ABSTRACTWhen are emigrants really enfranchised? Lengthy lags exist between some reforms that de jure introduced external voting and their application. In the blooming literature on emigrant enfranchisement, these lags remain unexplained. We argue that this hampers our understanding of enfranchisement processes as having different legal and political stages. With data on Latin American and Caribbean states since 1965 until the present, we investigate why some states in this region have delayed the regulation and application of external franchise while others have implemented it right after enactment. We propose hypotheses to understand these reforms as episodes marked by different contexts, engineered by different agent coalitions and embedded into larger processes of political change. In particular, we suggest that enfranchisement processes are composed of three stages: enactment, regulation, and first application. Our findings suggest that the process of adoption of external voting is shaped by the legal mechanism of enactment and the stability of political coalitions. 相似文献

Expatriate voting has gained in importance over the last decade in Sub-Saharan Africa. This article gives an empirical overview of existing regulations in all independent states of the continent and examines some explanatory approaches in the African context. One approach claims that expatriate enfranchisement is a functional response to the increasing importance of migrants and their remittances. A second explanation refers to the role of domestic political structures and regime types. A third cluster of explanatory factors links external voting to the interests of political parties. Both in the broader comparative analysis and by looking more specifically at the cases of Ghana, South Africa, Cape Verde and Nigeria, all three approaches specifically contribute to understanding variation of external voting rights in Sub-Saharan Africa. 相似文献

The introductory article to the special issue discusses how the extension of voting rights beyond citizenship (that is, to non-national immigrants) and residence (that is, to expatriates) can be interpreted in the light of democratization processes in both Western countries and in developing regions. It does so by inserting the globalization-specific extension of voting rights to immigrants and expatriates within the long-term series of historical waves of democratization. Does the current extension enhance democracy by granting de facto disenfranchised immigrants and emigrants political rights or does it jeopardize the very functioning of democracy by undermining its legitimacy through the removal of territorial and national boundaries? The article offers a synthesis of the findings of the volume's contributions in a broad comparative perspective covering both alien and external voting rights in Europe, sub-Saharan Africa, and Latin America. It shows that reforms toward more expansive electorates vary considerably and that their effects on the inclusion of migrants largely depend on the specific regulations and the socio-political context in which they operate. 相似文献

Abstract From the mid-1880s onwards, thousands of young workers left the south-western prefectures of Japan to seek new employment opportunities abroad – first to Hawai'i or the Korean peninsula, subsequently to the United States, Latin America and the colonies of the ever-expanding Japanese empire. While many scholars trace the journeys and new lives of the emigrants, this paper examines the communities that they left behind. It uses a case study of Kaminoseki town, in Yamaguchi prefecture, to highlight the extraordinary impact of the Japanese diaspora on the homeland, in terms of both demography and of institution-building, employment networks and social status. Using a range of unpublished sources, it argues that Kaminoseki was in effect a transnational furusato (‘hometown’) in the half-century between the 1880s and the 1930s – a concept which adds to ongoing research on local-national-international connections in modern Japanese history, and which equally forces us to reconsider what is meant by one of the most ubiquitous discourses in Japanese public life today. 相似文献

This article studies the consequences of the increased appointment of political Commissioners for the legislative process. Based on the principal–agent relation between the Council and the Commission, it is hypothesized that governments sharing national and partisan ties with the Commissioner responsible for a legislative proposal are less likely to cast a negative vote. Analysing 687 contested legislative proposals voted upon between 1999 and 2014, it is found that a Member State is indeed less likely to vote against a proposal by the Commissioner from that Member State. Likewise, if the responsible Commissioner is a member of the same European Party Group as at least one of the governing parties, contestation is less likely. European Commissioners seem to use the discretion the EU's legislative system grants them to promote the preferences of their home country and also – to a lesser extent – their party family. 相似文献

