With the incumbent Labor government embracing a recentralisation of industrial relations, public sector agencies in Queensland are experiencing a dramatic shift in the framework of employment relations. This paper discusses the approach of the previous Coalition government to managing the public sector workforce and the emerging approach of the Labor government. The comparison of contrasting governmental approaches to public sector employment relations throughout the 1990s suggests that successive governments have balanced very differently the three main pressures they have faced: political, managerialist and industrial relations.  相似文献

Few anticipated the radical program of public sector reform introduced by the Kennett government. A commitment to downsizing, markets and privatisation has transformed employment relations in the Victorian public sector. Familiar institutions have disappeared, major employment areas have been restructured, and jurisdiction for much public sector industrial relations has been transferred to the Commonwealth. Despite some industrial unrest, and occasional successes, public sector unions have been unable to fend off this ideological assault on traditional patterns of public sector employment.  相似文献

Students of American politics rarely study public sector unions and their impacts on government. The literature sees bureaucratic power as rooted in expertise, but largely ignores the fact that bureaucrats often join unions to promote their own interests, and that the power of their unions may affect government and its performance. This article focuses on the public schools, which are among the most numerous government agencies in the country, and investigates whether collective bargaining by teachers—the key bureaucrats—affects the schools' capacity to educate children. Using California data, analysis shows that, in large school districts, restrictive labor contracts have a very negative impact on academic achievement, particularly for minority students. The evidence suggests, then, that public sector unions do indeed have important consequences for American public education. Whether they are consequential in other areas of government remains to be seen, but it is an avenue well worth pursuing.  相似文献

This study examines the influence of public sector unions on the expansion of the public sector. Based on public goods theory, our paper models how unions influence the supply of and demand for public sector activities. On the demand side, public sector unions are special interests which advocate public sector expansion to policy makers; on the supply side, they exert pressure to maintain and expand monopoly powers. Empirical evidence supports the hypothesis that a positive relationship exists between public sector unionism and public spending.  相似文献

This article explores the impact of the Coalition government's federal public sector reforms since 1996 in the Australian Public Service (APS). Under the Labor governments from 1983 to 1996, a range of measures operated to facilitate the development of social dialogue practices in the APS. There were also various mechanisms for consultation, information sharing and employee participation in decision-making, such as the Joint Council and Departmental Councils, statutory provisions for Industrial Democracy Plans, award provisions for consultation over business restructuring and support for consultative structures under enterprise bargaining and health and safety legislation. Nearly all of these measures have been dismantled or downgraded since the Coalition government came to office, especially those requiring consultation with trade unions or providing unions with a central role in participative mechanisms. It is argued here that the government's reforms have involved a substantial reduction in formal support for social dialogue in the APS, and a rejection of the benefits that such an approach offers.  相似文献

Over the last three decades the federal public sector has been the focus of government policies aimed at recasting federal public sector employment arrangements from a structure characterised by a considerable autonomy from government to a set of institutions more responsive to government direction; and more recently to a regime marked by considerable operational autonomy within a framework of substantive and substantial government control. These developments had the consequence of promoting a more explicitly managerial employment framework and a more individualised workforce. As part of this process the federal public sector was reorganised as a series of agencies. These 'managerial agents' of governments were authorised to secure more effective employee compliance with these changes. A key element in this process is the response of public sector unions to these developments and the way they have both contributed to, and been affected by, the construction of a more explicitly managerial public sector.  相似文献

Public sector union membership is thriving compared to the private sector. Moreover, public employee unions play a significant role in policy making at every level of government. Yet research on public sector labor relations is sporadic and uneven, perhaps negligible. Why so? This article surveys the literature on public sector unionism and seeks to answer that question. Its conclusion points to a course of action for renewing interest in this seminal field among public administration, management, and policy scholars.  相似文献

