Many realist international relations theorists characterize realism as a perspective grounded in a firm grasp of the tragic constancy of human nature and the autonomous role that power plays in human politics. Realism is thus cast in opposition to the hopeful, but often naïve, optimism of liberals who seek to steer international relations theory and ethics away from these historical realities. This paper examines the philosophical roots of theories developed by four realist thinkers, Max Weber, E.H. Carr, Hans J. Morgenthau, and Henry Kissinger, in postmodern epistemology and ethics, perspectives not often associated with constancy or notions of objective historical truths. I argue that the origin of their respective theories in Nietzschean epistemology plays a profound role in undermining their ability to develop a credible view of international ethics. Though each of them is, in his way, committed to democratic principles, their works assert an existential, private morality that is incompatible with the ethical requirements of a modern, democratic society.  相似文献

This paper addresses a key problem in EU-China economic relations: the capacity of the EU to exert leverage through its economic diplomacy in the context of key economic trends, policy dilemmas, and processes of governance. The paper begins by identifying key elements of the EU’s economic diplomacy and their relationship to key functions: deliberation, representation, communication, and negotiation. It continues by reviewing key trends and challenges in EU-China economic relations, in terms of trade, finance/investment, and broader issues of economic performance, with special reference to the problems emanating from the current economic turbulence both in the EU and in the broader global political economy. It then identifies a number of key policy dilemmas for the EU in areas such as trade defense/trade promotion, environment/development, security/commercial priorities, investment/sovereignty, and explores these in terms of three key concepts: orientation, coordination, and effectiveness. In pursuing this analysis, the paper relates these trends and dilemmas to attempts to govern EU-China economic relations: public/private, bilateral/multilateral, and regulatory/political. In the final section of the paper, these efforts are evaluated in the context of the EU’s economic diplomacy, with relation to key actors, processes, and outcomes and to the key functions of deliberation, representation, communication, and negotiation.  相似文献

America and Iran have not had diplomatic relations for two decades. In May 1997 the election of Mohammad Khatami, a reformist, to Iran's presidency provided an opening for a cautious rapprochement. Khatami advocated people-to-people contacts between the two nations to break the ice, and the United States agreed. After critically evaluating the idea of people-to-people contacts and discussing the role of the large Iranian diaspora in America as a mediator between the peoples of the two countries, this article examines the sports diplomacy that resulted from Khatami's initiative. It concludes with a comparison with the ping pong diplomacy that heralded the thaw in US-Chinese relations.  相似文献

This study examines the role of television coverage in U.S. policy toward South Korea, focusing on the May 1980 Kwangji incident and the subsequent visit of South Korean president Chun Doo Hwan to the White House in February of 1981. It explores these two episodes in the context of major dimensions of U.S. policy toward Korea and the themes developed through sporadic, low‐level coverage of Korea by mainstream American media over the years. The analysis underscores the political impact of television's dramatic visual focus, its use of consistent visual images, its expansion of the geopolitical scope of the policy process, and its personalization of policy. The dramatically different public interpretations of the Kwangju incident and Chun visit in Korea versus the United States suggests that President Reagan's first major state visit, during which he declared that his administration would pursue “quiet diplomacy” on human rights in Korea, while successful within the United States and in the short term, was damaging over the long term.  相似文献

Why was Britain so reluctant to use the tools of cultural diplomacy for the cold war? First, the habits of administration and the effects of war encouraged a compartmentalization of effort. There was no obvious point at which to construct an overview or a strategy which could match the Soviet enterprise. Second, the dissolution of the empire exposed the racism and ethnic tensions which had existed in both the United Kingdom and its colonies. Policymakers appeared to be pursuing incompatible objectives. They found it difficult to think about post-colonial influence except in terms of a policy for the Commonwealth, but also to construct such a line of action. The insubstantiality of cultural diplomacy is part of the trauma of losing great power status. Arab nationalism was the major force which prompted government into action on cultural affairs. On 27 July 2001 negotiators of the ethnic Slav and ethnic Albanian political parties from the self‐proclaimed unity government of the Federal Republic of Macedonia (FYROM) met at Ohrid, a lakeside resort in the southwestern corner of the war‐torn country. The negotiators had fled Skopje, the country's starved, gray capital, because the pressures from the spreading war between ethnic Albanian insurgents and the dominantly ethnic Slav security forces had made constructive political dialogue nearly impossible. Ohrid, on the other hand, was a community that embraced many of the region's historical contradictions. The town had seen Romans, Byzantines, Franks, Ottomans, Serbs, Greeks and Albanians all come and go. Saint Clement of Ohrid (d. 916) had once lived and worshipped in the city, and much of the architecture, with its winding streets and numerous churches and monasteries, still bore the marks of its medieval and diverse past. All parties arrived in this contemplative setting under intense diplomatic pressure from the European Union (EU), the United States (US), and the North Atlantic Treaty Organization (NATO) to find a constitutional and political solution to the crisis, and find one soon. As all parties sat down to thrash out a compromise, a senior EU mediator was heard to remark: ‘This country doesn't need mediators, it needs a psychoanalyst.”  相似文献

Diplomacy as we understand it to the present day — a sophisticated system for handling affairs of state and negotiating treaties, based on accredited envoys working within a framework of international law and protocol - emerged in the third millennium BCE in the ancient Near East at the same time as the development of writing and urban culture. Transmitted by the great cuneiform civilizations of Babylon and Assyria to Achaemenid Persia and classical Greece and Rome, the heritage of diplomacy continued to flourish in Byzantium, Rome, and Venice. The Renaissance provided the conditions for the spread of a tradition that had existed in many essential aspects for millennia.  相似文献
