Now that it is widely accepted that the European Union (EU) constitutes a system of governance, analysts need actively to explore precisely how it may affect the continuing struggle better to coordinate national and European administrations. In its 2001 White Paper on governance, the European Commission interpreted governance to mean less central control and more network-led steering. Its interpretation of such networks is that they are self-organizing. Drawing upon an empirical study of environmental policy integration (EPI) in the EU, this article shows that this vision may not adequately fit the multi-actor, multi-level coordination challenges associated with some EU problems. By studying the administrative capacities that the European Commission and three member states have created to achieve better environmental coordination, this article shows significant administrative weaknesses. It concludes that the coordination challenges now troubling the EU require a more thoughtful discussion of network management than the White Paper suggests.  相似文献

This study aims at determining the real effect of the implementation of a code of ethics on the solution of ethical problems in the public sphere, considering corruption as the most important non-ethical behavior. With that aim, 154 national administrations whose information on ethical codes is available on the UN's website are analyzed.

Our findings stress the absence of any influence of codes on corruption problems in the public context, both in developed and developing countries. The level of education is the most important determining factor in the control of corruption, especially in developing countries.  相似文献

Corruption is an existential problem that can destroy the functioning of individual organizations as well as undermine entire societies. The ethics literature within the discipline of public administration fails to address adequately the challenges posed by corruption. The validity of development has been cast into doubt by postmodern critiques that have highlighted its failings. Attempts to rehabilitate the idea of development have brought ethics into play. This paper examines attempts to identify a viable basis for development based on post-structuralist ethical theories developed by analysts such as Levinas and Derrida that privilege the concept of alterity, or respect for the other. This approach is contrasted with Badiou's influential critique of an alterity-based ethics, critically examining his alternative of an ethics of the same. The article concludes by incorporating some of Badiou's insights into a reformulated ethics of alterity.  相似文献

Since the mid‐1990s during the Santer, Prodi, and Barroso presidencies, the European Commission has experienced several public management policy cycles. Included on the Barroso Commission's (2004–2008) policy agenda was the reform of internal financial control, prompted by significant irregularities in budget execution signalled repeatedly by the European Court of Auditors (ECA) in its annual Declaration of Assurance (DAS) and Annual Reports. This led to a declared Barroso Commission strategic objective of achieving a ‘positive DAS' by 2009. The proposed solution was ‘integrated internal control’ based on an international reference point within the accounting and auditing professions. The result was a centrally co‐ordinated Commission project aiming to reform management and audit practices within both the Commission and EU member states. This article reports on the ‘positive DAS' and ‘integrated internal control’ policy cycle and explains its agenda‐setting, alternative‐specification, and decisional processes.  相似文献

Themes of loss, grief, and vulnerability have come to occupy an increasingly central position in contemporary poststructuralist and feminist theory. Thinkers such as Judith Butler and Stephen White have argued that grief has the capacity to access or stage a commonality that eludes politics and on which a new cosmopolitan ethics can be built. Focusing on the role of grief in recent pro-refugee activism in Europe, this article argues that these ethical perspectives contribute to an ideological formation that disconnects connected histories and that turns questions of responsibility, guilt, restitution, repentance, and structural reform into matters of empathy, generosity, and hospitality. The result is a veil of ignorance which, while not precisely Rawlsian, allows the European subject to re-constitute itself as ‘ethical’ and ‘good’, innocent of its imperialist histories and present complicities.  相似文献

This article critically evaluates the impact of European Community equal opportunities policies on behalf of women. It is argued that the European Commission, supported by the European Parliament, women's organizations and European Court rulings, has consciously sought to extend the scope of Community legislation and policies in this sector. The article highlights the various strategies used by the Commission in pursuit of this objective, including the cultivation by the Commission of a number of policy networks which are actively involved in the formulation and monitoring of EU equal opportunities policies. A central theme of the article is the growing opposition to further EC legislation in this sector among employers and some national governments. In this situation, the Commission has been forced to adopt alternative 'soft’policy instruments.  相似文献