During the 1990s public service industrial relations in South Australia have followed the state's long‐standing practice of being moderate and careful. From 1993 onwards, processes of corporatisation and privatisation that had commenced under the Bannon Labor government were continued and extended under the new Liberal government, in part as a response to financial pressures arising from the State Bank collapse, and in part as a reflection of the same trends that were widespread elsewhere. Where possible the government avoided direct confrontation with unions. There were various contests where the parties explored options in the changing environment, but the most prominent trend was that government policies of financial restraint and outsourcing tended to reduce most unions' bargaining power. Those policies were initially conjoined with agency‐specific enterprise bargaining, but the resulting variations in outcomes finally led to a Wages Parity Agreement to restore consistency.  相似文献

Abstract. The paper examines public opinion about the political involvement of trade unions in the UK and Denmark. Both are systems in which trade unions are linked to a political party and both have high rates of union density. However, whereas British unions have contested governments of both parties and opposed regulation of industrial relations, Danish unions have a tradition of cooperation with government and are entangled in a web of institutionalized industrial relations. Results, however, are amazingly similar. Both the public at large and union members accept unions in general and also their political involvement, but oppose contestation of political authority. Irrespective of union behaviour, beliefs in the supremacy of parliament seems to be firmly rooted in public opinion.  相似文献

The election of the Kennett government in 1992 heralded an era of unprecedented change in public sector employment and industrial relations in Victoria. The Employee Relations Act 1992 and the Public Sector Management Act 1992 redefined the public sector in Victoria and the relationship, both collective and individual, of public sector employees with government. In October 1999 the Kennett government unexpectedly lost office. But despite its pre-election rhetoric promising a return to more conventional arrangements, there is little indication that the Bracks government intends to significantly dismantle the Kennett legacy in public sector employment and industrial relations.  相似文献

The election of a LiberalNational Coalition government in 1993 heralded a period of significant and sustained change in Western Australian public sector labour relations. As legislator, the Coalition government embarked upon a program to decentralise and deregulate the Western Australian industrial relations system; as an employer, the government has had to respond to the economic imperatives which have faced most employers in recent years. The result has been a period of major change in the public sector – employment levels have declined as services have been privatised or contracted out; the proportion of non-permanent and part-time employees has risen significantly. Individual workplace agreements have been introduced; individualised performance-related management and reward systems have increased; and the scope for union involvement has diminished, as has the level and density of union membership. The experience of the public sector therefore reflects many of the workplace changes that are also found in the private sector. It also brings the government's industrial relations policies into sharper focus.  相似文献

Since 1989, the Hong Kong government has implemented a programme of public sector reform that is based on the principles of ‘new public management’. The reforms initially focused mainly on financial management reform, including delegating responsibilities for resource allocation; re-defining the roles of the central resource branches; setting up trading funds in departments that provide services directly to the public; and instilling a new corporate culture of service throughout the government. Some progress has been made in implementing the reforms. In 1993, the government realized that further civil service reform was necessary to support the reforms. The government proposed to delegate more authority to department heads on personnel matters; give managers more freedom to manage personnel; and simplify personnel regulations and procedures. These ‘new public management’-type reforms are usually associated with stable, relatively unchanging environments. In Hong Kong, however, the reforms have been proposed and carried out in an environment of considerable political turbulence which has both facilitated and hindered their implementation. Because of the declining legitimacy of the colonial government, British authorities may not have the political capacity to implement the reforms. Opposition from both department heads and civil service unions to aspects of the reforms has already emerged.  相似文献

