This article deals with the definitional legacy of the end of ideology debate and the problem of defuning ideology. The definitional legacy of the debate is described in terms of assumptions about the characteristics and functions of ideology, and several problematic features are identified. A major argument is that certain theoretical difficulties characterizing the debate were the result of viewing various attributes as definitional properties of ideology rather than hypothetical variables. In an effort to overcome the problematic features of the definitional legacy of the debate, the article recommends the construction of a minimal definition of ideology which converts characteristics and Functions often viewed as a priori elements of ideology into an extensive battery of hypothetical variables.  相似文献

Despite an international resurgence of interest in coproduction, confusion about the concept remains. This article attempts to make sense of the disparate literature and clarify the concept of coproduction in public administration. Based on some definitional distinctions and considerations about who is involved in coproduction, when in the service cycle it occurs, and what is generated in the process, the article offers and develops a typology of coproduction that includes three levels (individual, group, collective) and four phases (commissioning, design, delivery, assessment). The levels, phases, and typology as a whole are illustrated with several examples. The article concludes with a discussion of implications for research and practice.  相似文献

The purpose of this paper is to provide the definitional and empirical background to the Liberal Democracy Series I Index of democracy that is available in Bollen (1998) but whose rationale has not been published. More specifically, the paper (1) gives a definition of liberal democracy that has guided the formation of this index, (2) describes measures that correspond to this definition, (3) provides a measurement model that links the indicators of democracy to the latent variables that represent the concept, (4) explains the construction of the Liberal Democracy Series I Index, and (5) compares the Series I democracy measure to two other widely used democracy measures in a latent curve model. The Liberal Democracy Series I Index provides a simple unweighted measure of liberal democracy that minimizes the bias in expert ratings, is highly reliable and highly correlated with the latent liberal democracy variable. The evidenced reviewed here suggests that its measurement properties are superior to the Polity and Vanhanen democracy indices with the exception that it is available for a more limited period of years than these latter two.  相似文献

Without definitional clarity the "quango debate" is inherently flawed and meaningful progress undermined. A possible solution to this problem is proposed in this article by way of a subsectional map which aims to clarify the quango topography. This accepts the diversity inherent in the quango debate while allowing for increased clarity and focused research. This, the authors believe, is the only way forward for practitioners, academics and policymakers working within the sphere of quasi-government. There is a need to address precise forms or subsections of the quango continuum as studies or reforms which focus on one type of quango would not necessarily work if applied to all quangos, or quangos in other countries.  相似文献

The concept of a "policy community" is useful in understanding the joint efforts of national governments and domestic business interests to secure industrial competitiveness in world markets. The definitional debate accompanying the increased use of the term in political studies, on the other hand, is of marginal value in appreciating the substance of government-industry collaboration. An analytic account of the actions of two national governments grappling with the needs of industries subject to similar circumstance, as in a sectoral crisis, provides the opportunity to apply the term in a practical manner. Policy communities are no more than the institutionalized expressions of long-established relationships between private and public interests, subject to national idiosyncracies and accumulated experience. They are not the product of a deliberate and coherent design for the attainment of specific industrial goals. This point can be illustrated by reconstructing the actions of two national policy communities in crisis, that is in situations where established relationships come under greater strain than found under "normal" circumstances and, indeed, might be expected to break down entirely. A comparison of government intervention in the automobile industries of West Germany and France, 1971–1985, demonstrates the resilience of industrial policy communities. The maintenance of established relationships is shown to be part and parcel of the emerging industrial solution. Institutions and organizations involved in crisis resolution in the French and German motor industries are revealed to have dissimilar, overarching political objectives beyond the specific and immediate needs they seek to address. The imposition of such political factors onto industrial problems is not necessarily a disservice to an industry's long-term vitality.  相似文献

