This paper focuses on how peace education at a peace museum is promoted by a volunteer guide service for visitors. Peace museums are places where many materials related to war and peace history are on display. To support the learning experience of museum visitors, many peace museums in Japan provide a volunteer guide service. The Kyoto Museum for World Peace, Ritsumeikan University, started such a service more than 20 years ago. A citizens’ group, called Friends for Peace, is in charge of the museum guide activities in cooperation with the museum. This article explains the purposes and nature of the service, and also reports on a survey of similar services offered by other peace museums in Japan.  相似文献

The Jewish Museum in Berlin is devoted to telling the 2,000-year history of Jews in Germany in a stunning building designed by Daniel Libeskind. It is Germany’s premier museum devoted to Jewish history and memory, but it is expressly not a Holocaust museum and most reference to the Holocaust is architectural. In its interactive and sophisticated exhibitions, the Jewish Museum represents contemporary international trends in museology and in many ways resembles the many Holocaust and other memorial museums around the world, one of the most prominent and striking international museological trends. However, in rejecting the categorization as a memorial museum and in focusing on a celebration of German–Jewish culture and history rather than the tragedy of the Holocaust, the Jewish Museum is what we might call a countermemorial museum. As such, it challenges the new norms around the creation of memorial museums and other sites of memory to be self-reflexive meditations on the negative past and its trauma. If memorial museums emerge from a particular orientation toward the past that Jeffrey Olick calls the “politics of regret” and claims is a major characteristic of our age, then the Jewish Museum might represent a parallel trend that we can call a “politics of nostalgia.” The museum serves, in many ways, as a screen upon which present-day Germany can project an idealized image of its past, masking some of the present tensions around German national identity and ideas of German multiculturalism. At the same time, the museum often seems to be in conflict with Libeskind’s building, which is infused with Holocaust symbolism and meaning.  相似文献

ABSTRACT

The performative role of the museum as a ‘historical map’ has long served to construct strategic cartographies of identity and community. In addition, the nature of the relational experiences within museum spaces, places these histories and cartographies in a contact zone, in which structures of power and agency influence the locus of enunciation through which subjecthood and objecthood are derived. This essay examines the influential role of museums in Mexico in imaging, framing, and performing strategic configurations of mexicanidad. Particularly, I interrogate how museums have historically muted and made invisible the representation of Mexicans of African descent.Then, I analyze two important regional museums and theorize how they present a transition from objecthood to subjecthood, in which Afro-Mexican knowledge and consciousness is reified to configure an alternative mapping of African heritage within the space of museums and within constructions of racial formations and narratives of being and belonging in Mexico.  相似文献

In the Italian nonprofit field, bank foundations face an increasing demand to account for their grant activity in forms that go beyond traditional financial statements. Consequently, bank foundations have developed specific reports in accordance with a 2001 Italian law that requires a mission report to be included within financial statements. This study investigates the peculiarities of social reporting documents in terms of standards used and formal characteristics, revealing different adoption levels. Contributing to an ongoing debate, the analysis of the reporting practices underlines how the due by law on social accounting could hamper the disclosure in nonprofit organizations.  相似文献

Although museums for peace claim peace education to be a primary mission, their definitions of ‘peace’ and their aims and practices for peace education vary widely. In this article, we draw from the field of critical museology and the knowledge construction perspective to understand the role of museums for peace in the service of peace education. From the constructivist viewpoint, the museums’ narratives are not objective or historical truths. Rather they are the museum designers’ constructed interpretations of the events, people, and places that are memorialized. The museums’ exhibits, narratives, and programs reflect a wide range of definitions of peace including some which conflict and contradict each other. The variations in defining peace contribute to differences in how the museums view and exercise their role in educating for peace. From this analysis, we observe how contemporary museums for peace can play a significant role in peace education by raising awareness about multiple definitions of peace and by enabling audiences to reflect on, discuss and participate in deliberated paths toward personal peace and cultures of peace.  相似文献

This article concerns two national museums in Croatia during the socialist period, the Museum of the Revolution of the Peoples of Croatia and the Historical Museum of Croatia. Both state-developed institutions were intimately tied to the process of nationalization as they helped articulate the place of the Croatian nation within the ideology of supranational Yugoslavism founded on the ideas of socialist patriotism, brotherhood and unity, self-management, national assertion, and South Slavic culture and community. This paper therefore traces the development and collapse of Yugoslavism in Croatia’s national narrative by analyzing how these museums adapted the mythology of socialist Yugoslavism for a particularly Croatian context. Specifically, this paper investigates the ways in which these museums operated in an often ambiguous national-supranational discourse in order to reinforce the historical precedents of Croatia as part of the Socialist Federal Republic of Yugoslavia. I argue that these museums were envisioned by party elites and museum curators alike as essential to the project of building socialist Yugoslavism by adapting and altering Croatia’s previous national pantheon of heroes, places, objects, and events to fit into a larger and distinctly supranational Yugoslav framework.  相似文献

