Technology transfer can be seen as an effective mechanism to advance the flow of technological development in a developing
country’s economy. Though normally small-scale technology transfer projects are initiated and managed by private organizations,
the large-scale technology transfer projects in a developing country are sponsored by the state itself, given the complexity
level of and resource requirements for such projects. The purpose of this paper is to identify and discuss the critical elements
of a successful large-scale technology transfer process framework in a developing country context. Four components are highlighted
that facilitate a successful large-scale technology transfer process. These are: (i) understanding and selecting technology
components; (ii) selecting a technology transfer mode; (iii) negotiating effective process; and (iv) developing capability.
Aspects of negotiation and adoption/assimilation capability development are stressed in this paper, which is commonly missed
out in conventional technology transfer framework. Accordingly a comprehensive and goal oriented technology transfer framework
has been presented in the paper linking all the core elements. A Libyan case study is discussed to illustrate the framework.

Following the economic liberalization of 1991, the government of India established the software technology parks of India
(STPI) scheme and opened numerous software parks around the country. These parks have played a critical role in the growth
of India’s software sector. In recent years, private software parks have also been established in different parts of India.
The government of India is now promoting biotechnology (biotech) parks to encourage growth of this emerging sector. The biotech
parks are still in their infancy with a few operating parks. There are several upcoming biotech parks in different Indian
states with support from the respective state governments. The government of India continues to play an important role in
establishing technology parks. Biotech-Information Technology (Bio-IT) park is the next type of park that the government is
planning to promote. This article discusses the institutional history of these technology parks in India.

Editor’s Note: The Federal Laboratory Consortium today consists of over 600 member research laboratories and centers from 16 federal departments and agencies. The FLC brings these laboratories together with potential users of government-developed technologies in the private sector and state and local governments. The FLC also develops and tests transfer mechanisms, addresses barriers to the transfer process, provides training, highlights grass-roots transfer efforts and focuses on national initiatives where technology transfer has a role. After over a decade of reform tinkering, Vietnam in early 1989 enacted a big bang that sought to combine stabilization with moving toward a market environment. In quick order, the pace of inflation was brought down to manageable levels. But the disarray resulting from stringent monetary policies not being supported by fiscal stances and control over foreign exchange led to considerable capacity underutilization and unemployment well beyond what would seem required to sustain the adjustment effort. The paper looks at the antecedents of the reform, its main components, the internal contradictions, and the dilemmas faced by the Government with a view to deriving lessons for other planned economies that may switch abruptly from a pervasive administrative planning environment to a model eventually to be anchored to market relations. 相似文献

The withdrawl of Federal funds in a number of social service programs and state and local government budgets calls for an upsurge in volunteerism. Since August 1978, a Technical Volunteer Service (TVS) has been doing just that at one of the nation’s largest Federal laboratories. As measured by service to the community, acceptance by laboratory management, and satisfaction for the volunteers, this program has been an outstanding success. The time is ripe to transfer this program to other Federal laboratories, universities and industry. This paper describes the program and offers practical suggestions for its transfer to other organizations. 相似文献

Socioeconomic gradients in self-rated health: a developing country case study of Enugu State,Nigeria
The use of self-rated health (SRH) as an indicator of health has generally been limited to the study of socioeconomic inequalities
in industrialized societies. We evaluate the potential usefulness of this indicator in a developing country context using
a data set generated from Enugu State, Nigeria, which includes information on SRH and health status index (HSI). We also evaluate
the difference in the estimated socioeconomic inequality in health using two specifications of the concentration index: the
standard specification and Erreygers (J Health Econ, 28:504–515, 2009a) specification. The results show that self rated health is a potentially useful indicator of health state for populations
in developing countries. Our tentative results indicates that the Erreygers (J Health Econ 28:521–524, 2009b) specification of the concentration index detects larger levels of inequality than the standard specification, and thus raises
questions for researchers who use results obtained from the instrument for policy advice. The simulation results also show
that the level of social aversion to socio-economic differences among people would generally increase the perceived level
of health inequality in a population. 相似文献