Abstract. This article presents a definitional and historical summary of 'civil society' as a western concept, and then traces how it was used in Japanese political theory and practice. 'Civil society' discourse became a familiar term amongst post–war Japanese historians and social scientists in the period 1945–1970, and thus preceded the recent international proliferation of 'civil society' literature in the 'west' from the 1970s onwards. 'Civil society' discourse was politicised in practice in Japan in the 1950s and 1960s, principally in opposition movements wanting to encourage political participation by ordinary citizens. While some 'civil society' discourse in Japan was based on an idealisation of 'western' ideas and practice, it is also the case that the individualism and democratisation implied in 'civil society' discourse has been very differently understood in 'western' countries and very unevenly instituted in their political practice. A simple East–West frame makes significant similarities between Japanese ideas and practice and 'western' concepts and politics disappear, and additionally causes significant differences within the 'west' regarding individualism and democratisation to become invisible.  相似文献

This article examines the role, significance and consequences of decisions in the United Kingdom about the definition of public expenditure for planning and control purposes. Three major definitional issues are examined: the narrowing in 1977 of the UK public expenditure definition from a public-sector-wide definition to something much closer to the OECD's 'general government' definition; the treatment of the proceeds of asset sales as negative expenditure; and the introduction in the 1990 white paper of a planning total excluding local government expenditure. Three sets of consequences are examined: the eroding commitment to comprehensive coverage; the resulting policy distortions; and the erosion of conventions traditionally governing the relationships between central and local government. Grounds for unease with present developments are identified, notably the fragmentation of public expenditure documentation and the loss of information, the consequences of which will unfold as public expenditure faces a difficult period because of problems of macro-economic imbalance.  相似文献

Problem definition studies focus on the ways in which problems are characterized in the political domain, and how they can be used strategically to limit or expand policy participation. Nanotechnology entrepreneurs are vying for resources in the political domain while strategically linking their nano‐solution to multiple and ambiguous problems. This article considers the evolution of nanotechnology as a solution, and the linked problems from a problem definition perspective. We consider how nanotechnology has been defined over time, in the scientific community and in the media, through development of a database of problem and solution definitional change. We find that, over time, advocates have defined the solution from a more narrow perspective while maintaining the overall ambiguity of the problem set. We suggest that the problem definition perspective is a viable framework for understanding the fluid and complex dynamics of science and technology issues and offer several suggestions for further research.  相似文献

The concept of materiality is attracting increasing attention in corporate sustainability reporting. This paper offers a preliminary examination of the extent to which the UK's leading retailers are currently addressing materiality in their sustainability reports and offers some wider reflections on the ways retailers are embracing materiality. The paper begins with a short discussion of the concept of materiality and on its determination and the paper draws its empirical material from the most recent sustainability reports posted on the Internet by the UK's top ten retailers. The findings reveal that there are significant variations in the extent to which the UK's leading retailers are embracing materiality and that there is no evidence of a sector specific approach to materiality within the UK retail community. More generally the authors argue that the methods currently being used to determine materiality are flawed and that retailers seem likely to continue to face challenges in looking to reconcile the relationships between executive management teams, investors and a wide range of stakeholders in operationalising the concept of materiality. The paper provides an accessible review of the extent to which the UK's leading retailers are currently embracing materiality as part of the sustainability reporting process and as such it will interest academics, students and practitioners interested in retailing and corporate sustainability. Applying what is in effect a roles and missions approach to the management of the office of the chief planner in large scale public operations is at variance with modern public administration theories. However, a definitional approach is advanced here as a needed step in organizing and managing the policy-making process, which in most agencies is in constant flux. Five key functions are defined: Planning, Analysis, Research, Demonstration and Evaluation. A simplified scenario is used to show how these functions and their management interact over several years of policy-making. Activities identified with each function are spaced chronologically and are shown to be mutually reinforcing. The scenario also makes extensive use of the initial earmarking of portions of the Research and Evaluation budgets for coordinated use in response to requirements growing out of the overall policy determination process.  相似文献