In May 2014, many of South Africa’s young citizens had the opportunity to vote in national elections for the first time. Youths who were born post-1994 (often referred to as the ‘Born Frees’) are the first generation of South Africans who live in a democratic country and hold no individual memory of life under apartheid. These young South Africans were born during a period of democracy, a time of transition and of great hope for the future. As a result of having been born outside the confines of apartheid racial segregation, they are expected to be racially integrated with their peers. The expectation which comes with the freedoms fought for by previous generations is that the youth will take up formal democratic practices, such as voting and engaging with parliament. However, during the recent national elections, the youth turnout revealed surprising differences amongst the 18–29-year age group. Young people aged 18–19 opted not to take up the right to vote – in fact, only 31 per cent of them had registered. This article interrogates the attitudes and actions of young South Africans within the political sphere, specifically by examining a group of young South Africans who are eligible to vote, as well as the role of the media in aiding or deterring voting engagement and perceptions. The central argument is that the local media fail to engage young people with content which advances their political identities. Despite high levels of media consumption, youths are engaging with formal politics as a result of pressure from family or due to socio-economic limitations, rather than a desire to add value to their citizenship. 相似文献

The article compares the institutional constraints that limit the potential electoral impact of external voting in national legislative elections in the 28 Member States of the European Union (EU). It shows that the discrepancy between policy aims and outcomes can be mainly attributed to a variety of institutional constraints restricting the scope of the policy (through residence and professional qualifications); limiting eligible voters’ access to the ballot (through cumbersome registration procedures and voting methods); and reducing the electoral weight attributed to their votes (through distinct modes of representation). It argues that the discrepancy is at least partly the result of a combination of electoral and normative concerns about the influence that external voters could and should have in elections. Institutional restrictions on the franchise of external citizens may be interpreted as a way to keep the “Pandora's box” of unexpected electoral consequences half-shut, by extending the suffrage to a traditionally excluded electorate while at the same time moderating the implications. 相似文献

The question of why individuals vote, the so-called “paradox of voting”, has been a crucial debate within political science, conceived deductively as an interaction between costs, benefits, and, as some argue, duties. This article situates the question of why individuals vote within the context of extra-territorial elections, focusing on how and why those who acquire citizenship kin-states participate in kin-state elections following citizenship acquisition, while continuing to reside outside of the kin-state. The article uses the case of newly acquired Romanian citizens in Moldova, who have never resided in nor intend to reside in Romania, to unpack whether, how, and why individuals acquiring Romanian citizenship in Moldova vote in Romanian elections. The article uses an interpretive and inductive approach to explore from the bottom up both the experiences of and motivations for political participation of extra-territorial citizens. The article finds, unexpectedly, how those acquiring Romanian citizenship in Moldova are motivated by a duty to participate. Overall, the article argues for a relational and reciprocal understanding of citizenship and voting, which focuses on the relationship between the kin-state, facilitating citizenship as a right, and the kin-citizen, performing their duty to vote. 相似文献

ABSTRACTIn recent years, the Tamil and Somali diasporas have come under intense scrutiny by the media and national security agencies in Canada. This is due to concerns that members of both communities may hold political grievances associated with their respective homelands that could be acted upon by joining or supporting transnational terrorist groups. Drawing on 168 in-depth interviews with youth and young adults in Toronto’s Tamil and Somali diasporas, we provide a comparative analysis of the varying ways that existing sentiment pools can operate to mobilize broad-levels of support for, or vilification of, the framing strategies of the LTTE and al Shabaab, respectively. Our findings show that frames that portray the LTTE in a positive light resonate deeply with the young Tamil-Canadians we interviewed, characterizing a “narrative fidelity” between these frames and the existing sentiment pool. By contrast, there exists considerable disconnect between the framing strategies of al Shabaab, their supporters, and existing sentiment within the Somali diaspora – a divide that illustrates the notion of “framing failure”. We conclude with a discussion of the dynamic nature and inherent malleability of group-level sentiment pools, and highlight why this may be important from a national security standpoint. 相似文献