The German public affairs sector has experienced considerable growth and noticeable changes since the millennium including the shift of the government seat from Bonn to Berlin. For a long time, public affairs was characterised by an effectively tripartite system composed of an interplay among state, economy and trade unions. Nowadays, observers recognise the emergence of a multitude of new players in this field and a fundamental change to a highly fragmented and extensive public affairs landscape. This development brought new challenges to the profession of interest representation. ‘Lobbying’ has become a highly discussed topic in the public debate carrying a rather negative connotation. Do we notice an increasing lack of transparency due to a multitude of players? How can we win back trust? First, this paper describes the need for interest representation and the necessity of defining political conditions for the public affairs sector within Germany. Second, the paper focuses on the development of the profession and addresses issues relating to the changes that have taken place in the course of time. Lastly, this article concludes with an evaluation of how public affairs and politics cope with the rising external and internal pressures in order to address current challenges and provide an outlook for future directions. Mass media coverage of government is often blamed for inciting anti-public sector sentiment. Yet there have been few empirical assessments of these claims. To address this gap in the literature, this study examines whether relationships between citizens’ expectations of public sector performance, satisfaction with public services, and levels of trust in government vary according to their use of online mass media for information about government. Using data collected in 2012 from a survey of 1,100 Seoul citizens, we find that greater use of online mass media to obtain information about government reinforces negative relationships between (1) expectations of public sector performance and satisfaction with public services, and (2) expectations of public sector performance and trust in government. Moreover, the size and strength of the negative indirect relationship between expectations of public sector performance and trust in government increase as respondents use online mass media more frequently for information about government.  相似文献

Abstract: The ministerial staff of the present Liberal-National Country Party government are compared with those of the Labor government between 1972 and 1975. The most striking contrasts between the two groups is that the Coalition staffers are fewer in number (with fewer "political" types) and less "visible" than their Labor counterparts. They also intrude less into the workings of departments and report better relationships with public servants. There is thus a weakening of the representative and party political elements in the Federal government which were built up under the Labor party, and an opening of the way for a possible reassertion of the bureaucratic element. Although Coalition staffers differ from Labor staffers in other respects (for instance more come from private industry and private practice, fewer from journalism), on a number of criteria they have much in common. They are mostly male, in their twenties or thirties, mostly graduates, disproportionately from non-government schools, with about half from inside and half from outside the public service.  相似文献

This article examines the impact on British trade unions of the break in relations with the government, the economic recession and labour market developments in the 1980s. The shift towards a programme of 'labour exclusion' is related to specific policies designed to weaken trade unions and liberalize labour markets. A close investigation of data on union organization and activity indicates that, despite evident reversals, a full-scale de-institutionalization of industrial relations is not occurring. However, the links between government policies and longer-term socioeconomic trends pose severe challenges for union revival. The article concludes with some considerations on the future prospects of union-government relations.  相似文献

In the recent economic literature the independence of the central bank is often considered to be one of the most effective guarantees to achieve price stability. A strong theoretical basis for this proposition is that the monetary policy delegation given to an independent central bank is an optimal instrument to avoid the time inconsistency problem of monetary policy. This paper investigates the stability properties of this solution in a simple game in which the private sector (i.e. the trade unions) and the public sector (i.e. the central bank) simultaneously interact. A representative monopoly union is considered, and – in line with the recent economic debate – two types of unions are investigated: (i) the standard micro-founded trade union; (ii) the inflation-averse trade union. In both cases, we find that the requirement for the Nash equilibrium to be stable imposes a limit to the conservativeness of the central bank. Instability of the Nash equilibrium reveals a strategic co-ordination failure between the public and the private sector.  相似文献

Economists argue that government produces national defense because it is a public good, and markets fail to produce public goods optimally. This argument has two shortcomings. First, it relies on different assumptions of individual behavior in the private and public sectors. Second, it assumes that government has a comparative advantage in the production of public goods, despite evidence to the contrary. Employing the standard assumption of self-interested behavior for both private sector and public sector individuals, government has an incentive to produce national defense because by doing so it is protecting its source of income: its tax base. Incidentally, citizens benefit from the exchange of protection for tribute because their assets are protected.  相似文献

Public sector industrial relations is a somewhat neglected field of investigation. The relative neglect by industrial relations scholars is surprising given that public sector employees in Australia are much more likely to be unionised and work within larger organisations with formalised industrial. Moreover, it has been within public sector environments where the efficacy of public policy directions in industrial relations have been tested. Public sector environments are more likely to be characterised by structured bargaining and policy testing than much of the private sector. One of the purposes of this symposium, then, is to remedy this relative neglect of public sector industrial relations.  相似文献