In nation-building processes, the construction of a common past and references to a shared founding moment have played a well-documented role in fostering notions of a collective political actor. While notions of unreflective national collective memories no longer hold in an age of a postheroic “politics of regret”, the preferred subject of collective memories nevertheless often remains the nation, both in academic literature and in public debates. In this paper, my aim is to establish the role of collective memory in self-proclaimed “postnational” approaches—specifically in the context of European integration—and to assess in how far these approaches can claim to go beyond notions of memory handed down to us from earlier accounts of nation-building processes. I start by laying out two different approaches to a postnational collective memory as they emerge from the literature. The first approach aims at overcoming national subjectivities by focusing on a specific content: a shared, albeit negative, legacy for all Europeans. The Holocaust plays a particularly prominent role in this discourse. The second approach sees and seeks commonalities not so much on the level of memory content but rather on the level of specific memory practices (a “European ethics of memory”). While it is not aimed at dismantling the nation as a political subject per se, it also creates a European self-understanding that makes the symbolic borders of Europe look more porous: potentially everyone can employ these memory practices. However, as I will show, this approach knows its own attempts to define a postnational “essence”, most notably by tying the ethics of memory to a specifically European cultural repertoire.  相似文献

In this article we reflect on methodological and ethical challenges encountered while conducting two large, nationally funded studies on refugee resettlement in Australia. We focus on collaborative research partnerships, specifically with “industry partners,” wherein the partners may have different understandings of the research process and different agendas, and with bilingual research assistants. We analyze methodological challenges primarily pertaining to collecting good-quality data in cross-cultural contexts and ethical challenges concerned with ensuring confidentiality in recently arrived, tightly knit communities where community insiders assisted in accessing respondents and collecting data.  相似文献

International service learning, a form of service learning where students travel to developing countries to provide community services of varying types, has come to be common practice at universities throughout the Global North. This paper reports and discusses a case study focused on the ethical questions arising from current practice at one Canadian university. The study follows the path students take from their home university to their final placement. In the context of the political economy of North–South relations in a period of neoliberalism, the analysis considers the ethics of power differentials, reciprocity, accountability, student preparedness and qualifications in relation to host communities. The article concludes with a critique of post-secondary institutional involvement with and promotion of international service learning.  相似文献

The primary professional society of American public administration has developed a code of ethics that appears to be largely irrelevant to the realities of bureaucratic experience. An explanation of this paradox can be found in the sociological literature on the professions and code-writing. Professional codes are designed to reyulate the behavior of a profession's members, but this is generally seen as a secondary aspect of a more fundamental objective: the need to assure the public at large that the profession's power is being exercised responsibly. From this perspective, the public administration code can be interpreted first as part of an attempt to legitimate the profession in the face of hostile challenges to its authority, and second as an effort to engender ethical behavior. Such an interpretation helps to explain the profession's failure to confront the organizational and political barriers that impede effective implementation of the code. The paper concludes with an observation on the implications of the argument for the further development of ethics in public administration.  相似文献

Some scholars have assigned the responsibility for ethical conduct in the public sector to individual administrators. Supporters of this perspective contend that individuals are able to introduce ethics into the administrative process by assuming personal responsibility for ethical action. The inference is that organizations cannot be expected to assume responsibility for ethical conduct.

Conversely the contention that individual ethics are inadequate in organizations is posed as a counter argument. Supporters of this contention argue that individual integrity does not mean that organizations will act ethically. They argue that organizational ethics are independent of individual ethics. Hence, they are treated as separate entities that do not compliment each other.

An argument that organizations and individuals engage in complimentary actions which lead to ethical conduct is largely absent in the literature. I argue that there is a reciprocal relationship between individuals and organizations. Thus, individual and organizational ethics are not separate but interactive entities  相似文献

One challenge for government administration is to reap the benefits of specialization while minimizing its negative side effects. In this article, I study the factors that motivate departments to contribute to the joint formulation of public policies. I derive testable hypotheses that discriminate between two competing motivations for interdepartmental cooperation. If department managers are concerned for the quality of public policy, I expect cooperation to be efficient. If, by contrast, departments compete for administrative turf, I expect cooperation to be inefficient and resources to be wasted. I test those hypotheses by studying all policy proposals adopted and published by the European Commission between 2015 and 2017—a total of approximately 4,000 cases. For politically salient proposals, I find that departments are more likely to contribute if they expect competing departments to become active, too. By contrast, the preparation of technical, non-salient proposals is left to the most specialized departments. Overall, my findings suggest that interdepartmental cooperation in the European Commission is significantly motivated by DGs' competition for administrative turf.  相似文献