External state pressure is understood to have played a causally significant role in democratic breakthrough in Taiwan and South Korea during the 1980s. This article problematizes the international dimensions of democratization in Taiwan and South Korea by first providing a revisionist account of external agency which involved complex networks of transnational nonstate and substate actors. These included human rights activists, Christian churches and related ecumenical organizations, members of the Taiwanese and Korean diaspora communities in the US, academics and students, foreign journalists, and members of the US Congress. In forming a transnational “protection regime” during the 1970s and 1980s to protect the political opposition from repressive governments, they contributed to the development of effective democratic movements. The case studies provide us with a more comprehensive view of the international dimensions of democratization, speaking to both the country specific and general theoretical literatures on democratization at the same time. 相似文献

“Party hegemony” is a macro-level characteristic of party systems, which is a product of persistent and overwhelming electoral victories that leads to domination of the parliamentary system by a single party. Party hegemony can only emerge through a collection of individual-level (albeit aggregated), lower-level structural, and macro-level institutional factors. This article intends to shed light on hegemonic party systems by incorporating all of these aspects. It analyses the case of the Justice and Development Party (AKP) in Turkey as a hegemonic party in the making. Based on individual-level survey data as well as an original province-level dataset, the article examines the role of ideology, pork barrel politics, economic voting, demographics, and political institutions in AKP's rising hegemony. The replicable nature of the dataset enables further testing of these findings in comparable cases for generalizability. 相似文献

Drawing on theories in organizational sociology that argue that transpositions of people,/ skills, and knowledge across domains give rise to innovations and organizational foundings that institutionalize them, we conducted a mixed-methods study of the employment biographies of staffers working in technology, digital, data, and analytics on American presidential campaigns, and the rates of organizational founding by these staffers, from the 2004 through the 2012 electoral cycles. Using Federal Election Commission and LinkedIn data, we trace the professional biographies of staffers (N = 629) working in technology, digital, data, or analytics on primary and general election presidential campaigns during this period. We found uneven professionalization in these areas, defined in terms of staffers moving from campaign to campaign or from political organizations to campaigns, with high rates of new entrants to the field. Democrats had considerably greater numbers of staffers in the areas of technology, digital, data, and analytics and from the technology industry, and much higher rates of organizational founding. We present qualitative data drawn from interviews with approximately 60 practitioners to explain how the institutional histories of the two parties and their extended networks since 2004 shaped the presidential campaigns during the 2012 cycle and their differential uptake of technology, digital, data, and analytics. 相似文献

Parliamentary representation is a fluid concept. Yet, while the behaviour of elected representatives during roll call votes has been widely analyzed, we know little about how parliamentarians act when their individual voting choices are not made public. This paper explores the relationship between voting procedures and the likelihood that Members of the European Parliament prioritize the interests of their EP party group versus the interests of their national party. Using an original survey, I find that MEPs are more likely to prioritize the interests of their national party over those of their EP party group when voting by show of hands or electronically, as opposed to by roll call. Moreover, this voting procedure effect is particularly salient among MEPs elected from 2004/07 accession countries. 相似文献

Although foreign fighting is hardly new, scholarly research on the phenomenon is only a decade old. Since 2005, there has also been a dramatic rise in the number of transnational insurgents fighting in the Middle East, and they appear to have become the face of the jihad movement. However, of the dozens of foreign fighter contingents around the world in recent decades, only about half have been Islamists. In this article, I contend that the difference between the other contemporary and historical foreign fighter groups and the jihadis is not one of mobilization or effectiveness, but of persistence. Most other foreign fighters demobilized at the end of their conflicts and reintegrated. I argue that the primary factor that accounts for the persistence of the jihadis was the policies of their home and host states that prevented reintegration and created cohorts of stateless, and now professionalized, actors who perpetuate in weakly-governed conflict zones. In presenting this argument, I first attempt to establish a common working definition of foreign fighter based on the first decade of discourse in this emerging field of study, and present a comparative examination of the largest recorded foreign fighter mobilizations. 相似文献

