ABSTRACT

Recent research on child migration has largely departed from the early trafficking narrative and has tended to highlight young people’s agency and the ways in which children’s migration can play a key role in their ‘future-seeking’. While we acknowledge that Ethiopian girls migrating to the Middle East in order to undertake domestic work primarily move voluntarily for economic reasons, our research – which used a multi-layered, qualitative research approach with girls and their families in the West Gojjam and North Wollo Zones of the Amhara National Regional State – found that the financial, physical, and psychological costs of such migration can far outweigh the benefits. Indeed, we conclude that the earlier trafficking narrative may, in this case, represent the most appropriate lens through which to view girls’ choices and experiences.  相似文献

This article explores the ways in which discussions of social capital have emerged within the World Bank, and how they interacted both with project practices and with larger debates in the institution. These debates are understood as a ‘battlefield of knowledge’, whose form and outcomes are structured but not determined by the political economy of the Bank. Understanding the debates this way has implications for research on the ways in which development discourses are produced and enacted, as well as for more specific discussions of the place of social capital in development studies. The article concludes with a reflection on implications of these debates for future research, policy, and practice.  相似文献

Social work is political-normative work (De Boer & Duyvendak, 2004). Hence, the political and policy context in which social work practices take place is crucial in understanding social work as a profession and its social task as a product of the welfare state. The political comes to the fore very explicitly when studying social work interventions with clients of immigrant backgrounds, especially due to the prioritization of the “integration” of migrants on various European political agendas. This article studies how frames on “good citizenship” determine the everyday practices of social workers using data on the Netherlands.  相似文献

Throughout the Global South, diverse non-state actors have historically played critical roles in enabling populations to meet their basic needs, whether by providing or mediating access to social benefits and programs. To date, little research explores non-state social welfare, particularly in the Global South, and existing studies tend to focus on technical and administrative concerns while neglecting the potential political ramifications. This introductory essay aims to conceptualize and theorize the politics of non-state social welfare. We highlight three dimensions of the political consequences of non-state social welfare, including the implications for state capacity, equity of access to social welfare, and experiences of citizenship. Based on this framework as well as the findings of the empirical contributions to the special issue, the essay concludes that non-state provision may pose more political challenges than proponents recognize, but its effects are ultimately contingent on the types of relationships between state and non-state providers.  相似文献

This paper offers hypotheses on the role that state social welfare measures can play in reflecting nationalism and in aggravating interethnic tensions. Social welfare is often overlooked in theoretical literature on nationalism, because of the widespread assumption that the welfare state promotes social cohesion. However, social welfare systems may face contradictions between the goal of promoting universal access to all citizens on the one hand, and social pressures to recognize particular groups in distinct ways on the other. Examples from the post-Soviet context (particularly Russia) are offered to illustrate the ways in which social welfare issues may be perceived as having ethnic connotations.  相似文献

Abstract

Working in Sri Lanka’s urban free trade zones (FTZs) introduces Sri Lanka’s rural women to neoliberal ways of fashioning selves, which subsequently not only shape village entrepreneurial activities but also initiate negotiations in kinship, marriage, domestic arrangements, and community relations. The knowledges and networks that they develop while at the FTZ allow former workers to connect with global production networks as subcontractors, making them part of the cascading system of subcontracting that furthers the precarity of regular FTZ work. This article explores how these former workers manipulate varied forms of capital – social, cultural and monetary – to become local entrepreneurs and community leaders, while simultaneously initiating changes in rural social hierarchies and gender norms. When neoliberal economic restructuring manifests within local contexts it results in new articulations of what it is to be an entrepreneur and what it is to be a worthy, young, married woman. Overall, the paper sheds light on the fragmented and uneven manner in which neoliberal ethos take root in rural South Asia.  相似文献