Innovative ideas will not be transferred between organizations unless they pass the screening tests managers use to choose
innovations for transfer. This paper suggests that most screening methods have been developed for analyzing incremental improvements
in existing businesses. As such, these methods militate against the transfer of new technologies. The paper describes screening
methods in use at invention-management organizations as an alternative. These methods stress the development of business concepts
for innovations, i.e., the integration of product specifications with the targeted market's characteristics, the user's capability,
and convergent technologies that use and/or are used by the innovation.
His recent work includes an OECD study of the innovation policies of the western provinces of Canada and a study of the commercialization

Legislative and policy initiatives can be viewed as a problem-solving process that includes the following steps: [1] problem
identification, [2] identification of objectives, [3] strategies, [4] evaluation of strategies, [5] decision(s), and [6] implementation.
This paper uses policies related to technology transfer as a “test case” issue area. It identifies four historical phases
for technology transfer—extension service, space-defense spin-off, intergovermental, international, and technology commercialization—and
their related objectives. Seven technology-transfer models are presented for accomplishing these objectives: intermediary
mechanisms, decentralized invention management, cooperative research, patent waivers, personal incentives, personnel-exchange
programs, and foreign patent rights. Actual examples, evaluation criteria, and resulting decisions are subsequently presented.
Finally, implementation issues (regulations, technical assistance and training, and financial considerations) are discussed.

Transferring and utilizing technology in developing economies is a vital issue for economic growth. Often the separation between
R&D institutes and industrial concerns limits the transfer of technology. The People's Republic of China, which has conducted
R&D in institutes separate from the potential user firms, has recently moved to facilitate domestic technology transfer from
R&D institutes to R&D consumers. This study, based on the statistical analysis of 60 R&D institutes in the machinery sector
in China, found that, while R&D intensity improves transfer of technology, funding and employee mobility hinders transfer.
His special area is in science and technology policy. He had worked for the State Science and Technology Commission of China

The aim of this study was to determine offence behavior, socio-demographic characteristics and some features of the juvenile offenders' families in a selected region, and compare with developed countries. A total of 165 juvenile offenders were included. Information was obtained by individually interviewing all children. Of a total of 165 juveniles, 162 (98%) were boys. The most frequently committed crimes were theft (52%) and wounding (20%). Of these juveniles, 33% were 14 years old when they committed offence, 21% had a history of an offence behavior, 14.5% had an offender sibling, 36% had smoking habits, 21% had a history of running away from home, and 28% had a history of internal migration. Mild psychiatric disorders were detected in 9 (5.4%) and 51% of them were not student at the time of offence behavior. Most of the families were crowded and had rather low economical and educational levels. Some features such as low income and low family educational levels, insufficient parental control, crowded family, migration, repetition of offences, and cigarette smoking were found to be risk factors for offensive behavior. These risk factors can be taken into consideration for the prevention of future crimes. 相似文献

This paper aims to provide, through a literature analysis, a solid theoretical foundation that allows identifying the critical factors for technology/knowledge transfer. The literature review allowed to summarize the main contributions collected, to identify the main critical factors for technology/knowledge transfer and to frame them in a simple framework, carrying out a rationalization and classification. We built a reference framework, called “model of technology/knowledge transfer”. The proposed structure considers six categories related to the actors involved (sources, recipients and intermediaries), the relationship between them, the object of the transfer, the channels and mechanisms and the reference context. The factors represent all the main parameters and levers to consider in the design and implementation of an activity of technology/knowledge transfer. This paper examines the effect of instrumental and expressive concerns on public confidence in the police in three different residential areas in Sekondi-Takoradi, Ghana’s third largest city. The study was important because of the knowledge vacuum that existed in regard to the empirical validity of the instrumental and expressive theoretical framework within the Ghanaian context. Data for the study was drawn from a baseline survey conducted in three residential areas in the Sekondi-Takoradi metropolis. The findings revealed that instrumental factors played a more significant role in influencing confidence in the police in the Sekondi-Takoradi metropolis compared to expressive factors. More importantly, instrumental factors played a more significant role in influencing confidence in the police at Anaji compared to the other two residential areas used in the study. The paper recommends that there should be more investment in police infrastructure and services to enhance police effectiveness and efficiency. Additionally, the authors also suggest that interventions aimed at improving security at the community level should be guided by periodic safety audits since this will provide a better understanding of the criminogenic problems within these residential settlements. 相似文献