What explains bloc voting among ethnic groups in Africa? Using the Herfindahl Hirschman Index of Concentration on partisan preference data from the Afrobarometer, this article tests several hypotheses regarding the explanation as to why some ethnic groups: (1) express voting preferences as a bloc; (2) express voting preferences as a bloc for the governing party or the opposition. This article found that the geographic concentration of the group best explained general bloc voting. In terms of the direction of support, the degree to which a group is discriminated against and politically mobilized explains bloc voting against the governing party, whereas bloc voting for the governing party is explained by the extent to which the governing party is politically dominant. This suggests that the prospects for patronage helps explain voting as a bloc for most all groups, except those that face discrimination and are politically mobilized. 相似文献

Invalid voting, meaning blank and spoiled ballots, is a regular phenomenon in democracies around the world. When its share is larger than the margin of victory or greater than the vote share of some of the large parties in the country, invalid voting becomes a problem for democratic legitimacy. This article investigates its determinants in 417 democratic parliamentary elections in 73 countries on five continents from 1970 to 2011. The analysis shows that enforced compulsory voting and ethnic fragmentation are strong predictors for invalid voting while corruption has less impact. Our findings suggest that the societal structure is crucial in understanding invalid voting as a problem for democratic legitimacy because greater social diversity seems to lead to either a greater rate of mistakes or lesser attachments of social groups to the democratic process. Thus, rising levels of invalid voting are not only concerning in themselves but also for the divisive factors driving them. 相似文献

Feminists have frequently accused media outlets of not giving them enough coverage and/or portraying them negatively. Conversely, conservative women have argued that media suffer from liberal biases. While some studies have addressed the larger question of media and ideological prejudices, none have examined how media report women's activism in comparative terms. Since feminist and conservative women's organizations vie with one another over who represents women's interests, how media portray them has implications for how well they achieve this goal. Using data gathered from four major national newspapers, this study analyzes how print journalists depict feminist and conservative women's activism over a 14-year span. In so doing, it provides information about frequency of media coverage, as well as how advocates are labeled, on which issues they are getting visibility, and whether or not media present feminist and conservative women's organizations as being in direct conflict with each other. Although they agree that economics and elections are intertwined, theories of economic voting disagree on the policy focus (on positions taken or outcomes achieved) and time horizon (retrospective or prospective) that guides voters’ decisions. Most research on these debates looks at the considerations voters weigh. Instead, I explore the types of economic voting that candidates encourage through their campaign appeals. Content-coded advertising data from the 2004 congressional elections show that appeals focus more on policy positions than outcomes and more on the past than the future. Consistent with predictions from emphasis allocation theory, strategic incentives and electoral context shape the exact mix of economic appeals campaigns make. When promoting their own candidacy, politicians ask voters to think about (more unifying) future economic outcomes; when attacking their opponent’s candidacy, they ask voters to think about (more divisive) past policy positions. In districts experiencing worsening economic conditions, voters are exposed to more information about policy outcomes; in districts where the incumbent is ideologically “out of step,” they hear more about policy positions. Studies that seek to evaluate competing theories of economic voting are thus likely to draw misleading conclusions if they treat the information environment as a homogeneous constant: Campaigns in different districts, facing different strategic incentives, encourage significantly different types of economic voting. 相似文献

A large literature argues that ethnic voting is detrimental to democracy. Ethnic voting may have at least three effects: (1) it can reduce uncertainty over electoral results; (2) it may increase the winner-take-all character of elections; and (3) it can lead to a process of ethnic outbidding. However, few studies have tested the effect of ethnic voting on democracy using large-N quantitative analysis. Previous tests instead look at whether ethnic fractionalization hinders democracy. Yet, ethnic diversity does not necessarily lead to the politicization of ethnicity, and it is only when ethnicity is activated as a vehicle of political mobilization that it can destabilize democracy. This article tests the effect of ethnic voting in 58 democracies worldwide between 1992 and 2015. On balance, the evidence suggests that democracies with high ethnic voting levels tend to see the quality of their democracy reduce over time relative to those with less ethnic voting. Ethnic and religious fractionalization, however, have little effect. 相似文献