This article examines cultural policy developments affecting the Australian local government sector arguing for policy that directly addresses the operational needs of small to medium museums. Over a period spanning roughly three decades, national and state government involvement in ‘community’ cultural programmes has decreased, with local authorities assuming primary funding responsibility; a process I call the ‘municipalisation of culture’. The dual imperative for councils to provide dynamic cultural facilities while demonstrating prudent spending of ratepayer money has produced a challenging climate for local museums. Using the state of New South Wales as a case study, this article explores how this shifting cultural policy landscape, together with growing instrumentalisation of cultural programmes, has transformed the perceived context and purpose of museums in local government areas. It argues that the pressures of demonstrating impact across an array of public benefits in a restricted funding climate threatens the sustainability and meaningfulness of local museums.  相似文献

This is a comparative study of the rationale and effects of management accounting innovations in Greek and Italian municipalities, as part of the NPM reform in the public sector. This article aims to understand the extent of adoption of accounting innovations in Greek and Italian municipalities, and the factors affecting the specific techniques in use. The study reports on a survey based on medium-sized and large Italian and Greek municipalities, targeted at public municipalities’ accountants, the users of accounting techniques. The study identifies the intended purposes of NPM reform and, particularly, management accounting innovations, analyzes a set of factors that affect the implementation of management accounting technologies, and discusses determinants and features of such innovation on a comparative perspective.  相似文献

The article is set in the context of evaluating the debate between the free‐marketeers [Schultz et al] and the institutionalists [Myrdal et al]. It surveys the literature on the application of profit functions to agricultural production in LDCs. In particular it provides a critical review of the literature which focuses on the inadequacy of economic theory, the problems of econometric specification, data limitations, and the contradictory nature of the econometric results. Overall, it is argued that the profit function is inappropriate on theoretical grounds and that most of the economic applications do not support the model. The article concludes with suggestions for future work which should take account of the role of class, power, and interlinkages in an historical context. Social and institutional factors, it is argued, are important in determining the behaviour of peasant farmers.  相似文献

The important role museums played in the construction of nation-states in the late 18th century and in the 19th century generated an abundant literature. In today’s word, these institutions of knowledge are unanimously recognized as lieux de mémoire, capable of generating publics and, more or less successfully, self-identifying (mostly national) collectives. The present chapter intends to analyze how two history museums are projecting a questioning a sense of belonging and its problematic relation to a common present through the celebration of a common past. In particular, we are interested in how supra-national identities are negotiated through these traditionally national agencies of culture in the exhibition C’est notre histoire!, held in 2007–2008 at the Musée de l’Europe in Bruxelles and at the National Museum of Australia, opened in Canberra in 2001. The National Museum of Australia will be regarded as an example of recent negotiations and dissents on an alternate post-national identity construction. It can allow us to revisit the idea of Europe’s museums made of new uses, practices and discourses on multiple identities and groups who were traditionally forgotten in or excluded from a clear-cut national identity. It will also allow us to examine the scenographic representations of a European identity which can not be summarized as the juxtaposition of fixed national narratives and artefacts.  相似文献

Despite the limited number of peace museums around the world, there exists an essential role for existing peace museums to promote a culture of peace and peace education. The purpose of this article was to introduce the origins, rationale, scope and work of the Tehran Peace Museum in Iran. The concept of the museum is to facilitate peace education and develop peaceful environments drawn from the personal experiences of war survivors. The museum encompasses exhibitions about the horrors of chemical and nuclear warfare and is balanced with awareness programmes, bridge-building dialogues, connections with other peace museums and a comprehensive peace education programme catering for younger and older members of society. It offers the space and opportunity for a community of learning within the museum and welcomes fresh ideas and initiatives from visitors and volunteers. The Tehran Peace Museum is unique in its body of volunteers, men and women who have been directly affected by chemical weapons. They are involved in the Veterans Voices of Peace Oral History Project and actively voice the need for creating peaceful societies in today’s world.  相似文献

The public museum sector does not remain untouched by the main trends and changes in public administration, even if it has some different characteristics from other government agencies in terms of administrative priorities and purpose. This is why the sector has been largely influenced by the prevailing administrative model of the era. Today, community engagement has become one of the main topics in the sector in parallel with the changes in public administration. Thus, the objective of this study is to propose and test a model that explains Turkish public museums’ community engagement performance. Findings of the research show that goal clarity is the most important factor in the community engagement performance of Turkish public museums, whereas museum infrastructure is surprisingly the least significant factor. Furthermore, this study reveals the positive correlation between the fulfilment of endogenous and exogenous functions of the public museums. Therefore, any effort to make them more engaged in their community should not be regarded as an alternative of their primary functions, namely endogenous functions.  相似文献

This paper makes a case for further studies on the contribution of peace museums to interfaith dialogue debate. Based on our experiences as museum curators, teachers and peace researchers and a review of published materials, we argue that there is a lacuna in the study on the contribution of peace museums to the interfaith dialogue debate. The development of community peace museums in Kenya,, in predominantly Christian communities, and the use of traditional religio-cultural artefacts in peace education and peace building is a case of interfaith dialogue worth documenting. With religious conflict threatening to tear the fabric of society apart, the question of interfaith dialogue is now paramount in the search for sustainable peace and development.  相似文献