This introduction reviews the contributions this collection of articles makes to understanding migration, social reproduction and social protection. Migration necessarily involves reconfigurations of family relations and these entail changes in the patterning of social (in)security. Our expansive interpretation of the concepts of social reproduction and social protection situate the reorganisation of gendered family lives as integral to the migration–development nexus. Life-course thinking informs analysis of how migrants ‘do family’ and what this means for gender, identity and (in)security. The collection explores how ‘care deficits’ are managed, both discursively through the negotiation of gendered ideologies about gender identity and the family, and through the everyday practice of social reproduction. The resulting reorganisation of social security involves taking on new risks and vulnerabilities for migrants and their families. For both internal and international migrants the challenges involved in securing social reproduction are powerfully shaped by welfare and migratory regimes and raise important questions about the relationship between social protection and broader social policy and citizenship issues.  相似文献

Throughout the Arabian Gulf, the immigration law known as the kafala formally delegates to firms and other “sponsors” control over migrants’ mobility, housing, and general welfare. These states have abdicated almost any responsibility over migrants, giving firms nearly unchecked power over their workers’ daily lives. In this paper, I consider the welfare implications of this system and explore the conditions under which migrants can extract concessions from firms. Drawing on a nationally representative survey from Qatar, I show that migrant satisfaction, workplace difficulties, and overall quality of life varies widely across camps and firms. In explaining this variation, I argue that welfare crucially depends on an individual’s bargaining power. Migrants with a contract or credible exit options hold greater bargaining power, which strongly associates with improved perceptions of welfare. All told, contracts and exit options appear to provide even the most vulnerable workers a means of protection within authoritarian states.  相似文献

This article investigates whether workers in less-developed countries (LDC) are winners or losers in the expanding global economy. This study is distinctive in that it looks beyond the impact of globalization on direct economic benefits to labor (employment and surplus labor) and assesses if workers simultaneously improve their bargaining power in the marketplace. I use a time-series cross sectional panel data set for 59 developing countries from 1972 to 1997 to demonstrate that the overall impact of globalization on labor has been different in countries at various levels of economic development. These results challenge conventional wisdom by revealing that under conditions of globalization, labor in low-income countries is not necessarily in a better bargaining position despite certain economic gains. In contrast, labor in high-income countries enjoys both greater economic benefits and an improved bargaining position. The absolute “winners” in globalization ultimately comprise a small percentage of the larger labor force in the developing world. Abstract

This paper examines the social policy implications of the regularization of irregular immigrants. As an act of legal integration regularization arguably is about irregular migrants’ inclusion into mainstream social and legal structures and, as a corollary, has important implications for migrants’ access to social rights. Based on a recent comparative study of regularizations and their impact in seven EU Member-States, the study finds that access to social rights associated with regularizations indeed are reported as the most important impacts of regularization by regularized migrants themselves, next to access to work and related welfare entitlements.  相似文献

This paper applies Gini and concentration coefficient decomposition as well as the Foster-Greer-Thorbecke poverty index and the Stark-Yitzhaki welfare index to new data from four villages in Burkina Faso, to compare the marginal effects of remittances from intercontinental and intra-African migration on inequality, poverty and social welfare. Evidence is found that intra-African remittances reduce inequality while intercontinental remittances have the opposite effect. Also, it is found that although remittances from intercontinental migration are associated with much lower incidence, depth and severity of poverty, the marginal impact of remittances from this form of migration on social welfare is limited because recipients do not include the rural poor.  相似文献

This article discusses the growing importance of operational reforms in the context of welfare state transformation processes, and the role that principles of new governance play in shaping these reforms. It focuses specifically on one social policy area considered crucial in reforming welfare states: the provision of activation services that aim at increasing the employability and labour‐market participation of people dependent on benefits or social assistance. The article argues that besides the reforms of the programmatic aspects of social policies and social services (formal policy reforms), reforms of the way in which policies and services are organized, administered and delivered (operational policy reforms) have received increasing attention as a ’second strand’ of welfare state reforms. It illustrates this by analysing and comparing reforms of the provision of activation services in two European countries: Italy and The Netherlands. The article not only reveals the growing emphasis in both countries on operational policy reforms which are to an important degree inspired by principles of new governance, but also shows significant similarities and differences in their concrete manifestations, which could be interpreted as pointing out processes of ‘path‐dependent convergence’.  相似文献

