindergarten to the end of second grade, and assessed on classroom competence and academic achievement outcomes. Classroom competence included the teacher's rating of both the child's social skills in the classroom, and the academic competence of the child. Academic achievement included a standardized assessment of both math and reading skills. Results indicated that children from families with stable low needs consistently perform with more competence in the classroom than children from families with stable high needs or those whose need status increased. Children from families with stable high needs score comparably to children from families with stable low needs on math, and no difference between groups were found in reading. Implications of these findings for strengthening family competence is discussed.  相似文献

The positive benefits to children of their fathers' involvement in their lives have been well documented in the social science literature. This article reviews related child welfare literature and argues that several important concepts informing father involvement research in the social sciences—the significance of the parents' relationship, the potentially dangerous behaviors of fathers, and emerging trends in low-income families—need to be incorporated into work on father involvement in the child welfare context, in order to maximize the effectiveness of involvement efforts as well as the potential benefits to children. Implications for child welfare practice include the need for intensive involvement efforts, attention to fathers' progress in treatment, services to strengthen parental relationships and improve coparenting, and expansion of service eligibility to all those who play parental roles in children's lives. Implications for research include the need for studies examining the different kinds of fathers in child welfare households, how parental dynamics influence child and parent outcomes, and the influence fathers' problems may have in moderating the effects of their involvement on children.  相似文献

Child abuse is addressed through a complicated design of federal, state, and local funds. Congress approved a new round of waivers permitting states to flexibly use funds, otherwise limited to foster care reimbursement, for other child welfare needs. Conducted in Ohio, this longitudinal study examined flexible funds from child welfare directors’ perspectives, including key informant interviews, a survey, and semi-structured interviews. Directors noted that improved discretion results in better child health outcomes and better community partnerships; community partnerships are essential to promoting the health and safety of vulnerable children; and federal child welfare success measures do not reflect directors’ perceptions of success.  相似文献

ABSTRACT

This article presents an overview and historical analysis of child welfare from its inception in the 19th century through the Social Security Act of 1935 and into the present. An argument is made that the historical de-professionalization of child welfare is reflected in changing societal values and resultant legislation framing investments in child welfare, as well as the influence of child welfare on the quality of services to children and families. De-professionalization has resulted in lowering the professional credentials of child welfare staff, increasing levels of employee turnover, the formulation of questionable policies, all affecting the quality of services to children and families. Implications of the findings for the re-professionalization of child welfare and for policy and practice are discussed.  相似文献

ABSTRACT

In this concept paper, the authors explore online learning in social work and how IV-E education has been and will continue to be impacted. An empirical estimate of the national prevalence of online IV-E social work degree options is presented. Using Colorado as a case example, the authors share some of the opportunities and challenges presented by online education. Universities in Colorado have realized that online education connects rural and indigenous communities, reduces the need for students to relocate, and promotes a well-prepared, qualified child welfare workforce, but online options also challenge programs with localization issues. With connectivity increased and the physical location of students becoming less and less relevant, IV-E child welfare education providers need a proactive national dialogue to further assess the benefits and barriers to IV-E partnerships across state lines and the development of promising approaches in this area. The recruitment and retention of a well-educated and prepared child welfare workforce is critical for positive outcomes for children and families. Online social work education continues to grow nationwide. Now is the time for a national workgroup, including a broad group of stakeholders, to explore how the IV-E community will respond to online delivery of social work education.  相似文献

Using an in-home services program model, Project Connect works collaboratively with the child welfare system, substance abuse treatment providers, the courts, and other community agencies to support parental recovery, enhance safety and permanency, and strengthen family relationships. Results from the most recent evaluation of the program, which used a dosage level design to examine project outcomes for 415 families, are presented here. Data indicate that the program was particularly helpful in strengthening parenting capacity. Child safety and permanency were also positively correlated with program participation.  相似文献

ABSTRACT

This mixed methods study describes attributions for improvement following reductions in victimization for children who were bullied at school. It also tests hypotheses from attribution theory about attributions associated with improvements. The sample was a subset of families who participated in an RCT of a family cognitive-behavioral program to reduce victimization; to be included, both the parent and child needed to report reductions in child victimization at 9 months. Attributions were compared across conditions, respondents (parents versus children) and time. Both parents and children attributed improvements most often to actions by the target child. Intervention families were more likely than control families to attribute changes to their own efforts than to external factors. The relevance of internal attributions for the success of interventions is discussed.  相似文献

In collaboration with the Maine Wabanaki-State Child Welfare Truth and Reconciliation Commission Convening Group, this study explored perspectives of Wabanaki community members and tribal child welfare staff on state child welfare involvement in Wabanaki communities. Qualitative analysis of three focus groups found that participants perceived fundamental differences between what guides the work of tribal child welfare staff and state child welfare staff, as well as differences in understanding the profound impact of removing a child from the community. These findings are suggested to be elements of a Wabanaki counter-narrative that contrasts with the historical dominant narrative about Native families and children.  相似文献

Dual-system families, those involved with the child welfare system and receiving public cash assistance, may be more vulnerable than families connected to only one of the two systems. This study advances our understanding of the heterogeneous and dynamic cash-assistance histories of dual-system families in the post–welfare reform era. With merged administrative data from Washington over the period 1998–2009, we use cluster analysis to group month-to-month sequences of cash-assistance use among households over the 37-month period surrounding child removal. Close to two thirds of families who received any assistance either had a short spell with Temporary Assistance for Needy Families (TANF) or lost TANF. Smaller percentages had steady support. Families who lose assistance are less likely than average to reunify while those who connect to benefits are more likely, suggesting that coordination between systems may serve dual-system families well.  相似文献

Using data from a national longitudinal survey of children referred to child protective services (NSCAW II), this article compares behavioral, child/caregiver relationship, and school performance outcomes for children residing in kinship and nonkinship settings. Up to three waves of data were gathered for each child. The analysis sample comprises 4,202 children and 10,881 observations. Two sets of regressions were completed. One represents family living settings using child-mean centered predictors while the other does so with dummy-coded variables. An advantage of the child-mean centered predictors is that omitted variables that vary between children but that are constant within each child do not introduce bias. The regressions using dummy-coded variables evidenced, on balance, somewhat better outcomes for kinship settings than for nonkinship ones. Good outcomes in these regressions were found for kinship adoption. Results with the child-mean centered regressions were more equivocal, though perhaps still favored kinship settings.
