Political opposition parties are considered crucial to the nurturing, enhancing and consolidating of democracy in every political system. Indeed, their existence is proof of political tolerance, competitive party elections, the provision of choices to the voting public and the possibility of alternation in power. However, the political opposition on the African continent is generally weak, and particularly so in Botswana, resulting in the predominance of the ruling party in political affairs. This article analyses the weaknesses of Botswana's opposition parties by tracing their historical evolution, characteristics, electoral base, and performance against the background of the political and electoral system in Botswana and the strength of the ruling party itself. It concludes that future prospects for the opposition to make greater inroads into the Botswana Democratic Party's support are small because of the fragmented nature of the opposition itself and the relative satisfaction of citizens with the current government's performance.  相似文献

Local ownership represents an overarching concept in international development. However, its core principles have been occasionally neglected in the practice of state-building such as in the case of Kosovo. This paper explores relations between the international community and local actors in the process of Kosovo security sector development after 2008, when the country declared its independence. This article finds that externally-driven models were imposed in some phases of security sector development. The actions of the international community disregarded the local context and created distrust by the local actors. The study relies on extensive face-to-face interviews with relevant national and international stakeholders, a public opinion survey with a sample of 1102 respondents, focus group and personal observation.  相似文献

The establishment of an African military command by the United States reflects the growing focus of the United States on Africa in the US National Security Strategy, which appears to be continuing under new US President Barack Obama. This article deals with several questions. What is the stated US National Security Strategy pertaining to Africa? What national interests does the United States have in Africa? What is the United States officially saying about its objectives in Africa and what has it actually been doing to date? And what are other opinion makers saying about US military involvement in Africa? Finally, it looks at the question of US perceptions of possible rivals in Africa and at potential scenarios for conflict before making a series of conclusions about the threats and opportunities posed by AFRICOM for Africa, and recommendations for a response to AFRICOM on the part of policymakers in South Africa.  相似文献

The Japanese term anzen hoshô is usually translated into English as "'security," but its literal meaning is "the securing of safety." While this term means many things, in order to understand its true meaning, we must first take a fresh look at another term, kokubô or "national defense," the idea that only when the safety of the nation has been secured can the personal safety and freedom of the individual be guaranteed. In this article, Professor Seizaburo Sato, former Director of Research at the Institute for International Policy Studies, argues that the reasons for the existence of the military capabilities of the advanced democracies must be reexamined to enable an expansion of the debate on Japan's security.  相似文献

In 2008, rare earth minerals (REMs) shot to the top of the international agenda. When China began restricting exports of these critical materials, many claimed it was threatening a “REMs weapon” against the US and Japan. Yet by 2014, the crisis had quickly abated, as China shelved its policies in the face of pressure from consumer governments. This article examines why REMs emerged – and then quickly disappeared – as a threat to international security in Asia. It first conceptualizes the geopolitics of critical materials, before analyzing the politics of the REMs crisis between Japan, China, and the US. It argues that China’s ability to use REMs for diplomatic coercion was inherently weak and is unlikely to pose a similar threat to international security in future years.  相似文献

ABSTRACT

The past decade of development schemes has been experienced very differently by various groups within the city of Kashgar in the Xinjiang Uyghur Autonomous Region of China. The recent exacerbation of social inequalities, stratification, and tensions in Kashgar is a structural consequence of two phases of government policies: an accelerated formalization of the economy and remodelling of the city-scape as part of modernistic development implemented before 2014, followed by a phase of strong securitization. Based on long-term ethnographic fieldwork between 2009 and 2017, this paper analyzes the situation, reactions, and strategies of different groups of Uyghur residents of Kashgar to cope with the changing socio-economic and political environment.  相似文献

This paper examines the Chadian government’s overwhelming preoccupation with state security, rather than individual security, as evidenced by its huge expenditure on arms rather than on poverty-alleviating development projects following the unprecedented influx of petrodollars in the years since production began in 2003. This overemphasis on state security demonstrates a mismatch between the availability of natural resource wealth and ongoing low levels of socioeconomic development in Chad. The country has instead used its enormous oil wealth to boost its standing in the turbulent Central African and Sahelian regions where terrorism is rife. The country’s international diplomacy, which consists of deploying its well-equipped military in international peacekeeping missions and in the fight against terrorism, is a strategy of achieving international recognition while simultaneously diverting the international community’s attention from the country’s democracy deficit and poor human rights record. Internally, authoritarianism and political instability are accompanied by conflict, poverty and underdevelopment, which in turn perpetuate the challenges facing the country.  相似文献