Codes of ethics in public service organizations are designed to serve three purposes: provide enduring solutions to existing ethical problems, educate the public about the mission of the organization, and foster an ethical climate in the organization. There is no agreement in the literature as to how useful and effective codes are. This paper argues that codes of ethics can be effective with respect to these three goals, only if careful attention is given to the process of internalization of the code's provisions. Internalization is most likely to occur under two interrelated conditions: when members of an organization clarify, articulate, and establish integrated values systems; and when the ethical code is formulated and adopted as a consequence of a participatory democratic process. When members of the organization are able to relate the code's provisions to their personal integrated values systems, a greater compliance and commitment will prevail.  相似文献

This symposium assesses the trajectory of European Union (EU) environmental policy and integration in light of the rising pressure for policy dismantling and disintegration. This introductory article discusses the literature and the mixed evidence of EU environmental policy dismantling. Building on the three symposium articles, we investigate the role of the European Commission in this process, evaluating its role as a general ‘motor of integration’ and more specifically as an environmental policy entrepreneur. We find that the current political context does push the Commission to reconsider its entrepreneurial role and adopt the role of a ‘normalized bureaucracy’. Nonetheless, organizational features, such as new hierarchies and presidential leadership, and ideas that frame policy initiatives explain continued policy evolution and resistance to outright dismantling. Scholars should also pay close attention to implementing measures and patterns of enforcement to detect the more subtle policy shifts.  相似文献

Although public administration scholars have long been interested in promoting administrative ethics, recent lapses in judgment by government employees make the study of ethics even more pressing. Yet, we know relatively little about how public values and publicly oriented motives influence the ethical obligations employees reference when confronting organizational problems. We employ Perry's (2000) process model of public service motivation to connect public values, public service motivation, and employees' understanding of their ethical obligations. Using data collected from over 1,400 managers in United States municipal governments, we present findings that suggest that public service motivation appears to be positively correlated with ethical obligations rooted in virtue and integrity, or high road ethics, for less professionalized employees. Further, broader constellations of public values encourage increased application of high road ethics for the same employees, but only to the extent that they foster public service motivation.  相似文献

Three societies with similar initiatives for public service re-configuration and reform – the UK, Canada and Australia – are examined to highlight the many-faceted issues of public service ethics and the different approaches these governments have taken to re-building public trust and enhancing public service ethics in times of rapid change. These efforts for re-building an ethical public service are scrutinized according to four criteria for effectively leading change. Changes of public service values are also analysed as well as their implications for public servants.
Effectively, applied leadership is identified as the pillar of ethical practice – emphasizing the need for quality leadership development through on-the-job experience. Although legislation and codification are seen as necessary for building an ethical infrastructure that can help employees out of encountered dilemmas, the way forward is seen as nurturing an environment of trust and vigilance in which ethics are promoted through exemplary behaviour of leaders and employees alike.  相似文献

In this article, we assess the changing role of the European Commission in EU environmental policy. In line with organizational theory, we expect organizational hypocrisy, namely a decoupling of talk, decisions, and actions, to characterize the Commission's behaviour in the aftermath of the financial and economic crisis. We analyse the extent to which the Commission (1) promotes environmental matters and concepts in press releases and public statements; (2) proposes new and stricter environmental policy changes; and (3) takes action against member states in cases of non-compliance between the years 2000 and 2016. Our empirical analysis reveals that the Commission has indeed moved towards a pattern of hypocritical policy entrepreneurship in the post-crisis period. We argue that the decoupling of talk, decision, and action allows the European Commission to keep up its reputation as an environmental policy entrepreneur while, at the same, satisfying member states’ preference for economic recovery and less environmental regulation.  相似文献

In the post-Watergate era, many observers saw the renewed interest in administrative ethics as a passing fad. Now, over a decade later, the continued interest in this area belies this judgment. Indeed, this increased concern with administrative ethics is rooted in the realization that administration is as much an ethica, as technical pursuit. One cannot read John Rohr's "Ethics in Public Administration: A State of the Discipline Report," delivered at the 1986 ASPA Conference, without receiving the distinct impression that administrative ethics is an area of practice and study that is experiencing a profound upheaval. Views are diverse and often inchoate. Assumptions behind ethical prescr- ptions are still frequently unstated and unexamined. In addition, we still continue to seek techniques that will ensure administrative ethicality without understanding the nature of the ethical problems confronted in public administration and the reasons they are confronted. In short, there exists a need for theoretical clarification and classification in the area of ethics and public administration.  相似文献