The role of regulation and the regulatory state in social policy, redistribution, and the reforms of the welfare state are increasingly important but often underestimated and misunderstood. These problems are evident in Majone's highly influential work where the regulatory state and the ‘positive’ state stand as two alternative monomorphic forms of state. This article offers a polymorphic alternative where the regulatory state may come to the rescue of the welfare state, allowing independent extension, retrenchment, and stagnation of welfare via social regulation. The article extends a regulatory governance perspective into the core of the welfare state, clarifies the relations between fiscal and regulatory instruments, and demonstrates that the boundaries of the regulatory state are wider than are usually understood. It turns our understanding of the welfare state on its head, highlighting first the less visible regulatory layer, and then the more visible layer of fiscal transfers.  相似文献

How has the current austerity changed the public welfare organizations’ performance landscape in modern welfare states? Can public managers make their organizations adapt to the new performance landscape shaped by the austerity? These questions are answered on the basis of the Danish case of the provision of the services to the citizens with disabilities and/or social disadvantages. The result has implications, especially for public management in praxis. The case study shows that the managers’ most important managerial tool to make their organizations adapt to the new landscape is the challenging and decision-oriented dialogue.  相似文献

This essay explores the experiences of recently married young women living in rural Russia in the village of Karsun in the Ul’yanovsk Oblast’. It analyses the connections between women in rural communities looking at social networks and the power relations inherent within them. The ways in which forms of power among and between women (as well as between women and men) impact on young women's agency are critically appraised through an analysis of what this essay terms forms of ‘women's power’. The essay also shows how women's discussions of their experiences reflect the problems that the perceived physical and emotional absences of men present for younger married women and their attempts to develop forms of autonomy.  相似文献

Through exploration of definitional issues and current migration realities, this article discusses ways in which emphasis on the international dimensions of social work with immigrants and refugees offers opportunities to improve practice and to enhance the relevance of international social work to the profession. The international character of present day migration is illustrated through discussion of the transnational family and the economic and other relationships that tie immigrants to their countries of origin. Studies on global assembly line workers showcase how gains women make are counteracted by physical, social and psychological problems stemming from long hours of working, low wages and the precarity of work. Few studies analyse these workers’ experiences after they terminate factory work. Using life histories collected over 12 years and in-depth interviews, this article highlights the different paths former workers pursue to achieve social mobility and identifies key work and life experiences that contribute to social mobility and empowerment. I argue that contrary to popular belief global factory work does lead to forms of social mobility and empowerment.  相似文献

Abstract

The relevance of workers’ mobilisations in the 2011 Arab uprisings and – more recently – in the Algerian movement for democracy and social justice has encouraged a renewed interest in labour–state relations in the region. This article presents a class-based perspective on labour institutions, taking Morocco as a case study. In contrast to institution-based approaches, this research argues that it is problematic to treat the trade unions as analytical proxies for the working class, because this heuristic move conceals how class struggles – from below and from above – can transcend and transform labour institutions. The article proposes a framework to study labour–state relations, highlighting the relative autonomy of union officials from workers and vice versa. In this way, it shows how, in the neoliberal phase, the Moroccan state increased inducements to the unions while decreasing those to the workers and maintaining significant constraints on workplace organising. To use a simplified formulation, the regime included the unions to exclude the workers. In such a context of low union representativeness, the dangers of reducing the working class to the trade unions emerge clearly.  相似文献

This article asks how the UK and Sweden regulate, prevent, or mitigate the consequences of mortgage‐related household eviction and repossession. Contrary to initial expectations, the findings show a growth and diversity in both regulation and social spending in the UK intended to address this social issue; something that has not occurred in Sweden. In the UK's liberal ‘regulatory welfare regime’, the aim is to prevent the eviction and repossession of vulnerable borrowers who have defaulted on their housing loan. In the Swedish social democratic ‘regulatory welfare regime’, effort focuses instead on minimizing the risk of default before it occurs rather than after the fact. These findings offer a more nuanced understanding of the relations between regulation and welfare more generally, demonstrating that regulation may be used as a form of social policy once the welfare state has failed, as a safety net of last resort.  相似文献
