Abstract

This article addresses the Norwegian government’s meaning-making, crises communication and reputation management during the Corona pandemic crisis. It argues that reputation management can be seen as a combination of governance capacity and legitimacy reflected in a well performing crisis communication and meaning-making. Under the slogan “working together” the government emphasized the need for a supportive and cohesive culture in order to to balance efforts at increasing governance capacity as well as governance legitimacy, through shaping a common understanding and broad consensus on what the crisis was about and what needed to be done to deal with it. A main lesson learned from the Norwegian case is that the effectiveness of the government in controlling the pandemic was enhanced by successful meaning-making and communication with the public, and to the high level of citizens’ trust in government.  相似文献

Using data from a panel survey of members of two generations, this study explores observed change in policy opinions across a 9-year span and respondents' recollections and explanations of their self-perceived attitude shifts. In general, remembrances corresponded poorly to opinions as originally expressed, with respondents perceiving that they were more attitudinally stable than was actually observed. When attempting to reconstruct their past political attitudes, individuals appeared to rely on simple rules of thumb such as one might employ to account for another's behavior. Finally, respondents readily supplied explanations for their self-perceived attitude history, even when those perceptions directly contradicted observed opinion change. It is argued that these results are not artifacts of survey measurement problems. Instead, they indicate that policy attitudes generally do not have strong cognitive representations, are eminently changeable, and once they are changed, an individual's cognitive autobiography is revised so as to render the changes invisible.  相似文献

Drawing on the case of India, which since 1991 has been undergoing a far-reaching programme of market-oriented reform, this paper argues that the World Bank and other transnational development actors have been unable to adjust themselves ­sufficiently to indigenous ideological traditions that affect the sustainability of economic liberalization. While markets are becoming increasingly embedded at the level of institutions, they are not achieving what might be termed ‘ideological embeddedness’. The paper maps the ideological context facing market reformers in India by looking at the relationship between, on the one hand, the idea of swadeshi (an indigenous form of economic nationalism), and on the other, three competing forces in Indian politics. The paper concludes by arguing that it is the mutual antipathy among these political forces, rather than any fundamental incompatibility between swadeshi’s precepts and the embedded-market framework, that prevents organizations like the World Bank from adapting swadeshi as an indigenous basis for framing its approach to market embeddedness.  相似文献

Psychodynamic aspects of the perceptual process by which individuals relate to the distal symbolism of the political environment are explored through a conjunction of object relations theory and intensive analysis methodology. Drawing upon the joint theoretical perspective that object relations theory and the transference postulate bring to bear on personality and perception, a psychodynamic account of the attributional interface that exists between political symbols aspublic objects, on the one hand, andprivate symbolic meanings, on the other, is advanced and the dynamics at play demonstrated through detailed consideration of selected specimen cases. The individual dynamics demonstrated in each of the cases were found to obtain as well in the cases of others holding similar political views; moreover, certain of these group-wide personality patterns were discovered to have predictive significance in distinguishing radical ideologues from individuals subscribing to more moderate political views. An interpretation of the Marxian theory of crisis that rejects the ‘Keynesianism’ of most post-war contributions on the topic. Various criticisms of Marx's position are examined and two popular but incorrect versions of the theory are discussed; the underconsumptionist and disproportionality theory of crisis. An attempt is made to begin an analysis of the role of state intervention in the economy and indicate the limitations of intervention by the capitalist state implied by Marx's theory of crisis.  相似文献

Studies show that globalisation creates political potentials that can transform electoral competition in Western societies. The specific process of how these potentials become effective is not completely understood. It is argued in the article that attention-grabbing events can trigger the transformation of electoral competition as they force actors to take clear positions and thereby allow citizens to align their partisan preferences and policy attitudes. The article analyses the case of German parties’ reaction to the arrival of large numbers of refugees at Europe’s borders in 2015/16. Using panel data that bracket this event, it is shown how German citizens responded to party behaviour by changing partisan preferences on the basis of prior immigration attitudes. The so-called refugee crisis may thus have been a critical juncture transforming party competition in Germany. As such, the crisis represents a striking example of how events may focus attention on a new policy dimension and catalyse the evolution of new cleavages.  相似文献

Abstract. Does the European Union (EU) represent a new political order replacing the old nation‐states? The assessment of the real character of political orders requires the identification of political key actors and of the specific structure of their interactions. Transgovernmental networks have been considered to be one of the most important features of EU integration. Unfortunately, the network structures, processes and the impact of these informal horizontal inter‐organisational relations between nation‐states are mostly unknown. The main objective of this article is to measure and explain the selective pattern of informal bilateral relations of high officials of the EU Member States’ ministerial bureaucracies on the occasion of an EU Intergovernmental Conference. The quantitative data used rely on standardised interviews with 140 top‐level bureaucrats. The statistical estimation of network choices is based on recent developments of exponential random graph models.  相似文献

The bailouts of 2008–10 are the most recent in a long series of insurance-like policies designed to limit the losses of those harmed by a crisis of some kind—but enacted after a crisis is under way. This paper analyzes the economics and politics of “crisis insurance” programs. The analysis helps explain why ex-post insurance is popular, why it tends to be undersupplied by private markets, and why governments may be better able to provide it. The analysis also points out that there are limits to what losses can be covered. The routine adoption of new programs to limit losses from crises tends to require greater expenditures through time because of moral hazard problems and the nature of crises. Eventually, this trend may produce “uninsurable” crises. The analysis of this paper suggests that such problems can be moderated, although not eliminated, through appropriate standing polices for ex-post funding of crisis insurance.  相似文献

The current period of early consolidation has been a turning point in East‐Central European democratisation. It has provoked, however, a majoritarian‐consensual debate, first of all in Hungary, as is discussed in this article in a shorter theoretical and in a longer ‘empirical’ part. The introduction deals with the conceptual framework, followed by its application as a Hungarian case study in an East‐Central European context. It is argued that Hungary may be the model for the competing conceptions of democracy in political practice, since (i) an extended version of consensual democracy was established in the early 1990s but opposed by the first government; (ii) there was an attempt by the second government to complete consensual democracy but it failed; (Hi) an abrupt turn was made towards majoritarian democracy in the late 1990s by the third government. In Hungary there has been a long debate on majoritarian versus consensual democracy, involving politicians, experts and the general public. Finally, some broad conclusions can be drawn about the troubles of the young democracies.  相似文献

There is an emerging intellectual body of thought on the dynamics of de-politicisation and the “disappearance of the political”. In the first part of the paper, I shall consider the process of post-politicisation. In a second part, I shall re-centre the political by drawing on the work of a range of political theorists and philosophers who have begun to question this post-politicising process. The theme of the final section will consider the contours of a reawakening of the democratic political understood as a political order contingently based on the axiomatic presumption of equality of each and every one in their capacity to act politically.  相似文献

It has been noted that UK political punditry has a ‘Corbyn problem’: an underlying hostility to the Corbyn project and its supporters. As the Corbyn era draws to a close, we take stock and argue that the Corbyn problem was never fully ‘about’ Corbyn. Instead, it was the outward manifestation of a conjunction of tendencies present in contemporary UK politics: the prominence of a relatively small group of ‘intensely involved’ individuals driving dominant political discourse; the inability of traditional purveyors of broadcast media coverage to adapt to contemporary political currents and an unwillingness to self-reflect on possible biases in their approach; and the ‘pollification’ of election campaign coverage, aided by mainstream political scientists stereotyped in the figure of the ‘Pol Prof’. Combined, these tendencies are hostile to left-wing political actors and movements. They will not disappear with Corbyn and may even intensify as their structural underpinnings strengthen further.  相似文献