This article has three interrelated objectives: firstly, it challenges monolithic depictions of the 2013 Gezi protests and conceptualizes the so-called ‘Spirit of Gezi’ as a highly influentialalbeit temporarypower in the politics of Turkey. Secondly, it traces the success of the HDP (Peoples’ Democratic Party) in the 7 June 2015 parliamentary election back to Gezi while acknowledging the roots of the party within the Kurdish political movement. Thirdly, it examines the manifestation and subsequent decline of what is termed the human security moment in Turkey. The arguments of the work are mostly based on interviews with Gezi activists. It is argued that Gezi produced a discursive challenge to the national security-oriented understanding of the ‘Kurdish question’. Yet, even though the human security-oriented Gezi discourse had brought the Kurdish political movement and the Turkish left together, it ultimately failed to permanently transform Turkish politics due to the collapse of the peace process in June 2015. In addition to contributing to the literature on Gezi, the article also draws insights for security studies. It concludes that alternative discourses to the state-centric securitization approach to conflicts such as the Kurdish question can only have a lasting effect under conditions of ceasefire.  相似文献

ABSTRACT

When the European Union (EU) and South Africa acceded to a strategic partnership, they expanded into new areas of partnership. One of these areas was peace and security, which is the focus of this article. The article argues that, although there appears to be a shared understanding of what security means, the strategic partnership has not been utilised significantly to further this understanding in practice. This is largely due to the EU's preferences for a continental, multilateral approach over the bilateralism of a strategic partnership. At the same time, South Africa sees its strategic partnership with the EU as being outside of its broader commitment to regional security. As a result the peace and security element of the strategic partnership has not been leveraged effectively despite several entry points for action. The article thus concludes that both the EU and South Africa need to re-think the current arrangement.  相似文献

Until 2014, security responses to the Boko Haram insurgency were largely domestic and military. However, the increasing expansion of Boko Haram attacks in the Lake Chad Basin (LCB), compounded by the consequent humanitarian crisis, compelled a joint security action. This came in the form of the rejuvenated Multinational Joint Task Force (MNJTF), comprising forces from the LCB member states (Nigeria, Cameroon, Niger, and Chad) and Benin. My goal in this paper is to interrogate the cross-border dynamics and ramifications of the Boko Haram insurgency, and the nature of security responses to it. The analysis extends to the politics of cross-border security cooperation against Boko Haram in the LCB, as well as the impact of the MNJTF on Boko Haram’s evolving tactics. Along the way, the paper identifies key challenges to the effective operationalisation of the MNJTF.  相似文献

ABSTRACT

South Africa’s peace and security outlook in the EU–South Africa Strategic Partnership has been guided by the content and substance of the founding document, which incorporates an interdependent approach to development. For South Africa, engagement in the EU–South Africa Strategic Partnership is framed by its historical background, its identity and the content of its foreign policy. South Africa's foreign policy in particular adopts an integrated approach to securing the state within its surrounding regional and continental geography. This article reviews South Africa's approach to peace and security, in the context of the strategic partnership. The article argues that, overall, South Africa's definition of peace and security is compatible with that of the EU; however, Pretoria's vision of how it provides peace and security has naturally changed in line with the varying international circumstances in which it has found itself. While this has proved difficult at times to reconcile, peace and security collaboration in the strategic partnership has managed to remain intact.  相似文献

Unlike the eponymous hero of the Kyrgyz epic, Manas, who united the Kyrgyz people, the American air base situated at Kyrgyzstan's Manas International Airport became a source of fracture in Kyrgyz politics after its establishment in late 2001 to support the US-led war in Afghanistan. Whilst international attention focuses on the geopolitics of a so-called New Great Game over basing rights in Central Asia, a more significant political and economic struggle concerning the Manas Air Base is related to its fuel supplies. The air base became a source of rent for the ruling elites and an object of controversy between the government and opposition in two successful uprisings, which removed presidents Askar Akayev and Kurmanbek Bakiyev from power (in 2005 and 2010, respectively). The air base's secret fuel contractors, with their unknown beneficiaries, offshore registration and low visibility, built close links to the regimes of the two ousted presidents. The lucrative and illicit contracts and subcontracts were purportedly used by both presidents and their entourages for personal enrichment and to strengthen their regimes but were ultimately a factor in their downfall. Drawing on the results of recent congressional and non-governmental investigations and interviews with representatives of the fuel-supply companies and members of the former regime, this work assesses the role of the US Manas Air Base in regime security and rent-seeking schemes during the Akayev and Bakiyev tenures. Thus, this article will contribute to the growing literature on rent-seeking in Eurasia's hybrid regimes and the external dimensions of regime security.  相似文献