This article attempts a purely empirical approach to the issue of optimal civil service size by looking for a systematic relationship between observed size and underlying explanators. The residuals from such a fitted relationship then serve as a first approximation to whether the government in question is overstaffed or not. The data are from Indian subnational states, which as members of a single federation, follow the same definitional conventions with respect to the civil service. The contribution of the article is methodological, and addresses an issue of central importance, since staff downsizing conditionalities attached to externally funded structural adjustment programmes are not analytically underpinned. The article also explores issues surrounding the composition of the civil service. There is no evidence that overstaffing, as determined from the residuals of the estimated specification, is the joint outcome along with staff composition, as proxied by mean salary, of job creation pressures at the lower salary scales. This suggests that correction of overstaffing might be possible without political opposition, while at the same time leaving unexplained the variation in staff composition across states. This article undertakes a comprehensive examination of the social-psychological theory behind the concept of partisanship and addresses how well contemporary measures, especially the ubiquitous NES/Michigan measure, accord with contemporary theories of measurement, attitudes, and group identification. A number of shortcomings with the NES measure are discovered and more recent, psychologically informed measures that address these shortcomings are explored. After a brief empirical demonstration of the utility of these newer measures, recommendations are made for using new theory and new measures to improve our understanding of the role of partisanship in influencing political behavior.  相似文献

The concept of materiality emerged as the most important element in the new G4 guideline on corporate sustainability reporting launched by the Global Reporting Initiative (GRI) in 2013. This commentary paper offers a preliminary examination of the way in which these new guidelines are being adopted within the business community. The paper begins with a short discussion of the GRI guidelines and the enhanced emphasis on materiality, and the paper draws its empirical material from the first 10 companies listed on Google as having published their sustainability reports in accordance with the G4 guidelines. The findings reveal marked variations in the ways, and the extent to which, the selected companies have initially adopted the GR4 guidelines on materiality and that many of the high‐priority material issues identified by these companies are centred on business continuity rather than environmental sustainability issues. The development of micro-satellites, including nano-satellites, has opened up opportunities for their varied uses. One such utility is as space mines. The purpose of this instrumentality is protective and defensive to escort important space-mission vehicles. These act as security commandoes till impelled to action by anticipated threat or hostile intruder entering the path. Similarly, conventional land mines can be adapted for use on the surface of the moon. These, also termed “space mines,” can serve as proximity or peripheral defense to installations and national assets on the moon and other celestial bodies.

Space mines by their small mass and weight or nature of operation cannot be regarded a weapon of mass destruction or used as nuclear weapon prohibited under the Outer Space Treaty. Secondly, their deployment in passive defensive role does not foul with any substantive provision of space law. Nor are these prohibited by any definitional embargo. Illusioned by the apparent legality, space mines could be strategized in large configurations making outer space environment denser for safe space traffic. Modern satellites are high-cost vehicles and their operational economics cannot brook attrition.

Considering the comparable purpose and role of space mines, one needs to draw wisdom from experience with landmines or cluster bombs. These have been banned on the earth after suffering enormous losses and tragedy. Prudence ordains to learn from past mistakes and it would seem sagacious to nip the evil of space mines in the bud itself.  相似文献

Abstract

Any estimate of the number of homeless persons involves several definitional issues, including the underlying conceptual definition of “homelessness,” the intended use of and rationale for the count, how the conceptual definition is translated into operational procedures, and methodological choices. These issues are at least partially responsible for the variation in existing estimates of homeless individuals. To best serve multiple constituencies and demands for information, the adoption of a broad definition is recommended. Furthermore, it is necessary to develop and report estimates for specific policy‐relevant subgroups of homeless persons, as well as to develop a family of research studies that can yield an understanding of the conditions facing the homeless and identify “markers” for those who are at risk of becoming homeless.  相似文献

Abstract. This article reviews a selected range of comparative political research on women's movements, a subfield of political science whose recent proliferation now positions it at the leading edge of women and politics scholarship. Recognizing that "women" as a category of research is of necessity heterogeneous and informed by differences of race, class, ethnicity, nationality, generation, and religion, the article argues that this complex intersectionality need not mean that women's movements are beyond the scope of comparative political research. Rather, as the research focus of women and politics scholars has become increasingly carefully specified, general patterns are evident in the research that should serve to advance the comparative study of women's movements and comparative political research more generally. The article focuses on definitional challenges and the limitations of conflating "women's movements", "feminist movements", and "women in social movements", and discusses four major research arenas within which cross–national commonalities among women's movements are evidenced. These include the relationship between women's movements and political parties; "double militancy" as a potentially distinctive collective identity problem for women's movement activists; the extent to which political opportunities for women's movements are (or can be) gendered; and the relationship between women's movements and the state. The article concludes with suggestions for future research in the subfields of comparative women's movements and comparative politics.  相似文献