Popular financial reports (PFRs) are intended to increase transparency by providing financial information to a non-technical, citizen audience. We examine the extent to which PFRs are meeting the goal of transparency by developing a 23-criteria fiscal transparency index for the citizen user (FTI-CU) and applying it to a sample of PFRs (popular annual financial reports and citizen-centric reports) issued by local governments in the U.S. These criteria are organized into five areas: comprehension, access, financials, appearance, and community-focused. The analysis finds that, while there are areas for improvement, the PFRs rated the highest in the access and appearance criteria.  相似文献

Lu et al. found that health aid displaces domestically-raised government health expenditure, which renders health aid at least partially fungible. These findings are questioned in The Fungibility of Health Aid Reconsidered. Van de Sijpe’s emphasis on disaggregating on- and off-budget aid is a valid contribution, although his empirical conclusions are overstated. We re-evaluate the data he criticises and find they sufficiently capture on-budget aid. To re-measure health aid fungibility, we update the Lu et al data, adding 23 countries and four years of data. Despite the confidence we have in these data, we employ two estimation specifications, each of which addresses the measurement error discussed by Van de Sijpe. The extended data and alternative methods show that development assistance for health channelled to governments remains significantly fungible.  相似文献

The aim of this article is to gain some understanding of the way the European Court of Auditors (ECA) assesses European Union (EU) member states' performances in managing EU finances. To this end the ECA's annual reports for 1996–2001 have been analysed.
We find that the information provided in the ECA annual reports is somewhat unsystematic, which is the result of the ECA's approach to auditing and its working methods. A review of the literature, as well as our own empirical analysis, allows us to conclude that the ECA does not in fact live up to its own mission of providing relevant, objective reports. Our analysis suggests, for instance, that there is some ambiguity within the ECA due to differences in audit traditions within the EU. Improvements could be made by reducing the number of ECA members to three or five, by (further) integrating the traditional ECA audit and the audit within the framework of the statement of assurance, and by further integrating internal and external budgetary control within the EU.  相似文献

Recent unrest and the 2014 elections have corroborated the impression of Bosnia as a failing state, one that is constantly being undermined by the three-way impasse between constituent ethnic groups of Bosniaks, Croats, and Serbs. Major history museums in Bosnia, however, provide a more complex picture. This paper analyzes museums and exhibitions on twentieth-century history in Sarajevo, Banja Luka, and Jajce, with regard to their narrative strategies, their aesthetic appearance, and the commemorative practices in their respective locations. From this perspective, the use of history in building group identity in Bosnia is far from coherent. Although museums are one means to assert firmly entrenched national identities both old and new, they compete at the same time with nostalgic commemorations of socialist Yugoslavia and with equally nostalgic references to the Austrian occupation. Various civic groups struggle to assert their visions of belonging, mostly with rather modest financial means. Based on these findings, this paper will explore not only the underlying assumptions of what history and, in particular, museums are all about, but also how visions of the future of Bosnia and Herzegovina are inscribed in these uses of history – if indeed they are.  相似文献

The collapse of sclerotic and dysfunctional one-party regimes in central and eastern Europe, associated with the end of the USSR, and in parts of the Balkans, with the death of President Tito of Yugoslavia in 1980, was followed by violence and war, which brought the region to the world’s attention. These events, and inevitably the historical causes, were and still are interpreted to an international audience, largely through a global media, over which Balkan countries have limited influence. Todorova (Slavic Review 53(2):453–452, 1994, 2009, 1997) identified a trend or convention in these interpretations which was largely negative, which she called ‘Balkanism’, and which was at least partly constructed ‘from the outside’ (1994, p. 445). She argued that our knowledge of the Balkans is mediated through a distorting lens: we see it as a dark ‘other’. By contrast, national museums funded by national governments would seem to offer a channel through which the states in the region might be able to tell their own stories, in their own way. This survey of national museums attempts to map these stories against specific aspects of Balkanism. Are they complicit in its construction, or do they run counter to or align with it? It is argued that the key elements of these displays counter some aspects of Balkanism but align with it or reinforce it in other ways.  相似文献

Contemporary government reforms are changing how performance is measured and evaluated, by shifting the focus from inputs and processes to outputs and outcomes. This study uses agency theory, institutional theory, and organizational information processing theory to hypothesize and assess how particular organizational and institutional factors affect the disclosure of outcome information by public organizations, drawing on an empirical analysis of 214 Italian public organizations. Organizational size, mode of service delivery, and the degree of regulation are all strongly associated with the disclosure of outcome indicators in external performance reports.  相似文献

Public sector organizations, including local government (LG) entities, continue to resort to value for money (VFM) audit to enhance performance and accountability. Based on the analysis of the consolidated reports on the annual performance-based Functional Organizational Assessment Tool (FOAT)—VFM audit—in Ghana to determine the efficacy of VFM on performance, this article argues that VFM audits constitute a significant public management tool that could enhance LG performance. However, the FOAT reports, like most VFM audits, only provide quantitative evidence, which fails to capture the qualitative or other relevant explanatory factors behind the recorded performance improvement.  相似文献
